The government has tried all sorts of maneuvers to prosecute good Samaritans in the desert — from charging our volunteers with harboring and transporting to issuing misdemeanors for "abandoning personal property" in a wildlife refuge (by leaving gallons of water for migrants) and using restricted roads without a permit.

Lawmakers also on Sunday amended the previous draft so that the age at which a child is considered to be capable of civil actions is now 8 years old instead of 6 years old and moved to further protect "good Samaritans" who help in an emergency from liability if they accidentally cause harm.

In recent weeks, hotels in our southern states – many of them franchise locations owned by local residents – have become home base and ground zero crisis management centers, providing housing for first responders, FEMA staff, displaced families, employees and the thousands of good Samaritans who are flocking south to help victims clean up and rebuild.

In a national survey commissioned by the SaveLife Foundation, three-quarters of respondents said they would be unlikely to assist a road victim with serious injuries; of those, 88 percent said they feared repeated police questioning and a prolonged obligation to appear in court as a witness; 77 percent added that hospitals unnecessarily detained good Samaritans and refused treatment if money wasn't paid.
