The dissenters noted that the Court had never before allowed private actors to intervene in a dispute between states over water rights, and that it was improper to do so now. "An interest in water is an interest shared with other citizens," Roberts wrote, "and is properly pressed or defended by the State."South Carolina v.
Many Later Qin officials try to persuade Yao Xing to take the opportunity, as Qifu Gongfu and Qifu Chipan battled for control of the state, to attack Western Qin. Yao Xing refused, believing it improper to attack a state that was still mourning. Also in 412, Yao Xing created his concubine Consort Qi empress. (No historical record gave the date when Yao Xing's first empress Empress Zhang died, but presumably she had by this point.) In 413, Liu Yu's general Zhu Lingshi (朱齡石) attacked Qiao Zong's Western Shu state and destroyed it, reannexing it to Jin.
The committee also investigated a series of fundraising events which allowed donors to meet Cameron. The investigation concluded that it was improper to employ parliamentary staff for fund-raising purposes and that it was "ill- advised to link directly, in promoting the Leader's Group, the issues of access to his office and party fund-raising". Lord McNally, a member of the Lords Committee, said that this was "yet another example of how pressure on political parties to raise ever larger sums from private sources pollutes our politics". Using passes in this way does not however break any written rule.
Critics say it is improper to fix a donation for religious service; therefore the activity is non-religious. Scientology points out many classes, exercises and counseling may also be traded for "in kind" or performed cooperatively by students for no cost, and members of its most devoted orders can make use of services without any donations bar that of their time. A central tenet of Scientology is its Doctrine of Exchange, which dictates that each time a person receives something, he or she must give something back. By doing so, a Scientologist maintains "inflow" and "outflow", avoiding spiritual decline.
Dickerson, a protectionist, believed that it was "improper to blend two subjects so distinct from each other as Commerce and Manufactures" and he was supported in his proposal by fellow Senator James Lloyd of Massachusetts, a free trader, who thought that low tariff advocates on the existing committee were a distinct minority. On the other hand, Robert Y. Hayne of South Carolina argued that such a division reflected narrow, sectional interests, and alternatively proposed that agriculture be added to give a single committee oversight of the Nation's economic interests. Dickerson's motion was adopted and the committee was split.
For 14 days in 1901, Rusk assisted Harry Fielding Reid in mapping Mount Adams. Before they began, they ascended Adams with two others, Nelson B. Brooks and Dr. H. S. Goddard, and then circled the mountain with Rusk leading. As they came around the mountain, Rusk suggested names for several of the glaciers. He wanted to name Adams Glacier as Reid Glacier in honor of Reid; however, Reid insisted that it should be named something else because he thought it improper to place his own name on the map that he was making and the Mazamas were trying to name a glacier on Mount Hood after him.
Though unlearned she was reputed to be the equal of the most sophisticated theologians, revelations compensating for her lack of schooling. Ávila's Dominican Provincial, Diego Magdaleno, sent Maria to Toledo to inspect the Order's houses there and initiate ascetic reforms. That administrative order was still shockingly improper to Dominican historian Beltrán in 1939."Sor María por su calidad de mujer no era elemento aduecado para implantar la reforma" ("Sister María by her quality of a woman was not an adequate element to implant reform"), remarked Vicente Beltrán de Heredia, Historia de la Provincia de España (1450–1550) (Rome: Istituto Storico Domenicano) 1939, noted in Bilinkoff 1992:23 note 6.
The committee characterised the commissioners' conduct on matters within the committee's terms of reference as "irregular and arbitrary, not in accordance with the statute under which they exercise their functions, and such as to shake public confidence in their administration of the law", going on to note that the committee had in passing heard worrying evidence on matters outside its terms of reference on which it would be improper to base findings. As a consequence of the committee's report (and hence of the Andover scandal), the Poor Law Administration Act 1847 replaced the Poor Law Commission with a Poor Law Board upon which a number of cabinet ministers sat ex officio.
The Hale America National Open Golf Tournament was a professional golf tournament on the PGA Tour that played for a single year, 1942. After the attack on Pearl Harbor and America's entry into World War II, the United States Golf Association's Executive Committee decided that it would be improper to play the 1942 U.S. Open. Additionally, the original site chosen for the event, Interlachen Country Club in Edina, Minnesota, opted not to serve as the host course. The USGA together with the PGA of America and the Chicago District Golf Association sponsored the Hale America Open in response to calls for a series of local tournaments to be played.
Smith, Angel, Dictionary of Spain, p. 195, Rowman & Littlefield 2008 This was seen as explicitly hostile to Roman Catholicism, both by supporters of the established Church, but also by advocates of church/state separation. One such advocate of separation, José Ortega y Gasset, stated "the article in which the Constitution legislates the actions of the Church seems highly improper to me."Paz, Jose Antonio Souto Perspectives on religious freedom in Spain Brigham Young University Law Review January 1, 2001 Pope Pius XI condemned the Spanish Government's deprivation of the privileges of Catholics in the encyclical Dilectissima Nobis ("On Oppression Of The Church Of Spain").
TIRKS was recently updated with a Java GUI, XML API, and WORD Sketch, which provides graphical views of the TIRKS Work Order Record and Details Document as well as SONET and DWDM networks. When TIRKS became a registered trademark in 1987, it became technically improper to use it as an acronym. TIRKS was one of many OSS technologies transferred to Bell Communications Research as part of the Modification of Final Judgment related to the AT&T; divestiture on January 1, 1984. In the 1990s, the Facility and Equipment Planning System (FEPS) and Planning Workstation System (PWS) products were incorporated into the Telcordia TIRKS CE System.
During the examination of the body, the coroner concluded that because of the intensive trauma to her reproductive organs, the infection she had was a result of an abortion, This detail was barely mentioned in Smith's trial that soon followed, as it was improper to talk about abortion during this time period. However, the state of her body was discussed: rotted and decayed after a cold Maine winter. It was discovered that Smith burned Caswell's belongings, including her leather chest, which he attempted to disguise as his own by carving his name into it. He also burned his medical instruments that he had used to perform her abortion.
For example, if project A has an expected lifetime of 7 years, and project B has an expected lifetime of 11 years it would be improper to simply compare the net present values (NPVs) of the two projects, unless the projects could not be repeated. The use of the EAC method implies that the project will be replaced by an identical project. Alternatively the chain method can be used with the NPV method under the assumption that the projects will be replaced with the same cash flows each time. To compare projects of unequal length, say 3 years and 4 years, the projects are chained together, i.e.
The EFF, ACLU and Time Warner have joined forces to try to quash most of the lawsuits. The ACLU and EFF argued that the lawsuits were not closely related and therefore improperly joined, and that it was improper to file all suits in Washington DC even though most of the alleged offenders resided elsewhere. Time Warner argued that it could only handle 28 IP address lookup requests per month. In July 2010, the Washington D.C. District Court judge rejected these arguments, but ordered UCSG, EFF and ACLU to work together to draft notification letters to be sent to the targeted individuals by their ISPs.
At the time, few Bosnian Muslim girls attended secular school. Maglajlić aspired to continue her education in Zagreb and become a teacher, but her father considered it improper to have daughters educated away from home and refused to permit it. Maglajlić thus ran the household up to the start of World War II. Although she did not pursue her education any further, Maglajlić became acquainted with Marxism and the labour movement through her brothers, who studied in Sarajevo and Zagreb. She was among the first Bosnian Muslim women to take part in the labour movement and through it became more closely involved with the women's rights movement.
Reagan expressed regret regarding the situation in a nationally televised address from the Oval Office on 4 March 1987, and in two other speeches. Reagan had not spoken to the American people directly for three months amidst the scandal, and he offered the following explanation for his silence: > The reason I haven't spoken to you before now is this: You deserve the > truth. And as frustrating as the waiting has been, I felt it was improper to > come to you with sketchy reports, or possibly even erroneous statements, > which would then have to be corrected, creating even more doubt and > confusion. There's been enough of that.
Again, he juxtaposes what is outlined in the Constitution with New York's appointment process at the time, which was that 3-5 men, including the governor, would make these decisions behind closed doors. Hamilton moves on from discussion of Senate confirmations to defend the Executive's constitutional power to give information to Congress on the State of the Union. He acknowledges that those who criticize the extent of this power only question the President's ability to convene each branch separately. Hamilton argues that since the Executive branch has "concurrent power" with the Senate, and only the Senate, to form treaties that it would be "unnecessary and improper" to convene the House of Representatives as well.
Flaithbertach was taken to Kildare, where he was held captive, not being released until after Cerball mac Muirecáin's death in 909. The Fragmentary Annals say that the clerics of Leinster, apparently led by the abbess of Kildare, Muirenn ingen Suairt, subjected Flaithbertach to harsh criticism for his part in the death of the saintly Cormac: "The evil things that certain scholars of Leinster said about Flaithbertach are shameful to tell, and improper to write."Wiley, "Cath Belaig Mugna"; Fragmentary Annals, FA 423; Bhreathnach, "Abbesses", pp. 116–117. The kingship of Munster was seemingly vacant from Cormac's death until 914, when the Annals of Innisfallen and the Fragmentary Annals report that Flaithbertach was installed at Cashel as king of Munster.
Captain Bonzo also wrote his memories about the sinking in the book 1093 Tripulantes del Crucero ARA General Belgrano, published in 1992. In this book he wrote that it is "improper to accept that (...) the attack by HMS Conqueror was a betrayal". During an interview in 2003 he had stated that General Belgrano was only temporarily sailing to the west at the time of the attack, and his orders were to attack any British ships which came within range of the cruiser's armament. In late 2011, Major David Thorp, a former British military intelligence officer who led the signals intercept team aboard , released the book The Silent Listener detailing the role of intelligence in the Falklands War.
In 1964 Tokyo, Sir William Rutland (Cary Grant) is an important British businessman, who arrives two days early and is greeted by the housing shortage caused by the 1964 Summer Olympics. While at the British Embassy seeking help, he notices an announcement of an available apartment and decides to check the place out. He finds himself at the residence of Christine Easton, who insists that it would be improper to take him in as a housemate; she had forgotten to advertise that she would prefer to rent to a woman. Easton eventually lets Rutland stay—half because she is persuaded it is her patriotic duty to take him in and half because of Rutland's own self-assured pushiness.
When he tried to get his name taken off the wires, the bank refused, saying that the money had already been wired out and that it would be improper to do so in any case. The IRS Criminal Investigation Division then began a probe, initially fearing that Spitzer was the victim of either extortion or identity theft. Screenshot of the website of Emperors Club VIP showing list of prices for escort services. North Fork's report in July 2007 went largely unnoticed until HSBC filed a report in the fall that the transactions were going to QAT International and QAT Consulting Group, which were offshore shell companies operating as a front for the Emperors Club VIP.
In fact, the "custom" of "tradition" Confucian group often asserted during the discussion with feminist movement was derived from old Japanese civil code determined during colonial era. Although the start of this "custom" supposed to be viewed improper to keep up after the decolonization in Korean stance, similar culture code under Korea and Japan dissolved into Korean culture and perceived as it derived from our ancestors. Despite the fact that the root of this custom arouse a question of validity to conserve it, this system of thoughts was deeply settled in general society that it made hard for people to realize the fact that society only favors certain group of people. This worn-out paradigm had suddenly been challenged due to sudden modernization of society.
Since it is not possible to sympathize with bodily states or "appetites which take their origin in the body" it is improper to display them to others, according to Smith. One example is "eating voraciously" when hungry, as the impartial spectator can sympathize a little bit if there is a vivid description and good cause for this hunger, but not to a great extent as hunger itself cannot be induced from mere description. Smith also includes sex as a passion of the body that is considered indecent in the expression of others, although he does make note that to fail to treat a woman with more "gaiety, pleasantry, and attention" would also be improper of a man (p. 39). To express pain is also considered unbecoming.
"chemicals' agency", "writers' conference", "Rangers' hockey game"), but they are now often written without the apostrophe, although decisions on when to do so require editorial judgment. There are morphologic restrictions on the classes of adjunct that can be plural and nonpossessive; irregular plurals are solecistic as nonpossessive adjuncts (for example, "men clothing" or "women magazine" sound improper to fluent speakers). Fowler's Modern English Usage states in the section "Possessive Puzzles": Noun adjuncts can also be strung together in a longer sequence preceding the final noun, with each added noun modifying the noun which follows it, in effect creating a multiple-word noun adjunct which modifies the following noun (e.g. "chicken soup bowl", in which "chicken" modifies "soup" and "chicken soup" modifies "bowl").
Kinesics is the area of nonverbal communication related to movements of the body, including gestures, posture, and facial expressions, and the study of that area. The word was first coined by Ray Birdwhistell, who considered the term body language inaccurate and improper to use as a definition, given that what we do with our bodies does not fit the definition of language. Examples of kinesic communication range from a nod of the head meaning “yes” (or “I am listening”) to a student shifting in their seat indicating a wandering attention. Kinesic communication differs from culture to culture, depending on how much contact each culture contains (high or low contact) and what has been established by long held traditions and values related to nonverbal communication.
The manager of the nursing home, David Bloemker, repeatedly expresses himself in an overly elaborate style, only to have to reduce his own locutions to a much simpler form. For example, he tells Lenore that if they find her great-grandmother (also named Lenore), they will likely also find the other missing residents of the facility. Why? Because, she "enjoyed a status here — with the facility administration, the staff, and, through the force of her personality and her evident gifts, especially with the other residents [such that] it would not be improper to posit the location and retrieval of Lenore as near assurance of retrieving the other misplaced parties." The younger Lenore says that she doesn't understand all of that.
In its decision, which resulted from a 2-to-1 vote, the panel said that race officials had "a responsibility to observe and report illegal passing in yellow flag situations and they failed to do so." :"The court believes," the panel said in a 23-page opinion written by Edwin Render, its chairman, "that responsible officials knew of the infraction when it was committed … For these reasons the court rules that it was improper to impose a one-lap penalty on car No.3 after the race." Following the ruling, Andretti, without the support of Patrick Racing, filed an appeal with a higher USAC board, arguing that he wasn't given sufficient time to argue his case against Unser. The appeal was denied by the board weeks later.
Johnson, p. 68 In April 1979, Compton ruled in favor of the state, saying the LACT meters were the appropriate point for measurement and that it was improper to take deductions before that point. Following his initial ruling, however, the process of reviewing his decision turned into a 17-month affair that ended in August 1980 when the litigants agreed to settle the issue out of court. Both sides agreed that the LACT meters were the correct location for measurement, but the state agreed to allow a field cost deduction of 42 cents per barrel for pre-1980 oil and 42 cents times the result of the Producer Price Index for the previous year, divided by the PPI for June 1977, for post-1980 oil.
The High Priest passed an edict restricting such labours on those days, thinking it inappropriate to do servile work on the Hol ha-Moed, until after the Feast (Yom Tov). It had also been a custom in Israel, since the days that the Hasmoneans defeated the Grecians who prevented them from mentioning the name of God in heaven, to inscribe the name of God in their ordinary contracts, bills of sale and promissory notes. They would write, for example, "In the year such and such of Yohanan, the High Priest of the Most High God." But when the Sages of Israel became sensible of the fact that such ordinary contracts were often discarded in the rubbish after reimbursement, it was deemed improper to show disrespect to God's name by doing so.
Nancy Tuckerman, in the Amy Vanderbilt Complete Book of Etiquette, writes that in the United States, unlike the UK, a boy can be addressed as Master only until age 12, then is addressed only by his name with no title until he turns 18, when he takes the title of Mr.,Nancy Dunnan & Nancy Tuckerman, The Amy Vanderbilt Complete Book of Etiquette (50th Anniversary ed.) (1995). although it is not improper to use Mr. if he is slightly younger. Robert Hickey, deputy director of the Protocol School of Washington, states that "use of Master [as] an honorific when addressing boys is considered old fashioned outside of conservative circles." In the 21st century, Master as an honorific is still prevalent used in the BDSM community, professional trade workers, and academics.
The canon is quoted in full here because it explains the Russian Orthodox theology on the subject: > Chapter 2, §44: It is most absurd and improper to depict in icons the Lord > Sabaoth (that is to say, God the Father) with a grey beard and the Only- > Begotten Son in His bosom with a dove between them, because no-one has seen > the Father according to His Divinity, and the Father has no flesh, nor was > the Son born in the flesh from the Father before the ages. And though David > the prophet says, "From the womb before the morning star have I begotten > Thee" (Ps.109:3), that birth was not fleshly, but unspeakable and > incomprehensible. For Christ Himself says in the holy Gospel, "No man hath > seen the Father, save the Son" (cf. ).
In the courts, the United States Court of Appeals for the First Circuit, in Doe v. Bush, said: "[T]he text of the October Resolution itself spells out justifications for a war and frames itself as an 'authorization' of such a war." in effect saying an authorization suffices for declaration and what some may view as a formal Congressional "Declaration of War" was not required by the Constitution. The last time the United States formally declared war, using specific terminology, on any nation was in 1942, when war was declared against Axis-allied Hungary, Bulgaria, and Romania, because President Franklin Roosevelt thought it was improper to engage in hostilities against a country without a formal declaration of war. Since then, every American president has used military force without a declaration of war.
Heywood saw what he believed to be a disproportionate concentration of capital in the hands of a few as the result of a selective extension of government-backed privileges to certain individuals and organizations. He believed that there should be no profit in rent of buildings. He did not oppose rent, but believed that if the building was fully paid for that it was improper to charge more than what is necessary for transfer costs, insurance, and repair of deterioration that occurs during the occupation by the tenant. He even asserted that it may be incumbent on the owner of the building to pay rent to the tenant if the tenant keeps his residency in such a condition that saved it from deterioration if it were otherwise unoccupied.
He states, "However proper or safe it may be in governments where the executive magistrate is an hereditary monarch, to commit to him the entire power of making treaties, it would be utterly unsafe and improper to entrust that power to an elective magistrate of four years' duration." Although Hamilton makes solid arguments against the executive branch having sole treaty making power, he also forms an equally impressive self-rebuttal from the opposite end of the spectrum. Referring back to his previous statement about entrusting the senate with such an important power, Hamilton writes, "To have entrusted the power of making treaties to the Senate alone would have been to relinquish the benefits of the constitutional agency of the President in the conduct of foreign negotiations." Hamilton is defending the power, rights, and responsibility of the executive branch.
The only count of the three that was judged incorrect was the one for advertising obscene material, because the advertisement in question was the "Be on the lookout for the next issue #8!" blurb that ran in issue #7, and the Court agreed that it was improper to convict someone for advertising material that had not yet been created since Diana could not, at the time, know the nature or character of the work. In 1996, while his case was still on appeal in Florida, Diana moved to New York City, where he was granted permission to serve out his sentence, and fulfill his community service obligation through volunteer work for the Comic Book Legal Defense Fund. Soon after the move, the Court refused to accept an amicus brief submitted by the ACLU, and responded without comment to the second appeal.
Partly in an attempt to regain the King's favour for the City, Treby made a loyal speech when presenting the new Sheriffs of London in September 1682, but the Quo warranto action continued. Treby argued at the Court of King's Bench that any wrongs committed had been performed by individuals, not by the City as a whole; it was therefore improper to attack the City for those actions. He also noted that while the Quo warranto writ was brought against the City Corporation and claimed that the Corporation's illegal acts had destroyed its corporate personality, it comprised a logical contradiction, being an attack on an organisation which the writ claimed had no legal existence. The latter point was brushed aside on the grounds that the corporation would only be destroyed if judgement was brought against it, which the court duly did.
The War Memorial: An Address by Mr. Laybourne-Smith (17 February 1928) While this is seen as an altruistic act, Richardson noted that Laybourne-Smith was both a member of the National War Committee and sat on the sub-committee which drafted the rules of the competition, and thus it may have been considered "improper" to accept the money.Richardson (1998), p. 7. When announced to the public the design was "universally hailed as a masterpiece". Nevertheless, in writing his report on the result of the judging, Murdoch stated of the winning architect that he "depends almost entirely on the sculptor to tell the story of the memorial, employing in his design no more architecture than that required to successfully frame and set his sculptural subjects, and to provide accommodation to the extent asked for by the conditions".
For the 1997 general election, the Ceredigion branch of the Greens endorsed Cynog Dafis as a joint Plaid Cymru/Green candidate, but this generated controversy with the party, with critics believing it improper to build an alliance with a party that did not share all of the Greens' views. In April 1995, the Green National Executive ruled that the party should withdraw from this alliance due to ideological differences. As the Labour Party shifted to the political center under the leadership of Tony Blair and his New Labour project, the Greens sought to gain the support of the party's disaffected leftists. During the 1999 European Parliament elections, the first to be held in the UK using proportional representation, the Greens gained their first Members of the European Parliament (MEPs), Lucas (South East England) and Jean Lambert (London). At the inaugural London Assembly Elections in 2000, the party gained 11% of the vote and returned three Assembly Members (AMs).
As stated in the preface to the first edition, when the Bowdlers were children their father often entertained the family with readings from Shakespeare. They later realised that their father had been omitting or altering passages he felt unsuitable for the ears of his wife and children: > In the perfection of reading few men were equal to my father; and such was > his good taste, his delicacy, and his prompt discretion, that his family > listened with delight to Lear, Hamlet, and Othello, without knowing that > those matchless tragedies contained words and expressions improper to be > pronounced; and without reason to suspect that any parts of the plays had > been omitted by the circumspect and judicious reader. The Bowdlers took inspiration from their father's editing, feeling that it would be worthwhile to publish an edition which might be used in a family whose father was not a sufficiently "circumspect and judicious reader" to accomplish this expurgation himself, while still remaining as true to the original text as possible.
Chomsky subsequently wrote an essay entitled Some Elementary Comments on the Rights of Freedom of Expression, in which he attacked his critics for failing to respect the principle of freedom of speech. Chomsky wrote: > Let me add a final remark about Faurisson's alleged "anti-Semitism." Note > first that even if Faurisson were to be a rabid anti-Semite and fanatic pro- > Nazi -- such charges have been presented to me in private correspondence > that it would be improper to cite in detail here -- this would have no > bearing whatsoever on the legitimacy of the defense of his civil rights. On > the contrary, it would make it all the more imperative to defend them since, > once again, it has been a truism for years, indeed centuries, that it is > precisely in the case of horrendous ideas that the right of free expression > must be most vigorously defended; it is easy enough to defend free > expression for those who require no such defense.
Similarly, it is improper to use the motion to lay on the table to postpone something; a motion to postpone to a certain time should be used in this case. If debate is not desired, a motion to close debate (the previous question) should be used. One of the disadvantages of trying to kill a measure by laying it on the table is that, if some opponents of the measure subsequently leave the meeting, a temporary majority favoring the measure can then take it from the table and act on it; or they may do so at the next session if held within a quarterly time interval. Although the motion to lay on the table is not debatable, the chair can ask the maker of the motion to state his reason in order to establish the urgency and legitimate intent of the motion or the maker can state it on his own initiative.
In 786, after the death of Li Cheng () the military governor of Yicheng Circuit (義成, headquartered in modern Anyang, Henan), Jia was made the military governor of Yicheng. At that time, Li Na the military governor of neighboring Pinglu Circuit (平盧, headquartered in modern Tai'an, Shandong), who had previously rebelled against Emperor Dezong but later resubmitted (albeit nominally), was still viewed as a threat to the circuits loyal to the imperial regime. On an occasion, when Pinglu soldiers, returning from a posting to the western border with Tufan, were going through Yicheng on the way back to Pinglu, Jia's subordinates, worried that they might act against Yicheng, suggested that they be kept outside the city walls of Yicheng's headquarters Hua Prefecture (). Jia, reasoning that it was improper to let soldiers from a neighboring circuit rest in the open air, welcomed them inside, and the Pinglu soldiers did not dare to create any disturbance.
The establishment of the FUFA Women Elite League in 2015 followed Uganda's stint at the African qualifiers of the 2014 FIFA U-20 Women's World Cup where it won in a two-legged preliminary round match over South Sudan on a 22–0 aggregate. However the Federation of Uganda Football Associations (FUFA) withdrew the national team from the qualifiers since it deemed "improper" to continue its campaign if there is no women's league in the country. The introduction of the Women Super League to the Ugandan women's football system as the new highest women's football league for the 2019–20 season relegated the FUFA Women Elite League as a second division league reducing the number of competing teams in the Elite League from 16 to 8. Due to the Covid 19 pandemic, the 2019–20 season of the Women Elite League was cancelled with Isra Soccer Academy (Victoria group) and Makerere University (Elizabeth group) promoted to the Women Super League for the 2020–21 season.
Prior to the Apostolic constitution Etsi ad Singula of Pope Clement VII of 5 July 1532, the presiding cardinal of the Cancellaria was titled "Vice Chancellor". Scholars writing of the Cancellaria provided many ingenious reasons why that dignitary did not have the more obvious title of "Chancellor". The Italian jurist Giovanni Battista Cardinal De Luca regarded these explanations as senseless (simplicitates et fabulae) and proposed an explanation of his own, without insisting on its correctness: it was probable that the title of "Vice Chancellor" arose in the same way as the title of "Prodatary" ("Prodatarius"), the custom having been to title the principal of the Dataria Apostolica the "Datary" ("Datarius") if he were not a cardinal, and the "Prodatary" ("Prodatarius") if he were. The rationale for the titular customs of the Dataria was that the office of Datary was not in essence cardinalatial but rather of minor dignity; wherefore it was improper to entitle a cardinal with "Datary".
" In the Los Angeles Times, Warren I. Cohen said Hitchens "does a lawyerly job of demonstrating Kissinger's involvement" in the 1973 overthrow of Salvador Allende and "also spells out the American role in the Greek junta's attempt in 1974 to assassinate Archbishop Makarios, president of Cyprus, and catches Kissinger and Ford acquiescing in the Indonesian invasion of East Timor in 1975." A month after Hitchens' death, John R. MacArthur of Harper's Magazine, while criticizing Hitchens's interventionism after the September 11 attacks, referred to The Trial of Henry Kissinger as a "landmark book". Conversely, in a review for The Daily Telegraph, author George Jonas accused Hitchens of using devices improper to nonfiction, noting that in one passage the author "admits he is guessing, but this does not prevent him from starting the paragraph by placing 'a tremor of anxiety' - ie, a consciousness of guilt - into Dr Kissinger's mind. This device might be acceptable in a novel - except this is not a novel.
Boekel said that it would be improper to describe the mechanism used, and added that Keely had discovered all that he had claimed. It was later discovered by a Times reporter in August that Boekel had not yet been entrusted with the secrets of the motor as promised by Keely, and that the inventor kept delaying matters by telling Boekel that he could explain it to him in less than two hours after it was completed, and that he had not done so already because the engine had not yet reached that state. On August 28, 1883 at the monthly meeting of the Company's directors, it was announced that Keely's engine would be ready for operation around the first week in September, and that a final inspection of it by the Trustees would be conducted on August 29, at which the stockholders were expected to be present. When the inspection was made the following day, however, Keely said that it would not be ready for another six weeks.
In 582, Emperor Wen had Gao oversee an operation against rival Chen Dynasty, but when Emperor Xuan of Chen died in early 582, Gao suggested that it was improper to attack a state that had just lost its emperor, and Emperor Wen agreed and withdrew the troops. Later in 582, it was after consulting Gao and Su that Emperor Wen, who had felt that the city of Chang'an, his capital, was too small, constructed a new capital nearby named Daxing (大興), where he moved the capital in 583. In fall 583, Emperor Wen sent Gao and Yu Qingze (虞慶則) to attack Tujue. In 587, while Sui's vassal Emperor Jing of Western Liang was at Daxing, Emperor Jing's uncle Xiao Yan (蕭巖) and brother Xiao Huan (蕭瓛), in charge of his capital Jiangling, feared that the Sui general Cui Hongdu (崔弘度) was going attack, and therefore took the people of Jiangling and surrendered to the Chen general Chen Huiji (陳慧紀, the cousin of Chen's emperor Chen Shubao).
By winter 950, Liu Chengyou, growing into adulthood, had tired of the control that the key officials that Liu Zhiyuan left had. (At that time, Yang oversaw the operations of the government; Guo oversaw the military; Shi Hongzhao oversaw the imperial guards; and Wang Zhang oversaw the financial matters.) At that time, Liu Chengyou's favorite attendants were trying to assert authority, and Empress Dowager Li's relatives were also trying to be involved in government, but Yang curbed these attempts. Empress Dowager Li's younger brother Li Ye, in particular, who had been serving as the director of miscellaneous affairs (武德使, Wudeshi) inside the palace, was hoping to become the director of palace affairs (宣徽使), and both the emperor and the empress dowager were in favor, but Yang and Shi decided against it, believing that it was improper to promote Li Ye.
