Cooper was in a slight decline with two other "mediocre" films in release, and when the opportunity to work with Hawks came, it also aligned him with the mercurial Crawford, albeit in what he later would regard as a "misguided project".

In April 1994, Mann was reported to have abandoned his earlier plan to shoot a biopic of James Dean in favor of directing Heat, producing it with Art Linson. Oregon State responded by inviting Fordham, who they had beaten in their 1933 Ironmen year. Unknown to Oregon State, both Fordham and Missouri had received take-it-or-leave-it offers from the Sugar Bowl before their invite to the Rose Bowl, and each had accepted the offer. Tactical voting in IRV seeks to alter the order of eliminations in early rounds, to ensure that the original winner is challenged by a stronger opponent in the final round. For example, in a three-party election where voters for both the left and right prefer the centrist candidate to stop the "enemy" candidate winning, those voters who care more about defeating the "enemy" than electing their own candidate may cast a tactical first preference vote for the centrist candidate. The 2009 mayoral election in Burlington, Vermont provides an example in which strategy theoretically could have worked but would have been unlikely in practice. In that election, most supporters of the candidate who came in second (a Republican who led in first choices) preferred the Condorcet winner, a Democrat, to the IRV winner, the Progressive Party nominee.

In 1997, a national committee was established in order to select a list of distinguished women in history of Vietnam, Ỷ Lan was one of the first choices and the only representative of the list who was well known for her political activities.
