The jail was built in 1955 when the Old Central Jail Bahawalpur was declared as Borstal Institution & Juvenile Jail. It was constructed with a view to confine long-term and life prisoners of Bahawalpur Division.

There were magazines and living quarters under the earthen walls. A new large prison was built on the hill above the nearby village of Borstal to house the workforce. It later became a prison for young offenders and gave its name to the Borstal Institution system of correction.

St. Patrick's Borstal Institution, Clonmel, was established in 1906 as a place of detention for young male offenders aged between 16 and 21. Located in the centre of Clonmel, County Tipperary, Ireland, it was the only Borstal instituted in Ireland and was established on the site of the historic town gaol, the former adult prisoners having been transferred to other jails.

St. Peter's Church in 1996. St Peter's Church was built between 1870–72, for a cost of £8,000 and using convict labour from the adjacent HM Prison Portland. It was consecrated in August 1872 and used by residents of the Grove and the military garrison stationed at the Verne Citadel. St Peter's became redundant in 1973, but was retained as a chapel for the prison, then a Borstal Institution, until 1988.

HM Prison Portland was established in 1848 to provide convict labour within the Admiralty Quarries, which produced the stone for the breakwaters of Portland Harbour. As part of the subsidiary operations within the quarries, Grove Lime kiln was used for lime production and dates from around 1900. It was constructed and operated by prisoners. In 1921, the prison was converted into a Borstal Institution and as a result, the quarry and associated masonry works closed.

Following the war, Barker joined the Ministry of Labour's training department and, in 1923, was appointed governor of the Borstal Institution for Girls at Aylesbury. Under her administration, Barker made sweeping reforms under a model humane reformatory focusing on education, guidance and rehabilitation. By the time of her appointment of assistant commissioner of prisons in 1935, Barker would work to reform women's prisons throughout England, Wales and Scotland based on her work at Aylesbury until her death in 1955.

Hinds grew up in a children's home following the death of his father, a thief who died while receiving ten lashes (from a cat 'o 6) as a form of corporal punishment for armed robbery, before running away at the age of seven. Eventually arrested for petty theft, he would later escape a Borstal institution for teenage delinquents. Although drafted into the British Army during the Second World War, Hinds deserted from the armed forces and continued his criminal career before his eventual arrest for a jewellery robbery in 1953 ($90,000 of which was never recovered by authorities). Although pleading not guilty, he was convicted and sentenced to 12 years imprisonment.

From 1951 onwards the Ministry of Works carried out a long- running research project into the Device Forts, the section on Camber being written by the historian Martin Biddle and finally published in 1982. Biddle carried out an exploratory archaeological survey of the site in 1962 and the following year the ruins were closed to allow more extensive archaeological excavation by the Ministry. These were initially carried out by Biddle and Alan Cook, with support from local school children and from young offenders from the Borstal institution in Dover. The state took Camber Castle into guardianship in 1967, and the next year the government began a slow process of restoring the castle with the intention of eventually reopening it to the public, their efforts largely focusing on protecting the internal brick walls and wall-cores.

The Punjab Prisons Department was established in 1854 for custody, control, care and correction (4 Cs) of prisoners confined in various central, district and special jails in the province of Punjab and Dr. C. The Prisons Act of 1894 (Act No.IX of 1894) was passed by the Governor-General of India in Council which received the assent of the Governor General on 22 March 1894. The District Jail Sialkot (Since 1865), District Jail Shahpur District Sargodha (Since 1873), District Jail Jhelum (Since 1854), District Jail Rajanpur (Since 1860), Borstal Institution & Juvenile Jail Bahawalpur (Since 1882), District Jail Multan (Since 1872), District Jail Faisalabad (Since 1873) and Central Jail Gujranwala (Since 1854) in Punjab province and District Jail (now Juvenile Jail) Dadu (Since 1774) in Sindh province were even functional long before passing of the Prisons Act in 1894.
