Moskvin was arrested on November 2, 2011, by police investigating a spate of grave desecrations in cemeteries in and around Nizhny Novgorod. Investigators from the Centre for Combating Extremism discovered the twenty-six bodies (initially reported as twenty-nine) in Moskvin's flat and garage. Video released by police shows the bodies seated on shelves and sofas in small rooms full of books, papers and general clutter. Although only twenty-six bodies were discovered in his home, Moskvin was suspected of desecrating as many as 150 graves after police found numerous grave accoutrements such as metal nameplates removed from headstones.

The Western Cemetery is known for a large number of grave desecrations and general disorganization; for example, from July 1, 1988 to August 1, 1989, an estimated 1,942 tombs were desecrated. On January 25, 1938, General Gonzalo Quiepo de Llano imposed a fine of 138,000 pesetas on the Jewish community of Seville 18 months after his forces took over the region. In one of his nightly radio broadcasts, he had accused the Jews of Spain of spending trillions of pesetas on the "promotion of Communism and the preparation of revolutions" by their tithes to the "supreme council, known as the Kahal". Sikh sentiments remained hurt by the violent desecrations, the Sikh masses had not enthusiastically accepted the Regional Formula either, and though the post-independence intellectual and cultural context that had driven Punjabi advocacy and the initial drive toward the Formula did yield institutions like Punjabi University in 1956, the Formula was increasingly viewed as an inadequate solution to the Punjab problem, with neither the government or the political parties seeing potential in it. Language frontiers had become communal frontiers, and Master Tara Singh considered the Punjabi Suba as the only solution against rising Hindi fanaticism. He called a general meeting of the Shiromani Akali Dal at Patiala on 14 February 1959, which 299 out of 377 members attended.
