In the 1990s, Admiralty Shipyard became a joint stock company and in 1997 it started construction of ice class tankers of , designed for simultaneous transportation of up to four different cargo grades. The team conducted a transcontinental study of the deposition rate of Tritium, a radioactive isotope of hydrogen, across Antarctica. The relatively short half-life of Tritium means it can be used to date snow and ice up to around 150 years old. They then mark the female's den with a strong, musky odor, which can be smelled by another male if he approaches. The female raises the pups on her own; she digs them a fairly large den under the ice, up to 5 m (16 ft) in length, and more than 2 m (6 ft) wide. Pups as young as two days old then further expand this den by digging a maze of tunnels around the den. Since the pup avoids breaking the surface with these tunnels, this activity is thought to be mainly for exercise, to keep warm until they have built up an insulating layer of blubber.
During the first non-stop flight across the Atlantic, the British aviators Captain John Alcock and Lieutenant Arthur Whitten Brown encountered such icing conditions – Brown left the cockpit and climbed onto the wing several times to remove ice which was covering the engine air intakes of the Vickers Vimy aircraft they were flying. One vulnerability effected by icing that is associated with reciprocating internal combustion engines is the carburetor. As air is sucked through the carburetor into the engine, the local air pressure is lowered, which causes adiabatic cooling. Thus, in humid near-freezing conditions, the carburetor will be colder, and tend to ice up.
The first double acting icebreaking vessel, Azipod-equipped river icebreaker Röthelstein, was delivered in 1995. The vessel was designed to break apart ice ridges deeper than the vessel's draft when moving astern. It was followed by icebreaking platform supply vessels Arcticaborg and Antarcticaborg, delivered in 1998, that were the first vessels to fully utilize the double acting ship concept by having the bow designed for operation in open water and light ice conditions. During the late 19th and early 20th centuries, after-winter steamers carrying goods on Lake Laberge early on in the shipping season regarded the lake as trouble, since it was one of the last such passages to thaw its ice. At least two methods were employed to break the ice up: :Method 1. Allow a surging gout of water to be released from the control dam below Marsh Lake, thereby expanding the lake waters suddenly below the surface of the ice, forcing cracks for the water to burble up through, or :Method 2. Smear an abundant quantity of expended crankcase oil along the lake's icy length, causing it to melt by increasing the sun's warming effect.

The Norwegian Coast Guard operates a double acting offshore patrol vessel KV Svalbard, built in 2002 and equipped with two 5 MW Azipod propulsion units. On 9 July 2007, the Canadian Broadcasting Corporation reported that Canadian Prime Minister Stephen Harper had announced that Canada would be building six to eight patrol vessels based on Svalbard. However, since the announcement, the design has progressed from an Azipod-equipped double acting ship to a more traditional shaft-driven version. Icebreaking supply and standby vessel SCF Sakhalin, delivered in 2005 as FESCO Sakhalin, was the first large-scale double acting icebreaker. The vessel, propelled by two 6.5MW Azipod propulsion units, is designed to break level ice up to thick and ice ridges with a consolidated layer.

The SA-15 class freighters are designed to break level ice up to one metre () in thickness with a snow layer of in continuous motion without icebreaker assistance and operate in all prevailing ice conditions encountered in the arctic regions such as ridges and compressive ice. The ships were the first freighters in ten years to be built to the highest Soviet ice class notation available for merchant ships, ULA.
The development of the icebreaker designated as LK-25 dates back to the first long-term plans for rebuilding the Russian icebreaker fleet after the dissolution of the Soviet Union. As part of these plans that were published in the early 1990s, a number of both conventional and nuclear- powered icebreaker icebreaker type size series were developed, ranging from 7-megawatt auxiliary icebreakers (LK-7) operating near large ports to 110-megawatt nuclear icebreakers (LK-110Ya) capable of breaking ice up to thick. Of these, the 25-megawatt line icebreakers (LK-25) were intended to escort merchant ships and lead convoys through freezing seas, and operate as auxiliary ships in complex convoys along the Northern Sea Route. During the summer season, they could also escort ships independently over shallow waters in the Arctic.

Being an escort icebreaker, Taymyr is equipped with a standard towing winch and a stern notch for close towing in difficult conditions. Taymyr is classified by the Russian Maritime Register of Shipping with the Russian ice class LL2, which means that she is intended for icebreaking operations on Arctic coastal routes in level ice up to thick during winter and spring.. The shallow draught of the icebreaker allows it to operate in rivers, estuaries and other locations where the water is not deep enough for bigger Arktika-class icebreakers and the ice conditions are so severe that refueling of diesel-powered icebreakers would be difficult, even impossible. When the Taymyr-class icebreakers were designed, considerable effort was put into improving the safety of these nuclear-powered ships.
In July 2000 at the St. Petersburg Research Institute of the Arctic and Antarctic (), Norilsk Nickel investigated using decommissioned nuclear powered submarines, both from the United States and Russia, to transport materials along the Northern Sea Route () between the Yenesei and elsewhere. With a cost of $72–80 million per Typhoon submarine overhaul and refit, refitted decommissioned Typhoon submarines, which, after overhaul and refit, would have a modified ice breaking bow capable of breaking ice up to thick in seawater and up to in the freshwater mouth of the Yenisei, were thought to be able to transport up to 12,000 tonnes of supplies and nickel between Dudinka and either Murmansk or Arkhangelsk. The Murmansk Shipping Company (MMP or MSCO) () had been providing icebreakig services at a charge of US$11.35 per tonne of cargo (in 2000). Three submarines, which would be needed for the project to be feasible, would be undergoing refit and overhaul between 2000 and 2003.
