The brigade headquarters were again reactivated on 1 December 2006 at Fort Drum, by reflagging 2nd Brigade, 78th Division (Training Support). It was one of 16 reserve brigades to be activated for the purpose of training. In 1946, economist George Bach was hired by the Carnegie Institute of Technology (predecessor of Carnegie Mellon University) to restart the school's economics department. Bach had previously been working at the Federal Reserve during World War II. He added William W. Cooper from the field of Operations Research (which had increased its visibility during the war) and Herbert A. Simon, a political scientist who was to direct the undergraduate business program. The concept was introduced by Edward Tolman in 1948. The concept was used to explain the behavior of rats that appeared to learn the spatial layout of a maze, and subsequently the concept was applied to other animals, including humans. The term was later generalized by some researchers, especially in the field of operations research, to refer to a kind of semantic network representing an individual's personal knowledge or schemas.

The department is directly under the command of the volunteer fire department, its field of operations mainly covers the area within the middle ring. Since in this area all fire stations are located except stations 6 and 8 to 10, the City Center Division is only alarmed on special occasions or when a second platoon (2nd departure) is needed. Since 1894, the alliance with Russia had included a convention that both countries would treat Germany as the principal enemy, which was reaffirmed in 1910 and in subsequent staff talks.
