Both techniques have similar rates of postoperative healing, postoperative infection, implant failure and compartment syndrome. Unreamed intramedullary nailing is advantageous because it has a lower incidence of superficial infection and malunion compared to external fixation. However, unreamed intramedullary nailing can result in high rates of hardware failure if a person's weight bearing after surgery is not closely controlled. Compared to external fixation, unreamed intramedullary nailing has similar rates of deep infection, delayed union and nonunion following surgery.
Merriam-Webster defines chemotaxonomy as the method of biological classification based on similarities and dissimilarity in the structure of certain compounds among the organisms being classified. Advocates argue that, as proteins are more closely controlled by genes and less subjected to natural selection than the anatomical features, they are more reliable indicators of genetic relationships. The compounds studied most are proteins, amino acids, nucleic acids, peptides etc. Physiology is the study of working of organs in a living being.
Speeches in the election would not focus on the national issues, but rather on the quality of the individual, each of whom would be closely controlled by TANU. Structurally, the power was shared along regional boundaries, giving increased policy making power and resource allocation to these regions. Basal rate, in biology, is the rate of continuous supply of some chemical or process. In the case of diabetes mellitus, it is a low rate of continuous insulin supply needed for such purposes as controlling cellular glucose and amino acid uptake. Together with a bolus of insulin, the basal insulin completes the total insulin needs of an insulin-dependent person. An insulin pump and wristop controller is one way to arrange for a closely controlled basal insulin rate.
As the reservoir is formed by the pressure-dilation of the joints, the elastic response of the surrounding rock mass results in a region of tightly compressed, sealed rock at the periphery—making the HDR reservoir totally confined and contained. Such a reservoir is therefore fully engineered, in that the physical characteristics (size, depth at which it is created) as well as the operating parameters (injection and production pressures, production temperature, etc.) can be pre-planned and closely controlled.
Myristoylation not only diversifies the function of a protein, but also adds layers of regulation to it. One of the most common functions of the myristoyl group is in membrane association and cellular localization of the modified protein. Though the myristoyl group is added onto the end of the protein, in some cases it is sequestered within hydrophobic regions of the protein rather than solvent exposed. By regulating the orientation of the myristoyl group, these processes can be highly coordinated and closely controlled.
Houses in the road were first leased between 1870 and 1874 on land owned by St John's College. They were mainly designed by Frederick Codd (Nos 1–2 and 13–17) and Galpin & Shirley (Nos 7–12 and 18–20). The houses by Codd are in the traditional North Oxford Victorian Gothic style. St John's College closely controlled the scale and distribution of the houses on the road, with the subsequent designs ensuring provision of adequate rear gardens and front walls and railings.

Under the Ancien Régime in France, every community was governed by a lord and provided with a priest plus a magistrate appointed only with the lord and priest's concurrence.
The first is the breakage of the boiler barrel itself, through weakness/damage or excessive internal pressure, resulting in sudden discharge of steam over a wide area. Stress corrosion cracking at the lap joints was a common cause of early boiler explosions, probably caused by caustic embrittlement. The water used in boilers was not often closely controlled, and if acidic, could corrode the wrought iron boiler plates. Galvanic corrosion was an additional problem where copper and iron were in contact.
Plasma potassium levels also need to be closely controlled (see side effects, below). Quinidine, verapamil, and amiodarone increase plasma levels of digoxin (by displacing tissue binding sites and depressing renal digoxin clearance), so plasma digoxin must be monitored carefully when coadministered. A study which looked to see if digoxin affected men and women differently found that digoxin did not reduce deaths overall, but did result in less hospitalization. Women who took digoxin died "more frequently" (33%) than women who took placebo (29%).

It is likely that many of the marriages of couples from elsewhere went against the consent of close relatives. The number of weddings at the parish church increased substantially compared to earlier and later times and the village earned the later nickname of the Gretna Green of the Midlands.
Land policy and government agricultural policy in general shifted dramatically when orthodox economic policies were implemented in 1985. The government, which had once monopolized the production of many key crops, set prices, marketed goods, and closely controlled credit, now effectively withdrew from the sector. As a result, farmers in the late 1980s were in transition from a period characterized by import protection and close cooperation with the government to one of free competition with highly advanced international markets and contraband.
The appropriate source and output data tapes would be mounted and the program started. Results tapes then went to the offline printer or typically for data processing into short term storage to be updated with the next set of data produced on the offline card to tape unit. They therefore strove to once again stabilize the long-effaced Phagmodrupa rule. In the early sixteenth century Ngawang Tashi Drakpa of the Phagmodrupa managed to regain a degree of influence, pushing out the new Rinpung lords Zilnonpa and Ngawang Namgyal from Lhasa.
Ariocarpus kotschoubeyanus, an endangered species protected under Appendix I of CITES All cacti are included in Appendix II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which "lists species that are not necessarily now threatened with extinction but that may become so unless trade is closely controlled." Control is exercised by making international trade in most specimens of cacti illegal unless permits have been issued, at least for exports. Some exceptions are allowed, e.g., for "naturalized or artificially propagated plants".
Thin pelagic layers separated individual turbidites. As determined by microfossils, each individual layer often represents several tens of thousands of years of pelagic sedimentation in a deep sea, abyssal environment. Depending on the carbonate compensation depth at the time of deposition, these layers consist either of calcareous ooze, marls, or clay. During the last 2.6 million years within the region of the Madeira Abyssal Plain, carbonate compensation depth has been closely controlled by the general circulation of ocean currents and has oscillated in phase with climatic shifts.
The Cornish Pilot Gig Association is by far the largest British sea rowing group and preserves a tradition using both original and new boats made to a closely controlled specification. The CPGA has seen a huge continuing growth over the past decade or so and new boats are constantly being built to satisfy the demand. The Cornish gig has been adopted by rowers in the Netherlands and there is a successful gig club in Wales. In recent years, the resurgence in the tradition of boatbuilding in Essex has seen the development of East Coast gigs.
The strong dielectric boundary effects that result from this tight confinement substantially alter the optical dispersion relation. By selecting the waveguide geometry, it is possible to tailor the dispersion to have desired properties, which is of crucial importance to applications requiring ultrashort pulses. In particular, the group velocity dispersion (that is, the extent to which group velocity varies with wavelength) can be closely controlled. In bulk silicon at 1.55 micrometres, the group velocity dispersion (GVD) is normal in that pulses with longer wavelengths travel with higher group velocity than those with shorter wavelength.
The three types of design strategies considered in the IDEF4 rationale component include: # External-constraint- driven design—Design carried out under situations where the goals, intentions, and requirements are not characterized well, much less defined. These situations often result when the designer is brought into the product development process too early. # Characteristic-driven design—Design in a closely controlled situation where strict accountability and proof of adequacy are rigidly enforced. These design situations often involve potentially life- threatening situations. # Carry-over-driven design—Sometimes referred to as “routine” design.
A theory can thus be deduced; that Cuthwulf, unwelcome in the lands of his brothers or in the land closely controlled by the king Cynegils, was forced to move to the very edges of the kingdom. He and his people may even have been sent there in the hope that they would be killed by the Dumnonians. The date of the move is unclear, although if it was before 614 then Cuthwulf would have been the West Saxon commander at the Battle of Beandun mentioned above. This seems likely.
TanDEM-X (TerraSAR-X add-on for Digital Elevation Measurement) is the name of TerraSAR-X's twin satellite, a German Earth observation satellite using SAR (Synthetic Aperture Radar) - a modern radar imaging technology. Implemented in a Public-Private-Partnership between the German Aerospace centre (DLR) and EADS Astrium (now Airbus Defence and Space), it is a second, almost identical spacecraft to TerraSAR-X. TanDEM-X is also the name of the satellite mission flying the two satellites in a closely controlled formation with typical distances between 250 and 500 m.German Aerospace Center.
A whaling station was established at Tangalooma Point on Moreton Island, soon becoming the most successful coastal whaling station in the world, and expanding its interests into mining, agriculture and a coffee plantation in New Guinea. The Australian whaling industry was closely controlled with quotas and seasons. Not so the whaling of some other countries, which brought about a sudden shortage of previously-numerous species, and the closure of the whaling station. Shave then moved to Sydney, where he and Phyl lived at Darling Point with their two daughters, Margaret and Jillian.
The film was made on the eve of the outbreak of the Second World War, at the time when Germany's going to war against France was already a very likely prospect. In Nazi Germany, the film industry was closely controlled by the Minister of Propaganda Joseph Goebbels. While Bel Ami was not conceived as an outright propaganda film, the theme of corruption in the French society and politics - prominently present in the Maupassant original - was well suited to the thrust of Nazi propaganda at the time the film was made.
During the Autumn of changes in 1989 Gabriele Schöttler joined the Social Democratic Party (SDP). The SPD in East Germany had been subsumed into the ruling SED (party) in April 1946 by means of a contentious party merger that had opened the way for the creation of a Soviet sponsored one-party dictatorship. The superficial plurality of political parties after 1949 had comprised a collection Bloc parties, all closely controlled by the one ruling party. During the second half of 1989 many of the structural underpinnings of the one-party dictatorship were falling away, however.

Although African Americans were not explicitly barred from entry, there was a mutual understanding that they were not welcome. Billingsley insisted on orderly conduct for all of his Stork Club guests; fighting, drunkenness, or rowdiness were prohibited. He ran the club on the principle of it being a place where people could have a good time and that it was somewhere he could bring his own family without worrying that they would see or hear something he did not want them to. Billingsley closely controlled the seating placement system in the club.
The code appears to be closely controlled, which may provide attribution to one group and/or that the malware authors share a significant portion of the code. Slenfbot has been seen in the wild since 2007, obtained new features and capabilities over time, and subsequent variants have systematically gained similar, if not the same, feature sets. Because of this, Slenfbot continues to operate as an effective infector and dynamic downloader of additional malware; thus, making it a highly functional delivery mechanism for other spyware, information stealers, spam bots as well as other malware.
As a refinement of the diet of the wild rabbit, the diet of the domestic rabbit is often a function of its purpose. Show rabbits are fed for vibrant health, strong musculoskeletal systems, and--like rabbits intended for the fur trade-- optimal coat production and condition. Rabbits intended for the meat trade are fed for swift and efficient production of flesh, while rabbits in research settings have closely controlled diets for specific goals. Nutritional needs of the domestic rabbit may also be focused on developing a physique that allows for the safe delivery of larger litters of healthy kits.
Lontra canadensis is listed in Appendix II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora. They have been virtually eliminated through many parts of their range, especially around heavily populated areas in the midwestern and eastern United States. Appendix II lists species that are not necessarily threatened with extinction currently, but may become so unless trade is closely controlled. The North American river otter is considered a species of least concern according to the IUCN Red List, as it is not currently declining at a rate sufficient for a threat category.
In 1929, the American Standard Association (ASA) Sectional Committee issued a tentative standard for cement-mortar linings, which was published in 1932. In 1939, American Standard A21.4 was published, which defined a Type I cement coating on the inside of waterline pipe to be used. When the standard was updated in 1953, the Type I cement was replaced with Type II, since it was believed that Type II was a more closely controlled product. The standard was further revised in 1964, which included the use of either Type I or Type II cement, and making two different mortar thicknesses available.
The title Hrj sStA "keeper of the secrets" is attested for 13 individuals during the Old Kingdom, at least once elaborated to the form Hr sStA mdw-nTr "keeper of the secrets of the god's words," meaning the hieroglyphic language used on monuments. In contrast with the hieratic script used for everyday record- keeping, already an elite activity, the content of hieroglyphic texts was closely controlled property of the state and permission from the king was probably required for inscriptions in one's tomb, as we see in a royal authorization for Rawer, an official under Neferirkare buried at Giza, to do so.
With DC supplies, this requires that the voltage be closely controlled. The AC power supply and frequency converter pioneer Miro Zorič and his first AC power electronics have also enabled this to be possible with AC supplies. The supply frequency must also be matched (this mainly applies to locomotives where an AC supply is rectified for DC motors). In areas where there is a constant need for power unrelated to moving the vehicle, such as electric train heat or air conditioning, this load requirement can be utilized as a sink for the recovered energy via modern AC traction systems.
In the religious sphere, the crown sought to bring the power of the religious orders under control with the Ordenanza del Patronazgo, ordering friars to give up their Indian parishes and turn them over to the diocesan clergy, who were more closely controlled by the crown. Expedition of Drake and Hawkins, 1595–1596 The crown expanded its global claims and defended existing ones in the Indies. Transpacific explorations had resulted in Spain claiming the Philippines and the establishment of Spanish settlements and trade with Mexico. The viceroyalty of Mexico was given jurisdiction over the Philippines, which became the entrepôt for Asian trade.
The aim of the programs was to compile reports on "illegal and subversive" contacts between United States civilian protesters and "foreign elements" which "might range from casual contacts based merely on mutual interest to closely controlled channels for party directives." DCI Richard Helms informed President Johnson on November 15, 1967, that the CIA had uncovered "no evidence of any contact between the most prominent peace movement leaders and foreign embassies in the U.S. or abroad." Helms repeated this assessment in 1969. In total, 6 reports were compiled for the White House and 34 for cabinet level officials.
The Mark 4 nuclear bomb was an American implosion-type nuclear bomb based on the earlier Mark 3 Fat Man design, used in the Trinity test and the bombing of Nagasaki. With the Mark 3 needing each individual component to be hand- assembled by only highly trained technicians under closely controlled conditions the purpose of the Mark 4 was to produce an atomic weapon as a practical piece of ordnance. The Mark 4 Mod 0 entered the stockpile starting March 19, 1949 and was in use until 1953. With over 500 units procured, the Mark 4 was the first mass-produced nuclear weapon.
Theoretically, the CCP (Party) CMC is elected by the Central Committee of the Chinese Communist Party and is subordinate to the Politburo and the Politburo Standing Committee (PBSC). In practice, membership is very closely controlled by the PBSC. Similarly, the State CMC is nominally elected by the National People's Congress and theoretically reports to the Congress, but is in practice indistinguishable from the CCP CMC. This difference in elections also results in the only difference in membership between the two bodies, as party organs, such as the party congress and the Central Committee assemble at different times than the National People's Congress.
The new party was a wide-ranging nationalist coalition, closely controlled by Franco. Franco had received material support in the civil war from both Adolf Hitler and Benito Mussolini, the fascist rulers of Germany and Italy, but when World War II broke out in September 1939, he cited the exhausted state of his country in maintaining a position of neutrality. In June 1940, Spain changed to a position of non-belligerency, despite pressure from Axis diplomats. After the war ended in 1945, Franco remained dictator of Spain, at first isolated among the democracies of post- war Western Europe.
This winery, dedicated to the production of Pinot noir and Sauvignon blanc, has glass walls and curving roofs shaped like the contours of the nearby hills. The winery was overhauled for a period of about 2 years to convert it into a Pinot noir production facility, introducing small (2- and 5-ton) open top fermentors, with temperature closely controlled by separate heating and chilling plates. In 2007, Ben Cane was hired to oversee the production of Pinot noir and Sauvignon blanc. In May 2012, noted winemaker Jean-Claude Berrouet joined Twomey as winemaking consultant, working closely with Director of Winemaking Daniel Baron in the production of Twomey's Napa Valley Merlot.
The film followed DI Regan and DS Carter as they became embroiled in a deadly political scandal. One of the leading members of the British government, Charles Baker (Ian Bannen), is about to secure a huge deal with OPEC, stabilising the world oil market and boosting Britain's position within it. Baker is the rising star of the government, regarded as a future prime minister, and he is closely controlled by his urbane, manipulative American press secretary Elliot McQueen (Barry Foster). When Regan investigates the mysterious death of a prostitute (Lynda Bellingham) as a favour to one of his informants, he becomes aware that Baker and McQueen might be involved.
Travelling notionally from east to west,Because of the changes in direction of the border, it could also be crossed north to south, south to north or even west to east in some places. an escapee would first reach the edge of the restricted zone (Sperrzone), a closely controlled strip of land 5 kilometres (3.1 mi) wide, running parallel with the border. Evading the patrols and watchful inhabitants of the Sperrzone, the escapee would have reached the first of the border fences. The signal fence (Signalzaun), around from the actual border, was lined with low-voltage electrified barbed wire which activated alarms when touched or cut.
It was her first exhibition, and she became the first and only woman to hold an exhibition there, though some researchers doubt she even held an exhibition there in her early years,, p. 107 as in the early stages of her career she was closely controlled by her father, who was more prone to less bohemian environments than that of Quatre Gats. In April 1898 she exhibited three portraits at the 4th Exhibition of Fine Arts and Artistic Industries in Barcelona. This exhibition held over 2,000 works, some by Ramon Casas, Santiago Rusiñol, Joan Brull, Joaquim Mir, Ramon Pichot and Arcadi Mas i Fontdevila.
They also experimented with new methods to avoid land purchase, such as land deposit and short-term lease contracts. These new methods of development had a great impact on Tokyo's morphology. Skyscrapers and high- rise buildings were built in business zones instead of narrow "pencil buildings"; huge department stores surrounded by public squares flourished in the vicinity of middle-range railway stations; and modern concrete buildings progressively replaced old wooden houses within residential zones. However, this modernization process was not closely controlled by the public authorities, and it produced an anarchic collection of high-rise buildings throughout the capital city that increased road traffic and worsened parking problems.
Different mash schedules and cereal sources influence head retention. In general, wheat tends to produce larger and longer-lasting heads than barley. Closely related to the beer head is "lacing" or "lace", a white foamy residue left on the inside of the glass as the head recedes or as the beer is drunk. Just as the composition of the beer (proteins, hops, yeast residue, filtration) affects a beer's head, the amount of lacing is also closely controlled by the specific composition of the beer, and beer connoisseurs can tell much by the lacing, though strictly speaking beer quality is not readily apparent by the head or the lacing.
Information power extends to the ability to get information not presently held such as a case with a librarian or data base manager. Not all information is readily available; some information is closely controlled by few people. Examples of information that is sensitive or limits accessibility: (a) national security data; (b) personnel information for government or business; (c) corporate trade secrets; (d) juvenile court records; (e) many privately settled lawsuit documents; (f) Swiss bank account owners; and (g) private phone conversations. Of course, legally obtained phone tap warrants, spying, eavesdropping, group and group member leaks can allow others not intended to be privy to information.
"Argentine leader convinced Nisman death was no suicide", BBC news, 22 January 2015 Nisman's death caused an international stir and captivated media attention throughout the world."Why the death of an Argentine prosecutor is captivating the world", The Washington Post, 21 January 2015. A letter was delivered by historian Richard Gott and 29 other British journalists, artists, and intellectuals to the Argentine Embassy in London rejecting the "political use" of either the AMIA bombing or Nisman's death. In the week following Nisman's death President Kirchner declared her determination to dissolve the Argentine Secretariat of Intelligence in favor of a Federal Intelligence Agency, an agency with new functions and closely controlled by the General Prosecutor's office.
The Apple II, also introduced in 1977, was noted for its switched-mode power supply, which was lighter and smaller than an equivalent linear power supply would have been, and which had no cooling fan. The switched-mode supply uses a ferrite-cored high frequency transformer and power transistors that switch thousands of times per second. By adjusting the switching time of the transistor, the output voltage can be closely controlled without dissipating energy as heat in a linear regulator. The development of high-power and high-voltage transistors at economical prices made it practical to introduce switch mode supplies, that had been used in aerospace, mainframes, minicomputers and color television, into desktop personal computers.
Philip II and today the Archivo General de Indias, next to the Cathedral of Seville The Consulado de mercaderes was the merchant guild of Seville founded in 1543; the Consulado enjoyed virtual monopoly rights over goods shipped to America, in a regular and closely controlled West Indies Fleet, and handled much of the silver this trade generated. A consulado was founded in Mexico City in 1594, controlled by peninsular wholesale merchants who dealt in long-distance trade and often married into local elite families with commercial ties. Their assets had to amount to at least 28,000 pesos. Although they were not supposed to deal in local retail trade, they often did some indirectly.
Since the light-skinned Tuaregs were the only slave holders and the dark-skinned indigenous population was largely held in servitude, the division of society between free and slaves adopted a racial division in these regions. The most important Tuareg community were the Kel Owey who settled in the Aïr Mountain region. Because of the rugged terrain with severe drought effects, and because of their participation in the trans- Saharan trade, the Tuareg used a form of slavery where communities of slaves would tend animals and do limited agriculture and would be allowed to move freely around an area. Although these communities had some significant liberties, their harvest, products, and children were closely controlled by a Tuareg noble.
The conversion between the cis and trans forms of the DNA strand either allows or inhibits bonding between DNA strands. Coupled with the high specificity characteristic of DNA molecules, this allows for the structure and size of nanoparticles to be closely controlled with light. The long term goal of this research is to develop a method of controlled materials assembly, but DNA's high degradation tendency limits practical applications. Ginger's lab is interested in controlling the orientation of particles in photo-voltaic cells which may make it possible to reach maximum theoretical efficiency: Ginger stated that in order to create an interface between biology and electronics, new materials must be created to merge the gap.
He maintained that companies followed either one or the other approach as discussed in his book, The Human Side of Enterprise describing the traditional view of people at work in terms of Theory X, and a more contemporary attitude towards employee defined in terms of Theory Y.McGregor, DV, The Human Side of Enterprise, (1964). These two theories make the following assumptions: Theory X and theory Y :In Theory X people are essentially lazy, not ambitious, and have little capacity and creativity for problem solving. Motivation is on the basis of physiological and security and people need to be closely controlled and coerced to work. :Theory Y puts forward that workers are motivated by higher order needs and tend towards self-control and self-direction.
Rudolf Schwarzkogler (13 November 1940 – 20 June 1969) was an Austrian performance artist closely associated with the Viennese Actionism group that included artists Günter Brus, Otto Mühl, and Hermann Nitsch. He is best known today for photographs depicting his series of closely controlled "Aktionen" featuring such iconography as a dead fish, a dead chicken, bare light bulbs, colored liquids, bound objects, and a man wrapped in gauze. The enduring themes of Schwarzkogler's works involved experience of pain and mutilation, often in an incongruous clinical context, such as 3rd Aktion (1965) in which a patient's head swathed in bandages is being pierced by what appears to be a corkscrew, producing a bloodstain under the bandages. They reflect a message of despair at the disappointments and hurtfulness of the world.
This system resulted in frequent political struggles between the staff (which nominated candidates for the key editorial positions) and the student council. During the height of the McCarthy era, with the newspaper staff being accused of Communist leanings, the university administration in 1955 revised the governance of the paper and instituted a system whereby the student body itself elected the editor (see below). "Editors had to run for elective office just like politicians, and the newspaper was closely controlled by the [student] Council," wrote William C. Ackerman, the ASUCLA graduate administrator. The practice of student election of editors ended in 1963 with the establishment of the ASUCLA Communications Board, a student-led organization that selects the editors of the Bruin as well as the editors for the other seven newsmagazines and UCLA Radio.
During the invasion, the Yugoslav Zeta Division, composed mostly of Montenegrins, had briefly counter-attacked into Albania, but had largely returned home with their weapons and equipment following the Yugoslav surrender. Đilas helped Josip Broz Tito to establish the Yugoslav Partisan resistance and became a guerrilla commander during the war following Germany's attack on the Soviet Union on 22 June 1941 (Operation Barbarossa) when the Communist Party of Yugoslavia's (KPJ) Central Committee decided that conditions had been created for armed struggle. On 4 July, it passed the resolution to begin the uprising. Đilas was sent to Montenegro to organize and raise the struggle against the Italian occupying force, which on 12 July 1941 proclaimed the fascist puppet entity Kingdom of Montenegro, to be run by Sekula Drljević and closely controlled by the Italian authority of Alessandro Biroli, Mussolini's confidant.
The Tobacco Advisory Committee (TAC), the then British tobacco industry trade association, agreed that the time was right to launch a pro-smoking group. TAC stated that the new organisation would need to 'be closely controlled and supported by the industry, but be seen to be sufficiently independent to maintain its credibility'. After some debate as to whether Evans or Foxley-Norris should run the group, FOREST was launched on 19 June 1979, with Foxley-Norris chairman and Evans chief executive, the men being the group's first two members. Soon after launch, a March 1980 TAC memo showed that the tobacco industry felt that there was confusion about the organisation's purpose, doubts as to the effectiveness of FOREST's activities, and continuing uncertainty as to whether it should endeavour to recruit a mass membership or continue to serve the industry directly.
The Namur daily newspaper Vers l'Avenir has been published since 19 November 1918. It succeeded the Catholic daily L'Ami de l'Ordre, published from August 6, 1839 to November 18, 1918. Namur was occupied by the German Army in August 1914, early in the First World War, and though the German administration permitted L'Ami de l'Ordre to continue publishing, they closely controlled the contents of the paper. The paper's management wavered between collaboration with the occupation and resistance to German troops. When the Armistice of 11 November 1918 was announced and the German troops evacuated the city, the Bishop of Namur, Monsignor Heylen, removed Victor Delvaux as publisher and negotiated a management contract with and leased the premises to René Delforge. Delforge, together with the elites of Namur's Catholic Party (Max Wasseige, Fernand Golenvaux, Henri Bribosia, Adrien de Montpellier and Albert d’Huart) founded a new Catholic newspaper Vers l'Avenir.
The top of a tower supporting a Yagi–Uda antenna and several wire antennas, along with a Canadian flag A handheld VHF/UHF transceiver Radio transmission permits are closely controlled by nations' governments because radio waves propagate beyond national boundaries, and therefore radio is of international concern. Both the requirements for and privileges granted to a licensee vary from country to country, but generally follow the international regulations and standards established by the International Telecommunication Union and World Radio Conferences. All countries that license citizens to use amateur radio require operators to display knowledge and understanding of key concepts, usually by passing an exam. The licenses grant hams the privilege to operate in larger segments of the radio frequency spectrum, with a wider variety of communication techniques, and with higher power levels relative to unlicensed personal radio services (such as CB radio, FRS, and PMR446), which require type-approved equipment restricted in mode, range, and power.
The Jewish community of Amsterdam was self- governing, with the Imposta board overseeing communal and individual conduct until the establishment of the unified Mahamad committee in 1639, seven prominent individuals who had final say over all that happened among the Jewish community. The Mahamad was self-sustaining, with members appointing their own successors, thus keeping the communal power in the hands of the merchant elite among the Portuguese Jews. Besides providing for and overseeing the institutions of Sephardic Jewry in Amsterdam, the Mahamad also closely controlled the process of re-judaization - that is helping those whose families had been secretly living as Jews while being outwardly Catholic return to a full Jewish life. In this process, several individuals rejected Rabbinic Judaism or advanced ideas outside of the norms of Judaism at that time and were disciplined by the Mahamad through the process of herem, which could be anything from denial of Torah honors to an outright ban on the individual.

On his eventual arrival, he set about drafting standing orders regarding how the squadron was to operate. He noted, "Captains...to be successful must possess, in a marked degree, initiative, resource, determination, and no fear of accepting responsibility". He went on "...as a rule instructions will be of a very general character so as to avoid interfering with the judgement and initiative of captains...The admiral will rely on captains to use all the information at their disposal to grasp the situation quickly and anticipate his wishes, using their own discretion as to how to act in unforeseen circumstances..." The approach outlined by Beatty contradicted the views of many within the navy, who felt that ships should always be closely controlled by their commanding admiral, and harked back to reforms attempted by Admiral George Tryon. It is argued that Tryon had attempted to introduce greater independence and initiative amongst his captains, which he believed would be essential in the confusion of a real war situation, but had ironically been killed in an accident caused by captains rigorously obeying incorrect but precise orders issued by Tryon himself.
