At the time, this order had complete control over the entire Polish education system. The fact that the Commission of National Education was able to take over Jesuit possessions made education reform all the more possible. Professor Clément held one of the first chairs in chemistry at the Conservatoire des Arts et Metiers in Paris. He taught a course in industrial chemistry that emphasized the thermodynamics of steam in relation to powering steam engines. In about 1819, he befriended Sadi Carnot, and the two men developed methods for calculating the maximum amount of energy that could be obtained from a kg of coal. The origins of the university reach 1960, when Ternopil All-technical Department of the Lviv Polytechnic Institute with the extra-mural and part-time study forms was organized on 11 March. Stolyarchuk V.P., PhD was appointed the Head of the Department; and the training was conducted by 12 teachers. In February 1962 Shcherbakov A.O., PhD started working as the Head of the Department. At the same time full-time specialist training was opened. On 15 May 1964 the Department was reorganized into Ternopil affiliate of Lviv Polytechnic University with the first chairs of higher mathematics, drawing geometry and graphics, technical mechanics, physics and energetics.

In 1759, following a donation, another chair in economy was established, the Borgströmian professorship in "practical economy", by which was meant the practical application of the natural sciences for economic purposes (it eventually developed into a chair for physiological botany). There were very radical attempts at reforms which were never implemented, but important changes took place. University studies had until this time been very informal in their overall organization, with the all-purpose philosophiæ magister-degree being the only one frequently conferred and many never graduating, as there were no degree applicable to their intended area of work (and well-connected aristocratic students often not graduating as they did not need to).
