There was a universal conscription law, but almost any one could obtain exemption by payment and in reality only "mozos" were recruited. The history of the name is not certain but it is believed to be formed from the Celtic dubh meaning dark or black, and cocr meaning a winding stream, giving "dark winding stream", the stream that fed Doffcocker Lodge. Another version is that it was named after a Scotsman who was passing through the area and had to cross the stream. Its waters were exceptionally high following heavy rain, so to keep his stockings (cockers, as they were known in Scotland) dry the man was obliged to "doff" them. A similar version appears in an old book A Glossary of North Country Words, in Use: With Their Etymology, John Trotter Brockett, E. Charnley 1829 ::COCKERS, or COGGERS, properly half-boots made of untanned leather, or other stiff materials, and strapped under the shoe; but old stockings without feet, used as gaiters by hedgers and ploughmen, are often so called.

In 1811, one Henry Normal, of Skellingthorpe, publicly announced in the columns of the Stamford Mercury that he would not be answerable for any debts incurred by his errant wife Elizabeth from 11 February onwards. Conversely, on 9 July 1819 a description of one William Thorpe was issued, following his desertion of his family in the parish. Rewards were issued for his capture and imprisonment, since Thorpe’s flight had left his wife and three children destitute, and dependent upon the overseers of the parish of Skellingthorpe. Thorpe was described thus: '29 years of age, about 5 feet 5 inches in height, broad and good looking, and about 11 and-a-half stone in weight, dark hair, a little bald at the top of the head, whiskers reddish or sandy, has lost one of his upper foreteeth; had on when he left his home, a large round frock and half-boots.’Stamford Mercury, p.

By 1774 the people of Maryland had become thoroughly aroused over the troubles around Boston, especially the blockading of the port as the consequence of the "Boston Tea Party." Their reaction to the British actions in October 1774 was to burn tea, and the brig Peggy Stewart in which the tea had arrived, during daylight in Annapolis Harbor. Hostilities having begun, an assembly of delegates from the various counties met in Annapolis in November to discuss measures for armed resistance and to adopt resolutions for defense. In this tense atmosphere, Mordecai Gist of Baltimore organized a company of militia, which assumed the title "The Baltimore Independent Cadets." On 3 December 1774, 58 young men of the town signed an agreement to "form ourselves into a body or company in order to learn the military discipline," and each agreed to provide himself with a uniform consisting of "a coat turnd up with Buff, and trimd with Yellow Mettal, or Gold Buttons, White Stockings & black Cloth half Boots," and to equip himself with arms and ammunition.
