Lean CFP (Complex Flow Production) Driven is a new approach which takes into account not only the widely implemented Lean manufacturing, but combines the principles of Lean with the Operating Curve, an approach based on the theoretical approach of Queuing Theory developed in academia in the 1970s.Aurand S. The store restocks the shelf with enough new product to fill up the shelf space. Similarly, a work-center that needed parts would go to a "store shelf" (the inventory storage point) for the particular part and "buy" (withdraw) the quantity it needed, and the "shelf" would be "restocked" by the work-center that produced the part, making only enough to replace the inventory that had been withdrawn. While low inventory levels are a key outcome of the System, an important element of the philosophy behind its system is to work intelligently and eliminate waste so that only minimal inventory is needed. Many Western businesses, having observed Toyota's factories, set out to attack high inventory levels directly without understanding what made these reductions possible.

In May 1945, Richmond was assigned to Coast Guard Headquarters serving as Supply Division Chief, Program Planning Division Chief, Planning and Budgets Division Chief, and Assistant Chief of the Planning and Control Division. During 1948 he undertook the additional assignment of chairing a committee that was charged with considering the recommendations of a study ordered by Congress on how the improve the operation of the Coast Guard and eliminate waste and extravagance.Johnson, pp 263–264 As Chief of the Planning and Control Division in 1949, Richmond was responsible for the response to the recommendations of the Hoover Commission to transfer control of the Coast Guard from the Department of the Treasury to the Department of Commerce. When applied to the workplace, Kaizen activities continually improve all functions of a business, from manufacturing to management and from the CEO to the assembly line workers. By improving standardized activities and processes, Kaizen aims to eliminate waste (see Lean manufacturing). (It has been suggested that many of the World War II jerkins were made up from leather left over from the Irvin flying jackets also in production in the UK - however, the flying jackets were made of sheepskin so this may not be the case). Jerkins remained warm and comfortable garments to wear whilst fighting, working or driving, and came to characterise the British forces as a preferred alternative to the heavy greatcoats that other armies persisted with.

Residents of an affected community might be informed that shelter in place is being implemented through the news media, Emergency Alert System, Reverse 911, warning sirens or horns, National Oceanic and Atmospheric Administration weather reports, and announcements from vehicles equipped with public address systems. In the United States, facilities like nuclear power plants are required to be equipped with audio alert systems that can be heard within a radius. Once a shelter in place is called, residents are expected to immediately go indoors, bring all children and animals with them, and to close and lock windows and doors. All ways in which outside materials may enter the shelter area should be eliminated, including closure of fireplace dampers, shutting off ventilation or climate control systems, and prepare an area for pets to eliminate waste that does not require allowing them outside.

The City of Oakland, California, adopted a Zero Waste Strategic Plan in 2006, detailing a road map for the City to follow toward the implementation of a Zero Waste System by 2020. As stated in a City Resolution, introduced by then Mayor Jerry Brown, Zero Waste principles: :"[P] romote the highest and best use of materials to eliminate waste and pollution, emphasizing a closed-loop system of production and consumption, moving in logical increments toward the goal of zero waste through the core principles of": :# Improving reuse/recycling of end-of-life products and materials to ensure their highest and best use; :# Pursuing design strategies to minimize product hazards and lifestyles that limit consumption; and :# Using waste disposal operations to improve the economy and develop the workforce. Zero Waste systems can be traced back to chemist Paul Palmer who developed and coined the concept in the 1970s (in Oakland, CA) in order to find a way to reuse the vast amount of chemicals produced by the electronics industry. Today, cities like Oakland are adopting Zero Waste Systems to create a process that redirects all end-of-life products toward future applications in the marketplace, rather than to a landfill.
