Rail Baltica Project Structure The Rail Baltica project is being implemented by the three Baltic States – Estonia, Latvia and Lithuania. Finland announced in February 2019 that it will also join the project. The Beneficiaries of the Rail Baltica project are ministries of the three Baltic States – Estonia's Ministry of Economic Affairs and Communications, Latvia's Ministry of Transport and Lithuania's Ministry of Transport and Communications. In 2014 they established a joint venture RB RAIL AS to be the Main Coordinator and project implementer for the purpose of completing the railway and developing the Rail Baltica project.
