Because women have little power, Adnan recognized that her group would need to pressure authorities to act. Her 25-member all-female jirga pressures police and the traditional court system to act while providing legal assistance to the victims. The Khwendo Jirga, or Sister’s Council, in addition to providing justice support for women advocate for free education for girls; protection of women and girl's health; training in both traditional domestic and non-traditional vocational skills; microfinancing, access for women to peace negotiations, justice, and voting; and laws which protect women from violence, specifically, honor killings, dowry harassments, acid attacks, and torture. Initially the Khwendo Jirga was opposed both by men's jirgas and prominent women's rights activists.

Hamburg – Sexual harassment by presumed "refugees" which purportedly had troubled Hamburg's nightlife scene since the autumn of 2015 apparently reemerged on New Year's Eve 2015–16, when groups of young men in Große Freiheit encircled women, groping them between the legs, and tearing their tights and underwear. Sexual assaults that night reportedly also took place on Reeperbahn. The police had been present with 200 officers in the area of Große Freiheit and Reeperbahn but had not noticed any sexual assaults; the first and only telephone call to the Hamburger police concerning sexual harassment came at 3:00 a.m. that New Year's Night. Stuttgart – The earliest reported harassments and attacks on women on Stuttgart's New Year's Eve 2015–16, reported on 3 and 5 January in a local newspaper, had taken place in the city centre near Schlossplatz, Königstraße and Königsbau.

The Castro government soon placed itself in the communist group of nations, pursued a social economic agenda and allied itself with the Soviet Union. Relations between the new republic and the United States deteriorated due to Cuba "nationalizing" United States and foreign-owned businesses and seizing the property without compensation to the owners. On 3 January 1961, President Dwight D. Eisenhower broke off diplomatic relations with the Castro government of Cuba, protesting against "a long series of harassments, baseless accusations, and vilification". On the night of 17 April, a force of about 1,500 Cuban exiles supported by the United States landed at the Bay of Pigs on the southern coast of Cuba in the fruitless expectation of inspiring an uprising against Castro. Ostensibly due to leftist leanings, the office that Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority shared inside UP campus was raided under an Arrest-Search and Seizure Order signed by then Secretary of Defense and one of the "Architects of Martial Law", Juan Ponce Enrile which resulted in the confiscation of several subversive materials and documents. Fortunately though, no one was at the office at the time of the raid so they narrowly escaped being locked up in a military stockade camp.

Stuttgart – In the first reported case of sexual assault on New Year's Eve 2015–16 in Stuttgart, reported on 3 January 2016 by a local newspaper, the attackers were described as a group of "southern people" with "Arab" looks. Cologne – The police president of Cologne, Wolfgang Albers, on 4 January 2016 at a press conference described the offenders of the sexual assaults in the New Year's Eve in Cologne as young men "from appearance largely from the north African or Arab world", after all witnesses had given that racial description to the police. Albers also stated that many of the offenders had been known to the police for some time, therefore were not newly-arrived refugees. On 5 January, Albers estimated the ages of the offenders as between 15 and 35 or between 18 and 35. Hamburg – The Hamburg police in its announcement on 5 January 2016 described the perpetrators of the sexual harassments on New Year's Eve as men "with southern or Arab looks" "in some cases," operating in groups of perhaps 20 to 40 persons. The Hamburger Abendblatt stated on 20 January that "most of the victims have supposedly described the perpetrators as southerners (Südländer), North Africans, or people with dark skin".
