The foreign-born population was approximately 8% in 2019.

Treviño, author of The Church in the Barrio: Mexican American Ethno-Catholicism in Houston, said that German Americans "historically played a central role in Houston, far outnumbering other whites such as the British, Irish, Canadians, French, Czechs, Poles, and Scandinavian groups who historically have comprised a smaller part of the city's ethnic mosaic." In 1910, prior to new waves of immigration from eastern and southern Europe, descendants of ethnic Whites who had founded Houston numerically outnumbered other ethnic groups who had later settled in Houston. After European immigrants and their descendants assimilated into United States culture, they tended to develop with the city of Houston.

Many companies that employ relatively large numbers of expatriates have built fenced-in compounds where only expatriates live, however the largest compound, the Saudi Aramco Residential Camp in Dhahran provides accommodation to many different nationalities. Although built originally to house only expatriate oil company employees (mainly Americans) to provide a degree of Western comfort and separation from the restrictions of Saudi and Islamic laws, the community today has shifted somewhat in line with the reduction of western residents into a multi-ethnic mosaic of Saudis, other Arab nationalities (e.g., Egyptian and Jordanian), Asians, Europeans, South Americans, Africans and Australians. While only employees of Saudi Aramco live on the camp, their nationalities reflect those of the company as a whole.

Ras Tanura is one of four residential compounds built by ARAMCO in the 1940s and the only one located on the coast of the Persian Gulf itself. Ras Tanura refinery is surrounded by a heavily guarded security fence, and Saudi employees and their dependents may live inside the Najmah residential compound which is less heavily guarded. Built originally to allow expatriate oil company employees (mainly Americans) a degree of Western comfort and separation from the restrictions of Saudi and Islamic laws, the community today has shifted somewhat in line with the reduction of western residents into a multi-ethnic mosaic of Saudis, other Arab nationalities (e.g. Egyptian and Jordanian), Filipinos, Indians, Pakistanis, and a few Americans and British expats—all of whom live with English as the common language.
