Newfoundland–Canadian negotiations were largely a one-way affair, because any union between the two dominions was dictated by the provisions of the British North America Act (BNA), under which Canada had come into being in 1867. The trade route lasted until 1846, when the Oregon Treaty laid down the border between British North America and the United States west of the Rocky Mountains on the 49th parallel. The new border cut across the valley, bisecting Osoyoos Lake. To avoid paying tariffs, British traders forged a newer route that bypassed Fort Okanogan via the Fraser Canyon from Spuzzum up over the Cascade Mountains, then via the Nicola, Coldwater and Fraser rivers to Fort Langley instead of to Fort Vancouver, which had come into being in American territory. The Okanagan Valley did not see many more outsiders for a decade afterward.

There was legal controversy over whether the Oireachtas had the power to amend the 1922 act, because it had been passed by the Third Dáil sitting as a constituent assembly before the Oireachtas had come into being. In 1935 the Judicial Committee of the Privy Council in London ruled that, in British law, the Oireachtas did have the power, under the Statute of Westminster 1931. Irish jurisprudence took issue with many of the assumptions underlying the 1935 decision. The ELCA was created in 1988 by the uniting of the 2.85-million-member Lutheran Church in America, 2.25-million-member American Lutheran Church, and the 100,000-member Association of Evangelical Lutheran Churches. The ALC and LCA had come into being in the early 1960s, as a result of mergers of eight smaller ethnically- based Lutheran bodies. In The Brain of Robert Frost: A Cognitive Approach to Literature (1988),New York: Routledge, 1988. Holland draws on neurological evidence of a "growing and ungrowing" of the brain in mammalian development to show how an identity theme might come into being in the body. Additionally, this text develops a three-tier feedback model of the mind, which illustrates that the brain deals with its world by hypothesizing through physiology, through fixed codes and flexible canons derived from culture, and through personal identity.

World Brotherhood Colonies are an idea for self-sustaining spiritual communities envisioned by Paramahansa Yogananda, the Indian yogi and author of Autobiography of a Yogi and founder of Self-Realization Fellowship / Yogoda Satsanga Society of India. Yogananda envisioned that communities for "plain living and high thinking," would develop as a natural culmination of the spread of his worldwide teachings. Yogananda established a World Brotherhood Colony at his Self-Realization Fellowship Encinitas center in Southern California and found that organizing spiritual communities for families along the lines he envisioned would take much more time than he then had available. Self-sustaining SRF communities for families will come into being in the future when the time is right.

It had been ascertained that the Diatessaron, or Harmony of the Four Gospels, composed by Tatian in the second century, had to be supplanted in the Syrian churches. There was a promulgation by Bishop Rabbula of Edessa in between AD 411 and 435, that four separate Gospels come into being in use in Syriac churches. The importance of such early, least conforming texts is emphasized by the revision of the Peshitta that was made about 508, ordered by bishop Philoxenus of Mabbog. His revision, it is said, skilfully moved the Peshitta nearer to the Greek text; "it is very remarkable that his own frequent gospel quotations preserved in his writings show that he used an Old Syriac set of the four gospels".

The "Winchester standard" gradually fell out of use after the Norman Conquest in 1066. Monasteries did not keep the standard going because English bishops were soon replaced by Norman bishops who brought their own Latin textbooks and scribal conventions, and there was less need to copy or write in Old English. Latin soon became the "language for all serious writing", with Anglo-Norman as the language of the aristocracy, and any standard written English became a distant memory by the mid-twelfth century as the last scribes trained as boys before the conquest in West Saxon, died as old men. The new standard languages that would come into being in the times of Middle English and Modern English were descended from the East Midlands dialect, which was Anglian, and not from West Saxon.

Consequently, the Potsdam Agreement envisaged that an eventual self-governing state would emerge from the wreckage of WW II covering 'Germany as a whole', reuniting Berlin and the four Allied control zones; but that this state would derive its sovereignty solely from that then being assumed by the Allied Powers, and its constitution would require the approval of all the Allies through the Council of Foreign Ministers. From the 1950s onward however, a school of German legal scholars developed the alternative view that the Allies had only taken custody of German sovereignty while the former German state had been rendered powerless to act; and that consequently, once a freely constituted German government had come into being in the form of the Federal Republic, it would resume the identity and legal status of the former German Reich without requiring any formal devolution of sovereignty from the institutions of the Allied Control Council (which was by then, defunct).

Due to various factors, the district councils were ineffective, and most had ceased to operate by the end of the decade. Finally, on 15 March 1887, the Port Macquarie Municipal District was proclaimed, with the first elections on 25 May 1887 electing James McInherney as the first mayor. The Local Government (Shires) Act 1905 enabled the Shire of Hastings, based in the town of Wauchope, to come into being in June 1906, in time for elections in November 1906.

In his best known book, published in 1999, Avelar suggests that writing about the experience of a dictatorship is hindered by a form of recollection that is characteristic of the market, where the old is always entirely replaced with the new, leaving no traces of the connection between these two instances . Avelar compares this type of memory with the allegoric approach, which preserves the outcomes of the past in the present, even when they are negative – such as that which the past had to forget so it could come into being: in the case of dictatorships, torture, disappearances, and violence used to contain social upheaval during this time. Allegoric writing introduces the horror of the dictatorship into the present, challenging the appeasing narrative of the transition to democracy. Avelar uses the figure of mourning to address discourses on the dictatorships that brought down the left-wing Latin American governments during the 60's and 70's.

Although the settlers had come mainly from Zhili, Shandong and Shanxi and had brought with them many of the social patterns of those provinces, the immigrants derived from the poorer and less educated elements of society, with the result that at the beginning of the nineteenth century a "gentry" class of the type known in China proper - families of education, wealth and prestige who had exercised social leadership in a given locality for generations - had only recently come into being in Fengtian province and cannot be said to have existed in the Manchurian frontier at all. At the bottom of the society were the unskilled workmen, domestic servants, prostitutes and exiled convicts, including slaves. One of the capacities in which Manchuria, especially Jilin and Heilongjiang, had served the Qing Empire was as a place of exile, not only for disgraced officials but also for convicted criminals. The worse the crimes and the more hardened the offenders, the farther north the Qing judicial system generally sent them.

The press, especially the tabloid newspaper, launched a campaign against the protesters. By 1968 a stronger desire to confront the Nazi past had come into being. In the 1970s environmentalism and anti-nationalism became fundamental values among left-wing Germans.
