The shadow government (cryptocracy, secret government, or invisible government) is a family of conspiracy theories based on the notion that real and actual political power resides not with publicly elected representatives but with private individuals who are exercising power behind the scenes, beyond the scrutiny of democratic institutions. According to this belief, the official elected government is subservient to the shadow government, which is the true executive power. Some of the groups proposed by these theories as constituting the shadow government include central banks, Freemasons, intelligence agencies, think tanks, organized Jewry, the Vatican, secret societies, Jesuits, moneyed interests, globalist elites, and supranational organizations who seek to manipulate policy in their own interest or in order to serve a larger agenda that is hidden from the general public.

Finally, the congregational theory strictly forbids ministers from ruling their local churches by themselves. Not only does the minister serve by the approval of the congregation, but committees further constrain the pastor from exercising power without consent by either the particular committee, or the entire congregation. It is a contradiction of the congregational principle if a minister makes decisions concerning the congregation without the vote of these other officers. The other officers may be called deacons, elder or session (borrowing Presbyterian terminology), or even vestry (borrowing the Anglican term) – it is not their label that is important to the theory, but rather their lay status and their equal vote, together with the pastor, in deciding the issues of the church.

Arms trafficking or gunrunning is the illicit trade of contraband small arms and ammunition, which constitutes part of a broad range of illegal activities often associated with transnational criminal organizations. The illegal trade of small arms, unlike other organized crime commodities, is more closely associated with exercising power in communities instead of achieving economic gain. Early fifteenth-century depiction of Edward III, shown wearing the chivalric symbols of the Order of the Garter On becoming king in 1272, Edward I reestablished royal power, overhauling the royal finances and appealing to the broader English elite by using Parliament to authorise the raising of new taxes and to hear petitions concerning abuses of local governance. This political balance collapsed under Edward II and savage civil wars broke out during the 1320s. Edward III restored order once more with the help of a majority of the nobility, exercising power through the exchequer, the common bench and the royal household. This government was better organised and on a larger scale than ever before, and by the fourteenth century the king's formerly peripatetic chancery had to take up permanent residence in Westminster.

Violence within the relationship was considered essential because of the low motivation of the enslaved people, and it was also a factor in creating social death and exercising power over the slaves. Whipping was not only a method of punishment but also a consciously chosen symbolic device to remind slaves of their status. This physical violence had other psychological effects as well, gradually creating an attitude of self-blame and an acknowledgement of the complete control that a master had. Interviews with former American slaves included statements such as "slaves get the masters they deserve" and "I was so bad I needed the whipping", demonstrating the justification that slaves had no right to expect kindness or compassion because of their status in society and the devastating mental effects from social death.

From one side such rights are specific and unique only to the tier of local self-governing as well as personal and collective interests of the residents (e.g. providing public services), from another side it is a manifestation of a common human rights to life and the free development of one's personality, and so on. There is a unifying principle in the activities of local executive bodies and territorial communities, i.e. autonomous decisions of both systems of local government aimed at meeting the collective needs of the population; presence of a specific state office (apparat) for exercising power; functioning within the limits of laws and other regulations; exercising of authority in a particular territory in respect of all individuals within it; imposition and collection of taxes and fees; independent formation of budget etcetera.

Shortly after being re-elected in 2019, Chairwoman Phyllis Randall proposed transitioning policing to a new police department while the sheriff would only be responsible for court related duties as is done in Prince William County and Fairfax County. Randall says the reason she is proposing this is "I just simply don’t believe that law enforcement should be political." However Sheriff Michael L. Chapman has stated that "[Loudoun Residents] are happy with the service they are getting, and it’s almost like, 'Why is there going to be a move to try and fix something that’s not broken?' it just seems to me to be a matter of just exercising power and control." In 2012, the Board of Supervisors asked for a report about a potential transition and the commission responsible strongly recommended keeping the current system citing decreased state funding due to low crime rates and the idea that a police chief would be equally political when appointed.

During the Second World War, from the formation of Churchill's coalition government in May 1940 Gaitskell worked with Noel Hall and Hugh Dalton as a senior civil servant for the Ministry of Economic Warfare, giving him experience of government. As Dalton's Private Secretary Gaitskell was more of a Chef de Cabinet and trusted adviser. Observers watched Gaitskell blossom and enjoy exercising power. Dalton liked to shout at his subordinates; Gaitskell sometimes shouted back.Williams 1985, pp98-9 Along with Dalton Gaitskell was moved to the Board of Trade in February 1942, where for the first time he came into contact with the leaders of the miners’ unions, who were later to support him in his struggles against Aneurin Bevan in the 1950s.Matthew 2004, p.288 For his service, he was appointed Commander of the Order of the British Empire in 1945. In March 1945 Gaitskell suffered a coronary thrombosis brought on by overwork.

The Battle of Linlithgow Bridge was a product of the power vacuum created by the death of James IV of Scotland in the Battle of Flodden in 1513. His young son, James V, was only a year old when his father was killed, and so Scotland was ruled by regents during his childhood. The first was his mother, Margaret Tudor (sister of King Henry VIII of England), until she remarried in the following year, and was replaced by John Stewart, 2nd Duke of Albany, who was himself next in line for the throne after James and his younger brother, Alexander Stewart, Duke of Ross. In 1525, Archibald Douglas, 6th Earl of Angus, the young king's stepfather, took custody of James and held him as a virtual prisoner for three years, exercising power on his behalf. James’ mother made a number of attempts to free her son from the clutches of Douglas, and one of these resulted in the Battle of Linlithgow Bridge.

The Court in Brushaber noted that income taxes inherently belonged in the "category" of indirect tax (or excise). The court stated that incomes taxes are indirect excise taxes by reinforcing the Pollock decision: > As this conclusion but enforced a regulation as to the mode of exercising > power under particular circumstances, it did not in any way dispute the all- > embracing taxing authority possessed by Congress, including necessarily > therein the power to impose income taxes if only they conformed to the > constitutional regulations which were applicable to them. Moreover, in > addition, the conclusion reached in the Pollock Case did not in any degree > involve holding that income taxes generically and necessarily came within > the class of direct taxes on property, but, on the contrary, recognized the > fact that taxation on income was in its nature an excise... Indeed, that had been the understanding with respect to all income taxes until the Pollock decision. The Sixteenth Amendment removed the need imposed by the Pollock decision to determine whether an income tax in any particular case was required to be apportioned, as the Congress could again (after 1913) tax income from any source without having to apportion the tax according to population.

The military took advantage of the opening created by Gessler's resignation to convince President Paul von Hindenburg to impose General Wilhelm Gröner as the new Defence minister. Gessler was the last civilian Defence minister of the Weimar Republic, and until the abolition of the War ministry by Hitler in 1938, every Defence/War minister was a serving general. The practice of having active duty generals run the Bendlerstrasse (the street in Berlin where the Defence/War ministry was located) in turn further weakened the already weak civilian control of the military, and also led to further politicization of the military since through their representative in the Cabinet the military become involved in issues that had nothing to do with military matters (though that the fact that Cabinet virtually stopped meeting after 1934 did weaken this venue of exercising power). Reflecting this position as a "state within the state", the Reichswehr created the Ministeramt or Office of the Ministerial Affairs in 1928 under General Kurt von Schleicher to lobby politicians ostensibly for improved military budgets, but in fact the Ministeramt was the vehicle for military interference with politics.
