However, unlike the Southside Works, the Waterfront did not benefit from proximity to, and unrestricted access to, a thriving urban commercial area. Also of note; while comparisons of relative tax yield are often made, these comparisons do not take into account the sizeable public investment required to facilitate the Southside Works.
Jansen successfully expressed to legislature that current drilling policies do not take into account high-density areas. After meetings with then Energy Minister, Ken Hughes, Jansen and Hughes discussed the importance of appropriate urban drilling policies for all Albertans, which takes into account air and water quality, pollution, and appropriate emergency evacuation routes. Jansen sponsored the urban drilling review motion, which was later passed in April 2013, to determine whether adequate policy was in place regarding urban community drilling sites. Jansen also successfully identified three possible alternative drilling locations.
Women in Iceland generally enjoy good gender equality. As of 2018, 88% of working-age women are employed, 65% of students attending university are female, and 41% of members of parliament are women. Nevertheless, women still earn about 14% less than men, though these statistics do not take into account the hours worked, over-time and choices of employment. Iceland has the world's highest proportion of women in the labour market, significant child care allocations for working women, and three months' parental leave for both men and women.
Some lemmatisation algorithms are stochastic in that, given a word which may belong to multiple parts of speech, a probability is assigned to each possible part. This may take into account the surrounding words, called the context, or not. Context-free grammars do not take into account any additional information. In either case, after assigning the probabilities to each possible part of speech, the most likely part of speech is chosen, and from there the appropriate normalization rules are applied to the input word to produce the normalized (root) form.
The Centre also monitors current safety occurrences and provides updates on airline safety issues in social networks. The ratings take into account the number and deadliness of the hull losses (destroyed airplanes) they have suffered in the past 30 years, how they have fared more recently, and how many flights they have flown without incident. The results do not take into account the cause of the hull losses, or whether the airline is at fault, so they are not a perfect measure of how safely an airline operates.
Strike Suit Zero is a space flight combat game released in 2013. Most games in the space combat genre feature futuristic scenarios involving space flight and extra planetary combat. Such games generally place the player into the controls of a small starfighter or smaller starship in a military force of similar and larger spaceships and do not take into account the physics of space flight, often citing some technological advancement to explain the lack thereof. The prominent Wing Commander, X-Wing and Freespace series all use this approach.
Sources of modern literary Bengali words Bengali has as many as 100,000 separate words, of which 50,000 are considered Tadbhavas, 21,100 are Tatsamas and the remainder loanwords from Austroasiatic and other foreign languages. However, these figures do not take into account the large proportion of archaic or highly technical words that are very rarely used. Furthermore, different dialects use more Persian and Arabic vocabulary especially in different areas of Bangladesh and Muslim majority areas of West Bengal. Hindus, on the other hand, use more Sanskrit vocabulary than Muslims.
In November 2010, Guttenberg established the Combat Action Medal of the Bundeswehr, which is awarded for bravery in combat and to soldiers who were the targets of terrorist or military attacks. At the political level, Guttenberg spoke out strongly against a military withdrawal from Afghanistan. He specifically warned against imposing fixed troop withdrawal timetables that do not take into account the security situation on the ground. Furthermore, Guttenberg also demanded a stronger involvement of key neighboring states such as Russia, India, and China in the resolution of the Afghan conflict.
Arab towns in Israel are reluctant to collect city taxes from their residents. Sikkuy, a prominent Arab-Jewish NGO, found that Arabs as a group have the highest home ownership in Israel: 93% compared to 70% among Jews. While per capita income is lower in the Arab community, these figures do not take into account age (the average age in the Arab community is lower and young people earn less), the low percentage of women who join the workforce, and the large size of Arab families. In 2005, of the 40 towns in Israel with the highest unemployment rates, 36 were Arab towns.
The Tigers of Chowgarh were a pair of man-eating Bengal tigers, consisting of an old tigress and her sub-adult cub, which for over a five-year period killed a reported 64 people in eastern Kumaon over an area spanning . The tigress was attacking humans initially alone, but later she was assisted by her sub-adult cub. The figures however are uncertain, as the natives of the areas the tigers frequented claimed double that number, and they do not take into account victims who survived direct attacks but died subsequently. Both tigers were killed by Jim Corbett.
Another way to avoid gerrymandering is simply to stop redistricting altogether and use existing political boundaries such as state, county, or provincial lines. While this prevents future gerrymandering, any existing advantage may become deeply ingrained. The United States Senate, for instance, has more competitive elections than the House of Representatives due to the use of existing state borders rather than gerrymandered districts—Senators are elected by their entire state, while Representatives are elected in legislatively drawn districts. The use of fixed districts creates an additional problem, however, in that fixed districts do not take into account changes in population.
300 Winchester Magnum sound remains at full value longer, while the .308 peaks and falls off more quickly. Decibel meters fail in this and other regards when being used as the principal means to determine silencer capability. In a physical sense, dB meters essentially take a short-time average (RMS intensity of a sonic signal or impulse) over a specified period of time (sampling rate), and do not take into account the rate of increase of the sound wave packet (first derivative of packet envelope), which would in practice provide a better sense of the human perception of sound.
Understanding the reasons why data are missing is important for handling the remaining data correctly. If values are missing completely at random, the data sample is likely still representative of the population. But if the values are missing systematically, analysis may be biased. For example, in a study of the relation between IQ and income, if participants with an above-average IQ tend to skip the question ‘What is your salary?’, analyses that do not take into account this missing at random (MAR pattern (see below)) may falsely fail to find a positive association between IQ and salary.
In the field of computer graphics, an anisotropic surface changes in appearance as it rotates about its geometric normal, as is the case with velvet. Anisotropic filtering (AF) is a method of enhancing the image quality of textures on surfaces that are far away and steeply angled with respect to the point of view. Older techniques, such as bilinear and trilinear filtering, do not take into account the angle a surface is viewed from, which can result in aliasing or blurring of textures. By reducing detail in one direction more than another, these effects can be reduced.
Dark, murky pictures with excessive image noise or "grain" will result. In order to get good flash pictures with simple cameras, it is important not to exceed the recommended distance for flash pictures. Larger flashes, especially studio units and monoblocks, have sufficient power for larger distances, even through an umbrella, and can even be used against sunlight at short distances. Cameras which automatically flash in low light conditions often do not take into account the distance to the subject, causing them to fire even when the subject is several tens of metres away and unaffected by the flash.
In the colder zones, another issue is that the hardiness scales do not take into account the reliability of snow cover. Snow acts as an insulator against extreme cold, protecting the root system of hibernating plants. If the snow cover is reliable, the actual temperature to which the roots are exposed will not be as low as the hardiness zone number would indicate. As an example, Quebec City in Canada is located in zone 4, but can rely on a significant snow cover every year, making it possible to cultivate plants normally rated for zones 5 or 6.
When evaluating New Orleans' schools against the 200-point index called the State Performance Index (SPI),19 of the 20 highest-performing non-selective schools were charter schools. Charter schools affiliated with charter management organizations such as KIPP tended to perform better than stand-alone schools. The overall percentage of schools performing below the failing mark of 60 fell from 64% in 2005 to 36% in 2009. A 2015 study contends that although charter schools may seem to be improving the system overall, these metrics do not take into account race, as many of the underperforming charters primarily educate African-American students.
Most classifications of bioidentical hormones do not take into account manufacturing, source, or delivery method of the products, and so describe both non-FDA approved compounded products and FDA approved pharmaceuticals as 'bioidentical'. Bioidentical hormones in pharmaceuticals may have health benefits over their animal derived counterparts, including a potentially decreased risk of venous thromboembolism, cardiovascular disease, and breast cancer. As of 2012, guidelines from the North American Menopause Society, the Endocrine Society, the International Menopause Society, and the European Menopause and Andropause Society endorsed the reduced risk of bioidentical pharmaceuticals for those with increased clotting risk.
His theory, and Joseph-Louis Lagrange's improvement on the calculation (applying the variational principle), do not take into account relativistic effects, which were unknown at that time. Even so, Newton's theory is thought to be exceptionally accurate in the limit of weak gravitational fields and low speeds. Newton's theory enjoyed its greatest success when it was used to predict the existence of Neptune based on motions of Uranus that could not be accounted by the actions of the other planets. Calculations by John Couch Adams and Urbain Le Verrier both predicted the general position of the planet.
Amnesty said characteristics of the violence suggested it was employed as a matter of policy, and that there was evidence some killings amounted to war crimes. According to Gal Luft, Palestinian militants utilize a tactic of blending among civilian populations which exacerbates civilian casualties in Israeli attacks. According to Luft, biased media coverage of Operation Defensive Shield encouraged militants to use civilians and refugees as "human shields" because they were not held accountable for their actions. The Israeli military claims it does not target civilians and that critics do not take into account the "realities" of war faced by the IDF.
"Daybreak (Part 2)" was watched by 2.4 million total viewers, a 56% surge from the season three finale and the series' best numbers since the season 2.5 premiere, "Resurrection Ship, Part 1." This led to a 1.7 household rating. The series finale also drew 1.5 million viewers in the key 18-to-49-year-old demographic, and 1.6 million viewers aged 25-to-54, the best in each demographic since "Resurrection Ship, Part 2." The numbers do not take into account timeshifting via digital video recorders, which typically adds another 700,000 Battlestar Galactica viewers per episode.
These claims of equal opportunity in scientific fields of academia are often attributed to women's "preference" and inclination for other fields of study and to teaching instead of research. However, such claims do not take into account that gender is central to the organization of higher education. This might explain women's under-representation in academia at more senior levels, and the way in which the organization of higher education institutions might be structurally disadvantaging women by the institutionalization, practice, and valuing of masculinity which ends up reinforcing hegemonic masculinities. Women are not represented in senior jobs in the humanities even though most students in these fields are women.
In the case of personal cars, feebates share some of the same aims as fuel taxes, vehicle registration fees, congestion charging, and road pricing. It is claimed feebates are generally a more efficient way of promoting greater fuel efficiency and other socially-desirable outcomes than traditional taxes or quotas. Fuel taxes create important price signals that can make consumers aware of the non-internalized costs of fuel consumption (greenhouse gasses, other pollution)—and raise funds to offset this externality. But retail consumers have very high discount rates, meaning buyers do not take into account the additional cost high gasoline taxes or poor gas mileage when purchasing a car.
The both of them must also deal with the Metanoids (who make their first appearance here in a Matsumoto story), who have designs of their own for the universe that do not take into account the gods of Valhalla. Caught up in this storm of events are four singular young people. First is young Harlock (or "Little Harlock" as his father calls him), a teenager who has a great destiny ahead of him but must first live long enough to achieve it. Second is young Tochiro Oyama, young Harlock's best friend and the spitting image of his famous father Dr. Oyama in looks, personality, and intelligence.
Political media priming is "the process in which the media attend to some issues and not others and thereby alter the standards by which people evaluate election candidates".Severin & Tankard, 1997 A number of studies have demonstrated that there is a dimension of powerful media effects that goes beyond agenda setting. In 1982, Iyengar, Peters, and Kinder first identified this added dimension as the “priming effect.” The theory is founded on the assumption that people do not have elaborate knowledge about political matters and do not take into account all of what they do know when making political decisions — they must consider what more readily comes to mind.
They have expressed opposition to both male circumcision and all forms of female circumcision, however they do not advocate a prohibition of male circumcision (even though they argue that there are good reasons for it to be banned) and prefer that circumcisions be done by doctors instead of illegal, underground circumcisers . On the contrary, the Dutch Council on Public Health and Care does not agree with the Royal Dutch Medical Organisation and states that they wrongly do not distinguish between male and female circumcision and that they do not take into account freedom of religion and the right of parents to raise their children according their own beliefs or convictions.
Hamid states on his site that his methodology is to incorporate three processes to get a holistic understanding of the Quran to teach others about it. These steps are: # A probing analysis of the subtleties and complexities of the Arabic language to develop a more precise understanding of the Quran and the message it offers. # Knowledge of the historical circumstances which occasioned the revelation of key Quranic verses. # Interpreting Quranic suras (chapters) and verses holistically to better appreciate their overall significance and synergistic qualities, rather than individually, which leads only to literal interpretations that do not take into account other verses and even whole segments of the Quran.
Bicycles by their very nature can not take up more than half and all statutes mandating "As far to the right as practicable" leave the caveat of "Allowing reasonably free passage to the left". This modern day misunderstanding of a statute which was a product of its time, has led to many a cyclist being killed or critically injured. The basis of this misunderstood statute has also led to the production of bike lanes which do not take into account the safety of the cyclist. Many laws require bicyclists to remain as close to the edge of the roadway as practicable, in the normal direction of travel.
The majority of existing approaches to recommender systems focus on recommending the most relevant content to users using contextual information, yet do not take into account the risk of disturbing the user with unwanted notifications. It is important to consider the risk of upsetting the user by pushing recommendations in certain circumstances, for instance, during a professional meeting, early morning, or late at night. Therefore, the performance of the recommender system depends in part on the degree to which it has incorporated the risk into the recommendation process. One option to manage this issue is DRARS, a system which models the context-aware recommendation as a bandit problem.
World map showing nominal GDP of countries for the year 2017 according to the IMF. Legend: (in billions of U.S. dollars) This article includes a list of continents of the world sorted by their gross domestic product (GDP), the market value of all final goods and services from a continent in a given year. The GDP dollar estimates presented here are calculated at market or government official exchange rates. The figures presented here do not take into account differences in the cost of living in different countries, and the results can vary greatly from one year to another based on fluctuations in the exchange rates of the country's currency.
The precedent when local search companies are not inferior to American brands is almost unique in the world, if we do not take into account the experience of China, where Google was blocked in 2010, mailboxes of human rights defenders are hacked, and local providers often redirect the address www.google.cn to Baidu. It should also be noted that Russia is the only country in the world, with the exception of the United States, which without protectionist measures has created more than one successful search technology with a significant market share (see also Rambler). According to media expert Mikhail Gurevich, Yandex is a “national treasure”, a “strategic product”.
American Jewish Committee, American Jewish Year Book, 1992, University of Nebraska Press, 1992. p. 257. The WUPJ claims to represent a total of at least 1.8 million people – these figures do not take into account the 2013 PEW survey, and rely on the older URJ estimate of a total of 1.5 million presumed to have affinity, since updated to 2.2 million – both registered synagogue members and non-affiliates who identify with it. Worldwide, the movement is mainly centered in North America. The largest WUPJ constituent by far is the Union for Reform Judaism (until 2003: Union of American Hebrew Congregations) in the United States and Canada.
Historically, access control models have included mandatory access control (MAC), discretionary access control (DAC), and more recently role-based access control (RBAC). These access control models are user-centric and do not take into account additional parameters such as resource information, the relationship between the user (the requesting entity) and the resource, and dynamic information e.g. time of the day or user IP. ABAC tries to address this by defining access control based on attributes which describe the requesting entity (the user), the targeted object or resource, the desired action (view, edit, delete...), and environmental or contextual information. This is why access control is said to be attribute-based.
His first breakthrough became known as the 'Ideal (Principled) Routine', which was a fantastic step in minimal training. Outlined in High-Intensity Training the Mike Mentzer Way, fewer than five working sets were performed each session, and rest was emphasized, calling for 4–7 days of recovery before the next workout. According to Mentzer, biologists and physiologists since the nineteenth century have known that hypertrophy is directly related to intensity, not duration, of effort (Mentzer 2003;39). Most bodybuilding and weightlifting authorities do not take into account the severe nature of the stress imposed by heavy, strenuous resistance exercise carried to the point of positive muscular failure.
The PHRF uses only proven performance characteristics, especially theoretical sailing speed, as a means to allow dissimilar yachts—typically crewed by friends and families at clubs rather than by professional crews—to race together. Most popular family-oriented cruising sailboats will have a rating filed with a local chapter of the PHRF. The most prevalent handicap rating systems today are the Offshore Racing Congress (ORC), Offshore Racing Rule (ORR), International Rating Certificate (IRC), and the Performance Handicap Racing Fleet (PHRF). Many countries organise their own handicap systems which do not take into account the size, weight, or sail area of the yacht, but performance is measured on the basis of previous race results.
However, false reports of sexual assault account for only 2% to 10% of all reports. These figures do not take into account that the majority of victims do not report when they are assaulted or harassed. Misconceptions about false reports are one of the reasons why women are scared to report their experiences with sexual assault - because they are afraid that no one will believe them, that in the process they will have embarrassed and humiliated themselves, in addition to opening themselves up to retribution from the assailants. In France, a person who makes a sexual harassment complaint at work is reprimanded or fired 40% of the time, while the accused person is typically not investigated or punished.
A series of publications by Schmitt-Grohe, Jess Benhabib and Martin Uribe between 2001-2002 seek to address what they considered a gap in the current literature on stabilization policy. Citing that the current research on monetary policy regimes with interest rate feedback rules lacked in that they only considered local dynamics, meaning small fluctuations around the proposed equilibrium, and that they do not take into account the zero lower bound on nominal interest rates. These simplifications had thus far lead to a single, unique steady state equilibrium, near the targeted inflation rate. Schmitt-Grohe's research deviated mainly in its loosening of these local dynamics and its consideration of a zero lower bound on nominal interest rates.
The New Wittgenstein (2000) is a book containing a family of interpretations of the work of philosopher Ludwig Wittgenstein. In particular, those associated with this interpretation, such as Cora Diamond, Alice Crary, and James F. Conant, understand Wittgenstein to have avoided putting forth a "positive" metaphysical program, and understand him to be advocating philosophy as a form of "therapy." Under this interpretation, Wittgenstein's program is dominated by the idea that philosophical problems are symptoms of illusions or "bewitchments by language," and that attempts at a "narrow" solution to philosophical problems, that do not take into account larger questions of how the questioner conducts his life, interacts with other people, and uses language generally, are doomed to failure.
Gross domestic product (GDP) is the market value of all final goods and services from a nation in a given year. Countries in North America are sorted by nominal GDP estimates based on 2018 data from the World Economic Outlook by the International Monetary Fund. The figures presented here do not take into account differences in the cost of living in different countries, and the results can vary greatly from one year to another based on fluctuations in the exchange rates of the country's currency. Such fluctuations may change a country's ranking from one year to the next, even though they often make little or no difference to the standard of living of its population.
Depression without mania is sometimes referred to as unipolar because the mood remains at one emotional state or "pole". DSM-IV-TR excludes cases where the symptoms are a result of bereavement, although it is possible for normal bereavement to evolve into a depressive episode if the mood persists and the characteristic features of a major depressive episode develop. The criteria were criticized because they do not take into account any other aspects of the personal and social context in which depression can occur. In addition, some studies have found little empirical support for the DSM-IV cut-off criteria, indicating they are a diagnostic convention imposed on a continuum of depressive symptoms of varying severity and duration.
The Catholic Church has also been very active in vocalizing its beliefs in terms of HIV/AIDS prevention. Pope Benedict XVI, in a visit to South Africa in June 2005 said: The traditional teaching of the Church has proven to be the only failsafe way to prevent the spread of HIV/AIDS. For this reason, "the companionship, joy, happiness and peace which Christian marriage and fidelity provide, and the safeguard which chastity gives, must be continuously presented to the faithful, particularly the young" Teachings that proclaim chastity as the only 100% safe way to prevent sexually transmitted HIV/AIDS, though accurate, do not take into account other prevention methods that can serve to decrease the spread of HIV.
Diagnostic guidelines and criteria have only recently been proposed despite the prevalence of cachexia and varying criteria, the primary features of cachexia include progressive depletion of muscle and fat mass, reduced food intake, abnormal metabolism of carbohydrate, protein, and fat, reduced quality of life, and increased physical impairment. Historically, body weight changes were used as the primary metrics of cachexia, including low body mass index and involuntary weight loss of more than 10%. Using weight alone is limited by the presence of edema, tumor mass and the high prevalence of obesity in the general population. Weight-based criteria do not take into account changes in body composition, especially loss of lean body mass.
The cost of living in Puerto Rico, specifically San Juan, is quite high compared to most major cities in the United States. One factor is housing prices which are comparable to Miami and Los Angeles, although property taxes are considerably lower than most places in the United States. Statistics used for cost of living sometimes do not take into account certain costs, such as increased travel costs for longer flights, additional shipping fees, and the loss of promotional participation opportunities for customers "outside the continental United States". While some online stores do offer free shipping on orders to Puerto Rico, many merchants exclude Hawaii, Alaska, Puerto Rico and other United States territories.
He claimed that exit polls do not take into account the votes coming from the citizens living abroad and that conservative voters do not participate in exit polls as much as liberal voters. However, the exit polls predicted the outcome almost perfectly as the country's electoral commission's results later confirmed. Ivo Josipović gave a short speech after the exit polls were announced saying he was confident the official results would match the results they predicted. After the official results were published, he gave a victory speech shortly after midnight thanking his colleagues and especially his voters for their support and expressed conviction he would be the victor once again two weeks later.
"Political campaign contributions", writes Mitchell Bard, "are also considered an important means of influence; typically, Jews have been major benefactors." According to Bard, objective quantification that the impact of campaign contributions have on "legislative outcomes, particularly with regard to Israel-related issues" is difficult. This is because raw analysis of contributions statistics do not take into account "non-monetary factors" and whether or not "a candidate is pro-Israel because of receiving a contribution, or receives a donation as a result of taking a position in support of Israel." ;Targeting AIPAC does not give donations directly to candidates, but those who donate to AIPAC are often important political contributors in their own right.
Trade and Investment Opportunities Presented by Taiwan's Accession to the World Trade Organization However, many financial analysts estimate such concerns are based upon mirror-imaging of the Western model and do not take into account the already proven Asian Tiger model. Yet, recently, credit card debt has become a major problem, as the ROC does not have an individual bankruptcy law. Taiwan also remains undeveloped in some sectors, such as the lack of a bond market, a role that has been filled by small entrepreneur-oriented investment or direct investment by foreign persons. Generally, transportation infrastructure is very good and continues to be improved, mainly in the west side of the island.
Life cycle thinking can help people find new ways to improve environmental performance, image, and economic benefits. Since the decisions of global businesses and government organizations have such a large impact on the environment, incorporating life cycle thinking into their actions could greatly reduce negative environmental effects and improve sustainability. Many businesses do not always consider their supply chains or the "end-of-life" processes associated with their products; likewise, government actions frequently consider their own country or region and do not take into account the impact that they could have on other regions. Not only could life cycle thinking help the environment, it can also save the company more money and improve their reputation.
BIS activities and regulations also seek to adapt to changing global conditions and challenges. The political, economic, technological, and security environment that exists today is substantially different than that of only a decade ago. Laws, regulations, or practices that do not take into account these new global realities—and that do not have sufficient flexibility to allow for adaptation in response to future changes—ultimately harm national security by imposing costs and burdens on U.S. industry without any corresponding benefit to U.S. security. In the area of exports, these significant geopolitical changes suggest that the U.S. control regime that in the past was primarily list-based must shift to a mix of list-based controls and controls that target specific end-uses and end- users of concern.
The first trial solely focused on the perpetration of systematic sexual violence (rape camps) and on crimes against humanity committed against women and girls was the Foča case, a ruling before the ICTY. The Statute of the International Criminal Court (ICC) also explicitly incorporates rape and other forms of sexual violence in the list of war crimes and therefore recognizes sexual violence as a grave breach of IHL and of the Geneva Conventions. The UN Security Council, ECOSOC and the UN Commission on Human Rights do not take into account the nature of the conflict with respect to the protection of women in war time. Three reports from the UN Secretary-General and five UN Security Council resolutions specifically address sexual violence.
The International Physicians for the Prevention of Nuclear War (IPPNW) reported in 2013 that more than two billion people would be at risk of starvation in the event of a limited nuclear exchange, such as one that could occur between India and Pakistan, or by the use of even a small number of the nuclear weapons held by the US and Russia. This report argued that the world is in a state in which it is particularly vulnerable to even modest declines in food production. In turn, small changes in average global temperature can have disproportionately large effects on crops. Agricultural studies predicting substantial declines in U.S. and Chinese crop production may be conservative, as they do not take into account ozone depletion or daily temperature extremes.
Charles P. Kindleberger (1990), Historical Economics: Art or Science?, University of California Press, Berkeley Economic historian Robert Skidelsky (University of Cambridge) argued that economic theory often employs ahistorical models and methodologies that do not take into account historical context. Yale University economist Irving Fisher already wrote in 1933 on the relationship between economics and economic history in his "Debt-Deflation Theory of Great Depressions": > The study of dis-equilibrium may proceed in either of two ways. We may take > as our unit for study an actual historical case of great dis-equilibrium, > such as, say, the panic of 1873; or we may take as our unit for study any > constituent tendency, such as, say, deflation, and discover its general > laws, relations to, and combinations with, other tendencies.
In the article titled "Aphid Population Dynamics in Agricultural Landscapes: An Agent-based Simulation Model", an agent-based model is presented to study the population dynamics of the bird cherry-oat aphid, Rhopalosiphum padi (L.). The study was conducted in a five square kilometer region of North Yorkshire, a county located in the Yorkshire and the Humber region of England. The agent-based modeling method was chosen because of its focus on the behavior of the individual agents rather than the population as a whole. The authors propose that traditional models that focus on populations as a whole do not take into account the complexity of the concurrent interactions in ecosystems, such as reproduction and competition for resources which may have significant impacts on population trends.
Although the use of VNS for TRD has been endorsed by the American Psychiatric Association, the FDA's approval of VNS for TRD remains controversial. According to Dr. A. John Rush, vice chairman for research in the Department of Psychiatry at the University of Texas Southwestern Medical Center at Dallas, results of the VNS pilot study showed that 40 percent of the treated patients displayed at least a 50 percent or greater improvement in their condition, according to the Hamilton Depression Rating Scale.Doctor's Guide: Vagus Nerve Stimulation Successful For DepressionNeurology Channel: Vagus Nerve Stimulation Many other studies concur that VNS is indeed efficacious in treating depression. However, these findings do not take into account improvements over time in patients without the device.
But the equilibrium unemployment rate will not be Pareto optimal, since firms do not take into account the social cost of the unemployment they help to create. One criticism of this and other flavours of the efficiency wage hypothesis is that more sophisticated employment contracts can under certain conditions reduce or eliminate involuntary unemployment. Lazear (1979, 1981) demonstrates the use of seniority wages to solve the incentive problem, where initially workers are paid less than their marginal productivity, and as they work effectively over time within the firm, earnings increase until they exceed marginal productivity. The upward tilt in the age-earnings profile here provides the incentive to avoid shirking, and the present value of wages can fall to the market-clearing level, eliminating involuntary unemployment.
Private farming may also be relatively inefficient, taking roughly 40% of all agricultural labor to produce only 26% of all output by value. Another problem is these criticisms tend to discuss only a small number of consumer products and do not take into account the fact that the kolkhozy and sovkhozy produced mainly grain, cotton, flax, forage, seed, and other non-consumer goods with a relatively low value per unit area. This economist admits to some inefficiency in Soviet agriculture, but claims that the failure reported by most Western experts was a myth. He believes the above criticisms to be ideological and emphasizes "[t]he possibility that socialized agriculture may be able to make valuable contributions to improving human welfare".
Tax protester cases appear to be a relatively small percentage of total Federal tax decisions. An "unscientific" May 2, 2006 search of one database used by tax lawyers, certified public accountants, and other tax professionals revealed 56 likely decisions in the year 2003 where the term "tax protester" was used and 42 such decisions in 2004. Seventy-two likely tax protester decisions were rendered in 2005, or less than 7% of the approximately 1,121 Federal tax decisions (including Tax Court and all district court, bankruptcy court, appeals courts and U.S. Supreme Court tax cases) rendered during that year. These statistics do not take into account the fact that some reported, rendered decisions involve multiple levels (trial court, appellate court) of the same case.
Other critics of the FAO data point out that they do not distinguish between forest types,The fear is that highly diverse habitats, such as tropical rainforest, are vanishing at a faster rate that is partly masked by the slower deforestation of less biodiverse, dry, open forests. Because of this omission, the most harmful impacts of deforestation (such as habitat loss) could be increasing despite a possible decline in the global rate of deforestation. and that they are based largely on reporting from forestry departments of individual countries, which do not take into account unofficial activities like illegal logging. The World Bank estimates that 80% of logging operations are illegal in Bolivia and 42% in Colombia, while in Peru, illegal logging accounts for 80% of all logging activities.
Pigeard speaks of only 1,250 men killed, wounded or missing and 2,000 prisoners for the Prussians, and of 2,000 men lost for the Russians. Since Pigeard asserts that these casualties occurred during the pursuit, it is possible that these figures do not take into account the casualties incurred during the initial actions of this battle (one battalion of Zieten's brigade captured, plus the 2,000 prisoners taken during Grouchy's and Nansouty's joint action against Zieten). According to Pigeard, the French registered very light casualties of around 600 men. Military Historian Jacques Garnier, analysing the battle in Jean Tulard's Dictionnaire Napoléon, notes that only the muddy, sodden ground, hampering an efficient deployment of the French artillery and infantry, prevented a much more emphatic victory.
Since Auguste Comte, the positivistic social sciences have sought to imitate the approach of the natural sciences by emphasizing the importance of objective external observations and searching for universal laws whose operation is predicated on external initial conditions that do not take into account differences in subjective human perception and attitude. Critics argue that subjective human experience and intention plays such a central role in determining human social behavior that an objective approach to the social sciences is too confining. Rejecting the positivist influence, they argue that the scientific method can rightly be applied to subjective, as well as objective, experience. The term subjective is used in this context to refer to inner psychological experience rather than outer sensory experience.
Some attempts have been made to portray Buddhism in an exclusivistic framework by pointing out that the implication that those who do not accept the teachings of the Buddha, such as the Eightfold Path, are destined to repeat the cycle of suffering through endless reincarnations; while those who practice the true way can reach enlightenment. Neo-Buddhist groups sometimes consider their tradition the true path to enlightenment and engage in strong evangelical efforts to influence those they consider to be in darkness. Several sects associated with Nichiren Buddhism may be included in this category. Such shallow interpreters do not take into account that in his prior Avatar Buddha had said that he comes into everyone's lives through many different names and forms.
The CPA approach to document similarity assumes the documents B and C to be more strongly related than the documents B and A, because the citations to B and C occur within the same sentence, whereas the citations to B and A are separated by several paragraphs. The advantage of the CPA approach compared to other citation and co-citation analysis approaches is an improvement in precision. Other widely used citation analysis approaches, such as Bibliographic Coupling, Co-Citation or the Amsler measure, do not take into account the location or proximity of citations within documents. The CPA approach allows a more granular automatic classification of documents and can also be used to identify not only related documents, but the specific sections within texts that are most related.
Economist Michael Lynch argues that the theory behind the Hubbert curve is too simplistic and relies on an overly Malthusian point of view. Lynch claims that Campbell's predictions for world oil production are strongly biased towards underestimates, and that Campbell has repeatedly pushed back the date. Leonardo Maugeri, vice president of the Italian energy company Eni, argues that nearly all of peak estimates do not take into account unconventional oil even though the availability of these resources is significant and the costs of extraction and processing, while still very high, are falling because of improved technology. He also notes that the recovery rate from existing world oil fields has increased from about 22% in 1980 to 35% today because of new technology and predicts this trend will continue.
In response to the German feed-in tariff for solar, he suggested that Germany's solar subsidy meant German consumers paid more than €1 billion in additional power bills in 2007 to generate around 0.5% of Germany's gross electricity consumption, suggesting that the policy does not deliver value for money. He also suggested that an Australian solar feed-in tariff may lead to greater PV panel imports rather than a significant expansion of Australian production.Solar Flagships Forum The Hon Martin Ferguson AM MP However commentators have suggested that Martin Ferguson's comments are ideologically driven and do not take into account the Merit Order Effect which in some instance negates or almost negates the cost of funding FiTs and in other instances shows funding FiTs delivers a net dividend to consumers.
If accurate, these findings would indicate that with most voters still in the area, absentee voters would not be as significant a factor in the election as previously believed. The NAACP and other civil rights groups disputed these findings, arguing that they do not take into account people who are dispersed but have not filled out change-of-address paperwork. On April 1, thousands of civil rights demonstrators marched across the Crescent City Connection calling for satellite voting locations to be set up outside the state to give displaced New Orleanians the same voting rights as those who have returned to the city. The march - the largest New Orleans has seen in several years - was organized by Jesse Jackson and the Rainbow/PUSH Coalition, and prominent speakers included Bill Cosby, former mayor Marc Morial, Al Sharpton, U.S. Rep.
71% of the control group thought that gun restrictions should be applied to people with mental illness, and nearly 80% of participants who read the articles agreed. Despite the fact that the article exposed the readers to both the mental illness of the shooter, and the fact that the shooter used high-capacity magazines, participants advocated more for gun restrictions on people with mental illness rather than bans on high-capacity magazines. This suggests that people believe mental illness is the culprit for school shootings in lieu of the accessibility of guns or other environmental factors. The authors expressed concern that proposals to target gun control laws at people with mental illness do not take into account the complex nature of the relationship between serious mental illness and violence, much of which is due to additional factors such as substance abuse.
ESP, Telekinesis, and other Pseudoscience. They pointed out that astrologers have only a small knowledge of astronomy and that they often do not take into account basic features such as the precession of the equinoxes, which would change the position of the sun with time. They commented on the example of Elizabeth Teissier who claimed that "the sun ends up in the same place in the sky on the same date each year" as the basis for claims that two people with the same birthday but a number of years apart should be under the same planetary influence. Charpak and Broch noted that "there is a difference of about twenty-two thousand miles between Earth's location on any specific date in two successive years" and that thus they should not be under the same influence according to astrology.
In 2010, the Pittsburgh Tribune-Review expressed its opposition to the North Shore project, noting that there were already four bridges capable of transporting people from the Downtown area to the city's North Shore and North Side. The Tribune-Review further stated that PNC Park is already accessible to Pittsburgh Pirates fans via the Roberto Clemente Bridge, while the Pittsburgh Steelers have sold out Heinz Field for years without the project's help. These critiques do not take into account the fact that any northward expansion of Pittsburgh's light rail network would require that the Allegheny river be crossed in some fashion, and the light rail cars could not pass over the existing bridges. The engineers who planned the project concluded that a tunnel, rather than a new or retrofitted bridge, would be the most cost- effective solution to this issue.

Kant argues that acting out of pure duty has the highest value, in that the visitor is doing the right thing for the right reason, because it is the right thing to do. It is not always clear whether inclination is morally more worthy than duty, or vice versa. For example, if following one's moral duty to always tell the truth has the highest value, then telling the truth (the location of a person) where it results in the murder of that person may show that following pure duty may not have the highest moral value. But many criticisms of Kant do not take into account that he did not preclude other acts from having moral worth, instead Kant is said to have only valued acting from pure duty as having "true" or "authentic" moral worth.
Because the original design of human rights, particularly as constituted in the Universal Declaration of Human Rights, was designed to fit into specific legal categories, it reflected the "needs and values of affluent white Western men" who were the subjects of the legal system. Transnational feminists argue that human rights sometimes do not take into account other conceptions of rights, and do not recognize the experiences of women, in particular those who are "indigenous, Third World, women of color, poor, rural, disabled and queer". For example, human rights are geared towards public life and often don't account for the violations of women within their private lives. The private sector is often one of the major focuses of women's rights, including "domestic violence, the 'double day' of work and family, discrimination against homosexuals, or the denial of reproductive rights",Friedman, E. J. (2003).
By doing this he will keep them within the household, and increase their willingness to contribute more to the family. Also according to Becker's rotten kid theorem, even if one of the household members would want to harm another household member by contributing less to the family, then the altruistic decision maker in the family might prevent that particular member from harming the other member. In such a case, an altruistic decision maker might arrange distribution within the household in such a way that the utility the rotten kid gets from the increase of family income will be more than the utility he gets from the harm the decrease of family income causes to the family member he envies. Models of decision-making like Becker's altruism model do not take into account possible conflicts that decisions made by one of the household's members could create for other members.
This stands in contrast to the traditional categorical models of classification, which are based on the boolean presence or absence of symptoms and do not take into account levels of expression of a characteristic or the presence of any underlying dimension. The way in which these diagnostic dimensions should be constructed has been under debate, particularly in the run up to the publication of the DSM-5. A number of dimensional models have been produced, differing in the way in which they are constructed and the way in which they are intended to be interpreted. There are four broad types of dimensional representation, although others also exist: # Dimensional representation of the original DSM categories of personality disorders; # Dimensional representation based on identification of latent traits with the DSM disorders; # Dimensional representation based on the traits from normal personality research; # Representation based on integration of dimensional modals, e.g.
In Scotland, the first of the name was Warnebald or his son, Robertus, who received a grant for the land of Cunningham between 1160 and 1180. There is a story that states that Malcolm who was the son of Friskin, obtained the lands from Malcolm III of Scotland after he had sheltered him under hay in a barn and this is said to have given rise to the family's coat of arms which is of a shake-fork, as well as the motto Over fork over. Sir George Mackenzie states that the coat of arms allude to the office of Master of the King's Stables. However, these stories do not take into account that the earliest form of the clan's coat of arm was actually a Bishop Pall Y, which differs from the later Shakefork Y by permitting the Y to touch the edge of the shield.
Immunization represents a classic case of a social dilemma: a conflict of interest between the private gains of individuals and the collective gains of a society, and prevalence-dependent behavior may have significant effects on vaccine policy formation. For instance, it was found in an analysis of the hypothetical introduction of a vaccine that would reduce (though not eliminate) the risk of contracting HIV, that individual levels of risk behavior were a significant barrier to eliminating HIV, as small changes in behavior could actually increase the incidence/prevalence of HIV, even if the vaccine were highly efficacious. These results, as well as others, may have contributed to a decision not to release existing semi-efficacious vaccines. An individual's self-interest and choice often leads to a vaccination uptake rate less than the social optimum as individuals do not take into account the benefit to others.
Like many criticisms of the gender mainstreaming movement in general, gender mainstreaming in mine action has faced similar problems such as ineffective results, poor implementation, those using it to hinder progress, and being primarily western dominated. Asa Massleberg, for the Gender and Mine Action Programme, wrote that the common measurements of success in mine action, such as meters squared of land cleared of mines and number of people who received a service, are insufficient because they do not take into account the overall and long term impact of a community. She argues it can only be done by assessing all the processes and procedures in a project cycle which are adapted to the needs of women, girls, boy and men in a community. According to the Gender and Mine Action Programme, the effects of gender mainstreaming are still largely undocumented, not understood by those implementing it, and require further research.
The main reason for this is the social and legal repercussions associated with leaving Islam in many Muslim majority countries, up to and including the death penalty for apostasy. On the other hand the increasingly large ex-Muslim communities in the Western world that adhere to no religion have been well documented. A 2007 Center for Strategic and International Studies (CSIS) report argued that some Muslim population projections are overestimated, as they assume that all descendants of Muslims will become Muslims even in cases of mixed parenthood. Equally, Darren E. Sherkat questioned in Foreign Affairs whether some of the Muslim growth projections are accurate as they do not take into account the increasing number of non- religious Muslims. Quantitative research is lacking, but he believes the European trend mirrors the American: data from the General Social Survey in the United States show that 32 percent of those raised Muslim no longer embrace Islam in adulthood, and 18 percent hold no religious identification.
According to 2012 WIN/Gallup poll of Saudi citizens, 5 percent of Saudis identify as "convinced atheists", the same percentage as in the U.S. The increasingly large ex-Muslim communities in the Western world that adhere to no religion have been well documented. In the case of positional goods, people benefiting from a positional good do not take into account the externalities of their respective sufferers. That is, in the case of "public ... goods, the consequences of this failure implies that an agent consuming the public good does not get paid for other people's consumption; in the case of a positional ... good, the equivalent failure implies that an agent consuming positive amounts is not charged for the negative consumption of other agent's consumption" (Pagano 1999:71). That is, while, in the case of public goods, we have the standard underinvestment problem in their supply, because excluding individuals from externalities that have the "same sign" may turn out to be impossible, by contrast, in the case of positional goods, we have a problem of over-provision, because all agents may try to consume positive amounts of these goods, neglecting to consider the externality on others. For public goods, an undersupply, for positional goods, it signifies an over-supply.
Anthropologists and others who critique development projects instead view Western development itself as a product of Western culture that must be refined in order to better help those it claims to aid. The problem therefore is not that of markets driving out culture, but of the fundamental blind-spots of Western developmental culture itself. Criticism often focuses therefore on the cultural bias and blind-spots of Western development institutions, or modernization models that systematically represent non-Western societies as more deficient than the West; erroneously assume that Western modes of production and historical processes are repeatable in all contexts; or that do not take into account hundreds of years of colonial exploitation by the West that has tended to destroy the resources of former colonial society. Most critically, anthropologists argue that sustainable development requires at the very least more involvement of the people who the project aims to target in the project's creation, its management, and its decision-making processes.
In the United Kingdom, binge drinking is defined by one academic publication as drinking more than twice the daily limit, that is, drinking eight units or more for men or six units or more for women (roughly equivalent to five or four American standard drinks, respectively). In Australia, binge drinking is also known as risky single occasion drinking (RSOD) and can be classified by the drinking of seven or more standard drinks (by males) and five or more standard drinks (by females) within a single day. When BEACH (Bettering the Evaluation and Care of Health) conducted a study which gathered information of people over the age of 18, it defined binge drinkers as those who consumed six or more standard drinks on one occasion whether that be weekly or monthly. The above definitions are limited in that they do not take into account the time period over which the drinking occurs or the body mass of the person drinking.
In 2010, as a reaction to the publication of several research studies examining the impact of microfinance based on randomized, controlled trials, a number of questions were raised in prominent media about whether microfinance has made a quantitative improvement in the lives of borrowers or has had any effect on poverty alleviation on a systemic basis. Women's World Banking, along with fellow microfinance organizations ACCION, FINCA, Grameen Foundation, Opportunity International, and Unitus, released a collective statement in response to the studies, evoking the challenges and complexities of assessing microfinance's impact and the limitations of such studies. First, studies were based on short-term data, and signs of impact from borrowing typically do not manifest themselves until several loan cycles have passed, requiring longer research periods to see results. Second, quantitative studies often do not take into account qualitative evidence of financial and social inclusion and empowerment that is not based on specific data points such as consumption patterns.“Measuring the Impact of Microfinance: Our Perspective,” ACCION, FINCA, Grameen Foundation, Opportunity International, Unitus, and WWB, 2010.
Most contemporary initiatives on livelihood promotion do not take into account the threshold limits of ecosystems and instead push for an exploitative trend that is obviously untenable in the long run. FES, however, strives to highlight the threshold limits of the given agro-ecological system so as to aid communities in determining consumption levels within the ecological capacity of the area, by highlighting natural resource-based livelihood options that are ecologically sound and economically rewarding. FES’ work with land, water and people is governed by a deep understanding of interrelationships – inter-relationships between natural and human systems, between different ecosystems within a landscape, and between different elements within an ecosystem, as also the inter-linkages between Commons, livestock and agriculture. The organisation's efforts focus on strengthening systemic drivers (such as soil, moisture, nutrients, pollinators and biodiversity) and the natural inter-linkages between various elements of the farming system, while parallelly aiding village communities in strengthening community institutions for local self-governance and in this way, adding to the resilience of both rural landscapes and people's endeavours.
Approaches based on egalitarian principles are complex guides in disaster settings. In the words of Eyal (2016) "Depending on the exact variant of egalitarianism, the resulting limited priority may go to patients whose contemporaneous prognosis is dire (because their medical prospects are now poor), to patients who have lived with serious disabilities for years (because their lifetime health is worse), to young patients (because dying now would make them short-lived), to socioeconomically disadvantaged patients (because their welfare prospects and resources are lower), or to those who queued up first (because first-come first-served may be thought to express equal concern." Procedural Approach The inherent difficulties in triage may lead practitioners to attempt to minimize active selection or prioritization of patients in face of scarcity of resources, and instead rely upon guidelines which do not take into account medical need or possibility of positive outcomes. In this approach, known as proceduralism, selection or prioritization may be based on patient's inclusion in a particular group (for example, by citizenship, or membership within an organization such as health insurance group).
Marie-Elizabeth Handman and Janine Mossuz-Lavau argue that these figures do not take into account modes of prostitution whose participants have never had any involvement with the police, such as escorts who find clients on the internet or salaried women who are limited to a few liaisons a month. In 2010, Brain Magazine published a map of prostitution in Paris by area of origin: South American transexuals in the Bois de Boulogne; African prostitutes in Barbès-Rochechouart as well as in vans known as "BMC" (Bordel militaire de campagne) in the Bois de Vincennes, French in Strasbourg – Saint- Denis; Chinese, Mongolian and Romanian at the Porte Saint-Martin; and finally, along the Boulevards of the Marshals, are Romanian, Maghreb and African prostitutes. Since the law to penalise the customers of prostitution, passed in April 2016, the conviction of more than 400 customers in Paris was recorded from 2016 - 2017.On a national level, 937 clients were caught Most of these lawbreakers were caught in the Boulevards of the Marshals, Bois de Boulogne, Bois de Vincennes or the 350 so-called massage parlours scattered around the capital.
