According to Time, Betsy McCaughey said that Emanuel "has criticized medical culture for trying to do everything for a patient, 'regardless of the cost or effects on others,' without making clear that he was not speaking of lifesaving care but of treatments with little demonstrated value." Emanuel made a related comment during a Washington Post interview, when he said that improving the quality and efficiency of healthcare to avoid unnecessary and even harmful care would be a way to avoid the need for rationing. One reason the high cost of health care yields disappointing results is because only 0.05 percent of health care dollars are spent on assessing how well new health care technology works.

Tex recorded his first hit, "Hold What You've Got", in November 1964 at FAME Studios in Muscle Shoals, Alabama. He was unconvinced the song would be a hit and advised Killen not to release it. However, Killen felt otherwise and released the song in early 1965. By the time Tex got wind of its release, the song had already sold 200,000 copies. The song eventually peaked at number five on the Billboard Hot 100 and became Tex's first number-one hit on the R&B; charts, staying on the charts for 11 weeks and selling more than a million copies by 1966. Tex placed six top-40 charted singles on the R&B; charts in 1965 alone, including two more number-one hits, "I Want To (Do Everything For You)" and "A Sweet Woman Like You".

By 1967, Joe Tex had been recording for over a decade but started reaching his commercial peak in the mid-1960s with the releases of R&B; hits such as "I Want To (Do Everything For You)", "A Sweet Woman Like You" and "Hold What You've Got", which became the first song in the Southern soul style to become a top five pop record. The three aforementioned records had also peaked at number-one on the R&B; singles charts. Tex was also known as an energetic live performer whose intense dancing was often compared to the likes of Jackie Wilson and James Brown. Two of his major trademarks, which Tex accused James Brown of stealing from him, was doing microphone stand kicks and adapting a cape, the latter of which Tex poked fun of during a rare joint headlining gig with both musicians, in which he covered Brown's hit "Please, Please, Please" but in the middle as his emcee dropped the cape on him, Tex yelled "please, please, please...get this cape off me!" which didn't go over well with Brown, who allegedly later shot at Tex and his entourage at a nightclub after the show.
