The Flag of the United States waving over Ozama Fortress, c. 1922 Marines claimed to have restored order throughout most of the republic, with the exception of the eastern region, but resistance continued widespread in both, direct and indirect forms in every place. The US occupation administration, however, measured its success through these standards: the country's budget was balanced, its debt was diminished, economic growth directed now toward the US; infrastructure projects produced new roads that allowed the movement of military personnel across all the country's regions for the first time in history; a professional military organization that took away the power from local elites and made soldiers more loyal to the national government, the Dominican Constabulary Guard, replaced the former partisan forces responsible for the civil war with groups less hostile to the US occupation. Most Dominicans, however, greatly resented the loss of their sovereignty to foreigners, few of whom spoke Spanish or displayed much real concern for the welfare of the republic.

After a two-month trial period, Pius X named him pro-Secretary of State. That November he became the first cardinal elevated by the Pope (a traditional reward to the secretary of a conclave), becoming Cardinal-Priest of Santa Prassede and full Secretary of State, replacing Cardinal Mariano Rampolla del Tindaro, who was moved to the post of Secretary of the Holy Office. The praise which he received from Pope Pius X on 11 November 1903, the day Merry del Val received the cardinal's hat, went as follows: "The good odor of Christ, lord cardinal, that you have spread in every place, even in your temporary dwelling, and the many works of charity to which you have dedicated yourself constantly in your priestly ministry, especially in this our city of Rome, have won for you, with admiration, universal esteem." From Pascendi Dominici gregis (published in 1907) until 1914 he was pro-active in combatting modernism among the clergy, especially the university professors.

He is familiar with the Sasanian Book of a Thousand Judgments and his work has been used by scholars seeking to reconstruct Sasanian law. Eduard Sachau argues that because the legal works of Shemʿon, another metropolitan of Fars of uncertain date, make little use of Sasanian law, Ishoʿbokht's pontificate must be placed earlier than Shemʿon's. In his introduction, Ishoʿbokht writes that he will take ideas from his own church's traditions as well as those of other churches and his own reasoning. His stated reason for writing is that the laws of the Christians are not uniform, in contrast to Islamic law, Jewish law and Zoroastrian law: > While the Jews in every place have one law, as also the error of the Magians > and likewise also those who now rule over us, among the Christians the laws > which are determined in the land of the Romans are distinct from those in > the land of the Persians, and they in turn are distinct from those in the > land of the Arameans, and different from Ahwaz, and different in Mayshan, > and likewise also in other places.

Journalist Rukmini Maria Callimachi also emphasises ISIL's interest in polarisation or in eliminating what it calls the "grey zone" between the black (non-Muslims) and white (ISIL). "The gray is moderate Muslims who are living in the West and are happy and feel engaged in the society here." A work published online in 2004 entitled Management of Savagery (Idarat at Tawahoush), described by several media outlets as influential on ISIL and intended to provide a strategy to create a new Islamic caliphate, recommended a strategy of attack outside its territory in which fighters would "Diversify and widen the vexation strikes against the Crusader-Zionist enemy in every place in the Islamic world, and even outside of it if possible, so as to disperse the efforts of the alliance of the enemy and thus drain it to the greatest extent possible." The group has been accused of attempting to "bolster morale" and distract attention from its loss of territory to enemies by staging terror attacks abroad (such as the 2016 Berlin truck attack, the 6 June 2017 attacks on Tehran, the 22 May 2017 bombing in Manchester, and the 3 June 2017 attacks in London that ISIL claimed credit for).
