The term is most commonly used of rock climbing areas, but there are also ice climbing areas that have the right combination of steepness and water to result in climbable ice during the winter. While there are many mountains and cliffs in the world, only a small percentage are popular for climbing. Mountain ranges are frequently at high elevations, remote, and tend to have poor weather much of the time, which means that the climber spends more time hiking, camping, and battling the elements than actually climbing.

The Callejón de Huaylas stretches for 150 km in the Ancash Region of Peru. The Santa river runs along the valley floor in a north-westerly direction. The valley's southern extreme begins at 4,000 m above sea level, and descends to 2,000 m at its northern end past the city of Caraz where the Santa River leaves the valley. It is bordered by two mountain ranges, the snow-covered Cordillera Blanca (White Mountain Range) to the east, where many climbable peaks boast year-round snow above 5,000 m, and the Cordillera Negra (Black Mountain Range) to the west, reaching over 4,000 m but typically getting no snow as it is exposed to warm coastal winds on its western flank.

The steep bluff behind the West Brownsville tongue provided two climbable ascents which became early U.S. roads; the more southerly heading nearly due west climbing steadily upwards over a stretch, an old wagon road, and later the National Road following the westward extension of Nemacolin's Path up to and through the outlier neighborhood known as Malden from a river-shallows area known as a ford to Amerindians, a landscape feature which attracted settlers heading west on the Emigrant Trail once known as Nemacolin's Path, then the Cumberland Road and then renamed as the 'National Road'. The other ascent would allow PA Route 88 to climb out of the valley where the road cut across several loops of the Monongahela to California.

Empire City was designed to marry with Cole's new-found superpowers. The city was built with a "crime ecosystem", where petty crimes or calls for help were always occurring outside of the main story, requiring the player to decide to stop to help or not to resolve them. A portion of the team was devoted to implementing the behavior of the citizens of the city and how that behavior would change as the state of the city altered due to the player's actions. Climbing buildings was considered to be an important aspect of the game, both as part of the superhero motif and because it was considered "fun to do", and Sucker Punch set out to make the whole city climbable.

Initial work on the game was to expand out various systems from Prince of Persia to the open world concept with a team of 20 at Ubisoft Montreal. A new next-generation game engine, the Scimitar engine, was created to support the open world, though this would take about two years to complete during which the team used the Sands of Time engine for development; Scimitar eventually was renamed to AnvilNext and has been used for most of the following Assassin's Creed games and other titles at Ubisoft. Elements like wall-climbing were made more fluid, and the team worked to smooth other animation sequences; much of the improvements here came from programmer Richard Dumas and animator Alex Drouin, both whom had worked together on the same elements in Sands of Time. Level designers and artists recreating historical structures had to work together to make sure nearly every building could be climbable while still holding the game's historical appearances.

Parent community, Brownsville, Pennsylvania was the first possible (closest) place travelers crossing the Alleghenies could reach the waters of the Ohio River and Mississippi River drainage basins. Most river banks were too steep for wagons, and on the convex side of a sweeping curve, Brownsville had several tributary streams cutting across the cliff face formed by the River's cut bank, which served to erode parts forming a ramp-like descent to the river shores. The opposite shore (West Brownsville also had several climbable slopes and the two banks were connected by a passable ford just upstream of the Brownsville Bridges built in support of the National Road. Whether by ford or bridges the Cumberland Trail continued westward by climbing up several slopes and about from West Brownsville, the road reached a relatively flat area through Malden, land-linked the Ohio River ford at Wheeling, WV to the river ford between the Brownsville's across the Monongahela River (where the mountainous terrain was behind one's wagon) through the shallow crossing south and upstream of riverboat building center of Brownsville and the flat shores of West Brownsville.
