Hong Kong authorities accept either ROC passports or Mainland Travel Permits for Taiwan Residents to enter Hong Kong. For ROC passport holders, a Pre-arrival Registration along with a printout copy is required while the ROC passport is inspected. Entry and exit stamps were abolished in Hong Kong in 2013 and visitors are now only issued "landing slips", a separated piece of paper which does not attach to passports. For holders of the Permit, valid Hong Kong Entry Permit used to be required, but in early 2009, Hong Kong authorities announced that effective from 27 April 2009, Hong Kong would grant 7-day visa-free access to Permit holders.

Indian nationals and Taiwanese nationals from areas controlled by the Republic of China do not require a visa to enter Hong Kong, but must apply for a pre- arrival registration (PAR) prior to arrival. Sugumar had applied to the High Court for a writ of certiorari to quash the decision of the Sabah state government which revoked his entry permit on grounds of morality. Singapore registered vehicles travelling to Malaysia are required to register the vehicles for the Vehicle Entry Permit (VEP) through the Road Transport Department Malaysia website and VEP registered vehicles will be issued non-transferrable VEP-RFID tags which contain pertinent information that uniquely identifies the vehicles. This can only done at Malaysia land checkpoints.

It is relatively clear that the reason for increased populations of salmon fisheries was the conversion to state management in 1959 and then the limited entry permit system in 1973. However, viable alternative explanations always exist. The most important change that showed instant increases in salmon populations was the enactment of the Magnusson Stevens Act in 1976 that moved the jurisdiction of Alaskan waters out from 12 miles to the 200 mile limit, effectively excluding foreign fleets from fishing within these American waters. Furthermore, in Schmidt Lord Denning had espoused the obiter view that where an alien's permit to stay "is revoked before the time limit expires, he ought ... to be given the opportunity of making representations: for he would have a legitimate expectation of being allowed to stay for a permitted time".Schmidt, p. 171. This argument was advanced by Siah's counsel to persuade the court that "an alien who is in possession of an entry permit which has not yet expired is in the country lawfully until the date of expiry and, therefore, he has an interest during the unexpired portion that carries with it a public law right to a fair procedure, if and when the minister desires to terminate that leave to stay prematurely". The High Court judge considered this proposition and conceded that it was an "attractive" one.
