The threshold increased by $1,500 for each dependent child after the first in the family group. Since 1 July 2012, the basis of the threshold has been "income for MLS purposes", which includes the individual's or family group's taxable income, fringe benefits, superannuation contributions and net investment losses. Pushes for a charity commission in Australia have stemmed from claims that religious organisations like Hillsong avoid taxes by paying their staff in tax-exempt fringe benefits. Bituminous coal miners organized by the United Mine Workers of America had negotiated a wage increase of $1.90 per hour but no increase in fringe benefits (as other unions had). Without union knowledge, the coal operators submitted the agreement for approval to the reconstituted Wage Stabilization Board. Mine union president John L. Lewis, angered by the lack of respect, refused to participate in the WSB's hearings despite Cox's pleas for union input.

The school district began selling 27 previously closed school buildings. On March 3, 2009, Bobb estimated that DPS's current year deficit would be greater than $150M, and requested early payments from the state to meet payroll. He declared that additional outside auditors would be required to properly assess the district's financial situation. Twenty million dollars of the March 2009 debt was owed to the district's pension system. The DPS school board complained in 2009 that the deficit of $65 million for 2007–2008 school year was caused by accounting irregularities, including fringe benefits and paying teachers off of the books. Herzberg's Motivation–Hygiene Theory holds that the content of a person's job is the primary source of motivation. Since 2005, HEPI has been maintained by the Commonfund Institute, and it relies upon eight separate “cost factors” to construct the overall index. These factors are: faculty salaries, administrative salaries, clerical salaries, service employee salaries, fringe benefits, miscellaneous services, supplies and materials, and utilities. In 2005, Commonfund Institute assumed responsibility for the index and the proprietary model used to calculate HEPI’s values from Research Associates of Washington, D.C.
