Because of the bureaucratic issues which allowed Bomar to remain free to commit these crimes, The Victims of Trafficking and Violence Protection Act (H.R. 3244), better known as "Aimee's Law", was passed by the US Congress by a vote of 90-5 in 2000 and signed into law by President Bill Clinton on October 28, 2000. It encourages states to keep murderers, rapists, and child molesters behind bars longer, and holds the state financially accountable if it fails to do so. It allows interstate parole violators to be jailed in their state of residence at the expense of the state where the original offense was committed.

He claimed that forensic interviews with children inevitably lead the child to confabulate an account of satanic ritual abuse because the "fantasy world of children is filled with mayhem, murder, cannibalism, blood and gore." He claimed that all forensic interviews with children provoked this sadistic sexual fantasy life, creating "psychotic" and sexualized children who were "ruined for life." Psychologist Anna Salter argued that Underwager and Hollida Wakefield's claims as outlined above demonstrated "systematic misrepresentations" of reputable research, and often that Underwager and Wakefield made claims contrary to their sources. Underwager later filed several unsuccessful suits against Salter who claims that it was in retaliation for her criticism of Underwager's courtroom testimony and for claiming he lied in order to help child molesters evade punishment.

Psychopathy has been associated with commission of sexual crime, with some researchers arguing that it is correlated with a preference for violent sexual behavior. A 2011 study of conditional releases for Canadian male federal offenders found that psychopathy was related to more violent and non-violent offences but not more sexual offences. For child molesters, psychopathy was associated with more offences. A study on the relationship between psychopathy scores and types of aggression in a sample of sexual murderers, in which 84.2% of the sample had PCL-R scores above 20 and 47.4% above 30, found that 82.4% of those with scores above 30 had engaged in sadistic violence (defined as enjoyment indicated by self-report or evidence) compared to 52.6% of those with scores below 30, and total PCL-R and Factor 1 scores correlated significantly with sadistic violence.

Putnam long carried a grudge against Fishman, stating on his radio show Talk Back that he was back-stabbed by him. Putnam made this claim for decades. It is noteworthy that when Fishman produced KTLA's 50th anniversary history in television in 1997, footage of Putnam was not used, though Putnam had been the face of KTLA news in the 1960s and 1970s before the arrival of Fishman. During KTLA's 60th-anniversary special during Thanksgiving weekend in 2007, the KTLA News intro from when George Putnam anchored the news was shown;. Fishman died on August 7, 2007, three months before the 60th anniversary special aired. In 1965, Putnam narrated a film titled Perversion for Profit, in which he warned viewers about magazines containing nudity and homosexual material, saying homosexuals were perverted and misfits, as well as implying they were child molesters.

In law enforcement, the term pedophile is sometimes used to describe those accused or convicted of child sexual abuse under sociolegal definitions of child (including both prepubescent children and adolescents younger than the local age of consent); however, not all child sexual offenders are pedophiles and not all pedophiles engage in sexual abuse of children. For these reasons, researchers recommend against imprecisely describing all child molesters as pedophiles. At this time government policy was uniformly hostile; the Education Department refused to offer teaching work to openly gay men such as George Weir and in 1985 the government passed an amendment to the Liquor Act making it an offence for publicans to serve alcohol to "perverts, deviants, child molesters and drug users" or to allow them to remain on licensed premises. The Bjelke- Petersen Government intended that the new licensing law be used to refuse service to homosexuals. Although lesbianism was never criminalised directly, women could still be targeted by Bjelke-Petersen's "homosexual deviance" laws that allowed proprietors to call the police on patrons suspected of being lesbian. The 1970s also saw the beginning of a local gay rights movement, with meetings held at the 379 Club on George Street and the local chapter of the Campaign Against Moral Persecution launched in 1971.

A significant difference between the community components in Miami and California was that both Los Angeles and San Francisco had very active and visible gay communities. Founder of Metropolitan Community Church Reverend Troy Perry, who began his career as a charismatic preacher in the Church of God of Prophecy but was rejected for being gay, went on a 16-day fast to raise $100,000 and succeeded.

The Council's job has been made more difficult since the introduction of social media sites and generally platforms for where a persons privacy could be jeopardised. Also protecting the rights of criminals and in particular, the civil rights of sex offenders is an example of the difficult space the Council works in. One area of special interest to GAA was how LGBT people were portrayed on television and on film. There were very few gay characters on television in the 1960s and early 1970s, and many of them were negative. Several in particular, including episodes of Marcus Welby, M.D. in 1973 and 1974 and a 1974 episode of Police Woman, were deemed especially egregious, with their presentation of homosexuality as a mental illness, gays as child molesters and lesbians as psychotic killers echoing similar portrayals that continued a trend that dated back to before 1961. In response to the 1973 Welby episode, "The Other Martin Loring", a GAA representative tried to negotiate with ABC,Capsuto, p. 92 but when negotiations failed GAA zapped ABC's New York headquarters on February 16, 1973, picketing ABC's New York City headquarters and sending 30-40 members to occupy the office of ABC president Leonard Goldenson.

Benson is forced to kill a suspect on three separate occasions during her tenure on the show: in Season 1's "Disrobed", she shoots and kills domestic abuser Roger Silver (Jack Gwaltney) in self-defense during a hostage situation; in Season 3's "Wrath", serial killer Eric Plummer (Justin Kirk) commits suicide by cop by attacking a woman and forcing Benson to shoot him; and in Season 18's "Next Chapter", she shoots and kills rapist (and retired corrections officer) Tom Cole (Chris Bauer) during a hostage situation when Cole attacks her SVU colleague Detective Dominick "Sonny" Carisi Jr. (Peter Scanavino). Also, in Season 6's "Rage", she shoots and wounds serial killer Gordon Rickett (Matthew Modine) to prevent Stabler from killing him in cold blood. She has also been stalked by several of the rapists and child molesters she has investigated over the years, which complicates her role as a mother after she adopts Noah.

Savage has also fought to help change the statute of limitations laws in New York State against child molesters. Savage was featured on the 2016 single "Don't Close Your Eyes" produced by Jonathan Hay, where he spoke over Bambaataa's song "Planet Rock" which was replayed in the track. Later, however, Coddington transferred her support to the ACT New Zealand party, which ranked her sixth on its party list in the 2002 election, high enough for her to enter Parliament as a list MP. Many New Zealanders know her as the compiler of a register of sex-offenders which aims to publicly identify those convicted of sex-crimes. This register, first published in 1996, generated considerable criticism from those who alleged it breached the rights of criminals named in it. She has also published a registry of convicted child molesters in Australia. In 1978, Thorstad was a founding member of NAMBLA, "served as a member of the Steering Committee from some undetermined time until September 1996" and was one of a group of NAMBLA members who were sued in 2000 for the wrongful death of a ten- year-old boy in a long-running court case Curley v. NAMBLA in Boston. Thorstad claims that pederasty is the main way in which homosexuality has been expressed in modern culture, and that "child abuse hysteria is an industry of insanity aimed at homosexuals [which] ... plays on the impression people have always had of homosexuals as being child molesters", and describes opposition to NAMBLA as "... [similar] to one waged by 'lesbian feminists who jumped right on the bandwagon' of what he calls the anti-gay male/child pornography scare", according to The Advocate. He has also likened being a pederast in the United States as the equivalent of being "a Jew in Nazi Germany" and has criticized the mainstream LGBT community for its assimilationist approach towards capitalist and heterocentric society.

According to the Mayo Clinic of the US, studies and case reports indicate that 30% to 80% of individuals who viewed child pornography and 76% of individuals who were arrested for Internet child pornography had molested a child; however, they state that it is difficult to know how many people progress from computerized child pornography to physical acts against children and how many would have progressed to physical acts without the computer being involved. A study conducted by psychologists at the American Federal Bureau of Prisons has concluded that "many Internet child pornography offenders may be undetected child molesters", finding a slightly higher percentage of molesters among child pornography offenders than the Mayo Clinic study, though they also "cautioned that offenders who volunteer for treatment may differ in their behavior from those who do not seek treatment." The study was withdrawn by Bureau officials from a peer-reviewed journal which had accepted it for publication, due to concerns that the results might be misinterpreted. Some researchers argued that the findings "do not necessarily apply to the large and diverse group of adults who have at some point downloaded child pornography, and whose behavior is far too variable to be captured by a single survey".

Lisak also says that rapists target vulnerable victims, such as female freshmen who have less experience with drinking and are more likely to take risks, or people who are already intoxicated; they use alcohol as a weapon, as it makes the victim more vulnerable at the time but also impairs their credibility with the justice system should they choose to report the rape. Lisak has also noted that recent research has contradicted the long-held assumption that rapists specialize in particular types of victims with the reality, he says, being "far murkier". "Multiple studies," he has written, "have now documented that between 33% and 66% of rapists have also sexually attacked children; that up to 82% of child molesters have also sexually attacked adults; and that between 50% and 66% of incest offenders have also sexually attacked children outside their families." Lisak argues that his and similar findings conflict sharply with the widely held view that college rapes are typically perpetrated by "a basically 'decent' young man who, were it not for too much alcohol and too little communication, would never do such a thing", with the evidence actually suggesting that the vast majority of rapes are committed by serial, violent predators.
