A rules changeCompetition Rule 144.3(d) bans 'the use of any mechanical aid, unless the athlete can establish on the balance of probabilities that the use of such an aid would not provide him with an overall competitive advantage over an athlete not using such aid.' at the IAAF meant that he needed to qualify his prosthesis with the IAAF to prove that it did not provide an advantage over able-bodied athletes. A study by the University of Cologne determined that the prosthetic was a disadvantage in the run-up portion of the long jump but advantageous during the jump, however there was no overall advantage. However, the IAAF ruled that Germany failed to prove its case, and denied Rehm permission to participate at the Rio Olympics.

On July 11, 2006 within the scope of the agreement earlier signed with a Japanese company Isuzu, one of the world leaders producing commercial vehicles, SeverstalAvto started assembling ISUZU NQR71P trucks with the capacity of 5 t at the production site of UAZ. NQR71P is a representative of the world-known family of ISUZU N-series trucks. In 2008, the company was renamed "Sollers" (which means "clever, inventive" in Latin). The cost of rebranding was about $2 million. Also in 2008, a new plant was built in Elabuga for assembling the Fiat Ducato van. February 11, 2010 an agreement was signed to establish on the basis of the plant "Sollers-Naberezhnye Chelny" joint venture to develop and produce cars between "Sollers" and the Italian company Fiat. It was planned that in the event of the maximum load plant will produce up to 500 thousand cars of different classes in the year.

On February 25, 2016 the Institute sent a written proposal to establish within Odessa Regional State Administration the post of a Commissioner on Human Rights with the purpose of organizing legal education, formation of legal culture and creating on the territory of the region a network of organizations to protect human rights and fundamental freedoms. The proposal was rejected. On April 19, 2016 the Institute appealed to the Vice Prime Minister for European and Euro-Atlantic integration of Ukraine issues, the Committee on European Integration of the Supreme Council (Verkhovna Rada) of Ukraine and Odessa mayor with a written proposal to establish on an experimental basis unilaterally according to the international agreement concluded between the European Union and Ukraine, the legal regime of the EU in the city of Odessa, as the first stage of the European integration of Ukraine. On November 8, 2017, the first President of Ukraine, L.M. Kravchuk, addressed the Ambassador of the Swiss Confederation in Ukraine with a request to assist the Institute in establishing contacts with Swiss colleagues with the aim of organizing cooperation in the integration of Ukraine into a unified European space.
