Indexed color was widely used in early personal computers and display adapters' hardware to reduce costs (mainly by requiring fewer of the then-expensive RAM chips) but also for convenient image management with limited-power CPUs (of the order of 4 to 8 MHz), file storage (cassette tapes and low density floppy disks). Notable computer graphics systems extensively (or even exclusively) using pseudocolor palettes in the 1980s include CGA, EGA, and VGA (for IBM PC compatibles), the Atari ST, and Amiga's OCS and AGA. Image files exchanged over the CompuServe net in the early 1990s were encapsulated in the GIF format. Later, the HTML web pages used the GIF along with other indexed color-supporting file formats such as PNG, to exchange limited-color images quickly and store them in limited storage space.

PDF is a standard for encoding documents in an "as printed" form that is portable between systems. However, the suitability of a PDF file for archival preservation depends on options chosen when the PDF is created: most notably, whether to embed the necessary fonts for rendering the document; whether to use encryption; and whether to preserve additional information from the original document beyond what is needed to print it. PDF/A was originally a new joint activity between the Association for Suppliers of Printing, Publishing and Converting Technologies (NPES) and the Association for Information and Image Management to develop an international standard defining the use of the Portable Document Format (PDF) for archiving documents. The goal was to address the growing need to electronically archive documents in a way that would ensure preservation of their contents over an extended period of time and ensure that those documents would be able to be retrieved and rendered with a consistent and predictable result in the future.

A historian at Oklahoma State University (1968-1974), an electronic records program manager at the National Archives and Records Administration (1974-1994), an archival educator at the University of British Columbia (1994-1999), and a Senior Consultant at Cohasset Associates (1999 to the present), he was a pioneer in establishing the electronic records preservation program of the National Archives in the 1970s. He had a major leadership role in early efforts of the Society of American Archivists and the International Council on Archives to address the challenges of electronic records. He served on the Standards Board of the Association of Information and Image Management and Technical Committee 171 of the International Organization for Standardization and was the author of ISO 18492, Long Term Preservation of Electronic Document-Based Information (2005). His book on The Impact of Information Technology on Archives Theory and Practice (1993) and Authentic Electronic Records: Strategies for Long Term Access (1997) advanced the profession's understanding of the challenges of digital preservation.

Traditionally, the need to store medical images has been most common in the radiology and nuclear medicine departments, and has been implemented in the form of sub-specialty and departmental (PACS), which have combined the functions of image management and image archiving into a single solution. Whilst such systems all have standard interfaces (DICOM and IHE) for ingestion and distribution of images over the network and on physical media (like CD), typically the workflow and optimal performance for display are achieved using proprietary software and protocols. Further, the persistent storage "inside" a proprietary PACS may not be in a standard form, the PACS may not update the stored files with the latest study and demographic updates and annotations stored in the database, and it may extend, abuse or depend on specific standard and non-standard (private) DICOM attributes in the stored files. Over time, in many implementations, the underlying storage infrastructure has been "factored" out of the traditional (PACS) at the hardware and file system (DAS, NAS, SAN) level, and are supplied instead by non-domain-specific computer data storage vendors.
