In February 1996, runoff from unusually heavy rains in the watershed washed so much eroded soil into the Bull Run storage reservoirs that the City had to shut down the Bull Run supply and switch during the crisis to its emergency supply from a well field along the Columbia River. Later in 1996, Congress passed the Oregon Resources Conservation Act, which prohibited logging on all Forest Service lands within the Bull Run water supply drainage and another of land that drained to the lower Bull Run River. In 2001, the Little Sandy Act extended the prohibitions to the entire BRWMU and public lands along the Little Sandy River. Between 1958 and 1993, when the last timber-cutting took place in the BRWMU, about , roughly 22 percent of the water supply drainage, were logged.

A Cao raid destroying the Yuan supply depot at the village of Gushi forced Yuan Shao to set up an emergency supply depot at Wuchao. Finally in the 10th month, a defector from Yuan Shao's army, Xu You, informed Cao Cao of the location of Yuan's new supply depot. Cao Cao broke the stalemate by sending a special group of soldiers to Wuchao burn all the supplies of Yuan Shao's army, heavily demoralising it. Yuan performed a final, costly and ultimately failed storming of Guandu, and the next morning Cao launched a devastating surprise attack on the retreating enemy army, thus winning a decisive and seemingly impossible victory. In a report to Emperor Xian, Cao Cao claimed to have killed more than 70,000 of Yuan Shao's original 110,000 troops; he later ordered most captured enemy soldiers to be buried alive.

The fundamental decision in choice of cylinders is whether the entire gas supply for the dive is to be carried in one set, or is to be divided into more than one set for different parts of the dive. Diving with a single cylinder is logistically simple, and makes all the gas available for breathing throughout the dive, but can not take advantage of optimising the breathing gas for decompression, or having an independent emergency supply that does not rely on the presence of a dive buddy where and when needed. A single cylinder puts the diver in a position of dependence on the buddy for alternative breathing gas in case of an emergency cutting off the main air supply, unless the option of a free ascent is acceptable. Diving with multiple cylinders is done for three basic reasons, or a combination of the three.

In early May 2020, during the COVID-19 pandemic, the Government announced that a contact-tracing app would be trialled on the Isle of Wight, a move strongly supported by Seely and for which he lobbied Government. Prior to the lockdown, Seely spoke on several occasions to warn Ministers about the need for additional thought to ensure the emergency supply of the Island and threatened to amend legislation unless the Government acted. Shortly after, the Department of Transport, following work by Seely, the Isle of Wight Council and the Island’s Transport Infrastructure Board, announced an emergency package to support the Island. The app launch was successful, with tens of thousands downloading the app in the initial period, although some of which were from people off-island. Seely believed that after three weeks or so of the app’s use on the Island, approximately 55,000 Islanders had downloaded it out of 80,000 Islanders who were able to download the app, equating to a success rate of approximately 70 percent.

" The report refers to the Reserve Bank's modelling of the national impact of the crisis, "that the disruption is expected to result in a temporary reduction in national GDP growth of around 0.25 percentage point, spread across the June and September quarters... as national GDP is around a trillion dollars, a 0.25 percentage point represents about $2½ billion, so the Reserve Bank estimate is broadly consistent with that of the Western Australian Treasury." In assessing the state government's response to the crisis, the report recommended that the newly elected state government honour the Carpenter government's pledge on 6 August 2008 to develop an energy security plan. The plan should include possible contingency options, but warned any contingency option that would be of sufficient scope to mitigate significantly the impact of a gas shortage on the scale of that experience after the Varanus Island incident would be very expensive and could present significant technical and environmental challenges." The inquiry examined the mechanisms and emergency supply protocols established by the WA government to mitigate the effects of the crisis.

In Space Empires, the player assumes the role of the single leader of a race of intelligent beings that has recently acquired the technology required to build large fully space-based ships for interplanetary and interstellar travel. Starting out with only a few possible hull sizes for their ships, on which they can place any number of components to essentially create a unique ship, the player can research new hull sizes and components to use with them, eventually being able to build ships ten times the size of his original hull size. The components available to the player can vary greatly, from ship bridges, long-range scanners and shield generators to emergency supply components that, when used, will be destroyed but will allow a ship to continue moving for a longer time, and of course, weapons of various kinds, boarding parties, cloaking devices right up to Dyson sphere construction material and star-destroying devices. The player can meet extraterrestrial races (which will inevitably happen as the player expands their realm) and conduct diplomacy with them.
