The Allied powers were occupying Japan, and he was asked by the United States Department of the Army to assist with the census. Shortly thereafter, the kids spot someone in the back yard and Fanny volunteers to go outside to chase him off. The "intruder" turns out to be what she describes to the kids as a "stuffed dummy", but doesn't tell them that it had a note attached with the word "vengeance".
