Honorable Thompson's opposition began with his perspective that it is not necessary for a Congressional Committee to be entrusted with the investigation. He compared Congress being permitted to investigate the government's preparedness to a fox guarding a hen house, in which he stated that the government is not safeguarding what needs to be safeguarded. He strongly believed that instead of establishing a Congressional Committee, there should be an independent assessment of where the government went wrong. As the Ranking Minority Member of the Homeland Security Committee, he submitted a document outlining the complexity of the problems regarding what happened during Hurricane Katrina and the need for an independent assessment.

The original idea for the space was to make a restaurant devoted to roast chicken called "The Hen House", but Alefantis and Greenwood decided against it and made the location a pizzeria instead. The name came from a neon "Comet" sign that Alefantis found at Comet Liquor in the city's Adams Morgan neighborhood. After Alefantis purchased the location, the DC architecture firm CORE redesigned the space by removing most of the features from the building and making it more "raw". Because the location was next door to their other restaurant, Alefantis and Greenwood merged both restaurants' kitchens so they could easily move back and forth between the locations.

In addition there are piles of seed which may be collected to increase points and stop the countdown timer for a while, but will otherwise be eaten by hens that patrol the level, causing them to pause. If the player touches a hen or falls through a gap in the bottom of the level, he loses a life. Each level is made of solid platforms, ladders and occasionally lift platforms that constantly move upwards but upon leaving the top of the screen will reappear at the bottom.
