A "Scotch Pedlar's Pack in Poland" became a proverbial expression. It usually consisted of cloths, woollen goods and linen kerchiefs (head coverings).

On 9 February 2008, Turkey's parliament approved a constitutional amendment that lifted the ban on Islamic headscarves in universities. Prior to this date, the public ban on headscarves officially extended to students on university campuses throughout Turkey. Nevertheless, according to Country Reports on Human Rights Practices for 2007, "some faculty members permitted students to wear head coverings in class". Radio Free Europe/Radio Liberty notes that since the 1990s, some rectors have allowed students to wear headscarves.

A number of Australian Arabs experienced anti-Arab backlash during the First Gulf War (1990–91). Newspapers received numerous letters calling for Arab Australians to "prove their loyalty" or "go home", and some Arab Australian Muslim women wearing hijab head coverings were reportedly harassed in public.
Among Eastern Orthodox women in Greece, the practice of wearing a head covering in church gradually declined over the course of the 20th century. In the United States, the custom can vary depending on the denomination and congregation, and the origins of that congregation. Catholics in South Korea still wear the headcovering. The Copper Inuit sewed the beaks of birds like loons and thick-billed murres to the crown of their caps, invoking the vision and speed of the animals. Traditional ceremonial clothing also incorporated masks made of wood and skin, although this practice largely died out after the arrival of missionaries and other outsiders. Inuit shamans, called angakkuq, often had distinct clothing such as headdresses and belts that differentiated them from laypeople. Masks could be worn to invoke supernatural abilities, and unique head coverings, particularly of birdskin, provided a sense of power during spiritual rituals.
Buldan weavers also produced over one-half million handkerchiefs and a large number of cotton curtains. Another textile from Buldan that deserves mention is a vivid violet silk (peştemal) woven as a rectangular panel to be wrapped around the body. The Pink Menno Campaign is a parachurch organization that advocates for the inclusion of LGBT Christians for membership, marriage and ordination in Mennonite churches. The Welcome Committee is an ad hoc group that issued an open letter to Mennonite churches defending inclusion of LBGT members and encourages conversation in churches about the issue. A vast majority of conservative Mennonite churches which practice conservative values (such as head coverings and modest dress) completely forbid homosexual marriage. In these churches and also in their conferences, homosexuality is seen as sinful.

Cities like Almería have been influenced historically by both Granada and Murcia in the use of traditional head coverings. The sombrero de Labrador, a worker's hat made of black velvet, is a signature style of the region. In Cádiz, traditional costumes with rural origins are worn at bullfights and at parties on the large estates.
The party received national attention in June 2014, when party members organised a solidarity march for Gazans with a reported turnout of over ten thousand people. In November 2015, the party organised a similarly large march named 'Unity in Diversity Against Terrorism', with notable guests including the mayor of Rotterdam. As a reaction to a partial ban of face-coverings such as the burqa, resulting in people wearing less restrictive head coverings such as hijabs being fined as well, the party started a 'hijab fund' to pay incorrectly applied fines.

This practice is not as widely held by Brethren as it once was. During the period covered by this report, the Government continued to tolerate the use of head coverings by Muslim women. The hijab was seen frequently in Tashkent, the more religiously conservative parts of the Ferghana Valley, and in other regions. The CRA took the position that women should not be barred from educational institutions on the basis of their religious dress and actively assisted women who had been previously expelled to gain readmission to their universities. During the period covered by this report, it was more common to see women on the street wearing the hijab and, much less frequently, the veil.
Brazilian law number 5700, chapter V, from 1971, concerns respect and the national flag: Article 30 states that, when in the flag is being marched or paraded (for example, when the national anthem is being played), everyone present must take a respectful attitude, standing in silence. Males must remove any head coverings. Military personnel must salute or present arms according to their corps' internal regulations. Article 31 states that it is prohibited: Article 32 states that flags in a bad condition must be sent to the nearest military unit for incineration on Flag Day according to ceremonial procedures.

Even in head coverings differences are now more visible. Formerly it was quoted the Wenger Mennonites were covering ears completely, Reidenbach Mennonites just covered half of the ear.
Maldivian girls' soccer team Researchers have found low participation rates in physical education and school sports among Muslim schoolgirls in both predominantly Muslim and predominantly non-Muslim nations. In a study of Turkish middle schools, Hümeriç and colleagues found that girls were less likely to attend physical education classes, and were less active on average when they did participate. This discrepancy is often even more pronounced in Western countries, where school policies on dress code and opposite-sex interaction often conflict with conservative Muslim students' values. Muslim girls, for example, may be forced or pressured to remove their head coverings in order to participate in sports.
The Israelites on Sennacherib's marble relief appear with headdress, and although the ambassadors of Jehu on the Shalmaneser stele have head coverings, their costume seems to be Israelite. One passage of the older literature is of significance: I Kings 20:31 mentions חֲבָליִם havalim, which are placed around the head. This calls to mind pictures of Syrians on Egyptian monuments, represented wearing a cord around their long, flowing hair, a custom still followed in Arabia. Evidently the costume of the poorest classes is represented; but as the cord gave no protection against the heat of the sun, there is little probability that the custom lasted very long.

The General Rubrics of the Evangelical Lutheran Synodical Conference of North America, as contained in "The Lutheran Liturgy", state in a section titled "Headgear for Women": "It is laudable custom, based upon a Scriptural injunction (1 Cor. 11:3-15), for women to wear an appropriate head covering in Church, especially at the time of divine service." While worldwide Reform Judaism originated there, the nature of German communities limited what was known as "Liberal Judaism" to the status of a tendency within unified congregations which had to accommodate traditionalist members. German Liberals were relatively conservative (for example, maintaining mainly-Hebrew liturgy, head coverings for men and separate seating), and found the British Liberal synagogues far too radical. The moderation of the independent nonconformist ones suited them better, and immigrants overwhelmed West London and the others. They also brought along a cadre of 35 Hochschule-trained rabbis, most prominently Ignaz Maybaum and Werner van der Zyl who were aided by Reinhart in finding new posts at Britain.
The law targets all garments that cover the face, such as fake beards or balaclavas. Supporters of the ban claim that the ban facilitates integration of Muslims into Danish society, while Amnesty International claimed the ban violated women's rights. On the date the law came into force, a protest numbering 300-400 people was held in Copenhagen's Nørrebro district organised by Socialist Youth Front, Kvinder i Dialog and Party Rebels, with protesters wearing various head coverings including party masks. Friedrich Fiegenwald Coy, however, pointed out that it is "almost as if Allah has sent the corona", since the burka's are replaced by face masks.
Today, many wigs used by Jewish women come with a hechsher (kosher certification), indicating that they are not made with hair originating from rituals deemed to be idolatrous. In many Hasidic groups, sheitels are avoided, as they can give the impression that the wearer's head is uncovered. In other Hasidic groups, women wear some type of covering over the sheitel to avoid this misconception, for example a scarf or a hat. Married Sephardi and National Religious women do not wear wigs, because their rabbis believe that wigs are insufficiently modest, and that other head coverings, such as a scarf (tichel), a snood, a beret, or a hat, are more suitable.
Head-coverings also symbolizes that a woman is married and that her husband is the head of the family. Little girls also have their heads covered when they go to Mass at church, not because they are married, but in order to honor the Lord. Today, young Russian Orthodox women and little girls still cover their heads when going to church, although it differs in style from those worn by women of older age (grandmothers). Some English speakers use the word "babushka" (the word for "grandma" in ) to indicate a headscarf tied below the chin, as still commonly worn in rural parts of Europe.

The duty of reasonable accommodation presents particular issues in the province of Quebec.
Refugees (1987) by Zvi Malnovitzer Malnovitzer's art is inseparable from the history of his family and people. His notion of peoplehood reflects the idea that Jews are family, distant cousins of common ancestors who have ties to their ancient, Biblical homeland and now the modern State of Israel In Refugees (1987), Malnovitzer painted figures whose faces were undefined, but whose features, including head coverings, beads, and long clothing, made them readily identifiable as Jewish. Their dehumanized and indistinct faces convey the pain of repeated exiles throughout Jewish history. In this particular work, he alluded to a modern-day exile – a sequel to the Exodus from Egypt, the Babylonian exile, or expulsion from Spain – by portraying an uprooted Jewish settlement from hills of Samaria.
Rabbi Samuel Hirsch (1815-1889) When Einhorn moved on to New York after the War, the Congregation offered a lifetime contract to Rabbi Samuel Hirsch (1815-1889), who was serving as the first Chief Rabbi of Luxembourg at the time. After Hirsch moved to Philadelphia he continued services in German, but other than that, his leadership moved KI towards greater Americanization and further reform. Hirsch instituted Sunday lectures (or sermons) which made the congregation look more like its Protestant neighbors, which held their service and had their sermons on Sunday. He abolished the use of yarmulkes or other head coverings for men during services and brought an egalitarian marriage ceremony to the congregation, with both men and women exchanging vows.
In contrast to previous years, there were no reports that police insulted or forced some women to remove their head coverings. In previous reporting periods, there were reports that police planted narcotics, ammunition, and religious leaflets on citizens to justify their arrests, and that police arrested many of those with outward signs of religious observance, such as traditional clothing or beards. It was not possible to determine whether the absence of new reports reflected improvement or a decrease in information flow. There were also reports that authorities tortured and beat evangelical Christians or failed to punish community members who did so. No arrests were made in connection with the December 18, 2006, attack by hired thugs on a Pentecostal Church deacon.
"New Reform" saw the establishment and membership lay greater emphasis on the ceremonial aspects, after the former sterile and minimalist approach was condemned as offering little to engage in religion and encouraging apathy. Numerous rituals became popular again, often after being recast or reinterpreted, though as a matter of personal choice for the individual and not an authoritative obligation. Circumcision or Letting of Blood for converts and newborn babies became virtually mandated in the 1980s; ablution for menstruating women gained great grassroots popularity at the turn of the century, and some synagogues built mikvehs (ritual baths). A renewed interest in dietary laws (though by no means in the strict sense) also surfaced at the same decades, as were phylacteries, prayer shawls and head coverings.
Following Omar's election, the ban on head coverings in the U.S. House was modified, and Omar became the first woman to wear a hijab on the House floor.
