Babur pushed forward and the siege became more severe with few engagements.
The Germans defeated Jouffroy's attack and pursued his retreating men west, using the same routes as Chanzy's army had done weeks before. French delaying tactics and the difficult terrain did not prevent the Germans from advancing 50 miles in six days. Chanzy was angered by the speed of the German offensive and on 8 January gave his most trusted lieutenant, Admiral Bernard Jauréguiberry, command over the forward columns to shore up their retreat. The advance of the German X Corps was halted for the day.
Zhang Yawen and Zhao Tingting won the World Championship title in the women's doubles event, beating Cheng Shu and Zhao Yunlei in the final. They did so with some difficulty, including three games with scores of 17–21, 21–17 and 21–16, and battled delaying tactics employed by their rivals. During the First World War in German East Africa, General Paul von Lettow-Vorbeck and General Jan Smuts both used the Fabian strategy in their campaigns.
Wilson declined to intervene in Rhodesia with military force, believing the British population would not support such action against their "kith and kin". The two leaders met for discussions aboard British warships, in 1966 and in 1968. While crossing from Kolombangara via barge on 14–15 September, the Japanese reinforcements came under heavy US artillery fire, resulting in the deaths of Tomonari and two of his battalion commanders. Despite these losses, the reinforcements launched a frenzied counterattack, and although this was eventually contained by elements of the 27th, 169th and 172nd Infantry Regiments, it brought the US advance to a halt again. When Davidson was killed in the river, the Americans retreated. Greene was weakened, but he continued his delaying tactics, fighting a dozen more skirmishes in South and North Carolina against Cornwallis' forces. About 2,000 British troops died in these engagements.
A filibuster had been used in 1968 to extend debate regarding the elevation of Associate Justice Abe Fortas to Chief Justice of the United States, but the Estrada filibuster was different in multiple ways. Estrada's was the first filibuster ever to be successfully used against a judicial nominee who had clear support of the majority in the Senate.Curry, Tom. He was retired on 30 July 1937 then re-mobilised on 21 May 1940 on the orders of general Maxime Weygand. On 24 May he was put in command of 10th Army, with which he tried to hold a front along the river Seine until 14 June, when he shifted to delaying tactics as far as the river Loire. He did not receive his final orders to build a "Breton redoubt" behind a defence line between Saint-Malo and Saint-Nazaire as envisaged by Paul Reynaud and was captured on 19 June.

In a dramatic reading at the Grand Théâtre de Québec on September 6, the final version of the Sovereignty Bill was unveiled. The bill would be tabled in the National Assembly awaiting the result of the referendum. The question in the 1980 referendum, in an attempt to build a broad coalition, had sought only the authority to negotiate sovereignty with the Canadian government, and promised a second referendum to ratify the results of any negotiation. Parizeau believed a second referendum was unnecessary and would only encourage the remainder of Canada to use delaying tactics.
Yamashita continued to use delaying tactics to maintain his army in Kiangan (part of the Ifugao Province), until 2 September 1945, several weeks after the surrender of Japan. At the time of his surrender, his forces had been reduced to under 50,000 by the lack of supplies and tough campaigning by elements of the combined American and Filipino soldiers including the recognized guerrillas. Yamashita surrendered in the presence of Generals Jonathan Wainwright and Arthur Percival, both of whom had been prisoners of war in Manchuria. Percival had surrendered to Yamashita after the Battle of Singapore.

The Company obtained authority to build a northwest to southeast diagonal line across the Llantrisant and Taff Vale Junction Railway system to handle this traffic. Financial difficulties delayed construction and in the meantime the South Wales main line of the GWR was converted to standard gauge. Now a mainline railway was available for the Ogmore Valley traffic via Bridgend and at a stroke most of the as yet unbuilt diagonal line was of little value. However, there were severe penalties in the legislation if it were not constructed, so the TVR used delaying tactics.
This final engagement saw Howe use the weather gage to attack Villaret directly while his opponent attempted to fight in a traditional line of battle formation. In the battle, the British fleet inflicted a heavy defeat on the French after a bitterly contested day of fighting. Forcing Villaret to retreat, Howe's force captured seven French battleships, one of which later sank, and inflicted 7,000 casualties on the enemy. Unlike the Japanese, who drastically altered their tactics for the upcoming battle, the American invasion plan was unchanged from that of previous amphibious landings, even after suffering 3,000 casualties and two months of delaying tactics against the entrenched Japanese defenders at the Battle of Biak.Alexander, Storm Landings, p. 110. On Peleliu, American planners chose to land on the southwest beaches because of their proximity to the airfield on South Peleliu. The 1st Marine Regiment, commanded by Colonel Lewis B. (Chesty) Puller, was to land on the northern end of the beaches.
After Dorotea died in July 1937, the Yuma County local government auctioned off her farmstead to cover back taxes, and despite Librado's delaying tactics, the house and land were sold in 1939. This was a seminal experience for Cesar, who regarded it as an injustice against his family, with the banks, lawyers, and Anglo-American power structure as the villains of the incident. Influenced by his Roman Catholic beliefs, he increasingly came to see the poor as a source of moral goodness in society. The Italian humanist Enea Silvio Piccolomini, later Pope Pius II, who at one time worked at Frederick's court, described the Emperor as a person who wanted to conquer the world while remaining seated. Although this was regarded as a character flaw in older academic research, his delaying tactics are now viewed as a means of coping with political challenges in far-flung territorial possessions. Frederick is credited with having the ability to sit out difficult political situations patiently.

After losing the battle for the airfield, Japanese forces began evacuating New Georgia and a large number of troops redeployed to defend nearby Kolombangara,Miller, Cartwheel: The Reduction of Rabaul, pp. 171–172 while others were sent to Bangaa Islet, which was about west of Munda. Initially, Sasaki believed further troops would be sent south from Rabaul to support a counterattack in New Georgia;Stille, The Solomons 1943–44: The Struggle for New Georgia and Bougainville, p. 62 but by the end of the month the Japanese reverted to delaying tactics to enable a withdrawal from the Central Solomons.
Brutus' defensive position was still secure, holding the high ground with a safe line of communication with the sea and he still wanted to keep the original plan of avoiding an open engagement while waiting for his naval superiority to wear out the enemy. Unfortunately, most of his officers and soldiers were tired of the delaying tactics and demanded another attempt at an open battle. Probably both Brutus and his officers feared the risk of their soldiers deserting to the enemy. Plutarch also reports that Brutus had not received news of Domitius Calvinus' defeat in the Ionian Sea.
The invasion failed, however, and the Byzantines lost half the fleet in a storm on the way back. Following the Empire-wide seizure and imprisonment of all Venetians in March 1171, the Byzantine fleet was strong enough to deter an outright attack by the Venetians, who sailed to Chios and settled for negotiations. Manuel sent a fleet of 150 ships under Kontostephanos to confront them there and employed delaying tactics, until, weakened by disease, the Venetians began to withdraw and were pursued by Kontostephanos' fleet. It was a remarkable reversal of fortunes, compared with the humiliation of 1125.
Despite this, Clarke's services were in high demand as the opening months of 1942 saw Allied forces in North Africa suffering serious defeats. On Auchinleck dispatched Clarke to Libya with urgent orders to assist in halting the German advances. Before leaving for the Eighth Army headquarters in Gazala, Clarke left a note, which he later described as "begging for the whole question of deception machinery in the Command to be reviewed completely afresh during his absence." Once on the ground he found a shaken army conducting a hesitant withdrawal, and in urgent need of delaying tactics to slow the German advance.
In addition, internal security would come under the purview of the federal government which Singaporeans could not vote for. The Barisan vehemently questioned the terms of the merger and encouraged their supporters to cast blank votes in upcoming referendum on the merger. The Barisan also argued that merger was a neo- colonial construct because it was conceived under the auspices of the British. However, Lee Kuan Yew wrote in his memoirs that these were "delaying tactics" that directed "people to concentrate first on the anti-colonial struggle" and conflating the Barisan with the communist, Lee wrote that Barisan's larger goal was communist subversion.
Many of the Confederate troops in the area had been moved south by Smith in order to oppose Banks' advance. The Confederate units that remained in Arkansas were under the command of Major General Sterling Price. Price attempted to slow Steele's march through the use of delaying tactics, as Smith hoped to be able to defeat Banks' column while Price kept Steele occupied. In one such delaying action, the Battle of Elkin's Ferry, Confederate cavalry under brigadier generals John S. Marmaduke and Joseph O. Shelby attacked Steele's column while it was still separated from Thayer's, but were repulsed.

Taking a formalistic and literal approach, the Court states that "the difficulties of the kind (...) stemming from delaying tactics by parties (...) are not such as to call in question the interpretation of the Brussels Convention, as deduced from its wordings and purpose", pointing out that the Regulation "is necessarily based on the trust which Contracting States accord to each other's legal systems and judicidial institutions".
Tank columns could be trapped by destroying the lead and rear vehicles in favourable terrain – for instance, on a narrow mountain road where room for manoeuvre was limited - enabling the rest to be tackled more easily. In preparation for this, the Slovenian government covertly bought lightweight missile systems from foreign suppliers, notably the SA-7 Grail (Strela) anti- aircraft missile and the German-designed Armbrust anti-tank system. Hit-and- run and delaying tactics were to be preferred and frontal clashes were to be avoided since in such situations the YPA's superior firepower would have been very difficult to overcome.
The train itself comprised thirty or so goods wagons formed up by the German SS troops at Bruxelles Midi Railway Station. It was occupied by 1,370 political prisoners and 41 Allied airmen from Saint- Gilles prison, and destined for prison camps in Germany. The train had been scheduled to leave in the early morning of Saturday 2 September 1944 but was delayed by railway workers until nearly five o'clock in the afternoon. Further delaying tactics resulted in the train only getting as far at Mechelin/Malines that evening and then diverting to Muizen for water replenishment.

In 1867, the Republicans proposed requiring an ironclad oath from all Southerners wishing to vote, hold office, or practice law in federal courts, making them swear they had never borne arms against the United States. Randall led a 16-hour filibuster against the measure; in spite of his efforts, it passed. Randall began to gain prominence in the small Democratic caucus by opposing Reconstruction measures. His delaying tactics against fellow Pennsylvanian Thaddeus Stevens's military Reconstruction bill in February 1867 kept the bill from being considered for two weeks—long enough to prevent it from being voted on until the next session.
Needle of Goedkoop in 2011 For the NSM, World War II started with the escape of the light cruiser Jacob van Heemskerck from the shipyard to England. In the morning of 10 May, she was in her red primer, in the evening she was grey, and left for England without a single trial run of her engines. The NSM came through the war like many other companies, with strikes, mild collaboration, passive resistance delaying tactics and sabotage. The fact that the company had money and industrial means enabled it to help the resistance in many ways.
During the American Revolution, John Adams' dissatisfaction with Washington's conduct of the war led him to declare, "I am sick of Fabian systems in all quarters." Later in history, Fabian strategy would be employed all over the world. Used against Napoleon's Grande Armée, the Fabian strategy proved to be decisive in the defense of Russia. Sam Houston effectively employed a Fabian defense in the aftermath of the Battle of the Alamo, using delaying tactics and small-unit harrying against Santa Anna's much larger force, to give time for the Army of Texas to grow into a viable fighting force.
Mears and Lord Chelsea subsequently sold their shares in SB Properties to property developers Marler Estates, giving Marler a 70% stake in the company. This began a long campaign by Marler to force Chelsea out of Stamford Bridge so it could be sold off and redeveloped. Over the next decade, Bates waged a war of attrition against Marler, acquiring a minority stake in SB Properties and initiating a series of court injunctions and delaying tactics, designed to wear them down. He also launched the "Save the Bridge" campaign, with the aim of raising £15 million to acquire the freehold from Marler.
Once the convoy was stopped, five masked assailants immediately shot and killed three policemen and the driver and took Schleyer hostage. A crisis committee was formed in Bonn, headed by Chancellor Helmut Schmidt, which, instead of acceding, resolved to employ delaying tactics to give the police time to discover Schleyer's location.
Opposition Leader Bill Shorten shared that commitment and called on conservative MPs in the government to respect the will of the people and not attempt any delaying tactics in the parliament. The verdict announcement was watched and celebrated by tens of thousands of "Yes" supporters in capital cities. In Melbourne, several thousand people gathered outside the State Library of Victoria to watch the results before celebrations began in Melbourne's Lygon Street that evening. The huge "Yes" vote in Victoria prompted Premier Daniel Andrews to label the result reflective of Victoria's reputation as "the most progressive state" in the nation.
The fighting took place mainly around Manggar airstrip as the defending Japanese employed delaying tactics of ambushes and booby traps, however, within three weeks the fighting was largely over. The battalion's involvement consisted mainly of carrying out fighting patrols and establishing observation posts along the axis of the main advance up the Milford Highway.Draydon 2000, pp. 238–257. Nevertheless, it was involved in a number of significant engagements throughout July as patrols came into contact with pockets of resistance and small Japanese force's attacked the battalion's observation posts before orders to cease aggressive actions came down from higher command in early August.
In July 2008, the Lao National Assembly approved a new press law, which included an article stating that media representatives have the right of access to government information. In practice, government officials often reply "no comment" when pressed for information or use delaying tactics, such as requiring reporters to submit official letters from their publication when seeking even routine statistics or comment. Laos has one of the lowest levels of internet penetration in the world, with just 14 percent of the population using the internet. In 2014, the Lao government adopted an Internet law that it claimed would support the growth of the Internet.
Authors David Loades, John Guy, and Diarmaid MacCulloch have also published works that were sympathetic or admiring on the subject. Popular biographies by Joanna Denny and feminist Karen Lindsey have taken similar approaches, both being highly favourable to Anne. Lindsey, in Divorced, Beheaded, Survived, makes the case that Henry's relentless pursuit of Anne, far from being part of a manipulative flirtation which she enjoyed, was a form of royal harassment from which Anne's delaying tactics were the closest she dared come to escape. This is consistent with Henry's "courtships" of Catherine Howard and Catherine Parr, which have traditionally been seen as not wholly consensual on their part.
Close was dropped after using delaying tactics when captaining Yorkshire in a county match, but the move was widely seen as biased towards cricketers from the old amateur tradition, which had officially ended in 1963. Wilson's small majority after the 1964 general election had made the transaction of government business difficult, and in 1966 he called another election in which Labour gained a strong working majority of 96. The Soviet Union's Karelian Front attacked in the Olonets sector of White Karelia on June 20. Weakened Finnish forces proved unable to stop the offensive which reached Olonets on June 25 and on June 29 took Petrozavodsk, one of the main goals of the operation. The long advance and the delaying tactics of the Finnish forces sapped the Soviet strength and the main push of the 7th Army stopped at the Finnish U-line. The Soviet 7th Army and the 32nd Army tried to go around the U-line attacking further to the north but failed to break through the defending Finnish units in battles fought in the wilderness of Karelia.
The project also received support from John Thurso, then the MP for Caithness, Sutherland and Easter Ross. However, Highlands and Islands Enterprise, who the Dunnet Head Educational Trust had had discussions with, stated in 2010 that the project did not fit its remit for funding. In October 2013, Ms Irving told The Press and Journal that she thought Highland Council was using "delaying tactics" to avoid providing £14,500 to further develop and market the route, because it did not want to spend money in Caithness. It was reported that Ms Irving had 32 businesses signed up to support the project, and had produced marketing materials to the cost of £4,500.
Japanese opposition was limited and the area around Panadjam was cleared within two days. However, heavy fighting took place along the Milford Highway on 5–6 July as part of a Japanese battalion attempted to block the Australian advance on Batuchampar. The Japanese employed a variety of delaying tactics to slow the Australians, using the thick jungle to their advantage. The Australians brought up tanks equipped with flamethrowers, and called in a heavy artillery barrage to clear the firmly entrenched defenders; over 8,000 rounds were expended in this effort. By 9 July, the two forward Japanese battalions had largely been destroyed, and the remnants were withdrawing from the east coast.
Then came easier terrain in the form of Liddel Water, where the line turned west to follow Liddesdale and the Esk valley to reach the border at Kershope Burn. The final stretch from Riddings struck out across the coastal plain to Longtown and then Carlisle. The first sod on the Border Union Railway was turned at Hawick on 22 July 1859, a day after the line had received Parliamentary approval. Construction works were to last two years and ten months; the task was made all the more difficult by the Caledonian Railway's delaying tactics in Parliament, which meant that the main works could only begin as winter was approaching.

This delay allowed time for a mass mobilization of New England militia, including a New Hampshire Regiment of volunteers led by John Langdon and Gilman's father. It also provided Major General Horatio Gates with time to establish new positions near Saratoga, New York, to block Burgoyne's further advance, and then, once Gates had a numerical advantage, to cut off the British line of withdrawal to Canada.
The negotiations started on 24 January 1635 in the Prussian village of Preussisch Holland (Pasłek). Polish negotiators were led by Bishop and Chancellor Jakub Zadzik and included Hetman Krzysztof Radziwiłł, Voivode of Bełsk Rafał Leszczyński, Crown referendarz Remigian Zaleski, Starost of Dorpat, Ernest Denhoff and Starost of Stężyce, Abraham Gołuchowski. Swedish negotiators were led by Per Brahe the Younger and included the governor of Prussia, Herman Wrangel, and the advisors Sten Bielke, Achacy Axelson and Johan Nicodemi. The early negotiations were unsuccessful, as both sides played delaying tactics, disputsd the titles of their monarchs and awaited most of the international mediators (only Brandenburg was present).
Sienicki was one of the initiators of the Warsaw Confederation. A vocal supporter of religious tolerance and the need for national unity, he strongly criticized the delaying tactics of the Catholic clergy which threatened the political stability of the newly founded Commonwealth during the uneasy time of the interregnum. After the confederation had been signed, he was one of the major supporters (together with other pro-reform-minded Polish politicians like kanclerz Jan Zamoyski) of the inclusion of its provisions in the Henrician articles and later in the pacta conventa. He also supported the creation of the Crown Tribunal and other reforms of the Polish-Lithuanian State.
Villars responded by retreating from Mantua and attempted without success to interrupt the Austrian army's crossing of the Po River. Villars, frustrated by Charles Emmanuel's delaying tactics, quit the army on May 27. He fell ill on the way back to France and died in Turin on June 17. Charles Emmanuel III of Sardinia, 18th century engraving Mercy's forces made repeated attempts to cross the Parma River in June, but it was not until late in that month that they were able to cross the river and approach the city of Parma, where the allied forces, now under the command of French marshals de Broglie and Coigny, were entrenched.
To resolve the dispute the would-be member states of Malaysia met representatives of Indonesia and the Philippines in Manila for several days, starting on 30 July 1963. Just days before the summit, on 27 July 1963, President Sukarno had continued his inflammatory rhetoric, declaring that he was going to "crush Malaysia" (). At the Manila meeting, the Philippines and Indonesia formally agreed to accept the formation of Malaysia if a majority in North Borneo and Sarawak voted for it in a referendum organised by the United Nations. While the fact-finding mission by the UN was expected to begin on 22 August, Indonesian delaying tactics forced the mission to start on 26 August.
The Japanese continued to wait for the Soviet response and avoided responding to the declaration. The Japanese had been monitoring Trans-Siberian Railway traffic and Soviet activity to the east of Manchuria and the Soviet delaying tactics, which suggested to them that the Soviets would not be ready to invade east Manchuria before the end of August. This became known as the Gray Commission. Before it issued its final report on November 11, 1955, the Supreme Court had responded to segregationists' delaying tactics by issuing Brown II and directing federal district judges to implement desegregation "with all deliberate speed." The Gray Plan recommended that the General Assembly pass legislation and allow for amendment of the state constitution so as to repeal Virginia's compulsory school attendance law, to allow the Governor to close schools rather than allow their integration, to establish pupil assignment structures, and finally to provide vouchers to parents who chose to enroll their children in segregated private schools. Virginia voters approved the Gray Plan Amendment on January 9, 1956.
Angelo Niculescu (1 October 1921 – 20 June 2015) was a Romanian football player and manager. He was the coach of the Romania national football team during the 1970 FIFA World Cup. He is best remembered in Romania for inventing the "temporizare" ("delaying") tactics in which the team keeps the possession of the ball inside its own half and the players are using many short passes from one side to another of the field in order to disrupt the opponents patience when they go out of their field to make pressing; this is also known as tiki-taka. With such tactics Romania qualified for a World Cup after more than 30 years and registered a win against Czechoslovakia.

Men of the 6th Airlanding Brigade The 6th Airlanding Brigade, with the Belgians and Dutch under its command, had to contend with German delaying tactics. The lead battalions advanced under heavy mortar and machine gun fire, until stopped by a strong defensive position at Cabourg. The 1st Battalion, Royal Ulster Rifles, unable to outflank the position, were ordered to dig in.Harclerode, p.352 The next day, the battalion was relieved by the Belgians and moved to a brigade concentration point, first at Le Plein and then at Troan, which they reached by the morning of 21 August. The 6th Airlanding Brigade advance continued from here with the 12th Battalion, Devonshire Regiment in the lead.

The normal approach therefore has been to win the toss, rack up a big lead, and then run the clock down in the second half by use of a variety of time-wasting tactics, the main one being to use hotting superiority to deprive the opponents of the ball. For this reason it was always reckoned that strength in hotting was crucial, not so much to secure the ball, for once won the ball must be immediately surrendered, but to delay open play. In the era of very wet canvases it was possible for the side with the inferior kicks to win a game provided they had enough weight in the hot and expertise in delaying tactics.
Thant was wary of Tshombe's delaying tactics and applied increasing political pressure on the Katangan government to abide by the plan's timetable. Still doubting the likelihood of a peaceful resolution of the Katangan secession, he sent Ralph Bunche to Léopoldville. There, Bunch worked with local UN Mission Chief Robert Gardiner and UN Force Commander Sean MacEoin to create a plan to achieve freedom of movement for ONUC personnel and eliminate the foreign mercenaries. By then it was obvious that Tshombe did not intend on rejoining the Congo; there were 300–500 mercenaries in Katanga (as many as there had been before previous UN operations) and new airfields and defensive positions were being constructed.
They delayed starting work, but a local person named Allen brought an action to force them to do so, under the so-called "Cardwell clause" inserted into the authorising Act; this provided for a suspension of dividends if the authorised lines were not constructed. The South Wales Railway attempted some delaying tactics, but were obliged to go to Parliament to ask for an extension of time, and the dividend for the first half of 1857 was not paid. The SWR also presented a proposal for an alternative Pembroke branch. In fact the House of Lords finally agreed with the SWR that building the Pembroke branch was no longer appropriate, and they were released from the obligation.
Jimmy employs delaying tactics in hopes of swaying the bank to accept an alternative to Acker's eviction, but Kevin, the bank's president, is adamant. With Rich threatening to pull Kim off the Mesa Verde case, Kim asks Jimmy to persuade Acker to accept an improved settlement in which she will make up the difference between what Acker wants and what the bank will pay. Jimmy agrees, but at the meeting to finalize the deal, he surprises everyone with an outlandish offer and threats of negative publicity against the bank, which leads Kevin to agree to a more favorable deal. Kim is furious at Jimmy for not making her aware of his plan and suggests they marry so their conversations will be protected by spousal privilege.
Still, three obstacles stood in the way of a Navy repair facility: the coalition company, Schofield Engineering Co., still retained an option to purchase the existing plant; a local shipping board had not granted permission for more construction: and finally, Congress had not yet passed an appropriations bill to authorize funds to begin work. Nevertheless, by June 1920, Congress passed the appropriations bill- $750,000 of which was earmarked for the navy repair base. With the money appropriated, Schofield still delayed in releasing their option on the land. At the time, Admiral Roger Welles, then Commandant of the 11th Naval District, had grown weary of Schofield's delaying tactics and threatened to pull stakes and establish a repair base in San Pedro, Los Angeles, California.
The server must not serve until the other side is ready; ordinarily, the players of the receiving side are expected to be ready. During the game the player must not leave the court except in the act of playing, if he has an accident, or with the referee's permission for activities such as changing a racket, tying a shoelace, or tightening a belt. The referee normally grants a player's request for such activities, unless the ball is in play; however, he has the final right to refuse if he deems such activities delaying tactics. In "fives" tournaments, a team consists of ten formally designated players, any five of whom play while the other five remain on the sidelines with the team manager, ready to play.
After having been sent to the U.S. for further training in 1958, Phát returned home to head the Civil Guard, a paramilitary force then mostly used to protect the ruling family of President Ngô Đình Diệm, rather than to counteract the communist Việt Cộng insurgency. Later commanding the 2nd Division, he was known for his loyalty to Diệm, who favored fellow Catholics. In 1963, Diệm knew some of the generals were about to launch a coup against him. He appointed Phát to command the 7th Division, located near the capital, Saigon, so he could help in the fighting, but the plotters successfully used delaying tactics so that the paperwork for the transfer of the division leadership could not occur before they proceeded to overthrow and execute Diệm.
In the 2006 election, Moore ran against three opponents: Eldon Hunter of the Liberal Party of Canada, Rob Moir of the New Democratic Party, and Patty Donovan of the Green Party of Canada, and won again. In February 2006, Moore was appointed Parliamentary Secretary to the Minister of Justice and Attorney General of Canada. Moore's duties as Parliamentary Secretary to the Minister of Justice included representing the Minister in Parliament and in the Standing Committee on Justice and Human Rights. Stephen Harper after that election was able to sustain a minority government for over two years before the 2008 Canadian federal election after which a coalition threat was narrowly defeated by a combination of delaying tactics and leadership shifts in the Liberal Party of Canada.
The No. 7 Company Canadian Rangers was led by John Anderson-Thompson, a commissioned officer and veteran of the First and Second World Wars. Anderson-Thompson replaced many of his office workers and store clerks with trappers, prospectors, hunters, and other outdoorsmen, as well as war veterans. He planned to hold the airport for as long as possible using delaying tactics until a force from Princess Patricia's Canadian Light Infantry from Calgary could parachute in. In the fall of 1954, Anderson-Thomson was notified that the Department of National Defence would be putting on a refereed exercise, in which the Rangers were to set up a defence and secure a drop zone that was free of enemies, so that Princess Patricia's paratroopers could land.
A few other incidents raised the British suspicions that the Sultan himself was involved in the rebellion. Firstly, despite the increased tensions which saw the Sultan intensify security around the palace, he was not agreeable to the rebels offer to stand down in return for a royal pardon, something that the British saw as the Sultan minimising the seriousness of the threat. Secondly, when the Sultan's minister Dato Setia returned from his negotiation with the rebels, he gave much information regarding the numbers, dispositions as well as the rebel plans which the British suspected as being concocted to prevent action by the British troops. Furthermore, the British troops encountered delaying tactics by the local population to make their passage as difficult as they could.
In a Battle of Colorno before and in a bloody battle near the village of Crocetta on June 29, the Austrians were beaten back, Mercy was killed, and Frederick of Württemberg, his second, was wounded. Charles Emmanuel returned the next day to retake command, and resumed his delaying tactics by failing to immediately pursue the retreating Austrians. The Austrians retreated to the Po, where they were reinforced by additional troops and placed under the command of Field Marshal Königsegg. After two months of inaction, during which the armies faced each other across the Secchia River, Königsegg on September 15 took advantage of lax security and executed a raid on Coigny's headquarters at Quistello, very nearly capturing Coigny and taking among other prizes Charles Emmanuel's china.
For a variety of diverse reasons, none of the initiatives was successful, the two major reasons being the Soviet Union's deception and delaying tactics and the attitudes of the "Big Six", the powerful Japanese military leaders. The Manchurian Strategic Offensive Operation, along with the atomic bombings of Hiroshima and Nagasaki, combined to break the Japanese political deadlock and force the Japanese leaders to accept the terms of surrender demanded by the Allies. In the "Sixty Years after Hiroshima" issue of The Weekly Standard, the American historian Richard B. Frank points out that there are a number of schools of thought with varying opinions of what caused the Japanese to surrender. He describes what he calls the "traditionalist" view, which asserts that the Japanese surrendered because the Americans dropped the atomic bombs.
As the Allied advance continued, the front line shortened and Montgomery decided to withdraw XIII Corps HQ and the British 5th Infantry Division, now commanded by Major General Gerard Bucknall (replacing Major General Berney-Ficklin who returned to England), on 10 August, to allow them to prepare for the landings on mainland Italy. On the northern coast, the U.S. 3rd Division continued to meet strong resistance and difficulties created by extensive demolition of the road. Two more end-run amphibious attacks, and the rebuilding efforts of the engineers, kept the advance moving. Although Generalfeldmarschall Kesselring had already decided to evacuate, the Axis forces continued their delaying tactics, assisted by the favorable defensive terrain of the Messina Peninsula; on the night of 16 August, the leading elements of the 3rd Division entered Messina.
Heavy vehicular traffic also was sighted from the air, all of it moving south and over half of it moving from the Wonsan area towards Chuncheon. This shift could mean that the IX Army Group was rejoining the battle and was sending forces for employment in the central region. The indications that the enemy would employ only light forces and delaying tactics in front of I and IX Corps provided some assurance that the Thunderbolt forces would reach their Han objectives. The enemy concentration to the northeast raised the same danger of envelopment that had partially prompted the Eighth Army's withdrawal to line D a month earlier, but it was possible that General Almond's Roundup advance would spoil the enemy buildup and that X Corps could at least protect IX Corps’ right flank.
On July 12, 2006, the Legislature sitting as a constitutional convention voted 100 to 91 to postpone action on the initiative amendment until November 9, 2006, two days after the elections. Supporters of same-sex marriage sought the delay, which the amendment's backers denounced and Romney criticized it. As that date neared, Arline Isaacson, a lobbyist for the Gay and Lesbian Political Caucus, was not optimistic about her side's chances and Senate President Robert Travaglini was considering allowing a vote to adjourn without acting on the measure. Instead, on November 9, 2006, the legislators in convention voted 109 to 87 to recess until January 2, the last day of the legislative session. On November 19, 2006, Governor Romney led a rally against the Legislature's delaying tactics in front of the Massachusetts State House.
He was widely criticized by government ministers and legislators associated with Pakistan Tehreek-e-Insaf for his opinionated note about giving an exemplary punishment to Musharraf. Seth wrote in paragraph 66 of the judgement that law enforcement agencies of Pakistan should arrest and hang Musharraf till death and if somehow he is able to evade this punishment and dies before the punishment then his body should be dragged and hanged for three days in D-Chowk of Islamabad in front of the Parliament building. The reasons he gave for this posthumous punishment was Musharraf's persistent and stubborn delaying tactics to avoid facing the court and ultimately the punishment. The judge also directed to bring all those to justice who was responsible to help Musharraf flee from the country.
Pope Innocent then took counsel with his advisors, and Oberto was judged unworthy of the ministry of the altar (ministerio altaris indignum). Then the Pope wrote a letter to Bisho-elect Sessa, ordering him and the Archbishop of Vercelli to use the powers granted to them when they were named Apostolic Visitors to depose Bishop Oberto. They were also ordered to see to it that a suitable person be found to be canonically elected in his place. Bishop Oberto, however, returned to the Papal Court, and engaged in a series of delaying tactics, offering one excuse after another, which were contrary to the information in the committee report, and promising that he would prove his statements at an appropriate time (opportuno tempore). In a letter of 1 October 1210,Semeria wrongly dates the letter to 1211.
A government decision to delay voting on a constitutional amendment in late September fueled nearly unprecedented public republican sentiment. Following mass protests on 14 October, a "severe" state of emergency, which gave more emergency powers to the authorities compared to those given by the Emergency Decree since March, was declared in Bangkok on 15 October, citing the alleged blocking of a royal motorcade. Protests continued despite the ban, prompting a crackdown by police on 16 October. Government responses have included filing criminal charges using the Emergency Decree; arbitrary detention and police intimidation; delaying tactics; the deployment of military information warfare units; media censorship; the mobilization of pro-government and royalist groups; which have accused the protesters of receiving support from foreign governments or NGOs as part of a global conspiracy against Thailand; and the deployment of thousands of police at protests.
Crown Prince Huang, however, used delaying tactics in promulgating the edict, allowing Buddhists to flee or hide, but it was said that not a single Buddhist temple remained standing in Northern Wei. This was the first of the Three Disasters of Wu. By 450, Crown Prince Huang appeared to be in direct conflict with Cui over administration of the state. When Cui recommended a number of men to be commandery governors, Crown Prince Huang objected strenuously, and yet the men were commissioned over his objection at Cui's insistence. It appeared that Crown Prince Huang had a hand when, later in 450, Cui was put to death with his entire clan, on account of having defamed imperial ancestors, as Crown Prince Huang argued hard to spare one of Cui's staff members, Gao Yun, and during that process, Gao gave some statements regarding Cui that could be viewed either as exculpatory or inculpatory.
The British Army negotiated the release of six men, but were unable to gain the freedom of their Sierra Leone Army liaison officer and the other men before the West Side Boys' demands became increasingly unrealistic. Negotiators concluded that these were delaying tactics rather than an effort to resolve the crisis; by 9 September, the soldiers had been held for over a fortnight. Fearing that the soldiers would be killed or moved to a location from which it would be more difficult to extract them, the British government authorised an assault on the West Side Boys' base, to take place at dawn the following day, 10 September. The ground operation was conducted by D Squadron, 22 Regiment Special Air Service—who assaulted Gberi Bana in a bid to extract the Royal Irish—and elements of 1st Battalion, Parachute Regiment (1 PARA), who launched a diversionary assault on Magbeni.
After 1994, trials became likely to be cancelled due to the expiration of statutory terms. The government ignored the pleas of the judiciary system for more funding to buy equipment, and passed laws that made Italy's notoriously slow legal system even slower and subject to earlier prescription. The intricate nature of these laws allowed lawyers to use many delaying tactics: an instructive example was a prosecution of Berlusconi, where he was accused of misappropriation of Fininvest's funds in order to prepare black funds that could have been used for bribes or other illegitimate purposes; on the last possible day, a lawyer from Fininvest appeared in court and complained that his company had not been formally notified of the trial. While this trial was well publicized in the media, the formality forced the trial to be restarted from scratch, and Berlusconi was finally acquitted by expiration of statutory terms.

The operation began on 15 January; by 21 January, Tripoli was less than ahead.Stevens, p. 110 However, skilful delaying tactics allowed the Axis forces to withdraw in good order and when leading elements of Eighth Army entered Tripoli in the early morning of 23 January its defenders had left.Stevens, p. 115 The Eighth Army arrived on the Mareth defensive line on the border with Tunisia shortly after the fall of Tripoli. After an unsuccessful attempt to break through the Axis defenses at Mareth, the New Zealand Division was reinforced to form a New Zealand Corps to execute a left hook around the main Axis defenses through the Tebaga Gap.

During the Great Depression, the world was awash with oil and greater output from Iraq would simply have driven the price down to even lower levels. Delaying tactics were employed not only in actual drilling and development, but also in conducting negotiations on such matters as pipeline rights-of-way.Blair, John M., The Control of Oil (New York, 1977), pp. 80–90 The owners of IPC had conflicting interests: the Anglo-Persian Oil Company, Royal Dutch/Shell and Standard Oil had access to major sources of crude oil outside Iraq, and therefore wanted to hold the Iraqi concessions in reserve, whilst CFP and the other companies pushed for rapid development of Iraqi oil as they had limited crude oil supplies.
T&N; allegedly sought wherever possible to delay proceedings, including slowing and obstructing the process of disclosure of documents, by claiming that "within the interlocking structure of companies T&N; could not be construed as liable for its subsidiary’s actions" and by conduct, as the judge later ruled, "reflecting a wish to contest these claims by any means possible, legitimate or otherwise... simply to obstruct the plaintiff’s road." In parallel with the delaying tactics, T&N; pursued "a resilient re-affirmation of the safety of asbestos products and manufacturing processes" in the press, spending £500,000 on PR in just six weeks. In a speech to the Commons on 21 February 1994 John Battle outlined the extent of the delays with disclosure, describing how an order for certain documents to be disclosed had been made by the judge in September 1992, to which T&N; applied for permission to appeal in March 1993. The appeal was heard on 9 December 1993 at which point T&N; decided to drop their appeal.
Arnold planned to surrender the fort to British forces, but the plot was discovered in September 1780 and he fled to the British lines. Arnold's name quickly became a byword in the United States for treason and betrayal because he led the British army in battle against the very men whom he had once commanded.Rogets (2008) Arnold was born in the Connecticut Colony and was a merchant operating ships on the Atlantic Ocean when the war began in 1775. He joined the growing army outside Boston and distinguished himself through acts of intelligence and bravery. His actions included the Capture of Fort Ticonderoga in 1775, defensive and delaying tactics at the Battle of Valcour Island on Lake Champlain in 1776 which allowed American forces time to prepare New York's defenses, the Battle of Ridgefield, Connecticut (after which he was promoted to major general), operations in relief of the Siege of Fort Stanwix, and key actions during the pivotal Battles of Saratoga in 1777, in which he suffered leg injuries that halted his combat career for several years.
Map depicting the Japanese advance along the Kokoda Track With only limited forces in the region initially, in an effort to slow the Japanese advance to allow reinforcements to arrive, the Australian force – designated Maroubra Force – resorted to delaying tactics while reinforcements were sent north from Port Moresby. Kokoda fell in early August, and this was followed by heavy fighting around Isurava later in the month as the veteran 21st Brigade reinforced the Militia troops that had been holding the line to that point. After this, rearguard actions were fought around Eora Creek and Templeton's Crossing, as well as around Efogi, before the Australians fell back towards Menari, where their rearguard clashed with the pursuing Japanese in the Maguli Range, before the withdrawal continued on to Ioribaiwa in mid-September. The fighting around Ioribaiwa saw the remnants of the Australian 21st Brigade reinforced by the 25th Brigade, clash with Japanese forces from the 144th Infantry Regiment under the command of Colonel Masao Kusunose, which had been leading the Japanese advance south.
During Diet committee hearings on the bills, constitutional scholars (some of whom had been invited by the ruling parties) and a former supreme court justice argued that the legislation was unconstitutional. Abe was publicly criticised by atomic bomb survivor Sumiteru Taniguchi in his speech at the Nagasaki memorial ceremony on 9 August, when he stated that the defense reforms would take Japan "back to the wartime period". Members of the Abe cabinet said that they would make a greater effort to explain the contents of and the reasons for the security legislation to the public, with the LDP releasing an animated cartoon commercial, and Abe appearing live on television and internet chat streams to make the case for the legislation and take questions from members of the public.
