It was also called commissaire-ordonnateur or premier conseilleur. The ordonnateurs had many of the powers of an intendant, but without the prestige of that title. The ordonnateur had the authority to order treasurers to make payments on behalf of the government of the colony, but did not handle the money, and did not have authority over those who did. The ordonnateur in French Louisiana supervised royal properties, issued royal supplies, collected tariffs and taxes and was the first judge of the Superior Council of Louisiana.
Following the failure to pass the bill, Harrison continued to speak in favor of African American civil rights in addresses to Congress. Attorney General Miller conducted prosecutions for violation of voting rights in the South, but white juries often refused to convict or indict violators. He argued that if the states have authority over civil rights, then "we have a right to ask whether they are at work upon it." Harrison also supported a bill proposed by Senator Henry W. Blair, which would have granted federal funding to schools regardless of the students' races.
In December 1993, Weakland had Murphy evaluated by a psychotherapist. During the interview, Murphy admitted molesting boys at least up until 1974, including during the sacrament of penance, which is an offense under canon law. In July 1996, Weakland notified the Congregation for the Doctrine of the Faith and asked how to proceed. Although the Congregation for the Doctrine of the Faith at the time did not have jurisdiction over most incidents involving sexual abuse by priests, it did have authority over cases involving solicitation by priests during the sacrament of penance.
The beginning of the 19th century was characterized by economic changes, including the first factories in the city. The greatest influence on Ungvar among the political events of the 19th century was made by the Hungarian Revolution of 1848-1849, during which the native Hungarian nobility sought both shake off the suzerainty of the Austrian Empire and to have authority over their own people. 27 March 1848 was officially celebrated in the city as the overthrow of the monarchy in Hungary. It is now celebrated in Hungary on 15 March.
The act's full significance was that, for the first time in British history, it allowed newly married women to forever legally keep their own earnings and inherit property. It also put a legal duty on married women to maintain their children alongside their husband's. Women who married before the act still ceded ownership over their property. They also did not have authority over any children that they bore during the marriage which: “deprived her of all authority over her children and of any contractual capacity during his [her husband's] life”.
Maimonides appears to have modeled his conception of the status of peoples who submit to Israel in its wars on the Islamic legislation for dhimmis. > 'The servitude they are to accept is that they are to be humiliated (nivzim) > and put down at the lowest (social) status. And they shall not be able to > lift their heads among Jews, but they shall being (sic) subjugated > (kvushim). They shall not be appointed (ve-lo-yitmanu) to any office where > they would have authority over Jews for any reason whatsoever.
The court was founded with authority over all Saxony, but after the Partition of the Wettin lands, it applied only to the Albertine lands (including collateral lines of Saxe- Weissenfels, Saxe-Merseburg and Saxe-Zeitz) from 1483 to 1493 and again from 1547. After 1529 it ceased to have authority over Wittenberg, which came under the jurisdiction of the newly established Electoral Circle (Kurkreis). From 1493 until 1547, the Oberhofgericht met alternately in Leipzig and Altenburg and had authority over both Albertine and Ernestine lands. In 1488 the court received a new assessor.
The UUA is not a denomination in the traditional sense; the UUA is an association of congregations with no one organization able to speak authoritatively for the whole. It is the congregations that have authority over the larger body, through the annual General Assembly of the Unitarian Universalist Association. Since the general public understands denomination much more readily than association of congregations, the distinction is generally omitted in conversation. Because of this relationship between the congregations and the association, Unitarian Universalist congregations have a congregationalist polity of governance.
As soon as they heard of the military revolt at the outbreak of the Spanish Civil War, the leaders of the Confederación Nacional del Trabajo (CNT) and Unión General de Trabajadores (UGT) called a general strike in Valencia on 19 July 1936 and formed a strike committee. The Popular Front created a separate Peoples' Executive Committee. In response, Manuel Azaña created the Republican Government Delegate Council of Levante by decree, to take control over these groups. The council was to have authority over the provinces of Valencia, Alicante, Castellón, Albacete, Murcia and Cuenca.
Terboven only had supervisory authority over the civilian administration in Norway. The German civilian administration did not rule Norway directly, however, and remained relatively small. Daily affairs were managed by the existing Norwegian state administration, headed by an acting cabinet and then by the Quisling cabinet. Terboven did not have authority over the 400,000 regular German Army forces stationed in Norway which was under the command of Nikolaus von Falkenhorst, but he did command a personal force of around 6,000 men, of whom 800 were part of the secret police.
The plaintiffs reminded the court that no one owns the internet, since it is a decentralized medium of communication between several parties and persons around the world. To impose this regulation would therefore be overstepping the scope of Georgia law, since the state did not have authority over the entity of the internet. In addition, the forceful public disclosure of internet users was said to violate basic civil liberties to privacy and would be revealing sensitive information of users who did not wish to make their identities public. The plaintiffs challenged the constitutionality to this act in its entirety.
There would also have been a Bureau of Personnel, a Courier Section, a group of Inspector- Generals and a group composed of units and services particular to GQG. A reorganisation proposal was submitted to Marshal Philippe Pétain (Vice- Chairman of the CSG) in 1928, which sought to reduce the sluggishness and inefficiency within the unit. In 1933 another proposed amendment sought to clarify the commander-in-chiefs powers. It was proposed that he would continue to have authority over just the metropolitan theatre but would act as an advisor to all other theatres and as a coordinator with any allied forces.
Justice of the Peace office in Sturgeon Bay, Wisconsin In some US states, the justice of the peace is a judge of a court of limited jurisdiction, a magistrate, or a quasi-judicial official with certain statutory or common law magisterial powers. Some states have special qualifications or unique features for the office. The justice of the peace typically presides over a court that hears misdemeanor cases, traffic violations, and other petty criminal infractions. The justice of the peace may also have authority over cases involving small debts, landlord and tenant disputes, or other small claims court proceedings.
This document clearly spelt out the autonomous status of New Grenada to be governed under Federal system. The autonomy was to enable the people to govern themselves through a constitution. Following this declaration there were agitations and riots between rival groups of people. This group's decision called the junta proclamation stated that “it no longer recognized the Supreme Regency Council, marking a decisive moment: no corporation or person located in or hailing from the peninsula have authority over these lands except for Ferdinand VII.” During the period known as "Patria Boba", Acevedo participated in the independence rebellions of Cundinamarca and Tunja.
The GDC may issue distress warrants establishing the rights of a creditor to seize property, again without limit as to the amount. Conversely, the GDC may order the attachment of personal property valued up to $25,000, but has no authority to order the attachment of real estate, no matter how low the value. With respect to criminal cases, the GDC may only try misdemeanors. The GDC also has no authority over domestic relations matters such as divorce, annulment, and child custody, nor does it have authority over the probate of wills, which are directed to the exclusive jurisdiction of the Circuit Courts.
In 1923, the laws were upheld in the United States Supreme Court and were determined not to be in violation of the Fourteenth Amendment to the United States Constitution. The 1946 Supreme Court of California case People v. Oyama reaffirmed the 1923 decision, determining that Japanese immigrant Kajiro Oyama had attempted to evade the Alien Land Laws by purchasing farmland that he placed in the name of his son, who was a U.S. citizen. In fact, Oyama’s petition to be named as his son’s guardian in order to have authority over the land had been approved by a local court.
Kapalua Airport is part of a centralized state structure governing all of the airports and seaports of Hawaii. The official authority of Kapalua Airport is the Governor of Hawaii who appoints the Director of the Hawaii Department of Transportation who has jurisdiction over the Hawaii Airports Administrator. The Hawaii Airports Administrator oversees six governing bodies: Airports Operations Office, Airports Planning Office, Engineering Branch, Information Technology Office, Staff Services Office, Visitor Information Program Office. Collectively, the six bodies have authority over the four airport districts in Hawaii: Hawaii Island District, Kauai District, Maui District and the principal Oahu District.
Malaysia has a unique system of collective mufti. Nine of the fourteen Malaysian states have their own constitutional monarchy; nine are ruled by their own constitutional monarch while the country is led by a monarch elected from the nine. These nine monarchs have authority over religious matters within their own states: therefore, each of these nine states have their own mufti who usually controls the Islamic Council or Islamic Department of the state. At the national level, a National Council of Fatwa (Majlis Fatwa Kebangsaan) has been formed under the Department of Islamic Advancement of Malaysia (Jabatan Kemajuan Islam Malaysia or JAKIM).
Ngāti Kahu view themselves as holding authority and power derived from their ancestors over several inland territories including the Maungataniwha range and all the lands to the north and east of the range including the settlements with their associated marae of Waiaua, Hīhī, Kēnana, Kohumaru, Aputerewa, Mangōnui, Koekoeā (Coopers beach), Waipapa (Cable Bay), Taipā, Te Āhua, Pēria, Parapara, Aurere, Lake Ōhia, Rangiputa, Whatuwhiwhi, Karikari, Mērita, Kāingaroa, Karepōnia, Oinu, Ōpoka, Ōturu, Kaitāia, Ōkahu, Tangonge, Waipapakauri, Takahue, Pāmapūria, Mangataiore (Victoria Valley) and all areas between. Under the Constitution the president of the Supreme Court, Benito Juárez, was acting president beginning on December 18; however, he did not set up his government until January 19, 1858 after being released from jail. Juárez was the constitutionally-elected president until July 18, 1872, keeping pace with presidents, presidents recognized by conservatives, the regency of the empire and Maximilian. Since most of Juárez's rule was marked by civil wars and foreign invasions, he did not always have authority over much of Mexican territory. However, even during the Second Mexican Empire Juárez was recognized as President of Mexico by republican liberal forces and also importantly the United States.
The Mogho Naba (also Moro Naba, Morho Naba, Mogh-Naba or Moogo Naaba), literally head (naba) of the world (moro), is the monarch of Wogodogo (Ouagadougou), one of the Mossi Kingdoms located in present-day Burkina Faso. The kingdom takes its name from its historic capital, now the Burkinabé national capital of Ouagadougou. Although the most politically powerful of the Mossi Kingdoms, there was no Mossi "empire", and the Wogodogo king did not have authority over the other kingdoms. The French colonial period and subsequent independence have reduced the power vested in the position, but the Mogho Naba retains an influential role in Burkina Faso.
Stepinac feared both Nazism and communism, and even distrusted western democracy. This can be seen from his diary entry of 5 November 1940, when he wrote, "If Germany wins [the war], there will be appalling terror and the destruction of little nations. If England wins, the masons, [and] Jews will remain in power... If the USSR wins, then the devil will have authority over both the world and hell." West describes Stepinac as a "puritanical zealot", who gathered together those opposing communism, liberalism, secular education, divorce reform, profanity, sexual intercourse outside of marriage, and birth control, under the umbrella of the Croatian Catholic movement.
Churches having episcopal polity are governed by bishops. The title bishop comes from the Greek word , which translates as overseer. In regard to Catholicism, bishops have authority over the diocese, which is both sacramental and political; as well as performing ordinations, confirmations, and consecrations, the bishop supervises the clergy of the diocese and represents the diocese both secularly and in the hierarchy of church governance. Bishops in this system may be subject to higher ranking bishops (variously called archbishops, metropolitan or patriarchs, depending upon the tradition; see also Bishop for further explanation of the varieties of bishops.) They also meet in councils or synods.
However, tensions grew between Ngāti Maniapoto chiefs and the King Tāwhiao because of what could be perceived as a transgressions of authority. It was widely understood that chiefs in Ngāti Maniapoto were only answerable to their constituent hapu, although they supported the notion and principles of the Kingitanga, this did not mean they could or even wanted to surrender their rangatiratanga (chieftainship). After all, the King was a king by virtue of the approval of the chiefs. While the King was resident in Ngāti Maniapoto territory as a guest, the mana of Ngāti Maniapoto reigned supreme in their rohe and the King did not have authority over their land.
Although the office of Chairman of the Joint Chiefs of Staff is considered very important and highly prestigious, neither the chairman, the vice chairman, nor the Joint Chiefs of Staff as a body has any command authority over combatant forces. The Goldwater–Nichols Act places the chain of command from the president to the secretary of defense directly to the commanders of the unified combatant commands. 10 USC 162. Combatant commands: assigned forces; chain of command However the services chiefs do have authority over personnel assignments and oversight over resources and personnel allocated to the combatant commands within their respective services (derived from the service secretaries).
Kewish's body was buried within the grounds of Castle Rushen. One notable prisoner held for a time at Castle Rushen was the 1697–1755 Anglican Bishop of Sodor and Man, Thomas Wilson. Wilson was imprisoned in 1722 after a conflict with the 1702–1736 Lord of Mann, James Stanley, over who was to have authority over ecclesiastical court cases in the diocese of Sodor and Man. The 19th-century Manx democracy activists Robert Fargher and James Brown both spent time in the Castle Rushen gaol as punishment for attacking the House of Keys as an undemocratic institution and demanding public elections in the Isle of Man.
The student could choose in the last four years whether to concentrate on classics, modern languages, or science. In September he ordered that primary inspectors should have authority over elementary classes of the lycee, and these classes should accept capable primary school students. At the annual meeting of the Ligue de l'enseignement in Valence on 1 November 1924 Albert gave a speech in which he violently attacked the Jesuits, whom he accused of wanting to suppress the university. Jean Guiraud (1866–1953), editor of the Roman Catholic La Croix (The Cross), described Albert as "uniting in his person the action of masonry and official action in national education".

In 1920, the Pemberton parish was abolished and its former area was used to enlarge the Wigan parish, making the areas of the parish and county borough identical.Vision of Britain - Wigan CP (historic map ) As part of the terms of any county borough in England, it was decided that to let the then Lancashire County Council have authority over Wigan would be impractical due to its large size, population and industry, and so the district was independent from the administrative county of Lancashire it would otherwise have been part of. The County Borough of Wigan was abolished by the Local Government Act 1972 and its territory transferred to Greater Manchester to form part of the Metropolitan Borough of Wigan.
It assumes that those who are not in Christ are on good terms with > God—a lie, according to the Bible. Lamer warned Christians that they should "Get ready for Mormons, Muslims, New Age shamans, and, with the rise of Wicca, even Wiccans leading congressmen in prayer on the floor of the House." He therefore called for a reconsideration in evangelical policy regarding their support of legislative chaplains: > We could recognize that under the new covenant, civil government doesn't > have authority over spiritual matters, and that legislatures shouldn't have > chaplains. (For centuries some evangelicals, such as Baptists, made this > argument.) We also could recognize that civil religion, by affirming > unbelievers in their unbelief, hinders the spread of the gospel.
The High Commissioner of Palestine, Herbert Samuel, as a counterbalance the Nashashibis gaining the position of Mayor of Jerusalem, pardoned Hajj Amīn and Aref al-Aref and established a Supreme Muslim Council (SMC), or Supreme Muslim Sharia Council, on 20 December 1921.Cleveland, William L.(2000) A history of the modern Middle East Westview Press, The SMC was to have authority over all the Muslim Waqfs (religious endowments) and Sharia (religious law) Courts in Palestine. The members of the Council were to be elected by an electoral college and appointed Hajj Amīn as president of the Council with the powers of employment over all Muslim officials throughout Palestine.UN Doc The Anglo American committee termed it a powerful political machine.
When county councils were first created in 1889, it was decided that to let them have authority over large towns or cities would be impractical, and so any large incorporated place would have the right to be a county borough, and thus independent from the administrative county it would otherwise come under. Some cities and towns were already independent counties corporate, and most were to become county boroughs. Originally ten county boroughs were proposed; Bristol, Hull, Newcastle upon Tyne and Nottingham, which were already counties, and Birmingham, Bradford, Leeds, Liverpool, Manchester, and Sheffield, which were not. The Local Government Act 1888 as eventually passed required a population of over 50,000 except in the case of existing counties corporate.
A vote on holding the referendum was subsequently held in the National Assembly; 45 voted in favour, 31 abstained and the remaining seven MPs were absent. Voters would be asked whether the State Court of Bosnia and Herzegovina should have authority over residents of Republika Srpska. The referendum question read: > "Do you support the unconstitutional and illegal imposition of laws by the > High Representative of the international community and in particular the > imposed law on the Court and the Prosecutor's Office of Bosnia and > Herzegovina and the implementation of their decisions in the territory of > Republika Srpska?" An SNSD amendment adopted contextually established that the referendum would be held on the first Sunday after the expiry of 50 days from the date of entry into force of the decision on the referendum.
In November 2001, the couple brought suit against the government of Quebec,The Hendricks-Leboeuf case finally gets its day in court, by Noemi Lopinto, Montreal Mirror, 22 November 2001 asserting that its refusal to perform same-sex marriage violated the Canadian Charter of Rights and Freedoms. The case began on November 8. On December 7 of that year, the Quebec government announced its intention to bring in legislation to create civil unions to which same-sex couples would have access and which would afford a status equivalent to that of marriage. (The definition of marriage is a federal jurisdiction in Canada, but the provinces have authority over civil status, including the registry of marriage.) The bill was introduced on April 25, 2002, and passed on June 7.
Legal documents often contain a residual clause which expresses which entity will have authority over jurisdictions that have not otherwise been delineated or are in dispute. While specific authorities are often enumerated in legal documents as well, the designation of a residual power helps provide direction to future decision-makers and in emerging issue areas. At its origin, the preferred phrase was "peace, welfare and good government," but this eventually evolved into "peace, order and good government," which soon became part of the standard phraseology used in British Colonies to denote the residual power of the government. Although this phrase is used in the constitutional documents of several commonwealth countries, it has taken on a particular importance in the Canadian constitution due to repeated disputes about the nature of residual federal power in Canada.
It had been done this way in case a German officer did not have authority over both islands and because of the rivalry between the two islands. Two naval officers, Surgeon Lieutenant Ronald McDonald and Sub Lieutenant R. Milne, were met by the harbourmaster who escorted them to his office where they hoisted the Union Flag out a window, before also raising it on the flagstaff of the Pomme D'Or Hotel.Daniel Travers (2018) The Second World War and the 'Other British Isles Bloomsbury Press : page 56 The Bailiff of Jersey Alexander Coutanche had already received a phone call from the British HQ in Guernsey when at 10.00 hrs HMS Beagle arrived and radioed for a German ship to meet them. A Kriegsmarine tug, FK01 sailed out, but without the Jersey commander on board.
Because of the basic Baptist principle of the autonomy of the local church and the congregationalist polity of the SBC, neither the national convention nor the state conventions or local associations has any administrative or ecclesiastical control over local churches; although such a group may disfellowship a local congregation over an issue, they may not terminate its leadership or members or force its closure. Nor does the national convention have any authority over state conventions or local associations, nor do state conventions have authority over local associations. Furthermore, no individual congregation has any authority over any other individual congregation, except that a church may oversee another congregation voluntarily as a mission work, but that other congregation has the right to become an independent congregation at any time. The SBC maintains a central administrative organization in Nashville, Tennessee.
In recent years some anti-Zionists have adopted a variety of theories intent on proving that contemporary Jews are descendants of converts, which in their view would render Zionism a form of modern irrational racism, while at the same time severing Jewish ties to the Land of Israel. In Israel, Jewish religious courts have authority over personal status matters, which has led to friction with secular Jews who sometimes find they must leave the country in order to marry or divorce, particularly in relation to the inherited status of mamzer, the marriage of males from the priestly line, persons not recognized as Jewish by the rabbinate, and in cases of agunot. The Israeli rabbinate only recognizes certain approved Orthodox rabbis as legitimate, which has led to friction with Diaspora Jews who for centuries never had an overarching authority.
They interacted freely and tolerated one another. Present day Lokoja is ruled by the Maigari (chief) of Lokoja, and his 12 Hakimi (Sub chiefs) It is important to note however, that each group have their own local criteria: for example, the Maigari has no jurisdiction over the Olu of Oworo, but he does have authority over Ganaja, Kwakware, Sarkin Numa, Adankolo, ward A to ward E and other villages of the Lokoja Holland that is the Salkawa people. Lokoja town in 1911 The present modern settlement at Lokoja was established in 1857 by the British explorer William Baikie at the site of an earlier model farm constructed during the failed Niger expedition of 1841. Lokoja was the capital of the British Northern Nigeria Protectorate and the chief of Lokoja as at that time is Alhaji Muhammadu Maikarfi.
The Argentine loss of the war led to ever-larger protests against the military regime and is credited with giving the final push to drive out the military government that had overthrown Isabel Perón in 1976 and perpetrated the crimes of the Dirty War. Galtieri was forced to resign and elections were held on 30 October 1983 and a new president, Raúl Alfonsín, the Radical Civic Union (UCR) party candidate, took office on 10 December 1983, defeating Italo Luder, the candidate for the Justicialist Party (Peronist movement). In the long term the debacle concluded the periodic intervention of the Argentine military in politics since the 1930s. In 2009, Argentine authorities in Comodoro Rivadavia ratified a decision made by authorities in Río Grande, Tierra del Fuego (which, according to Argentina, have authority over the islands) charging 70 officers and corporals with inhumane treatment of conscript soldiers during the war.
An Army POE was a command structure and interconnected land transportation, supply and troop housing complex devoted to efficiently loading overseas transports. The scope of the World War II POE is summarized in Army Regulations: AR 55-75, par. 2B, 1 June 1944: > The commanding officer of a port of embarkation will be responsible for and > will have authority over all activities at the port, the reception, supply, > transportation, embarkation, and debarkation of troops, and the receipt, > storage, and transportation of supplies. As they were the first of their order in England they were always to be held first in dignity, and to have authority over all houses of St Augustine. The Priory was to be free from the jurisdiction of any person, secular or ecclesiastical, and on the death of Ainulf or any of his successors a new head was to be elected by the majority of the brethren and presented to the Bishop of London for consecration with special powers. Holy Trinity Priory in London, commended to St Botolph's Priory by Queen Maud, was initially supposed to be obedient to them. However this authority was disputed by Holy Trinity, and after a lawsuit before arbitrators appointed by Pope Honorius III the matter was referred to the bishop of London, who decided in 1223 that Holy Trinity should be free from visitation from the canons and priors of St Botolph's.
He also teaches a course on the Historical Jesus for the Department of Jewish Studies at the University of Sydney, is a Visiting Academic of the Faculty of Classics at Oxford University in the United Kingdom, and in 2019 was appointment as the Distinguished Fellow and Senior Lecturer in Public Christianity at Ridley College in Melbourne. In 2012, Dickson wrote Hearing Her Voice: A Case for Women Giving Sermons. In it, he argued that 1 Timothy 2:12 ("I do not permit a woman to teach or to have authority over a man") does not mean that women cannot give sermons today, since the "teaching" referred to meant "preserving and laying down the traditions handed on by the apostles", and that does not happen in most sermons today. Matthias Media published a volume of essays in response to Dickson's book: Women, Sermons and the Bible: Essays interacting with John Dickson's Hearing Her Voice.
Driffield and Karnehm were, at first, the only two professionals to recognise the BA&CC; as continuing to have authority over the game. During the 1970s, Williams made four successful defences of his title, against Bernard Bennett in 1971, Karnehm in 1973, and Eddie Charlton in 1974 and 1976. He also won the 1979 UK Championship, which was the first time the event had been held since Fred Davis won in 1951. Williams beat Karnehm in the semi-final and John Barrie 2,952–2,116 in the final. He reached the 1980 and 1981 UK finals, both against Karnehm, losing 2,423–2,518 in 1980 and winning 1,592–1,112 in 1981. Williams lost the world title to Fred Davis in May 1980. Davis made a break of 583, the highest in the world championship for 46 years, in beating Williams 5,978–4,452. The championship then reverted to a knockout format, and was held in November 1980, with Williams losing to Mark Wildman in the semi-final. At the next staging, in 1982, Williams regained the title by beating Wildman 3,000–1,785 in the final; he retained it in 1983 with a 1,500–605 victory over Davis in the final.
