The nuclear security and safety culture, defined as: (That assembly of characteristics and attitudes in organizations and individuals which establishes that, as an overriding priority, nuclear plant safety issues receive the attention warranted by their significance) Although nuclear law cannot itself create a nuclear safety culture, poor legal arrangements can impede the development and strengthening of a nuclear safety culture. Conversely, a strong legal framework can enhance a nuclear safety culture, for example by helping to ensure that the necessary regulatory resources are available, by facilitating transparent communications, by helping to avoid institutional conflicts and by ensuring that independent technical judgements are not blocked for extraneous reasons. During the development of national nuclear legislation, the participants in the legislative process would do well to consider carefully the issues associated with nuclear safety culture .In conclusion, it is important to recognize that legal measures for enhancing nuclear safety culture and security in a particular State must also take into account that State's national legal traditions.

At the time the Apex band was established the FCC noted that "The Commission at an early date will consider carefully the needs and requirements for high-frequency broadcast stations using both conventional [AM] modulation and frequency modulation". The commission's studies soon found significant advantages to FM transmissions over the Apex AM signals, with sound quality, and especially resistance to interference from static, including from lightning, found to be far superior for FM. In May 1940, the FCC decided to authorize an FM broadcast band, effective January 1, 1941, operating on 40 channels spanning 42–50 MHz, with the first five channels reserved for educational stations."FCC Order No. 67", Federal Register, May 25, 1940, page 2011. On the same day, the Secretary of State for Business, Energy and Industrial Strategy Greg Clark announced that the government would delay its decision until the autumn of 2016 to "consider carefully all the component parts of this project", including Britain's national security. In August 2016, it was reported that 'civil servants are looking to see if there is any loophole, clause or issue in contracts yet to be signed that allow the Government to pull back without huge loss and while also saving face', that Beijing 'will resist any compromise on the deal', and that one option under consideration is to approve Hinkley Point C but delay a decision on the Bradwell reactor. In September 2016 the UK government announced approval for the scheme with "significant new safeguards".
