Renaissance at The Cross in 1998, looking into the main arch from the terrace The Cross was known for long-running promoter residencies, such as Glitterati, the Italian-themed Vertigo and progressive house superclub Renaissance. DJs such as Danny Rampling, Dave Seaman, Ian Ossia, Nigel Dawson and Judge Jules became established residents and names such as Paul van Dyk and BT (musician) appeared before they became major stars in their own right. The club's bar-counters were made of steel and frosted glass and the outside terrace area had cobble-stones, couches and day-beds covered in velvet. Club- goers were equally well-dressed, representing a significant break from the cheesier clubs common in London in the early 1990s.

Cambridge Professor of history Nicholas Fenton, in the England of 1925, makes a bargain with the devil and is sent back in time to Restoration London in 1675 to solve a murder that is about to take place, in the body of Sir Nick Fenton. Fenton soon finds himself in love with the intended victim, Sir Nick's wife Lydia, and resolves to alter the course of history by preventing her murder. Fenton's mastery of 20th century swordsmanship makes him a fearsome antagonist in 1675, so much so that he becomes known as "the devil in velvet". Also involved in the action is a woman who has also sold her soul to the devil and travelled back in time, and Fenton finds himself torn between the two women.

Filled with imagery from medieval Britain (especially in the "Jack-in-the-Green", "Cup of Wonder", and "Ring Out Solstice Bells" lyrics), and ornamental folk arrangement (as in "Velvet Green" and "Fire at Midnight"), or the experimentalism of "Pibroch (Cap in Hand)" where Martin Barre's guitar simulates bagpipes, the album was a departure from the hard rock of earlier Jethro Tull material, though it still retained some of the band's older sound. Anderson was partly inspired by the book Folklore, Myths and Legends of Britain which was given to him by Jethro Tull's then manager Jo Lustig in 1976. According to Anderson, the book "certainly gave me thoughts about the elements of characters and stories that played out in my songwriting on the Songs From the Wood album, which then carried on over to the Heavy Horses album and even beyond that into the Stormwatch album." The descriptive term "folk music" has been dismissed by Anderson and Barre as not relevant to the album.
