How to Build a Girl follows Johanna Morrigan, a working-class 14-year-old living with her parents and five siblings on a council estate in 1990s Wolverhampton. After revealing to her disapproving elderly neighbour, Violet, that her father is on disability benefits, Johanna lives in fear that Violet will report her family to social services which will stop their benefits. Racked with guilt, Johanna begins to look for a way that she can help support her family as she waits for the inevitable letter to tell the Morrigans that their benefits have been suspended while under investigation. Johanna briefly attempts to be a cleaner, and fails to secure a paper round, but finally hits upon a writing competition with a prize of £250 which she wins with a poem.

When the headmaster, Mr. Snoddy (Lionel Jeffries), who is secretly rather fond of gin even during school hours, catches him caning Danny after another student whispered to him during class, he gives Lancaster a severe reprimand and tells him he will personally see that he is "out on his ear" if there is ever a repetition of his action; as he had made it clear to him on his appointment that corporal punishment was not permitted in the school. Hazell announces a shooting event and invites several lords and other wealthy businessmen to come and hunt his pheasants, though several mistrust him. William and Danny decide to put a grand plan into action to poach all of his pheasants before the event, embarrassing him in front of the people he wanted to impress. Danny hits upon the idea of using sleeping pills, given to William by Doc Spencer (Cyril Cusack) for his broken ankle, to put the pheasants to sleep.

He soon realizes that Scarecrow, Tin Man and Lion already possess what they desire and gives them items that they believe grant their wishes (Scarecrow's head is filled with sawdust and nails, Tin Man is given a wooden heart and Lion is given colored water that he is told represents courage) but cannot think of how to get Dorothy home. Scarecrow hits upon the idea to use the Wizard's hot air balloon to get Dorothy back to Kansas, and the Wizard agrees saying he will go back with her having tired of life in Oz. Before he leaves, he makes Scarecrow the King of Oz however Toto escapes from Dorothy's arms to chase a mouse and they miss the balloon's launching. Dorothy is devastated, but remembers she has the Golden Cap and can summon the Winged Monkeys and order them to take her home. Summoning them, Dorothy is told they cannot cross the boundaries of Oz and has wasted her last wish but it is suggested she visits Glinda, the Good Witch of the South.
