Until about 1850, the watchmaker’s ébauche consisted of two plates with pillars and bars, the barrel, fusée, index, pawl and ratchet- wheel, along with a few assembling screws. The (literally "assortment" in English) are the parts of a watch other than the ébauche, in particular the regulating organs and include the balance, hairspring or spiral, escape wheel, anchor lever and pallet stones or jewels. The modern ébauche is a jeweled watch movement, without its regulating organs, mainspring, dial, or hands. During the Industrial Revolution, new components were introduced by the Waltham Watch Company and the development of the American System of Watch Manufacturing, establishing the base of modern watch manufacture. Historic producers of ébauche movements have included companies such as A. Schild, Peseux, Fabrique d'Horlogerie de Fontainemelon (FHF), Gallet & Cie Fabrique d’horlogerie Electa, Landeron, Valjoux, Venus, France Ébauches and Lemania.

Many of these producers have gone out of business over the past few decades, succumbing to the Quartz Revolution. Most were unable to compete with the inexpensive electronic movements produced by Asian manufacturers, which flooded the market during the 80s. The remaining ébauche producers today are almost all owned by ETA, a subsidiary of the Swatch Group.

ETA is the result of successive consolidation of the Swiss watch industry, a combination of several former Swiss watch movement manufacturers including Valjoux, Peseux and Lemania. In 1856 at Grenchen, Urs Schild, a schoolmaster, and Dr. Girard set up a watch movement (ébauche) factory which eventually became Eterna. In 1926, ETA AS (the movement branch of Eterna, founded in 1896) and FHF (founded in 1793) took part in the creation of Ébauches Ltd.

ETA designs and manufactures mechanical and automatic watches, watch movements and watch ébauches. Although the company produces finished watches and movements, ETA specializes in the production of ébauche movements used both in watches of sister Swatch Group subsidiary brands and in the watches of competitors, including brands owned by Compagnie Financière Richemont S.A. and others. With the exception of hairsprings manufactured by sister company Nivarox, ETA maintains vertical control over the manufacturing of all of the components required to create a watch movement and therefore is considered a true manufacture d'horlogerie.

Manufacture in-house movements include the Caliber 50000/52000, Caliber 80000/82000/89000, which use the Pellaton winding system, and the pocket watch movements used in the Portuguese F.A. Jones and other IWC pocket watches. Caliber 59000 is an in-house hand-wound movement which consist of Moonphase or Tourbillon complications. Caliber 94000 consist of IWC's patented Constant Force Tourbillon mechanism. In response to ETA SA's cut in supply of ébauche movements, IWC developed their new manufacture automatic and chronograph movements, Caliber 32000, Caliber 69000 as in-house designed replacements and are widely used in the Pilot, Portuguese and Ingenieur collections.

In 2003 the Swiss Competition Commission launched an investigation into the business practices of ETA SA after Nicholas Hayek, then chairman of ETA parent The Swatch Group Ltd., announced in 2002 that ETA would shortly stop supplying ébauches (partial watch movements) to companies outside The Swatch Group. Competitors complained that this would effectively put them out of business. Hayek countered that Swiss watch making companies must begin to invest in their own movement-making capabilities because it was detrimental to the long term health of the Swiss watchmaking industry to rely on one supplier, ETA, for the bulk of ébauche and parts production.

During this period, Seiko expressed interest in acquiring Omega, but nothing came out of the talks. Switzerland's other watch making giant Allgemeine Schweizerische Uhrenindustrie AG (ASUAG - supplier of a large range of Swiss movements and watch assemblies) was in economic difficulty. It was the principal manufacturer of Ébauche (unfinished movements) and owner, through their sub-holding company General Watch Co (GWC), of various other Swiss watch brands including Longines, Rado, Certina, Hamilton Watch Company and Mido.
