In 2002, the Economic Review Committee reviewed Singapore's tax policy, and recommended that further tax reform was necessary to bring in new investments. On August 19, the eastern departments of Santa Cruz, Beni, Pando, Tarija, and Chuquisaca called strikes and protests in opposition to central government plans to divert part of the national direct tax on hydrocarbons towards its Renta Dignidad pension plan. Brief clashes occurred in the Santa Cruz de la Sierra, capital of Santa Cruz, between police and armed youths enforcing the strike. In Tarija protesters seized and occupied government buildings. In response to the unrest Morales ordered the Bolivian Army to protect oil and gas infrastructure in the five departments.
Efficient tax collection was one of the major causes for French administrative and royal centralization in the Early Modern period. The taille became a major source of royal income (roughly half in the 1570s), the most important direct tax of pre-Revolutionary France, and provided for the growing cost of warfare in the 15th and 16th centuries. Records show the taille increasing from 2.5 million livres in 1515 to six million after 1551; in 1589 the taille reached a record 21 million livres, before dropping. The taille was only one of a number of taxes.
New Zealand no longer has land taxes per se. Formerly, NZ did have land taxes - its first ever direct tax, enacted in 1878, was a land tax (levied at a rate of one halfpenny per pound of unimproved land value). But the contribution of land taxes to the government steadily reduced and by 1967 represented a mere 0.5% of total government revenues. In 1982 it was observed that only 5% of all land was taxed (the rest was exempted under one of an increasing list of exemptions), and so in 1990, land tax was repealed.
The Townshend Revenue Act were two tax laws passed by Parliament in 1767; they were proposed by Charles Townshend, Chancellor of the Exchequer. They placed a tax on common products imported into the American Colonies, such as lead, paper, paint, glass, and tea. In contrast to the Stamp Act of 1765, the laws were not a direct tax that people paid daily, but a tax on imports that was collected from the ship's captain when he unloaded the cargo. The Townshend Acts also created three new admiralty courts to try Americans who ignored the laws.
The holding in Springer was modified in part by the Court in the 1895 case of Pollock v. Farmers' Loan & Trust Co.,Pollock v. Farmers' Loan & Trust Co.,157 U.S. 429, affirmed on rehearing, 158 U.S. 601 (1895) where the Court ruled that a tax on income from property in the form of interest, dividends or rent should be treated as a tax on the property itself, and therefore as a direct tax required to be apportioned. The Sixteenth Amendment to the United States Constitution later overruled the Pollock decision and made clear that there was no requirement for apportionment of income taxes.
Since apportionment of income taxes is impractical, the Court's decision had the effect of prohibiting a federal tax on income from property. The power to tax real and personal property, or that such was a direct tax, was not denied by the Constitution. Chief Justice Fuller's opinion, 158 U.S. 601, 634 Due to the political difficulties of taxing individual wages without taxing income from property, a federal income tax was impractical from the time of the Pollock decision until the time of ratification of the Sixteenth Amendment (below). Thus, the 1894 tax law was ruled unconstitutional and was effectively repealed.
The Court of Appeals re-affirmed that the Congress has the power to impose the income tax, and stated that the Sixteenth Amendment "merely eliminates the requirement that the direct income tax be apportioned among the states". The court ruled that Parker had raised a "frivolous" appeal. Tax protesters argue that in light of this language, the income tax is unconstitutional in that it is a direct tax and that the tax should be apportioned (divided equally amongst the population of the various states).The purpose of inserting the phrase "divided equally amongst the population of the various states" is unclear.
Both Dependencies can be considered quarters, with second floors and garrets containing sleeping chambers for service staff, enslaved and free. In 1776, Chew hired Hesser to construct a “Colonnade” or “piazza;” a covered walkway that connected the second parlor to the kitchen. Together, the Main House, Kitchen, Colonnade and Wash House surround a work yard behind the house, an important outdoor service space. The Direct Tax of 1798, one year after the Chews repurchased Cliveden, itemized the one story stone pantry attached to the Kitchen, a smoke house adjacent to the Wash House, and frame milk house and poultry house.
Alberto Kalach was born in Mexico City, studied architecture at the Universidad Iberoamericana, Mexico City, and completed graduate studies later at Cornell University in Ithaca. In 1981 he founded the firm "Taller de Arquitectura X" with Daniel Álvarez, with whom he worked until 2002, when Álvarez left the firm. While he continues to direct TAX, in 2002 his interests also turned to the urban planning problems of his home town, and founded the community "México: future city" (). He realized several joint projects, some of them with notable colleagues like Teodoro González de León, Gustavo Lipkau and Jose Castillo.
Francis Thomas As governor, Thomas inherited a major state deficit that he would not resolve in his tenure. He proposed a direct tax upon the people, which was widely unpopular, and did not raise adequate funds to allow repudiation of the debt. He was also a staunch opponent of slavery, a unique position in a border-state like Maryland, decrying it as "altogether unworthy of enlightened statesmen, and should be by all patriots repudiated". He served as governor from 1842 until 1845, narrowly beating William Cost Johnson, who he succeeded as Maryland's 6th district congressman, in 1841 for a three-year term.
The rate was 2% on income over $4000 (equivalent to $ in ), which meant fewer than 10% of households would pay any. The purpose of the income tax was to make up for revenue that would be lost by tariff reductions. The US Supreme Court ruled the income tax unconstitutional, the 10th amendment forbidding any powers not expressed in the US Constitution, and there being no power to impose any other than a direct tax by apportionment. In 1913, the Sixteenth Amendment to the United States Constitution made the income tax a permanent fixture in the U.S. tax system.

This included an equal and direct tax on all property, which Torres considered more just; ultimately he calculated a $1million budget surplus under his scheme and suggested gradual elimination of the national debt.
Thivrier was elected deputy of Allier on 6 October 1889. In his election manifesto he denounced the oppression and misery of the workers, and proposed social measures such as social support for the old and disabled, responsibility of company owners for workplace accidents, and a direct tax on wealth and income. At the request of the Commentry Socialists he continued to wear his blue worker's blouse (smock) in the Chamber as a symbol of the protest of the proletariat against the privileges of the capitalists, and a symbol of their hope of emancipation. He had campaigned as a Boulangist, but joined the Workers' Party (POF) after being elected.
Though the actual definitions vary between jurisdictions, in general, a direct tax is a tax imposed upon a person or property as distinct from a tax imposed upon a transaction, which is described as an indirect tax. The term may be used in economic and political analyses, but does not itself have any legal implications. However, in the United States, the term has special constitutional significance because of a provision in the U.S. Constitution that any direct taxes imposed by the national government be apportioned among the states on the basis of population. In the European Union direct taxation remains the sole responsibility of member states.
The referendum on the federal tax allowance for children was supported by the Social Democratic Party. In 2019, the Parliament approved a law to increase the income allowance for children from 6,500 to 10,000 CHF. The benefits would flow to those that pay the federal direct tax, which would include approximately 60% of families, primarily with taxable income above 100,000 CHF; the Social Democratic Party opposed the changes, charging that they would benefit wealthier families and sought the refendum to block the implementation. The think tank Avenir Suisse estimated that the increase in the child allowance, if passed, would cost 370 million CHF in lost revenue.
The increased expenditures associated with these actions required greater federal revenue, and Congress passed the Direct Tax of 1798. The war and its associated taxation provoked domestic unrest, resulting in incidents such as Fries's Rebellion. In response to the unrest, both foreign and domestic, the 5th Congress passed four bills, collectively known as the Alien and Sedition Acts. Signed into law by president, these acts made it more difficult for immigrants to become U.S. citizens, allowed the president to imprison and deport non-citizens who were deemed dangerous or who were from a hostile nation, and criminalized making false statements that were critical of the federal government.

One year later, ProPublica reported that the company appeared to be linked to a number of op-eds and letters to Congress in a campaign advocating against direct tax filing backed by the Computer & Communications Industry Association, an advocacy organization of which Intuit is a member.
The fourth clause of section 9 therefore specifies that, "No Capitation, or other direct, Tax shall be laid, unless in Proportion to the Census or enumeration herein before directed to be taken." Taxation was also the subject of Federalist No. 33 penned secretly by the Federalist Alexander Hamilton under the pseudonym Publius. In it, he explains that the wording of the "Necessary and Proper" clause should serve as guidelines for the legislation of laws regarding taxation. The legislative branch is to be the judge, but any abuse of those powers of judging can be overturned by the people, whether as states or as a larger group.

The project for setting up a National Judicial Reference System (NJRS) and the project for setting up an Institutional Mechanism for formulating a 'Departmental View' on contentious legal issues are the two key measures being taken up by the Central Board of Direct Taxes to streamline the litigation management system in the department. NJRS is proposed to be a comprehensive electronic database of all appeals and judgments in Direct Tax cases pending before various judicial authorities i.e. Income Tax Appellate Tribunal, High Courts and the Supreme Court of India. The party wants to ground the European Union Budget on a direct tax instead of contributions by the treasuries of member states, and opposes the lifelong judicial immunity granted to EU officials. According to the official website, the party focuses mainly on reform of the EU system, and has currently little agenda beyond that.

158 U.S. 601, 638 The Supreme Court did not rule that all income taxes were direct taxes. Instead, the Court held that although generally income taxes are indirect taxes (excises) authorized by the United States Constitution in Article 1, Section 8, Clause 1, taxes on interest, dividends and rents in the 1894 Act had a profound effect on the underlying assets. The Court ruled that the tax on dividends, interest and rent should be viewed as a direct tax, as they fell on the property itself, rather than as an indirect tax. Direct taxes were required to follow the rule of apportionment found in Article 1, Section 2, Clause 3.
The rule of apportionment requires the amount of a direct tax collected to be divided by the number of members in the United States House of Representatives, with the quotient then multiplied by the number of representatives each state has to determine each state's share of the tax that it then needs to lay and collect, through its own taxing authority. A separate holding by the Court in Pollock, that federal taxation of interest earned on certain state bonds violated the doctrine of intergovernmental tax immunity, was declared by the U.S. Supreme Court in 1988 to have been "effectively overruled by subsequent case law" (see South Carolina v. Beginning in 2014, a large-scale corruption and mismanagement scandal emerged over dealings with the Development Fund for Indigenous and Native Peoples and Campesino Communities (Fondo de Desarrollo para los Pueblos Indígenas Originarios y Comunidades Campesinas; FDOOIOYCC), commonly known as the Indigenous Fund. The Indigenous Fund allocated a portion of the Direct Tax on Hydrocarbons to indigenous community use, and was supervised by leaders of the five major indigenous organizations of Bolivia, including the CSUTCB. These organizations and their affiliates were also the main recipients of the fund. In 2014, Condori served on the directing board of the Fund, and also as an official representative of some approved projects.
Prior to the Bourbon reforms, the practice of tax-farming allowed people, specifically members of the Creole elite, to purchase the right of tax collection from the crown. These people would then pay the crown ahead of time what the expected tax revenue would be, and then they collect taxes themselves afterwards. However, with the elimination of this practice and the transition to direct tax collection, tax rates were thus higher and were also now set at an unnegotiable and inflexible rate. Changes like this were part and parcel of the move on behalf of the Crown to try to regain control of administrative power in the American colonies.

The distribution of different types of royal revenues in the Kingdom of Hungary during the reign of the Árpádian kings is unknown, but taxes-in-kind and obligatory labour service generated significant income for the monarchs. Although the origin of direct taxation is uncertain, historians assume that a direct tax payable by all freemen was introduced by the first king of Hungary, Stephen I, who died in 1038. The Byzantine kapnikon may have influenced the new tax, which was known as freemen's pennies, because both taxes yielded the same revenue in silver. Each freemen were to pay 8 denars to the king when the tax was first mentioned in the laws of Coloman the Learned around 1100.

The colonist felt as though this tax was unwarranted and that parliament should not burden the Americans with the cost of something they didn't need: a British army. In 1765, Parliament further alienated its colonies when Prime Minister Grenville introduced the Stamp Act. What made the Sugar Act and the Stamp Act so unprecedented and subject to popular disdain was that it was the first direct tax on the colonies.Edmund S. This provided an opportunity for forum shopping for provinces who opposed federal laws. Until appeals from Canada to the Privy Council were abolished in 1949, in legal disputes the provincial governments tended to win powers at the expense of the federal government. In addition, while the Canadian federal government has unlimited taxing power while province governments are restricted to imposing direct taxes, the Canadian government introduced an income tax during World War I, and since it is a direct tax it also became a major revenue generator for provinces. In most provinces, the federal government now collects income tax for both levels of government and transfers to the provincial governments whatever surcharge they ask for.

Temple of Serapis and Isis in Rome (1st century AD) The primary source of direct tax revenue was individuals, who paid a poll tax and a tax on their land, construed as a tax on its produce or productive capacity. Supplemental forms could be filed by those eligible for certain exemptions; for example, Egyptian farmers could register fields as fallow and tax-exempt depending on flood patterns of the Nile.Potter (2009), p. 186. Tax obligations were determined by the census, which required each head of household to appear before the presiding official and provide a head count of his household, as well as an accounting of property he owned that was suitable for agriculture or habitation.
The tax was collected through a system that reflected the divided, corporate nature of the Holy Roman Empire. Thus, instead of a direct tax collected by the Emperor, obligations were set through the Worms Reichsmatrikel on the individual Electors, Bishops, Princes, Prelates, Counts, Lords, Imperial Towns, and other political structures to provide a set number of horse and footmen, or a set amount of money based on the wages of the requested troops.
In the 1950s, the provincial government began providing the city with an annual grant to make up the shortfall, although a municipal accounting study in 1956 found that this grant was only providing 52 per cent of the revenue the city would have received from a direct tax assessment on the mining facilities. In 1973, the city and its suburban communities were reorganized into the Regional Municipality of Sudbury. The expansion of the city's boundaries gave the city the power to levy property taxes on Inco's surface operations in Copper Cliff and Frood, but not on their underground facilities. This change improved the city's tax base, but the ongoing discrepancy has still been cited as a factor in municipal politics during the 2006 municipal election.
Obviously, a tax based on income could not achieve such proportionality, since incomes differed across individuals. This time, the Court stated that "although there have been, from time to time, intimations that there might be some tax which was not a direct tax, nor included under the words 'duties, imposts, and excises,' such a tax, for more than 100 years of national existence, has as yet remained undiscovered, notwithstanding the stress of particular circumstances has invited thorough investigation into sources of revenue." In other words, the federal taxing power consists of four categories: direct taxes, duties, imposts and excises (with the latter three categories sometimes called simply "indirect taxes"). In a 5-4 decision on April 8, 1895, the Court ruled that the unapportioned income tax on income from land was unconstitutional.

The sale of BC Rail included a $505 million BC Rail tax indemnity on top of $750 million cash and $250 million in direct tax credits. Under the terms of the indemnity, if CN would not have been refunded the amount of the indemnity from the Federal Government, then the Province would be required to return this amount.

Lincoln did not see a tariff as a tax on low-income Americans because it would only burden the consumer according to the amount the consumer consumed. By the tariff system, the whole revenue is paid by the consumers of foreign goods ... the burthen of revenue falls almost entirely on the wealthy and luxurious few, while the substantial and laboring many who live at home, and upon home products, go entirely free. Lincoln argued that a tariff system was less intrusive than domestic taxation: The tariff is the cheaper system, because the duties, being collected in large parcels at a few commercial points, will require comparatively few officers in their collection; while by the direct tax system, the land must be literally covered with assessors and collectors, going forth like swarms of Egyptian locusts, devouring every blade of grass and other green thing.
In July 1798, during the troubles between the United States and France now known as the Quasi-War, the US Congress levied a direct tax (on dwelling-houses, lands and slaves; sometimes called the Direct House Tax of 1798) of $2 million, of which Pennsylvania was called upon to contribute $237,000. There were very few slaves in Pennsylvania, and the tax was accordingly assessed upon dwelling-houses and land, the value of the houses being determined by the number and size of the windows. The inquisitorial nature of the proceedings, with assessors riding around and counting windows, aroused strong opposition, and many refused to pay, making the constitutional argument that this tax was not being levied in proportion to population. Pennsylvania auctioneer John Fries organized meetings, starting in February 1799, to discuss a collective response to the tax.
Some critics consider GST to be a regressive tax, meaning the poor pay more, as a percentage of their income, than the rich. However, defenders contend that GST can be considered a proportional tax if tax payments are expressed as a percentage not of income, but of lifetime consumption; savings and investments are tax-deferred, and when converted to consumption are subjected to GST. Others point out that the more important question to ask is not whether GST is regressive, but whether GST is more regressive than the alternative indirect taxes, namely, sales, excise and turnover tax (not income tax because that is a direct tax). In addition, they argue that what affects poverty and fairness is not the impact of any particular tax, but the impact of the tax structure as a whole, and how tax revenues are redistributed.
Article I, Section 8, Clause 1 of the United States Constitution assigns Congress the power to impose "Taxes, Duties, Imposts and Excises", but Article I, Section 8 requires that "Duties, Imposts, and Excises shall be uniform throughout the United States". In addition, the Constitution specifically limited Congress' ability to impose direct taxes, by requiring it to distribute direct taxes in proportion to each state's census population.
