To an increasing extent, policy and practices for technology transfer were becoming part of general economic and foreign trade policies. China faced problems in assimilating technology in the factories that imported it and in deciding which foreign technologies to import.
Following 1993 elections, the PPP returned to power under Benazir Bhutto. Sharif offered his full co-operation as Leader of the Opposition but soon the PPP and PML-N held parliament locked in dispute. Bhutto found it difficult to act effectively in the face of opposition from Sharif, and also faced problems in her political stronghold of Sindh Province from her younger brother Murtaza Bhutto. Sharif and Murtaza Bhutto formed the Nawaz-Bhutto axis and worked to undermine Benazir Bhutto's government, tapping an anti-corruption wave in Pakistan.
With respect to armed conflict, political revolutionaries such as Che Guevera and Mao Tse-tung advocated this kind of approach in terms of mounting guerrilla warfare. Should the state take out a few clandestine cell groups, many other nodes within the general structure remain to continue fighting on. The two figures highlighted this in their influential writings. More recently, government entities such as the United States Department of Homeland Security (itself a strictly managed hierarchical system) have faced problems dealing with terrorist organizations due to those groups' efficient use of cellular organizational planning.
The city also faced problems with loose livestock and so the Cow Ordinance of 1903 made allowing cows to graze south of present-day 65th St. a punishable offense. The city faced more serious problems, however, with two of the most difficult being the lack of both a proper water supply and a sewer system. The one weakness of the location on Salmon Bay was the lack of nearby freshwater springs, which meant that water came from local ground water wells. Lack of a proper sewage system contaminated the ground water, compounding the problem.
While comforting him, Naomi was "overcome with emotion" and she kissed Paul. Despite trying to make their relationship more professional, Naomi realised that she had developed feelings for Paul and she decided to break up with Brennan. Paul and Naomi eventually embarked on a relationship, but faced problems early on when she interfered in his family business by contacting his estranged daughter Amy Williams (Zoe Cramond). Paul confronted Naomi in public, but with Sheila supporting her, Naomi refused to apologise and threatened to quit her job and their relationship.
He was sufficiently involved in the royal court and government that he was often unable to attend to the needs of his region. This caused him local difficulties; on 5May 1430 a Leicestershire manor of Stafford's was attacked and he faced problems in Derbyshire in the 1440s, although there, Helen Castor has said, Stafford "made no attempt to restore peace, nor made any attempt to intervene at all". Stafford also had major estates on the Welsh Marches. This area was prone to regular lawlessness and particularly occupied his time as a royal justice.
However, Fariburz soon faced problems with a rising power - the Turks, who had raided his domains and the territories of the Kurds, taking much booty. Fariburz tried to make the Turks leave by paying them, but this did not work, and the Turkic warlord Qara-tegin arrived to Shirvan for the second time, this time being followed by Fariburz's paternal uncle Mamlan ibn Yazid. Qara-tegin shortly besieged Shamakhi and ravaged its surroundings, bringing great destruction. The situation became so hard that Fariburz had to send his studs to Masqat.
Yuri Khmelnytsky was born in 1641 in Subotiv near Chyhyryn in central Ukraine. In 1659, the Cossack Rada elected the 17-year-old Yurii as their hetman in Bila Tserkva, replacing the deposed Ivan Vyhovsky. The young hetman faced problems: the uneasy alliance with the Tsardom of Russia and the ongoing wars against Poland-Lithuania and against the Crimean Khanate. During the conflict against Poland-Lithuania, Yuri Khmelntsky's Cossacks were defeated near the town of Korsun, he was captured by the Poles and later pledged loyalty to king Jan II Kazimierz of Poland-Lithuania (reigned 1648-1668).
He was the Deputy Prime Minister from May 1993, and after the elections of October 1993 he became Europe's youngest Head of Government at 28 years old. During his tenure as Prime Minister, Liechtenstein entered the European Economic Area after a successful referendum in 1995, and experienced economic growth. However, it also faced problems in its foreign relations, such as a dispute with the Czech Republic begun in 1992 over the confiscation of Prince Hans Adam's estates in 1945, and a 2001 dispute with Germany in the International Court of Justice over royal property confiscated in order to pay war debts.
Lamizana's government faced problems with the country's traditionally powerful trade unions and on November 25, 1980, Colonel Saye Zerbo overthrew President Lamizana in a bloodless coup. Colonel Zerbo established the Military Committee of Recovery for National Progress as the supreme governmental authority, thus eradicating the 1977 constitution. Colonel Zerbo also encountered resistance from trade unions and was overthrown two years later on November 7, 1982, by Major Dr. Jean-Baptiste Ouédraogo and the Council of Popular Salvation (CSP). The CSP continued to ban political parties and organizations, yet promised a transition to civilian rule and a new constitution.
As Heritage USA and the PTL assets were now tied up in bankruptcy reorganization, the new ministry and the television program had to move from their longtime Heritage USA broadcast studios to newly purchased property on Nations Ford Road in Charlotte that was named Heritage Place. The program remained on the air as late as September 1988, when Johnson faced problems with the IRS.IRS Asks Court to Stop PTL Show In 1989, evangelist Morris Cerullo purchased the network out of bankruptcy. it operates as INSP from broadcast facilities in Charlotte, with headquarters in nearby Indian Land, South Carolina.
Gerup Gerak Khas has faced problems retaining members nearing the end of their enlistment, and finding new recruits to replace existing commandos once they reached the mandatory age limit. Concerned with high numbers of Gerak Khas personnel leaving the service, the Malaysian Government increased, as of 1 January 2005, the monthly incentive payments to MYR 600 for those who have served between 1 and 10 years, MYR 750 for those who had served between 11 and 15 years and MYR 900 for those whose service have exceeded 16 years. The 2005 Budget Speech report from the Malaysian Prime Minister's Office.
However, about 663,100 Japanese were living abroad, approximately 75,000 of whom had permanent foreign residency, more than six times the number who had that status in 1975. More than 200,000 Japanese went abroad in 1990 for extended periods of study, research, or business assignments. As the government and private corporations have stressed internationalization, greater numbers of individuals have been directly affected, decreasing Japan's historically claimed insularity. Despite the benefits of experiencing life abroad, individuals who have lived outside Japan for extended periods often faced problems of discrimination upon their return because others might no longer consider them fully Japanese.
The first Good News church was first established in 1972 by Ock Soo Park and became a mission when the missionary school was established in 1976. In the early years, Park conducted vocation Bible schools for the youth in the nearby villages, served as a spiritual counselor at Suwon Prison, and went on witness trips to leper colonies. In the early 1990s, the mission sent its first missionaries to Germany and the United States. Missionaries sent to Kenya in the mid 1990s faced problems with religious registration as foreign groups were denied such registration unless sponsored by a native Kenyan church.
In March, he was named African Footballer of the Year for the first time, ahead of Samuel Eto'o and Chelsea teammate Michael Essien. His performances during the season saw him named in the PFA Premier League Team of the Year and runner-up to Cristiano Ronaldo in the PFA Player of the Year awards. Drogba faced problems off the pitch during the end of the season as his transfer from Marseille to Chelsea in July 2004 came under scrutiny. The Stevens inquiry in June 2007 expressed concerns because of the lack of co- operation from agents Pinhas Zahavi and Barry Silkman.
At Milan, Sacchi again faced problems of credibility. The press argued that such an inadequate player could never go on to be a successful coach, and that even Berlusconi – who had played football at amateur level – was probably a better player. Sacchi, however, coined a witty term in response: "I never realised that in order to become a jockey you have to have been a horse first." Sacchi was an instant success at the San Siro, leading Milan to its first Serie A title in nine years in his debut season, following up the league title with a Supercoppa Italiana in 1988.
The government of Netherlands has been providing aid focusing its investments mainly on water-related sectors including water treatment projects. Regarding sanitation, 78% of Vietnam's population has access to "improved" sanitation—94% of the urban population and 70% of the rural population. However, there are still about 21 million people in the country lacking access to "improved" sanitation according to a survey conducted in 2015. In 2018, the construction ministry said the country's water supply, and drainage industry had been applying hi-tech methods and information technology (IT) to sanitation issues but faced problems like limited funding, climate change, and pollution.
Second Ward, Minneapolis: Hard Times to reopen Hard Times faced closing in January 2000, when several arrests were made as a result of a drug sting at the cafe. The owners closed the doors voluntarily in the aftermath, but faced problems with the city when attempting to reopen. The owners met all of the health and fire codes necessary to reopen, but refused to sign a contract obligating them to close at 2 am and hire a licensed security guard. A compromise was eventually made, with Hard Times closing its doors for two hours each night.
Many of these California businesses--often involved in agriculture--faced problems securing loans from big-city banks which had strong ties to the interests of their railroad customers. The First National Bank of Mendocino County provided the holding company with its oldest bank charter dating to 1886. The Foster family of Marin County was one of the original families instrumental in founding the Mendocino bank which was formerly known as the First National Bank of Cloverdale. The bank was founded to provide financing for the people involved in agricultural interests in the Mendocino area where sheep ranching was a dominant industry.
When judge is about to announce the decision, Vishal kills his lawyer and accepts his guilt of killing four people. The news spreads on media like a forest fire. Since the end of the Second World War many industrial companies in South Yorkshire faced problems due to the decline in the need for their products. The large steel producers within the United Kingdom were nationalised in 1951 under the Labour Government, but, just two years later Steel, Peech & Tozer was de-nationalised. By the 1950s Templeborough's open hearth furnaces were in need of replacement and the United Steel Companies set about the task of updating its melting facilities. Plans, under the name “Operation SPEAR” (Steel Peech Electric Arc Reorganization), brought the most modern electric arc furnaces to the company, six of these replacing the 14 open hearth furnaces.
This type of settlement also faced problems because of the artificial division between the plan and the non-plan expenditures. The former type of expenditure was to be looked after by the finance commission awards and the latter by central assistance given by either NDC or the Planning Commission. The loan part which was given to the state had gotten accumulated and for some of the states the loan obligation and repayments were bigger than the assistance they got. In 1969, after the draft the fourth five-year plan was presented, the Planning Commission officially discussed with the states the impact of the Finance Commission Awards on their finances.
O'Keefe took the staid NZ music scene by storm, although he was banned from playing at some halls and faced problems getting airplay. At that time the NZBC had a monopoly on radio, they had only one J.O'K. record in their library, and they refused to play his new single "Wild One" – although a hastily issued version by NZ rocker Johnny Devlin was played. O'Keefe also toyed with the local press, playing on Lou Casch's exotic appearance by telling journalists that Casch was the son of an Arrernte Aboriginal chieftain from Ayers Rock (Uluru) and that Casch's hand-built guitar was made from mulga wood.
ASO soon faced problems planning the 2016 rally. Chile refused to take the rally, the first time since Dakar is being held in South America, and then, with just 4 months to the start, Peru also refused to take the rally. Without Atacama Desert and Andes, the rally was mainly based in Argentina with many fast stages on closed narrow tracks WRC style, and a lack of stages in full open terrain with heavy navigation issues. The biggest issue that the competitors faced was the weather phenomenon El Niño which shortened most of the stages due to heavy rain (in first week) and massive heat (in the second one).
In some communities, like the Newar people, the dowry system was meant as a gift that would assist the bride, in case she faced problems in the future. The dowry would be her wealth, that she was free to sell or use if she needed to start a nuclear family. So, the utensils and the money she received as dowry was to be kept separately under her own care until the time of need arrived. But with the growing influence of the other communities, under the caste system which is akin to the one followed in India Caste system in India, the system has started changing.
Jacques Colaert or Jacob Collaart (died September 1600) was a Flemish privateer who during the Dutch Revolt sailed in royal service as one of the Dunkirkers. A privateer based in Dunkirk, Colaert in August 1600 sailed with a fleet under command of Vice Admiral Anton of Burgundy, Lord of Wacken. The fleet consisted of six Spanish royal ships and six independent privateers; Colaert commanded the six-gun vessel Crabbelcat with a crew of 43 sailors. Leaving Dunkirk on the night of 9 or 10 August, the privateering expedition faced problems early on when two Flemish privateers, Sibrant Pietersen and Rippert Rippertsen, failed to rendezvous with the fleet on 11 August.
Despite the prospect of a mobile cavalry phalanx, the cavalry still faced problems. The xyston was still too short to meet the sarissa phalanx head on. The weight of their armour restricted movement, but the elimination of a shield for protection made the rider and horse more vulnerable. The desire to meet the phalanx head on and the need for protection was remedied after the anabasis of Antiochus III to the eastern satrapies in 210-206 BC. At this time, Antiochus came into contact with the Parthian cavalry, of which some were heavily armed with scale armour for both the rider and horse and longer lances known as a kontos.
Blanco, originally from Venezuela, trained in Tae Kwon Do for three years, reaching the rank of green belt, before being introduced to wrestling at the age of 14 by his cousin. Blanco competed in the sport for a year at German Villalobos High School, before being recruited to compete for the inaugural team at Sendai Ikuei Gakuen High School in Japan along with three other Venezuelans. Blanco faced problems with bullying and fitting into a new society, but continued to excel at wrestling, winning All- Japan honors before being recruited again to compete at Nihon University. Upon graduating, Blanco continued competing and won International Championships in Venezuela, China, and Azerbaijan.
As the first main series title to feature voice acting, the team faced problems in both making the dialogue more compatible with an English-speaking audience and lip- synching it to match the in-game characters, whose lip movements were matched to the original Japanese dialogue. Honeywood spent four years working as localization director of Final Fantasy XI, translating new content concurrently with the Japanese version. For this title, he was responsible for the auto-translation feature, which allows Japanese and English speaking players of the game to communicate quickly. He also established naming conventions for the playable races and coded an automated name generator for new players.
70% of Gujarat's area is classified as semi-arid to arid climatically, thus the demand on water from various economic activities puts a strain on the supply. Of the total gross irrigated area, 16–17% is irrigated by government-owned canals and 83–84% by privately owned tube wells and other wells extracting groundwater, which is the predominant source of irrigation and water supply to the agricultural areas. As a result, Gujarat has faced problems with groundwater depletion, especially after demand for water went up in the 1960s. As access to electricity in rural areas increased, submersible electric pumps became more popular in the 1980s and 1990s.
The partition and occupation of Czechoslovakia Although Czechoslovakia was the only central European country to remain a parliamentary democracy during the entire period 1918 to 1938,Timothy Garton Ash The Uses of Adversity Granta Books, 1991 p. 60 it faced problems with ethnic minorities such as Hungarians, Poles and Sudeten Germans, the most important of which was the country's large German population. The Germans constituted 3 to 3.5 million out of 14 million of the interwar population of CzechoslovakiaPhilip Warner World War II: The Untold Story Coronet, 1990 p. 25 and were largely concentrated in the Bohemian and Moravian border regions known as the Sudetenland in German.
However, after being overlooked in favour of Foster for the 2009 League Cup Final, Kuszczak faced problems in aiming to become United's new first choice after Van der Sar's retirement and expressed discontent with his situation at Manchester United. In 2009, he was said to be considering his long-term future at the club. Kuszczak kept a clean sheet in his first game of the 2009–10 season, a 1–0 home win over Wolverhampton Wanderers in the third round of the League Cup. After Van der Sar suffered an injury, Kuszczak returned to the side for a match against Portsmouth on 28 November.
The Nerve Agent Sensor detects the presence of specific chemical agents by reading the pH levels of the target through the use of hydrolytic enzymes. Previously, the use of catalytic hydrolysis reactions to degrade nerve agents faced problems due to the subsequent generation of acid that led to a severe drop in pH levels. High concentrations of a nerve agent have caused the buffering capacity to exceed and the pH to drop drastically. In order to keep the pH in an optimum range, the Nerve Agent Sensor employed a low-molecular-weight material that would convert into a base only when it was demanded, i.e.
Algo Amargo en la boca, a sordid melodrama, and de la Iglesia's next film, Cuadrilatero (Boxing Ring) (1969), a boxing story, faced problems with the Francoist censors and failed at the box office. His films did not attract widespread notice until his fourth effort, the critically acclaimed thriller El Techo de Cristal (The Glass Ceiling) (1970). During the early 1970s, de la Iglesia was a member of the Spanish Communist Party; his films of this period reflected his beliefs and often centered on violent forms of social protest. His political leanings and the lurid subjects of his film made him a controversial filmmaker facing many problems with the Spanish censor under Francisco Franco's régime.
New apartment construction was concentrated in areas such as Iztapalapa and the main inter- city bus station was closed, moving its function to four new stations (Central Norte, TAPO, Taxqueña and Poniente) . However, the most important change was the construction of the Central de Abasto in Iztapalapa, taking over La Merced's role as the main wholesale food market for the city. Although, the area was included the construction of the first Metro line, the disruption of commerce and affordable housing disrupted La Merced's social structures as many families move out, following jobs and other resources in Iztapalapa. Those that remained behind faced problems with poverty, violent crime and the rise of prostitution.
Berding, p. 535f. The territorial growth of the southwestern middle-sized states, in particular the two Hessian principalities, but also the growth of Baden and Württemberg, had split the territorial continuity of Prussia; the Prussian state was no longer linked entirely by territory, but rather was separated from many of its newer acquisitions by territories newly acquired by other states. These states often saw their own interests as conflicting generally and specifically with Prussian expansionism, and resented Prussian dominance and authority. Furthermore, these newly expanded states, usually referred as "middle-sized states" (or, in German, ), faced problems in integrating their newly acquired territories and populations into an existing political, economic and legal structure.
According to the lawsuit, Its Gotta Go put $100,000 into escrow but faced problems as it was not yet licensed as a casino operator. Its Gotta Go accused the casino's owners of refusing to either agree to a lease agreement to continue operating the casino with its nonrestricted gaming license, or to extend the time for Its Gotta Go to obtain a gaming license. In February 2013, the casino was found to be in violation of state regulations, as its minimum bankroll was $25,706 short, which could have prevented it from paying off potential customer winnings. As a result, the casino's table games were removed and its number of slot machines was decreased from 300 to 65.
The 2019 season was a disappointment, as the Rams were victims of the Super Bowl Losers' Curse and missed the playoffs with a 9-7 record. The Rams started the season 3–0, winning against the Carolina Panthers, New Orleans Saints, and Cleveland Browns, They then lost three straight to the Tampa Bay Buccaneers, Seattle Seahawks, and the San Francisco 49ers, before their bye week they won two games against the Atlanta Falcons and Cincinnati Bengals. The Rams under McVay then went on and won 4 and lost 4. The Rams faced problems during the season due to a combination of factors and lost in heartbreaking fashion in a must-win Week 16 contest against the San Francisco 49ers.
Byzantinization was further expanded by Serbia's newly won populous Greek-speaking regions, in which Milutin retained all former Byzantine political, social and cultural activities. The Balkans: From Constantinople to Communism by D. Hupchick, page 89 The final two decades of Milutin reign were marked by civil strife with his brother Dragutin and the regional nobles, and with territorial losses to Hungarians in the north. Milutin also faced problems with his illegitimate son Stefan Dečanski, who was unhappy with his fathers favouritism towards his legitimate younger brother Konstantin. When Milutin died without leaving a testament, civil war erupted between Dečanski, Konstantin and their cousin Vladislav II. Dečanski ended up victorious, and was crowned as Stefan Uroš III Dečanski.
When tried in the past, chickpea breeding has faced problems because of the lack of genetic diversity. This has caused limitations in efforts to improve resistance to diseases such as Ascochyta blight and Fusarium wilt. There have also been problems such as insects susceptible to breaking through the chickpea pods and limitations in increasing tolerance to abiotic stresses such as terminal drought and extreme temperatures. To fix these limitations, the introduction of alleles controlling the traits of interest from wild germplasm is essential in order to increase the genetic diversity of cultivated chickpeas. Currently, the chickpea’s immediate ancestor, C. reticulatum, and its interfertile sister species Cicer echinospermum, are the main sources of new variation.
The government wanted to hold onto the base and rebuild it but this was opposed by senior military commanders who didn't want to divert resources to maintain and defend an isolated outpost which was vulnerable to another LTTE attack. They wanted to abandon the base to prevent further loss and so orders were given to abandon the rescue operation and withdraw the troops, which took place on 24 and 25 July 1996. The withdrawal also faced problems and in one instance a large group of soldiers were left stranded on the beach and were all killed by the LTTE. Over the next few weeks two officers and 62 soldiers returned to safety.
The early days of metal type printing quickly faced problems of not just simple diacritical marks for English, and accents for French and German, but also musical notation (for sheet music printing) and Greek and Hebrew alphabets (for Bible printing).Simon Eliot, Jonathan Rose, A Companion to the History of the Book (2011) p. 210: "Within a short time, pages in metal type were combined with woodcut illustrations, later to be followed by metal engravings. Hebrew and Greek, with their vowel points and accents, and music posed problems of vertical as well as horizontal .." However problems with representation of diacritical marks continued even in scholarly publishing and dissertations up to the word processor era.
As a result of the loss, BSAA withdrew all five of its remaining Tudor IVs from service until each had been examined. The company faced problems in maintaining its services, since it was difficult to find aircraft of sufficient range, and considered chartering Avro Lancastrians. Don Bennett, who had been fired by BSAA in 1948 when he objected to a judicial investigation into the loss of the Star Tiger, later claimed that both the Star Tiger and Star Ariel had been sabotaged and that "a known war-registered saboteur" had been seen near the Star Tiger shortly before its last takeoff. He also claimed that Prime Minister Clement Attlee had ordered all enquiries into the incidents to be abandoned.
Nevertheless, the political context in which the rebellion took place did offer a point of argument why some historians portrayed the rebellion as an Islamic struggle. In 1915, Britain was involved in the First World War and this took a drain on its ability to fully control its colonies. Scholars have also pointed out that the British also had faced problems from within its own ranks where the Muslim soldiers from the Indian regiment were unhappy at rumours that they would be sent to Europe and fight against the Ottoman troop- their Muslim brethren. This unhappiness from the Indian soldiers led them to conduct a mutiny against the British authorities in Singapore.
Some homeless individuals also squatted at the building when it was abandoned. The Time Warner Center, which replaced the ColiseumThe failure to close the sale of the New York Coliseum was having negative effects on the MTA's finances. In August 1990, the agency announced that several improvement projects worth $500 million would need to be delayed if the coliseum was not sold by the end of 1991. Zuckerman continued to negotiate with the MTA, but faced problems when Mayor David Dinkins refused to call Zuckerman's letter of credit until just before leaving office in 1993. In early 1994, newly elected mayor Rudy Giuliani requested that a third party appraise the site, which Zuckerman wanted to purchase for $100 million.
In 1874 Archbishop Manning established a Catholic University College in KensingtonWestminster Diocesan Archive: Open Letter 21 November 1873: Ma.2/5/30 and Mgr Capel was appointed Rector. The College was established to provide higher education to Catholics who were forbidden by Papal Decree to attend Oxford or Cambridge. The College faced problems from the outset, the principle one being that of finance; the theory was that the rich Catholic families who would benefit from the College would help to fund it during the first few years.Westminster Diocesan Archive: Acta of the Bishops' Meetings, 9 April 1875: 34.5 In practice however these families preferred to send their sons to Oxford or Cambridge and seek a dispensation for doing so.
The company suffered a serious blow when the Greek state decided to create EBO in 1976, which initially undertook production of the Heckler and Koch G3 rifle adopted by the Greek Army in place of the FN FAL that Pyrkal had already started producing under licence (a number of FN FAL's had originally been bought by the Greek Military from Belgium, and about 30,000 built by Pyrkal were exported to other countries). The development of EBO seriously hurt Pyrkal's performance, as the two companies offered partially overlapping products. Pyrkal was hurt further by the loss of traditional export markets in the 1970s. Other parts of Bodossakis's "empire" also faced problems, and the state finally intervened in the early 1980s.
The Video Electronics Standards Association (VESA) adopted this as a video standard specification and FPD-Link has penetrated wider as LCD interface. However, in accordance with the fact that LCDs required much higher definition and more color depth as well as more frame rate, FPD-Link faced problems that input pixel data for LCDs increased exponentially and the number of LVDS cables soared as well. For example, full HD television (1920 x 1080 pixels) with a 10-bit color depth and double frame rate requires 24 FPD-Link differential pairs. Such a case has to adjust skews at the level of several hundreds of picoseconds because of much higher-speed clock and data rate.
P L Thenappan, the producer of the 1998 Tamil film, Kaathala Kaathala, filed a complaint with the Tamil Film Producers Council, alleging that producer Sajid Nadiadwala and director Sajid Khan had remade his film into Hindi without proper permission. In his complaint, Thenappan said, "I was shocked when I watched the Hindi film as nearly 60 per cent of the scenes from Kadhala Kadhala are there." He also stated that he was in talks with Nadiadwala about selling the remake rights more than a year ago and the deal did not go through. The film also faced problems due to the remixed version of the song "Apni Toh Jaise Taise", originally from the 1981 film Laawaris directed by Prakash Mehra, music by Kalyanji Anandji.

As of 2007, Kazakhstan had 43 teachers of Japanese, among whom eight were native speakers. Students majoring in Japanese faced problems such as low wages and lack of opportunities to use their skills in professional contexts, leading to limits on the growth of interest in the language. Much language study is funded not indigenously, but rather through a portion of the US$95 million in official development assistance provided by Japan's Ministry of Foreign Affairs, as well as additional private aid. There is no unified national curriculum for Japanese studies at either the primary, secondary, or tertiary levels; rather, institutions design their own curricula, typically with the aid of, and using textbooks published by, the Japan Center, which is also funded by the Japanese government.
They joined the company board in 1870 and 1878 respectively, after which the business became known as Thomas Wall and Sons Ltd. Throughout this period, the business maintained its high-level standards and resultant recognition, receiving a series of Royal Appointments from Queen Victoria, King Edward VII and King George V. The business had always faced problems in the summer, when sales of meat, meat pies and sausages fell, and staff had to be laid off as a consequence. Thus, in 1913, Thomas Wall II proposed developing a line of ice cream to avoid these problems. This proposal, however, was put on hold due to shortages arising as a result of the outbreak of World War I, and was not implemented until 1922.
Farmers soon found themselves troubled by frequent floods in the Sacramento Valley and a general lack of water in the San Joaquin Valley. The Sacramento River, which drains the northern part, receives between 60–75% of the precipitation in the Valley, despite the Sacramento Valley covering less area than the much larger San Joaquin Valley, drained by the San Joaquin River, which receives only about 25% of the rainfall. Furthermore, cities drawing water from the Sacramento-San Joaquin Delta faced problems in dry summer and autumn months when the inflowing water was low. In order to continue to sustain the valley's economy, there needed to be systems to regulate flows in the rivers and equally distribute water among the north and south parts of the valley.
In January 2005, it was announced that the film was put on hold due to financial problems, initiating a long delay in the production of the film. The film also faced problems, after the government banned scenes involving excessive smoking in films. Furthermore, in mid-2005, Ajith fell out with the producer, who had made several films with him in the past and stated that the pair would never work together again. The indefinite delay had led to Ajith taking a forced sabbatical, with his market being at a low following the failure of his previous film Ji. Ravi Kumar tried to get in R. B. Choudary and his banner of Super Good Movies to finish the movie but to avail.
Robert Richards, Sir Richard Butler, Lionel Hill and Sir Henry Barwell meet with then Premier Tom Playford in 1940 Hill returned as Premier and treasurer but faced problems like high unemployment, a formidable state debt, a shrinking economy and a strike prone workforce. His cabinet found themselves in the unenviable position of being quite incapable of finding a solution to these problems and led to Hill accepting the contentious Premiers' Plan of 1931 which advocated reductions in spending (including aid to the unemployed), public works and wages. Such was the public outcry against the Plan, particularly from traditional Labor supporters, that the executive of the South Australian ALP expelled all of the MPs who supported it from the party, including Hill and his entire cabinet.
James Boisclair was an African American gold miner who achieved notable fame and success during the Georgia Gold Rush. Boisclair was known as "Free Jim" and was highly regarded at the time for his entrepreneurial work and part-time efforts as a preacher.Appalachians and Race: The Mountain South from Slavery to Segregation By John C. Inscoe While panning for gold, Boisclair found an impressive vein of ore and used his successful finding to build a large general store in Dahlonega, Georgia. Other Boisclair achievements of the time included his building of an ice house and popular saloon, despite the fact that all of his establishments faced problems because the laws of the time prevented black men from buying real estate or holding a liquor license.
On June 25, 2009, eighteen days before the first slated "This Is It" performance, Jackson died after suffering cardiac arrest caused by an overdose of Propofol and benzodiazepines. AEG Live, who persuaded Jackson to sign up for the shows, faced a liability of up to £300 million and an empty venue for the next nine months. The O2 Arena stated that full refunds, including all ticket service charges, would be available to those who purchased tickets through authorized agents, but that "fans will have the option to be sent the actual tickets they would have received to attend the shows in lieu of the full refunds which are being offered." Fans who bought their tickets from private sellers potentially faced problems.
He flew to Canberra later that month for negotiations with Australian officials, but faced problems around the issue of immunity for the Australian police. In July 2005, a long-planned gun summit was held in Goroka to finalise a report on addressing illegal firearms, resulting in wide praise for Kimisopa's efforts on the issue. In late August he faced the international media over a Human Rights Watch report about police abuses against children in Papua New Guinea, declaring that it was "something we cannot hide from" and again emphasising the need to reform in concert with Australian assistance. In September, a revised agreement was agreed with the Australian government, which Kimisopa criticised for its more limited role for Australian police and lower levels of financial assistance.
Kovalainen driving the McLaren MP4-23 After his first official testing session occurred on 9 January 2008 at Jerez, Kovalainen made his McLaren race début at the , where he was quickest in the first qualifying session and started third on the grid behind Lewis Hamilton and Robert Kubica. He overtook Fernando Alonso on the final lap, but then accidentally hit the pit lane limiter granting fourth place to Alonso, himself finishing fifth, but Kovalainen did set the fastest lap of the race. In Malaysia he was penalised five places for blocking Nick Heidfeld's BMW Sauber in the latter stages of qualifying, dropping to eighth. Kovalainen finished the race third as Hamilton faced problems in the pits, and Ferrari's Felipe Massa retired due to a spin.
The preliminary feasibility studies were carried out by Rail India Technical and Economic Services (RITES). Construction work on Sittwe port and the boat jetty in Paletwa, as well as the dredging work, will be executed by the Inland Waterways Authority of India (IWAI), with Essar Projects Ltd, a division of the Essar Group appointed in May 2010 as the main contractor. Kaladan Multi-Modal Transit Transport Project initially faced problems such as underestimation of the road length in Myanmar and plans to construct hydro-electric projects — Chhimtuipui River and Lungleng River — on two tributaries of the Kaladan River followed by another project downstream. That the first two projects are being built by one public sector undertaking and the third is being constructed by another PSU (Public Sector Unit) has also led to coordination issues.
Better-paid work was barred from him by his political viewpoints, with the Federal Bureau of Investigation monitoring his activities. He spent much time teaching lessons in Marxism across the Los Angeles Bay Area, for which he read widely in anthropology and sociology, but faced problems due to the increased anti-communist repression being exerted by the government through the Smith Act and the subsequent creation of the House Un-American Activities Committee. From 1945, he was involved in the People's Songs organisation, becoming the group's theoretician, through which he came to know Woody Guthrie and Pete Seeger. From 1947 he taught classes on musicology titled "The Historical Development of Folk Music", through which he articulated a Marxist understanding of the genre; he continued to teach these classes through to the mid-1950s.
On May 22, 2007 in Vilnius, Lithuania it was announced about creation of the Belarusian Committee on protection of prisoners’ rights «OVER BARRIER» (BCPPR «OVER BARRIER») The decision to organize the constituent assembly on territory of Lithuania was made due impossibility of organization registration in Belarus. 20 citizens of Belarus who in different situations faced problems and imperfection of penitentiary systems of Belarus took part in the constituent assembly. The constituent assembly has charged Tsimafei Dranchuk and Veronika Vygovskaya to prepare necessary documents for registration of the BCPPR «OVER BARRIER» in the Republic of Lithuania.
The Diekman ground also faced problems with its seating plans as a result of the FIFA regulations, which impose a requirement to construct a seating stand behind each goal. The cost of the construction is estimated to be around 33 million guilders, and the stadium took 14 months to complete, with its foundation stone having been laid on 31 January 1997. Due to the tight budget available, the layout of the stadium was constructed so that future expansions are possible without the necessity to tear down entire existing stands. On 10 May 1998, the first match played at the stadium resulted in a 3–0 victory by the home team against PSV in an Eredivisie match. Initially, the Grolsch Veste had a capacity of 13,500 spectators, which was later reduced to 13,250.
In the journal of Francis Hall, an American businessperson who arrived in Yokohama in 1859, he described shunga as "vile pictures executed in the best style Japanese art." Hayakawa stated that Hall was shocked and disgusted when on two separate occasions his Japanese acquaintances and their wives showed him shunga at their homes. Shunga also faced problems in Western museums in the twentieth century; Peter Webb reported that while engaged in research for a 1975 publication, he was initially informed that no relevant material existed in the British Museum, and when finally allowed access to it, he was told that it "could not possibly be exhibited to the public" and had not been catalogued. In 2014 he revisited the museum, which had an exhibition entirely of shunga "proudly displayed".
Under the reign of Ibrahim, the British appointed Douglas Graham Campbell as an advisor to the sultanate in 1910, although the sultan only appointed Campbell as a General Adviser unlike in other Malayan states which had Resident Advisors, becoming the last Malay state to accept a British Adviser. However, due to Ibrahim's overspending, the sultanate faced problems caused by the falling price of its major source of revenue and problems between him and members of his state council, which gave the British an opportunity to intervene in Johor's internal affairs. Despite Ibrahim's reluctance to appoint a British adviser, Johor was brought under British control as one of the Unfederated Malay States (UMS) by 1914, with the position of its General Adviser elevated to that of a Resident in the Federated Malay States (FMS).
De Grolsch Veste replaced the old Diekman Stadion as FC Twente's home ground on 22 March 1998. Plans had been afoot to expand and to renovate the old and now demolished Diekman Stadion. However, with a growing fan capacity and with arguments that the location of the Diekman stadium was not strategic enough, the idea was conceived to build a new arena for the FC Twente fans. The Diekman ground also faced problems with its seating plans as a result of previous FIFA regulations which imposed a necessity to construct a seating tribune behind each goal post. The cost of the construction is estimated to have been around 33 million guilders and it took fourteen months to complete, with its foundation stone having been laid on 31 January 1997.
The idu script was developed to record Korean expressions using Chinese graphs borrowed in their Chinese meaning but it was read as the corresponding Korean sounds or by means of Chinese graphs borrowed in their Chinese sounds. This is also known as hanja and was used along with special symbols to indicate indigenous Korean morphemes, verb endings and other grammatical markers that were different in Korean from Chinese. This made both the meaning and pronunciation difficult to parse, and was one reason the system was gradually abandoned, to be replaced with hangul, after the invention of such in the 15th century. In this respect, it faced problems analogous to those that confronted early efforts to represent the Japanese language with kanji, due to grammatical differences between these languages and Chinese.
Some groups benefited greatly from the increasing wages, while about 25% of Kazakhs especially in the southwestern districts and regions around the Caspian Sea continued to live below the poverty line. Despite improvements in the economy and social issues, Kazakhstan faced problems with the lack of independent media, a poor human rights record and the unfair treatment of independent journalists, including the case of Sergei Duvanov who was arrested in October 2002, a few days before his travel to the United States to discuss corruption and the situation with the Kazakh medi, when he was accused of sexually assaulting a minor. Due to international pressure, including from American Secretary of State Colin Powell, Duvanov was released in January 2004. In the years leading up to the elections, political parties had been significantly weakened.
That year he also faced problems with the IRS for failure to pay back taxes, charging he hadn't paid upwards of $4.5 million; five years earlier, the IRS had claimed he owed nearly $2 million. In 1973, Brown provided the score for the blaxploitation film Black Caesar. He also recorded another soundtrack for the film, Slaughter's Big Rip-Off. Following the release of these soundtracks, Brown acquired a self-styled nickname, "The Godfather of Soul", which remains his most popular nickname. In 1974 he returned to the No. 1 spot on the R&B; charts with "The Payback", with the parent album reaching the same spot on the album charts; he would reach No. 1 two more times in 1974, with "My Thang" and "Papa Don't Take No Mess".
The life of a serf belonged to the state. Historically, when the serfs faced problems they could not solve on their own (such as abusive masters), they often appealed to the autocrat, and continued doing so during Catherine's reign, but she signed legislation prohibiting it.Madriaga, “Catherine II”, 48–51 Although she did not want to communicate directly with the serfs, she did create some measures to improve their conditions as a class and reduce the size of the institution of serfdom. For example, she took action to limit the number of new serfs; she eliminated many ways for people to become serfs, culminating in the manifesto of 17 March 1775, which prohibited a serf who had once been freed from becoming a serf again.Madriaga, “Catherine II”, 35 However, she also restricted the freedoms of many peasants.
Second Chance debuted on March 7, 1977, at noon ET/11:00 AM CT/MT/PT, replacing a short- lived variety series starring Don Ho (which had itself replaced Peck's Hot Seat on October 25, 1976). Almost immediately the series faced problems as the Noon timeslot on the networks was long subject to preemptions for local newscasts and other programming. The CBS soap opera The Young and the Restless, which was starting to become a ratings success in its fourth season, also proved troublesome for Second Chance in the timeslot (NBC, which aired Name That Tune and Shoot for the Stars at Noon during the first three months of Second Chance's run, was also struggling). Unable to compete with the hit soap on CBS, Second Chance came to an end after nineteen weeks and aired its final episode on July 15, 1977.
Sketch of Campbell-Bannerman The Liberals found themselves suddenly returned to power in December 1905 when Arthur Balfour resigned as Prime Minister, prompting Edward VII to invite Campbell-Bannerman to form a minority government as the first Liberal Prime Minister of the 20th century. At 69, he was the oldest person to become Prime Minister for the first time in the 20th century. Balfour had hoped that Campbell-Bannerman would not be able to form a strong government, ushering in a general election that he could win. Campbell-Bannerman also faced problems within his own party, through the so-called "Relugas Compact" between H. H. Asquith, Sir Edward Grey and Richard Haldane, who planned to force him into the House of Lords, weakening him as Prime Minister and effectively allowing Asquith to govern as Leader of the House of Commons.
During the Sengoku period, the area around Gujō was controlled by the Endō clan, who pledged fealty to Oda Nobunaga, followed by Toyotomi Hideyoshi. Under Hideyoshi, they were reduced to serve under the Inaba clan; however, following the Battle of Sekigahara, the Inaba were transferred to Usuki Domain in Bungo Province, and the Endō clan was restored to their former territories, becoming daimyō of the 27,000 koku Gujō Domain from 1600 to 1693. The 3rd Endō daimyō, Endō Tsunetomo reduced the domain to 24,000 koku by giving 2,000 koku and 1,000 koku holdings to two of his younger brothers, but was successful in elevating his official status to that of a “castellan”. His successor, Endō Tsuneharu faced problems with peasant revolts, and his successor, Endō Tsunehisa was a minor, and died of poisoning soon after taking office.
The seat covers a mostly residential area, major roads with many small parks and two large green spaces, Heaton Park is one of the largest municipal parks in Europe which hosts the annual Parklife concert and Boggart Hole Clough a large ancient woodland in Blackley towards the east. A diverse constituency which stretches from the city centre's outskirts (Manchester Arena is in this seat), featuring an Asian population in Cheetham and Orthodox Jewish populations in parts of Crumpsall and the Salford suburbs of Broughton and Kersal. There is also an above-average number of Irish (the Irish World Heritage Centre is based in this seat) and other European residents. Blackley itself is a mostly owner occupied, suburban residential area at the northern half of the seat, while the inner-city Harpurhey district (closer to Manchester City Centre) has a high proportion of social housing and has faced problems with deprivation.
"The Art of Letting Go" is a song by American singer and songwriter Mariah Carey for her fourteenth studio album, Me. I Am Mariah... The Elusive Chanteuse (2014). It was written and produced by Carey and Rodney "Darkchild" Jerkins, and premiered via Facebook on November 11, 2013, as the first promotional single (second overall) from the album, following a digital release the same day worldwide. Jermaine Dupri, Carey's longtime collaborator and her then-manager, had the idea to premiere the song via Facebook to attract her die hard fans, however, Carey faced problems when an unmastered version of the song was uploaded in place of its final mix, leading the singer to premiere the intended version hours later with an apology and explanation. "The Art of Letting Go" is an orchestral old-school R&B; song, with influences of gospel music, having piano, strings and guitar as its main instrumentation.
The union, faced with a challenge to its very existence, threatened to strike if the Mayor went through with this plan. With the support of the national CIO, the union was able to maintain its collective bargaining agreements and the right to represent the IRT and BMT employees after the City took over those systems in 1940. The union soon found itself struggling with the special problems of creating a civil service system for thousands of employees, while providing representation for thousands of workers who faced problems with meeting the City's new naturalization and medical requirements. But the union lost ground among its members, both in terms of actual numbers after it lost the closed shop and in terms of actual support, since many workers who may have remained members saw the union as less important now that they had the seeming job security that civil service status promised and the union had lost the right to strike.
As Minister of Justice, Gowin sought the European Court of Human Rights to recognize the 1940 Katyn massacre as a war crime and seek a proper investigation from Russian authorities over the event. During the case, Gowin stated that Russia still faced problems with the domestic rule of law in the aftermath of the Soviet Union's collapse. Similarly, Gowin was deeply critical of the same court over its decision, while reviewing the case of Abd al-Rahim al-Nashiri, to declassify papers regarding the Central Intelligence Agency's alleged detention sites in Poland from the previous decade, saying the information's release constituted a security threat to Polish citizens, and reduced chances for Poland's cooperation with the European Court of Human Rights for the near future. While in the government, Gowin quickly earned a reputation as a political maverick within Civic Platform and the cabinet, often voicing opinions contrary to both his party's and the government's agenda.
Originally intended for the treatment of people with epilepsy, Stoneyetts was the first Poor Law epileptic colony in Scotland and the only Scottish hospital ever built for epileptic individuals. A remote location was chosen to shield patients from the general public. The still-active Stoneyetts Bowling Club (pictured in 2006) was linked to the hospital Following the passing of the Mental Deficiency and Lunacy (Scotland) Act 1913, Stoneyetts became a facility for intellectually disabled people – then termed "mental defectives" – who had been held in asylums for the insane. As well as housing civilians, Stoneyetts received convicts who had been deemed mentally "defective"; Glasgow Govan MP Neil Maclean disapproved of "young lads, guilty merely of a little horse-play or a boyish escapade" being held at the institution. The facility faced problems with overcrowding: arrangements were made with Falkirk Parish Council for patients to be cared for at Blinkbonny Home, and the remaining residents were transferred to the new Lennox Castle Hospital by December 1936. Following restoration, Stoneyetts was re-opened as a unit for certified mental patients on 7 August 1937.
The decision was made to unveil the new direction the game was taking at E3 2006, this time with a playable demo. The game had a successful showing, featuring top notch graphics and responsive platforming controls, eliciting positive reaction from the press and attracting several top publishers. Despite these early milestones however, development on Theseis began facing a series of issues during the next two years, as the development team faced problems with the proprietary engine it had developed for the E3 demo, and had to resort to a clean re-write; leadership roles were redistributed among staff members to keep up with other obligations (such as the lead programmer departing the company for the duration of a year to serve in the military); the game's script had to be re-written to match the story to the concept the game was marketed as; and financial issues began setting in, leading to large stretches of delayed payroll and the departure of several staff members, who opted to take legal action against Track7.
The architect made a plan of the house in 1888, and the works started, but the foreman who was leading the construction, faced problems with the making of the difficult roofing of the house. So István Görgey, asked his brother, Artúr, to lead the construction, and the old general finished with success this task, so he and István's second wife and three daughters could move there. In this new house the circle of friends and admirers around Görgei became greater and greater, including two prime ministers: István and Kálmán Tisza, writers and poets like Pál Gyulai, Andor Kozma, Emil Ábrányi or Kálmán Mikszáth, journalists like Sándor Pethő, who in 1930 will write the biography of the general, artists like Philip de László, Mór Than, who earlier in 1849, working in his camp, painted many of Görgei's battles (Isaszeg, Tápióbicske, Komárom), actors and actresses like Mari Jászai, but also great medics, like Sándor Korányi or Lajos Markusovszky who also treated him when he was ill. Besides of the important people also Görgei's old soldiers visited him frequently.
Some of them became fishermen, while others organised farming communes. The civilian government persuaded twenty-four families to establish a farming commune at Palikir in 1931, but the settlers faced problems adapting to the tropical climate and bringing their vegetable produce to Kolonia for sale. The civilian government moved in to quickly improve the transport network and electrical supplies throughout Pohnpei. In addition, they granted larger tracts of land to the settlers, and as a result the settlers went into rice cultivation. More settlers followed suit, and an anthropologist, Umesao Tadao reported that the farming settlement in Pohnpei was well established by 1941.Peattie (1988), p. 316 The Japanese populace at the other islands grew at a slower rate—although less so for Chuuk, and Japanese tend to prefer settling in low-lying areas like Tomil and Tol. Road and electrical infrastructure were built in new towns and hamlets, which were founded or expanded by Japanese settlers.Peattie (1988), p. 177, 180 Many towns and hamlets had at least a thousand Japanese inhabitants by 1941.
In 1979 MEBEA introduced the Fox light utility vehicle, in line with contemporary Greek 'fashion' for such vehicles like the Pony by Namco, the Farma by MAVA-Renault, and others that appeared later. The Fox was originally designed and built in prototype form by MEBEA itself on modified Reliant Kitten basis, but the final development for type certification was done in collaboration with Reliant in order to bypass the difficulties imposed by Greek law for a "passenger car" production permit. The company faced problems in the early 1980s when certain Asian markets were lost, but the final blow came when Greek law stopped 'favouring' light passenger-utility vehicles, essentially killing the Fox (along with about half a dozen similar Greek automobiles) which until then had accomplished modest sales, reaching about 3000 units. In 1983 production of the Fox was terminated (it then started in Britain, though, by Reliant itself), and soon MEBEA, a company associated with a wide variety of light vehicles that had almost become a part of Greek culture, ceased to exist.
The station traces its creation to issues involving independent station WDBB (channel 17) in Tuscaloosa, which was looking to increase its profile in central Alabama. When that station signed on in October 1984, at a time when cable television still did not have much penetration in the region, WDBB faced problems in trying to improve its coverage throughout the central part of the state, as its signal was nowhere near strong enough to cover the northern half of the market, particularly areas to the northeast of Birmingham proper. Although WDBB's founding owner, Dubose Broadcasting, invested heavily in the station and acquired a strong inventory of syndicated programming, the signal's inability to reach most of central Alabama put WDBB at a severe disadvantage against the area's other major independent, WTTO (channel 21) in Birmingham, which had early on established itself as one of the strongest independent stations in the Deep South and the United States as a whole. DuBose found a solution when the Federal Communications Commission (FCC) awarded the company a construction permit to launch a television station in Gadsden on UHF channel 44.
Peñalosa's six biggest policy actions during his first period as mayor included the relocation of informal vendors who occupied the public zones and streets, the improvement of all the city parks and the construction of several new ones, the construction of major public libraries and large public schools in the poorest areas in the city, the renovation of important avenues such as the 15th Avenue and Autopista Norte, the removal of cars from sidewalks by raising them and installing bollards, and starting construction of the first Mass Transit System in Bogotá, the heavy BRT called TransMilenio, whose construction started under Peñalosa to be finished under Antanas Mockus's second term (2001-2003). Some of his policies were unpopular with certain political groups within the city. Among these were his intent to buy the Country Club of Bogotá to build a public park, which brought him in conflict with some of the wealthiest neighborhoods in Northern Bogotá. He also faced problems when he installed bollards along some avenues in highly congested sectors to prevent cars from parking on the sidewalk in front of the buildings and shops.
Camera on a small motor vehicle representing a large one Cinematography can not only depict a moving subject but can use a camera, which represents the audience's viewpoint or perspective, that moves during the course of filming. This movement plays a considerable role in the emotional language of film images and the audience's emotional reaction to the action. Techniques range from the most basic movements of panning (horizontal shift in viewpoint from a fixed position; like turning your head side-to-side) and tilting (vertical shift in viewpoint from a fixed position; like tipping your head back to look at the sky or down to look at the ground) to dollying (placing the camera on a moving platform to move it closer or farther from the subject), tracking (placing the camera on a moving platform to move it to the left or right), craning (moving the camera in a vertical position; being able to lift it off the ground as well as swing it side-to-side from a fixed base position), and combinations of the above. Early cinematographers often faced problems that were not common to other graphic artists because of the element of motion.
In 2014, The Record writer Hannan Adely wrote that, since John F. Kennedy High School is an inner city school, it has faced problems of violence and other unmonitored hallway misbehavior from students. Accusations about mayhem at the school have come from not only its teachers and students but also representatives at the Paterson Education Association, including its former president, Peter Tirri, On February 14, 2008, John F. Kennedy instructors and the Paterson Education Association filed a complaint towards the school to the New Jersey Department of Labor and Workforce Development's Office of Public Employee Safety, citing lack of discipline on students using vulgar language towards personnel, physically assaulting teachers, urinating in non-bathroom areas, and protesting the school's schedules by pulling fire alarms. In 2014, Ted McNulty, a former metal shop teacher who retired from the school in July 2014, has expressed his testimonies through interviews by sources such as the talk show Chasing News and education reform news service Choice Media; and a book he wrote and self-published on January 11, 2017 titled RUINING a NATION and Nobody Cares. Superintendent officials have denied McNulty's claims.
