The introduction of The California Domestic Partner Rights and Responsibilities Act of 2003 (or Assembly Bill 205 of 2003) marked a major shift in the legislature's approach to domestic partnerships. Earlier efforts afforded domestic partners only certain enumerated rights, which the legislature expanded in piecemeal fashion. This bill, introduced by Assemblymembers Jackie Goldberg, Christine Kehoe, Paul Koretz, John Laird, and Mark Leno, created the presumption that domestic partners were to have all of the rights and responsibilities afforded spouses under state law. The bill did carve out certain exceptions to this premise, principally involving the creation and dissolution of domestic partnerships and certain tax issues.

After 2002, SAVE adopted the name SAVE Dade to reflect its roots in Miami-Dade County and its local focus. In 2010, SAVE helped raise awareness of the "In re: Gill" case, which made national headlines when it resulted in the overturning of the 1977 same-sex adoption ban at the Florida Supreme Court. In 2011, SAVE Action PAC committed significant resources to organize get out the vote efforts for then- Commissioner Carlos Gimenez's successful bid to replace County Mayor Carlos Alvarez in the wake of his recall by the voters of Miami-Dade.

Finally, Parrott expressed concern about the possibility of the child suffering a psychologically harmful stigma in being raised in the rural community with two openly homosexual women as her parents. Parrott apparently learned, upon reading the case's home evaluation report at a November 2006, hearing, that Hadaway was homosexual and was living with her partner. While all had expected that the hearing would complete the adoption, Parrott, upon learning this information, declined to rule, saying that he needed to study state laws to determine whether adoption by homosexual parents was legal. After a protracted protest by students, staff, faculty and community members, the board of trustees of the university agreed to include domestic partner benefits in the health care portion of the contract for faculty and staff with an effective start date of April 1, 2006. This development made the University of Toledo the first state university to begin covering domestic partners after the passage of Ohio Issue 1, several others had partner benefits before and continued them after the ban. The protest gained momentum after November 2004, when issue 1 was voted into law as an Ohio Constitutional amendment but began over a decade earlier with the work of several faculty members. On March 31, 2006, Governor Bob Taft signed House Bill 478, which merged the University of Toledo with the Medical University of Ohio.

Following the split of the Purple Hearts, Hadley spent several months in the UK. There he was contacted by Go-Set journalist Lily Brett, who invited him to join Rob Lovett (ex-The Loved Ones, her then-domestic partner) and Malcolm McGee (ex-Python Lee Jackson) in the Virgil Brothers, a male soul vocal trio, modelled on the Walker Brothers. The Arizona-based religious legal action group called the Alliance Defense Fund sued the city, claiming that the order violated the Utah Constitution. The American Civil Liberties Union joined the city in defending the order saying it protected "the right to be free from discrimination based on their relationships and the right to equal compensation for equal work." Salt Lake City Council members adopted a bill in 2008 that provides a mutual commitment registry to "unmarried domestic partners—gay or straight—and to other adults in financially dependent relationships, such as a person caring for an aging parent". Park City School District Board of Education members adopted a policy in 2011 that provides domestic partner benefits to district employees including those who are part of same-sex relationships.

In January 2007, Parrott made his ruling denying Hadaway's adoption of Emma. Parrott accused Hadaway of being deceitful in her petition by applying as a single parent despite the fact that she was living with a domestic partner and had been for seven years. He also said that treating the couple as a family unit for the purposes of adoption would be a de facto violation of the state's constitutional ban on same sex marriages, reasoning that such treatment would mean that the couple would receive one of the benefits afforded to married couples. Dragon issued "Rain" in July 1983 almost a year after the group had reconvened in the previous August with the line-up of Marc and Todd Hunter, Robert Taylor, Paul Hewson and Kerry Jacobson. They undertook the Class Reunion tour in late 1982, which was "ostensibly run to pay off outstanding debts, the tour proved so successful that the band re-formed on a permanent basis", according to Australian musicologist Ian McFarlane. In October of that year they issued a single, "Ramona", which did not reach the top 50 on the Kent Music Report Singles Chart. The group's bass guitarist, Todd, had started writing the instrumental portion of "Rain" at his home in Bondi when his domestic partner, Johanna Pigott, jokingly sang, "It's raining, it's pouring" from the children's nursery rhyme over the top of it.

Screenwriter Ron Nyswaner announced his intention in 2010 to write a feature-length adaptation of Cynthia Wade's 2007 Oscar-winning short film Freeheld, a documentary about New Jersey police officer Laurel Hester's fight against the Ocean County, New Jersey Board of Chosen Freeholders to pass on her pension benefits to her domestic partner, Stacie Andree, after being diagnosed with terminal cancer. At that time, Ellen Page had already agreed to star as Andree; she stated in 2014 that she had been involved in the project's development for almost six years. She first became involved after two of the film's producers, Stacey Sher and Michael Shamberg, sent her a copy of Wade's documentary and asked if she was interested in starring in an adaptation, an offer which she accepted "right away". California Revenue and Taxation Code section 17024.5(h)(2)(B) Because this method will result in 5% of domestic partners having a different AGI than they would if they were married, the California Franchise Tax Board had been considering proposals for alternative methods of calculation. Final guidelines for domestic partners to calculate their federal AGI for the purposes of their California tax returns were issued by the Franchise Tax Board on December 18, 2007, and can be downloaded here (260k pdf).

While serving as an employee of the City of Berkeley in the late 1970s, Bougham and his partner, vocalist/lyricist Barry Warren, came across the availability of employee benefits for families of city employees. However, because they were only available to married couples, this ruled out the availability to Warren due to the lack of legal recognition of their relationship. In October 1978, the city council passed an anti-discrimination ordinance inclusive of gays and lesbians, one which, like many of the time, did not address the relationship status of many gays and lesbians. Taken aback, Brougham decided to propose a lower-tier type of legal partnership that would afford employees' benefits to same-sex couples, coining the term "domestic partnership" in an August 1979 letter to city administrators: "I am submitting my application to the City of Berkeley, as my employer, to enroll my domestic partner, Barry Warren, in the city's group health coverage".

The film follows a diverse group of mostly middle- class Los Angelenos through the emotional ups and downs in their flawed yet very human lives, each loosely connected to each other through a restaurant. In the second story arc, her stepbrother, and his domestic partner, Gil, are deciding whether or not to confront their friends, a lesbian couple, regarding the paternity of their son. And in the third, a young man, Otis, is involved with a band and trying to keep his father, Frank, from learning that he is gay, while also dealing with the seemingly gold-digging woman, Jude, who inserts herself into their lives.

California has provided benefits to same-sex partners of state employees since 1999. Through the Domestic Partnership Act of 1999, California became the first state in the United States to recognize same-sex relationships in any legal capacity. As of the California Domestic Partner Rights and Responsibilities Act of 2003 (effective January 1, 2005), same-sex civil unions or domestic partnerships performed in other states or countries are considered equivalent to California's domestic partnerships. Proposition 22, an initiative passed by voters in 2000, forbade the state from recognizing same-sex marriages. This initiative was struck down in May 2008 by the California Supreme Court in In re Marriage Cases, but a few months later, Proposition 8 reinstated California's ban on marriages for same-sex couples. During the time between the California Supreme Court decision and passage of Proposition 8, the state allowed for tens of thousands of marriage licenses to be issued to same-sex couples.

Opinion polls of Tennessee registered voters were periodically conducted by Vanderbilt University, Middle Tennessee State University (MTSU), and the Public Religion Research Institute (PRRI). According to a January 2011 Vanderbilt survey, 27% of respondents supported same-sex marriage, while 69% opposed. Another Vanderbilt poll conducted in May 2013 showed 32% of Tennessee voters as supporting same-sex marriage, 17% civil unions but not marriage, and 46% opposed to either type of legal recognition. Voters under age 30 were overwhelmingly more likely to support one of these types of legal recognition. When the same survey asked about domestic partner benefits, 62% expressed support and 31% opposition. A Middle Tennessee State University survey, conducted in March 2013, found that 28% of respondents supported same-sex marriage and 62% were opposed. A similar poll from January 2014 showed 26% support and 64% opposition, while a poll from January 2015 showed 32% support and 55% opposition. Another MTSU opinion poll, conducted in November 2015 after the legalization of same-sex marriage, found support at 29% and opposition at 57%.

Henriette Kjær (born 3 May 1966) is a retired Danish politician, former member of the Danish parliament (Folketinget) for the Conservative People's Party elected in Aarhus' fourth constituency. Henriette Kjær was Social Minister and Minister for Gender Equality from 27 November 2001 to 2 August 2004 and Minister for Family and Consumer Affairs from 2 August 2004 to 18 February 2005, both posts in the Cabinet of Anders Fogh Rasmussen I. On 17 January 2005, when Henriette Kjær was Minister for Family and Consumer Affairs, she announced that there would be no initiatives for families with children in the next two months. However, on the next day, when the 2005 Danish parliamentary election was announced, the coalition leaders Anders Fogh Rasmussen and Bendt Bendtsen announced lower institution child care costs and higher børnecheck (direct financial aid for all families with children) . In February 2005, just before the 2005 Danish parliamentary election, her domestic partner, Erik Skov Pedersen, became the subject of media attention due to disorder in the couple's private finances, forcing them to default on their payments. On 16 February 2005, a week after the 2005 Danish parliamentary election had taken place and two days before Prime Minister Anders Fogh Rasmussen was to announce his new cabinet, Henriette Kjær resigned as minister.
