The IP-based network architecture, called the Evolved Packet Core (EPC) designed to replace the GPRS Core Network, supports seamless handovers for both voice and data to cell towers with older network technology such as GSM, UMTS and CDMA2000. The simpler architecture results in lower operating costs (for example, each E-UTRA cell will support up to four times the data and voice capacity supported by HSPA).

Initial deliveries were expected in 2018, with further handovers of one or two per year until 2025. 3GPP has started to standardize the Access Traffic Steering, Switching & Splitting (ATSSS) function to enable 5G devices to use different types of access networks, including Wi-Fi. The ATSSS service leverages the Multipath TCP protocol to enable 5G devices to simultaneously utilize different access networks. Experience with the utilisation of Multipath TCP on iPhones has shown that the ability to simultanesouly use Wi- Fi and cellular was key to provide support seamless handovers. The first version of the ATSSS specification leverages the 0-rtt convert protocol developed within the IETF.

During the Balkan Wars of 1912, most of Kosovo was taken from the Ottoman Empire by the Kingdom of Serbia while the region of Metohija (known as the Dukagjini Valley to ethnic- Albanians) was taken by the Kingdom of Montenegro. Throughout the centuries, populations of ethnic Serbs and Albanians tended to shift following territorial handovers. As a result of the multi-ethnic composition of Kosovo, the new administrations provoked a mixed response from the local population. Whilst Albanians (with a slim majority of just over 50%) did not welcome Serbian rule, the non-Albanian population (mainly Bulgarian, Serb and Bosniak) considered this a liberation.

The base station controller (BSC) provides, classically, the intelligence behind the BTSs. Typically a BSC has tens or even hundreds of BTSs under its control. The BSC handles allocation of radio channels, receives measurements from the mobile phones, and controls handovers from BTS to BTS (except in the case of an inter-BSC handover in which case control is in part the responsibility of the anchor MSC). The Petrochemicals Division of Imperial Chemical Industries (ICI) operated many plants with large inventories of flammable chemicals at its Wilton site (including one in which cyclohexane was oxidised to cyclohexanone and cyclohexanol). Historically good process safety performance at Wilton had been marred in the late 1960s by a spate of fatal fires caused by faulty isolations/handovers for maintenance work. Their immediate cause was human error but ICI felt that saying that most accidents were caused by human error was no more useful than saying that most falls are caused by gravity. As part of the study, Arora studied the patterns of first year medical residents at the Pritzker School of Medicine. The participants wore actiwatches, which recorded movement around hospitals, and were kept on schedules with and without scheduled naps. The medical residents who had scheduled naps reported considerably less fatigue. Alongside her research on sleep, Arora has worked on improving patient handovers; emphasising the need for effective communication, making it clear who the most ill patient is, the development of standardised strategies and improve written and verbal handoffs. In the annual meeting of the Society of Hospital Medicine, Arora pointed out that “In business and restaurants, they have to get the order right or you won't go back... and in medicine we have a culture of errors,”.
