Coast Shelter started operations from the site of the Rumbalara Youth Refuge in Gosford, New South Wales. Rumbalara was built by Gosford City Council in 1985 and had a dual purpose: four beds were for homeless youth and two beds were for students who were able to return home on weekends. Its founder was a clergyman, Ashby Haslewood, who was vicar of St Mark's, Hamilton Terrace in St John's Wood, north London. The 1920s were a time of rising black self-consciousness expressed variously in movements such as the Harlem Renaissance and the Universal Negro Improvement Association led by an extremely charismatic Jamaican immigrant Marcus Garvey. In this atmosphere, Woodson was considered by other black Americans to be one of their most important community leaders who discovered their "lost history". Woodson's project for the "New Negro History" had a dual purpose of giving black Americans a history to be proud of and to ensure that the overlooked role of blacks in American history was acknowledged by white historians. Woodson wrote that he wanted a history that would ensure that "the world see the Negro as a participant rather than as a lay figure in history".

Williamson was commissioned to write his Seventh Symphony by Dr Alexandra E. Cameron in 1984 on behalf of the Chamber Youth Strings of Melbourne. The piece originally had a dual purpose: to celebrate the 150th anniversary of the State of Victoria, and to give the youth orchestra a showpiece to take on a European tour in 1985. In 1986 the 168th Fighter- Interceptor Squadron was transferred from the Illinois ANG to the Alaska Air National Guard. This trip had a dual purpose, one of its participants would recount later: "One, conduct interviews and make selection for the jobs ... and two, steal people." Evidently they were very persuasive, because the new unit was staffed by 16 officers and 65 enlisted personnel by September, when its first planes, four renovated KC-135E Stratotankers, arrived.
