Once a particular course from a specific institution has been evaluated, if it is encountered again on a different student’s transcript, the same course credit decision can be applied until the course content changes.

The matter of granting academic course credit for the special courses was an issue from the beginning. The Office of Education recommended against academic credit, reasoning that since the courses were paid by the government, this might "constitute a Federal subsidy to the participating college", a forbidden practice in that day. The Mississippi Virtual Community College (MSVCC) is a consortium of the 15 physical community colleges in the Mississippi system that allows students to take classes over the Internet from any community college located in the state. After almost three years of research and planning, MSVCC was inaugurated in January 2000 under the MCCB Distance Learning program, and currently serves over 20,000 students each semester. As an example of how the consortium works, a student from Northwest College (acting as host college) can take a class on the Internet offered from Pearl River Community College (acting as provider college). The host college supports the student with any other resources that they may need—including academic advising and counseling, financial aid, and campus network access—and the course credit from the provided class is subsequently awarded through the host college.

The Lexington High School Bands is a comprehensive performing arts and leadership program made up of over 200 students participating year-round in performance and competitive ensembles. Course credit offerings include Concert Band I, Symphonic Band II, Wind Ensemble III (Honors), Jazz Band I, II, and III (Honors), Percussion Techniques I and IV (Honors), Marching Band with Physical Education 1, and Color Guard I, II, III, and IV. Given this, the Tribunal ruled that the Board was not required to certify the applicant as a practitioner of Chinese medicine.
