Sullivan in 1909 From 1913 to 1918 Sullivan was assigned to Harlem where as a detective she investigated illicit activities in "clip joints" and other crimes. On March 20, 1918 she was made a detective in the department's Homicide Squad, the first women in the department. She had much success in this department, solving many murder cases. In 1918 she also co-founded city's Policewoman's Endowment Association in an effort to lobby the department for better treatment of its women employees, such as equal pay.

As a result of the programme several 'clip joints' in the city were shut down and so-called 'false friends' who were operating in them were arrested, although the practice is still commonplace today. In the Istanbul episode further scams are exposed at the Blue Mosque where touts trick tourists into paying for unofficial tours and then coerce them into buying goods such as carpets that they do not want. The Rev. Thomas De Witt Talmage called New York City the "modern Gomorrah" for allowing the Tenderloin to exist. Early in the 19th century, the major vice district had been located in what is now SoHo, called at the time "Hells' Hundred Acres", but as the city grew steadily northward, the theater district along Broadway and the Bowery moved uptown as well, as did the legitimate and illegitimate businesses that were usually connected with show business. For some time, the city's "Rialto" theater district centered on Union Square and 14th Street, but the Fifth Avenue Hotel broke new ground when it opened at 23rd Street and Fifth Avenue in 1859, beginning the expansion of the Union Square Rialto to 23rd Street and Madison Square. By the 1870s, the Fifth Avenue Hotel had many competitors in the area, and where the hotels were, the prostitutes followed. By the 1880s, the Tenderloin encompassed the largest number of nightclubs, saloons, bordellos, gambling casinos, dance halls, and "clip joints" in New York City, to the extent that one estimate made in 1885 was that half of the buildings in the district were connected with vice.

Photographers also visited Soho in the hope of being able to blackmail people caught in the act of visiting prostitutes. When the Street Offences Act 1959 drove prostitution off the streets, many clubs such as the Blue Lagoon at No. 50 Carnaby Street became fronts for it. Gangs controlled the clubs and the prostitutes, and the police were bribed. In 1960 London's first sex cinema, the Compton Cinema Club (a members-only club to get around the law), opened at 56 Old Compton Street. It was owned by Michael Klinger and Tony Tenser who later produced two early Roman Polanski films, including Repulsion (1965). As post-war austerity relaxed into the "swinging '60s", clip joints also surfaced; these unlicensed establishments sold coloured water as champagne with the promise of sex to follow, thus fleecing tourists looking for a "good time." Harrison Marks, a "glamour photographer" and girlie magazine publisher, had a photographic gallery on Gerrard Street and published several magazines in the 1950s and '60s. The model Pamela Green prompted him to take up nude photography, and she remained the creative force in their business.
