Due to the low surface gravity of the Moon, people who stay longer than six months undergo "irreversible physiological changes" and can never again live comfortably under normal gravity, making escape back to Earth impractical. Although the Earth-appointed "Warden" holds power through the Lunar Authority, his only real responsibility is to ensure the delivery of vital wheat shipments to Earth.

The three Overlords were a trio of demon warriors defeated and slain by the forces of good prior to the series, each with a bracelet that holds that Overlord's soul. Each one holds power over the levels of the world, namely sky, sea, and earth. After the 5 Fingers of Poison were destroyed, Dai Shi commands Camille to bring him the three bracelets of the Three Overlords and also to give him three remaining Life Talons she had taken from Naja, intending to resurrect the Overlords and increase his power through their teaching methods. They were all eventually destroyed until they were revived by Dai Shi for the final Beast War, but were destroyed again by the Power Rangers and the Pai Zhua Masters.

He was born in Tianjin on 6 June 1940, and fled to Taiwan with family at the end of the Chinese Civil War. He originally joined the then ruling Kuomintang in the early days of his military career, but was later expelled by the KMT, who lost power after the 2000 presidential election, for complying with President Chen Shui-bian's orders to remove all Chiang Kai-shek statues from military bases. He was quoted saying "I'll obey the order of the party that is in power" and "if KMT holds power again, they can re-install the statues if they wish." He was the minister of the Ministry of National Defense of the Republic of China, and was an admiral in the Republic of China Navy when he retired.

The CoDominium is a formal alliance between the United States and the Soviet Union which holds power over Earth, with a cynically hegemonistic foreign policy toward all the other nations of Earth and Earth's off-world colonies. The action occurs over a period from the 2060s to the 2090s in the CoDominium universe. Humanity has developed interstellar flight (the Alderson Drive) and has colonized many planets outside the Solar System, simply moving in and setting up shop on some, terraforming others with a not-specified Terraforming Package that transforms an alien world into a planet that supports all Terran life forms, from bacteria to plants to animals to humans. A recurring theme through the stories is the result of the CoDominium’s policy of shipping large numbers of voluntary and involuntary colonists from Earth to the colonized planets.
