The ODA process has been criticized as detrimental to safety. Since 2012, the FAA had successfully pushed to increase the scope of delegating safety checks to the manufacturer. On 4 February 2013, an article in the Seattle Times written by journalist Kyung Song critiqued the process by which the airworthiness certificate was obtained for the Boeing 787 because approvals for the Lithium Ion battery system were akin "to the fox guarding the chicken coop". In the words of an onlooker, "Song stated that Boeing became an FAA designee [sic] with wide latitude in picking the company’s own engineers to sign off on their employer’s work on behalf of the FAA".

When the entity (in the US, typically a county sheriff or designee) auctions a foreclosed property the noteholder may set the starting price as the remaining balance on the mortgage loan. However, there are a number of issues that affect how pricing for properties is considered, including bankruptcy rulings. In a weak market, the foreclosing party may set the starting price at a lower amount if it believes the real estate securing the loan is worth less than the remaining principal of the loan. Time from notice of foreclosures to actual property sales depends on many factors, such as the method of foreclosure (judicial or non-judicial).

At the start of a typical Question Period, the Speaker recognizes the Leader of the Opposition to ask the lead question. It is possible for the question to be asked by a designee of the Leader of the Opposition, yet this Member of Parliament must be a member of the Official Opposition. Following the answer to the lead question, the lead questioner has two more questions permitted, referred to as supplementary questions. These questions may be asked by the same Member of Parliament to follow up on the answer provided to the lead question, or they may be given to another member of the Official Opposition.
On October 12, 2013, Maryland Rep. Chris Van Hollen moved to bring the bill directly to the floor and made a parliamentary inquiry, and required that the chair explain that the rule previously agreed for the bill had changed the Standing Rules so that no House member could move to consider a vote on the appropriations bill, except for the Republican Majority Leader or his designee. Once the shutdown had begun on October 1, a group of 30–40 Republicans in the House continued to pressure House Speaker John Boehner to refuse to allow a vote on any funding resolution that would not block or further delay the Affordable Care Act.
If either committee fails to report the bill within that period, that committee shall be automatically discharged from consideration of the bill, and the bill shall be placed on the appropriate calendar. :(c) Motion to Proceed to Consideration.— ::(1) In general.— Notwithstanding rule XXII of the Standing Rules of the Senate, it is in order, not later than 2 days of session after the date on which a joint committee bill is reported or discharged from the Committee on Finance and the Committee on Health, Education, Labor, and Pensions, for the Majority Leader of the Senate or the Majority Leader's designee to move to proceed to the consideration of the joint committee bill.

The Foreign Cultural Exchange Jurisdictional Immunity Clarification Act () is a bill that was introduced into the United States House of Representatives during the 113th United States Congress. Under current law, works of art loaned by foreign governments generally are immune to certain decisions made by federal courts and cannot be confiscated if the President, or the President’s designee, determines that display of the works is in the national interest. However, commercial activity in which foreign governments are engaged does not have immunity in federal courts. H.R. 4292 would clarify that importing works of art into the United States for temporary display is not a commercial activity, and thus that such works would be immune from seizure.
The Xi'an City Wall was proposed as a UNESCO World Heritage Site by the State Administration of Cultural Heritage of the People's Republic of China in 2008. If REACT assistance is determined to be necessary, the field office SAC or his/her designee will contact the REACT commander, or deputy commander if the commander is unavailable, for further discussion and evaluation. The Deputy Assistant Director of Criminal Investigations and Operations maintains final approval authority for the use of REACT and the execution of a proposed operation.
In the ' model, affinity groups make joint decisions by each designating a speaker and sitting behind that circle of spokespeople, akin to the spokes of a wheel. While speaking rights might be limited to each group's designee, the meeting may allot breakout time for the constituent groups to discuss an issue and return to the circle via their spokesperson. In the case of an activist spokescouncil preparing for the A16 Washington D.C. protests in 2000, affinity groups disputed their spokescouncil's imposition of nonviolence in their action guidelines. They received the reprieve of letting groups self-organize their protests, and as the city's protest was subsequently divided into pie slices, each blockaded by an affinity group's choice of protest.

When he left his position as assistant secretary in February 1952 to become a member of the Atomic Energy Commission, he left an Air Force cost-control system that had established a new high point in sound business administration within the military establishment, and he had secured a personal reputation as one of the top-flight, younger career officials in government. In December 1960, Robert S. McNamara, President-elect John F. Kennedy's designee for secretary of defense, recommended to Kennedy that Zuckert be appointed Air Force secretary. Zuckert was nominated and confirmed in January 1961. With nearly six years of Air Force experience, Zuckert was better prepared for and more knowledgeable about the secretariat and its organization than any previous appointee.
This summary is based largely on the summary provided by the Congressional Budget Office, as ordered reported by the House Committee on the Judiciary on April 2, 2014. This is a public domain source. Based on information provided by the Administrative Office of the United States Courts, the Congressional Budget Office (CBO) estimates that implementing H.R. 4292 would have no significant effect on the federal budget. Enacting H.R. 4292 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. Under current law, works of art loaned by foreign governments generally are immune to certain decisions made by federal courts and cannot be confiscated if the President, or the President’s designee, determines that display of the works is in the national interest.

Pope Pius V raised the Church of San Girolamo to the status of a Cardinal titular church, whose designee served as Crdinal-protector of the Society of St. Jerome. On 20 November 1570, Felice Cardinal Peretti of Montalto became Cardinal-protector, and retained this position until 24 March 1585 when he became Pope Sixtus V. Sixtus V rebuilt the Church of Saint Jerome (finished 1589), to be used specifically for the people who spoke the Illyrian language, referring to Slavs from the eastern Adriatic, Dalmatia and Boka Kotorska. In the papal bull Sapientiam Sanctorum of 1 August 1589, he established the Capitol, a cathedral chapter of eleven Slavonic clerics who came to study in Rome. He named Aleksandar Komulović (1548–1608) from Split the first arch-priest.
From an institutional perspective, the rules of the House assign a number of specific responsibilities to the minority leader. For example, Rule XII, clause 6, grant the minority leader (or their designee) the right to offer a motion to recommit with instructions; Rule II, clause 6, states the Inspector General shall be appointed by joint recommendation of the Speaker, majority leader, and minority leader; and Rule XV, clause 6, provides that the Speaker, after consultation with the minority leader, may place legislation on the Corrections Calendar. The minority leader also has other institutional duties, such as appointing individuals to certain federal entities. From a party perspective, the minority leader has a wide range of partisan assignments, all geared toward retaking majority control of the House.
Elections to the Knesset allocate 120 seats by party-list proportional representation, using the d'Hondt method. The election threshold for the 2006 election was set at 2% (up from 1.5% in previous elections), which is a little over two seats. After official results are published, the President of Israel delegates the task of forming a government to the Member of Knesset with the best chance of assembling a majority coalition (usually the leader of the largest party.) That designee has up to 42 days to negotiate with the different parties, and then present his government to the Knesset for a vote of confidence. Once the government is approved (by a vote of at least 61 members), he/she becomes Prime Minister.

If the game was in progress at the time it is declared forfeited, the score shall be recorded as zero for the loser and 1, or the number of goals scored, to the winning team. All players will be credited with any personal statistics earned until the game was forfeited.

Typically, most states do not require that physicians administer the drugs for lethal injection, but most states do require doctors, nurses or paramedics to prepare the substances before their application and to attest the inmate's death after it. Some states specifically detail that participation in a lethal injection is not to be considered practicing medicine. For example, Delaware law reads "the administration of the required lethal substance or substances required by this section shall not be construed to be the practice of medicine and any pharmacist or pharmaceutical supplier is authorized to dispense drugs to the Commissioner or the Commissioner's designee, without prescription, for carrying out the provisions of this section, notwithstanding any other provision of law" (excerpt from Title 11, Chapter 42, § 4209). State law allows for the dispensing of the drugs/chemicals for lethal injection to the state's department of corrections without a prescription.
The law dictates that each school district participating in a program authorized by the Richard B. Russell National School Lunch Act (42 U.S.C. 1751 et seq) or the Child Nutrition Act of 1966 (42 U.S.C. 1771 et seq) "shall establish a local school wellness policy by School Year 2006." The Superintendent or designee is required to annually report to the Board on the district's compliance with law and policies related to student wellness. The legislation placed the responsibility of developing a wellness policy at the local level so the individual needs of each district can be addressed. According to the requirements for the Local Wellness Policy, school districts must set goals for nutrition education and physical education that are aligned with the Pennsylvania State Academic Standards for Health, Safety and Physical Education, campus food provision, and other school-based activities designed to promote student wellness.

In entering into cooperative agreements with tribes, which would be necessary to resolve the issue of water rights (especially in the case of the Cherokee Nation and Tyson Foods) the state of Oklahoma must meet explicit requirements. 1\. The Governor is authorized, as well as any other named designee, and is allowed to enter into cooperative agreements on behalf of the state with federally recognized tribes within that state if an issue of mutual interest is being addressed. 2\. Approval of the Secretary of the Interior is required if the cooperative agreement dealing with issues of mutual interest involves trust responsibilities. 3\. Any cooperative agreement specified and authorized by paragraph 1 that involves the surface/groundwater resources of the states or which in whole or in part apportions the ownership of those resources, shall become effective if the Oklahoma Legislature grants consent to authorize such cooperative agreement.
Suspension of the rules is a procedure generally used to quickly pass non-controversial bills in the United States House of Representatives. A motion to suspend the rules is in order on Mondays and Tuesdays and towards the end of a session of Congress and may only be made by the Speaker of the House or their designee, though it is customary for committee chairs to write the Speaker requesting a suspension. Once a member makes a motion to "suspend the rules" and take some action, debate is limited to 40 minutes, no amendments can be offered to the motion or the underlying matter, and a 2/3 majority of Members present and voting is required to agree to the motion. A suspension motion sets aside all procedural and other rules that otherwise prohibit the House from considering the measure—but the motion never mentions the specific rules that are suspended.
The Living Treasures of Hawaii program was created in 1976 by the Buddhist temple Honpa Hongwanji Mission of Hawaii to honor residents of Hawaii. It was inspired by the Living National Treasures of Japan award, and is awarded annually. The criteria for selection are, "First, the designee must demonstrate continuous growth in his or her field; second, the potential Living Treasure must have made significant contributions toward a more humane and fraternal society (and this perhaps is the most important criteria); and finally, he or she must have shown an on-going striving for excellence and a high level of accomplishment."Stone, Scott S.C. The chief of space operations (CSO) is a statutory office () held by a general in the United States Space Force, and is the principal military adviser to the secretary of the Air Force for Space Force operations; and is in a separate capacity a member of the Joint Chiefs of Staff, and thereby a military adviser to the National Security Council, the secretary of defense, and the president. The chief of space operations is typically the highest-ranking officer on active duty in the Space Force unless the chairman or the vice chairman of the Joint Chiefs of Staff are Space Force officers. The chief of space operations is an administrative position based in the Pentagon, and while they do not have operational command authority over Space Force forces, the chief of space operations does exercise supervision of Space Force units and organizations as the designee of the secretary of the Air Force.
In this case, both teams will have only four skating players (not counting the goaltender) until one or both penalties expire (if one penalty expires before the other, the opposing team gets a power play for the remainder of the time); this applies regardless of current pending penalties. However, in the NHL, a team always has at least three skaters on the ice. Thus, ten-minute misconduct penalties are served in full by the penalized player, but his team may immediately substitute another player on the ice unless a minor or major penalty is assessed in conjunction with the misconduct (a two-and-ten or five-and-ten). In this case, the team designates another player to serve the minor or major; both players go to the penalty box, but only the designee may not be replaced, and he is released upon the expiration of the two or five minutes, at which point the ten-minute misconduct begins.
Christopher Painter, Deputy Chief, of the U.S. Department of Justice's Computer Crime and Intellectual Property Section, has said: The United States Court of Appeals for the Second Circuit vacated a condition imposed on a child pornography offender that required that "[T]he defendant shall consent to the installation of systems that will enable the Probation office or its designee to monitor and filter computer use on a regular or random basis and any computer owned or controlled by the defendant. The defendant shall consent to unannounced examinations of any computer equipment owned or controlled by the defendant which may result in the retrieval and copying of all data from the computer and any internal or external peripherals and may involve removal of such equipment for the purpose of conducting a more thorough investigation," on the grounds that it was overbroad. However, in a case involving a defendant deemed to be at risk of contacting young children and soliciting sex with them, a total Internet ban was affirmed by the Second Circuit.U.S. v.
Ten-minute misconduct penalties are served in full by the penalized player, but his team may immediately substitute another player on the floor unless a minor or major penalty is assessed in conjunction with the misconduct (a two-and-ten or five-and-ten). In that case, the team designates another player to serve the minor or major; both players go to the penalty box, but only the designee may not be replaced, and he is released upon the expiration of the two or five minutes, at which point the ten-minute misconduct begins. In addition, game misconducts are assessed for deliberate intent to inflict severe injury on an opponent (at the officials' discretion), or for a major penalty for a stick infraction or repeated major penalties.
