Article IX – Any man being presumed innocent until he is declared culpable if it is judged indispensable to arrest him, any rigor which would not be necessary for the securing of his person must be severely reprimanded by the law. Article X – No one may be disquieted for his opinions, even religious ones, provided that their manifestation does not trouble the public order established by the law. Article XI – The free communication of thoughts and of opinions is one of the most precious rights of man: any citizen thus may speak, write, print freely, except to respond to the abuse of this liberty, in the cases determined by the law.

The Ottomans, disquieted by the rapid spread of the revolt, launched pogroms against the Greek populace in Thessaloniki and its vicinity, thereby leading to the spread of the revolt with uprisings occurring throughout the modern Thessaloniki and Serres prefectures. In view of these developments, on 17 May Pappas officially proclaimed the Greek Revolution in northern Greece. The rebel army was split in two: Pappas with the monks and the men of the Mademochoria (the twelve villages around the silver mines in eastern Chalkidiki) moved east towards Rentina to confront the Ottoman troops moving to suppress the rebellion from Thrace, while Kapsas (with Anastasios Chymeftos as deputy commander) and his 2,000 men moved west to capture Thessaloniki. From Athos, Kapsas moved through the villages of Chalkidiki to Vasilika and Thermi, where the rebels set up camp (8 June 1821) to prepare for the assault on Thessaloniki.

Die Reihe became the most important source of information about European serial and electronic music, thanks in part to the appearance of the English edition . Die Reihe excited considerable controversy, especially after the English editions began appearing in 1957. George and John wrote particularly scornful reviews (, points out an example of wilful misquotation in Backus's review), but even in his relatively factual report on the first volume, Arthur Jacobs could not resist making a joke with reference to the contentiousness surrounding the journal, in connection with a suggestion that the title should also have been translated: "if 'The Row' is open to mispronunciation, 'the Series' would have done" . Dika Newlin, reporting on volume five, concludes (apparently with reference to the item in it by John Cage) by saying "Many readers will be disquieted by the periodical's continuing mixture of worthwhile investigation with pretentious phoniness" .

Once Charles was restored to the throne, on his behalf Hyde steered the Indemnity and Oblivion Act through parliament. The act pardoned most who had sided with Parliament during the Civil War, but excepted the regicides, two prominent unrepentant republicans, John Lambert and Henry Vane the Younger, and around another twenty were forbidden to take any public office or sit in Parliament. In the declaration Charles promised religious toleration in areas where it did not disturb the peace of the kingdom,"a liberty to tender consciences, and that no man shall be disquieted or called in question for differences of opinion in matter of religion which do not disturb the peace of the kingdom" and an act of parliament for the "granting of that indulgence". However parliament chose to interpret the threat of peace to the kingdom to include the holding of public office by non-Anglicans.

The king was reinstated to the throne under the Declaration of Breda in May 1660, and the proclamation not only outlined amnesty for most subjects who were involved in the English Civil Wars and interregnum, but also offered religious freedoms not previously seen in England. A part of the proclamation having a direct effect on the Quakers read, "we do declare a liberty to tender consciences, and that no man shall be disquieted, or called in question, for differences of opinion in matter of religion, which do not disturb the peace of the Kingdom..." About 700 Quakers were released from jails throughout England under the terms of the declaration. The Massachusetts Puritans had drafted a vindication, justifying their capital punishment of the Quakers in Boston, and sent it to the king. This document was quickly countered, however, by a mandamus by the king, issued to Endicott and the other New England governors.

French map of the Basque districts (mid-18th century) The Basques initially welcomed Philip V--from the lineage of King Henry III of Navarre--to the Crown of Castile (1700), but the absolutist outlook inherited from his grandfather could hardly withstand the test of the Basque contractual system. The 1713 Treaty of Utrecht (see Basque sailors above) and the 1714 suppression of home rule in the Kingdom of Aragon and Catalonia disquieted the Basques. It did not take long until the Spanish king, relying on prime minister Giulio Alberoni, attempted to enlarge his tax revenue and foster a Spanish internal market by meddling in the Basque low-tax trade area and moving Basque customs from the Ebro to the coast and the Pyrenees. With their overseas and customary cross-Pyrenean trade--and by extension home rule--under threat, the royal advance was responded by the western Basques with a trail of matxinadas, or uprisings, that shook 30 towns in coastal areas (Biscay, Gipuzkoa).

During the crucial early months of the debate this and Hume's lecture distributed as a pamphlet were the only responses to Vestiges published by the established clergy, and there were just two other short works opposing it: a published lecture by the Anabaptist preacher John Sheppard, and an unorthodox anti-science piece by Samuel Richard Bosanquet. There was a wide range of readings of the book among the aristocracy interested in science, who assessed it independently without dismissing it out of hand. Sir John Cam Hobhouse wrote his thoughts down in his diary: "In spite of the allusions to the creative will of God the cosmogony is atheistic—at least the introduction of an author of all things seems very like a formality for the sake of saving appearances—it is not a necessary part of the scheme". While disquieted by its information on embryology implying human origins from animals, he thought its tone was good.

Williams was motivated by historical abuse of governmental power, and believed that government must remove itself from anything that touched upon human beings' relationship with God, advocating a "hedge or wall of Separation between the Garden of the Church and the Wilderness of the world" in order to keep religion pure. Through his work Rhode Island's charter was confirmed by King Charles II of England, which explicitly stated that no one was to be "molested, punished, disquieted, or called in question, for any differences in opinion, in matters of religion". Williams is credited with helping to shape the church and state debate in England, and influencing such men as John Milton and particularly John Locke, whose work was studied closely by Thomas Jefferson, James Madison, and other designers of the U.S. Constitution. Williams theologically derived his views mainly from Scripture and his motive is seen as religious, but Jefferson's advocation of religious liberty is seen as political and social.

The stratagem worked in so far as the Epirote troops fled during the night, while the Nicaeans, emboldened by this, moved to confront the Achaeans. The Achaeans, with Geoffrey of Briel leading the van, managed to rout the German knights who were the Nicaeans' first line; but the sebastokrator ordered his Hungarian and Cuman horse archers to shoot indiscriminately at the horses of the Franks and the Germans, bringing the knights down and forcing them to surrender. According to Geanakoplos, although differing in details, the various accounts can be reconciled to form a more complete picture of the battle. Certainly the crucial turning point, Michael II's flight on the eve of the battle, is easy to explain even without a Nicaean stratagem: the Epirote ruler was disquieted by the presence of such a strong Frankish army, and feared that in the event of an allied victory, he would be likely to lose his own territory to the Latins, fears which would have been confirmed with the clash between his son John Doukas and William of Villehardouin in the days leading up to the battle.

The Library of Congress states that: The Rhode Island Royal Charter obtained in 1663 by Roger Williams and John Clarke contains unique provisions which make it significantly different from the charters granted to the other colonies. It gave the colonists freedom to elect their own governor and write their own laws, within very broad guidelines, and also stipulated that no person residing in Rhode Island could be "molested, punished, disquieted, or called in question for any differences in opinion in matters of religion". The Flushing Remonstrance shows support for separation of church and state as early as the mid-17th century, stating their opposition to religious persecution of any sort: "The law of love, peace and liberty in the states extending to Jews, Turks and Egyptians, as they are considered sons of Adam, which is the glory of the outward state of Holland, so love, peace, and liberty, extending to all in Christ Jesus, condemns hatred, war, and bondage." The document was signed on December 27, 1657, by a group of English citizens in America who were affronted by persecution of Quakers and the religious policies of the Governor of New Netherland, Peter Stuyvesant.
