A jury nullification advocacy group estimates that 3–4% of all jury trials involve nullification, and a recent rise in hung juries (from an average of 5% to nearly 20% in recent years) is seen by some as indirect evidence that juries have begun to consider the validity or fairness of the laws themselves (though other reasons such as the CSI effect may also be involved). In criminal cases, jury nullification arguments sometimes focus on the precise language of the jury instruction on burden of proof.

By the time of the American Revolution, a few of the Northern states had begun to consider abolishing slavery. Some Southern states, such as Virginia, had produced such large and self-sustaining locally-born enslaved Black populations by natural increase that they stopped taking in direct imports of enslaved Africans altogether. However, other Southern states, such as Georgia and South Carolina, still relied on constant, fresh supplies of the labour of enslaved people in order to keep up with the demand for it which accompanied their burgeoning plantation economies. These states continued to allow the direct importation of enslaved Africans until 1808, only stopping for a few years in the 1770s due to a temporary lull in the trade which was brought on by the American Revolutionary War.

In recent years policy makers have begun to consider the potential for promoting services innovation as part of their economic development strategies. Such consideration has, in part, been driven by the growing contribution that services activities make to national and regional economies. It also reflects the emerging recognition that traditional policy measures such as R&D; grants and technology transfer supports have been developed from a manufacturing perspective of the innovation process. The European Commission and the OECD has been particularly active in seeking to generate reflection on services innovation and its policy implications. This has resulted in studies such as the OECD’s reports into knowledge intensive services, and the European Commission Expert Group report on services innovation – the report of the group, "Fostering Innovation in Services"Europe Innovatiob as well as various TrendChart studies.

He has since spoken at multiple anti-vaccine events in which he repeats false information about the risks of vaccines and alleges governments are engaged in a vast conspiracy to hide the truth. His anti-vaccine advocacy has been described by medical professionals as fear-mongering. When Bigtree got involved with Wakefield, several states, including California, where Bigtree resided, had begun to consider legislation that would restrict the types of exemptions for which parents could apply to have their unvaccinated children attend schools. Bigtree strongly opposed such bills and has been criticized by the Anti-Defamation League and the Auschwitz- Birkenau Memorial and Museum for wearing a Star of David at an anti- vaccination event in an attempt to compare the treatment of those opposed to vaccination to the persecution of Jews.

In May 2006, over a year after Angara's death, it was reported that some of the investigators had begun to consider the possibility that it was in fact an accident. They had contacted Scottish forensic pathologist Derrick Pounder of the University of Dundee, one of the few in the field expert in drownings, particularly those that occur in cold water. His research has found that in a small percentage of such cases, the victim experiences bruising on the neck and petechiae on the eyeballs that closely mimics injuries otherwise seen as strong indicators of premortem strangulation. Pounder never examined Angara's body (and could not have, since it had been cremated shortly after her death in accordance with Hindu funerary traditions), nor any of the records from the autopsy.

Kaiser had begun to consider entering the automobile business in 1942, when the United States government halted production of civilian vehicles to focus on military ones due to the country's entry into World War II. With an eye toward postwar needs, Kaiser assembled a team of "idea men" to conceive a compact, lightweight car that the average working man could afford. By 1945, efforts had reached the prototype stage with the K-85, not a compact car but one with several advanced features, which included front wheel drive, unibody construction and a combination of torsion-bar springs and a torsion- beam rear axle called "Torsionetic Suspension." In partnership with automotive executive Joseph W. Frazer, Kaiser formed Kaiser-Frazer Corporation on July 25, 1945. Late that year, Kaiser-Frazer leased the Ford factory complex in Willow Run, near Detroit, Michigan as its manufacturing base.

By April 1900, the design staff had begun to consider the possibility of increasing the caliber of the secondary guns to , though most senior officers preferred the faster- firing 15 cm guns. Two new proposals were submitted, both of which retained the 15 cm guns; the first kept the single-gun turret arrangement of the main battery that had been used for Kaiser Karl VI, but relocated the secondary guns to a central battery on the upper deck, just aft of the conning tower, rather than the casemates of the earlier vessel. The second proposal adopted a twin-gun turret for the main battery guns located forward and placed the secondary guns further aft. The construction of the Italian s, which were armed with and guns, prompted the Austro-Hungarians to reconsider their preference for the smaller gun.

In August 2009, initial discussion has begun to consider a teaching interchange between St. Vincent Hospital Manhattan and First Affiliated Hospital of Guangzhou Medical College in China to form the first Minimally Invasive Cardiac Surgery Program in the city of Guangzhou serving 12 million residents. He was active in serving the Chinese American Community in New York in multiple fronts. He served on the board of directors for eight years, and then acted as the treasurer, vice-president, and the president of the Chinese American Medical Society with over 1200 physician members. Through this New York based society, he has contributed to many community services such as health education seminars, regular health related articles in Chinese newspaper, and radio programs, press releases regarding urgent health issues. The society initiated “healthy heart” food education program for local restaurants, annual free flu vaccination, and financially supported many community based research programs related to hepatitis, metabolic syndrome, osteoporosis, HIV and others.

"There are three traditional routes to national food security: 1) domestic production, which contributes to self-sufficiency; 2) commercial food imports; and 3) international food aid". Therefore, we need to make it clear that there is a distinction "between self-sufficiency and food security, in that the former is only one possible route to food security at the national level". Since 2007/2008, multiple Middle Eastern and North African (MENA) region governments have begun to consider more domestic food production as a part of their national aggregate food security laws. Although from a political view that approach may be justified due to it helping in stabilizing domestic food prices and deducting vulnerability to international markets and reliance on other countries, it comes at an enormous economic cost. This due to the resource endowments of the majority "of MENA countries—water scarcity and lack of arable land—are not well-suited to food production", specifically cereal production, and "these countries’ comparative international advantages lie in other economic activities".

As he later acknowledged, members of the Divan had begun to consider the Paris agreements, and especially the 1858 convention regarding the two countries, as a Constitution of Romania, in place until 1864. In addition, Kogălniceanu began printing the magazine Steaua Dunării in Iași: a unionist mouthpiece, it enlisted support from Alecsandri and his România Literară.Anineanu, p.64; Maciu, p.67 Kogălniceanu encouraged Nicolae Ionescu to issue the magazine L'Étoile de Danube in Brussels, as a French-language version of Steaua Dunării which would also serve to popularize Partida Națională's views.

Since the 2000s, benefiting largely from the opening of Cold War-era archives in the Soviet Union and elsewhere in the world, Cold War historians have begun to move on from questions of blame and inevitability to consider the Cold War in the longue durée of the 20th century, alongside questions of culture, technology and ideology.: "now the fight is over, the old inquiry about who started the Cold War is less interesting than the new one about why it ended the way it did. Less constrained to apportion the blame, we can be more relaxed in narrating a fascinating story.... In looking at the Cold War as history, much of the distinction between the 'orthodox' and the 'revisionist' schools... has become blurred.". Historians have also begun to consider the Cold War from a variety of international perspectives (non-American and non-Soviet) and most especially have stressed the importance of what was then called the "Third World" in the latter half of the Cold War.

In 2013 the Austin Bar Foundation asked the GSA to lease the old courthouse to hold several local legal programs, but the GSA declined, saying that it intended to "use the courthouse for judiciary-related services that were not able to fit into the new courthouse," most likely the U.S. Bankruptcy Court and the local members of the New Orleans-based 5th U.S. Circuit Court of Appeals, which had been operating in a separate office building. However, no new federal courts ever occupied the facility. Instead, in November 2015 the GSA announced that it had begun to consider the old courthouse for disposal proceedings as an excess asset. The facility and the land it occupies were designated as surplus property in May 2016, after which Travis County began talks with the GSA about using the building for additional county court space, in part because of the recent failure of a bond measure to raise funds to replace the aging Travis County Courthouse.

On 9 November 1948 Juan Carlos was received by Franco at his residence in the Royal Palace of El Pardo, where he informed him that his education would be in charge of a group of professors with firm loyalty to the Movimiento Nacional. As revealed by the documents declassified by the United States Department of State, due to an accident that occurred on 24 December 1961, during a hunt in the forests of El Pardo, Franco begun to consider the election of his succession. As report from the Greek royal court to the US ambassador in Greece indicates: "following a hunting accident" we are informed that "it is in planning to present the question of the royal succession before the Cortes in February. He has not divulged whether he will recommend the Count of Barcelona or his son, Juan Carlos"; conforming to what was indicated by the Spanish ambassador Luca de Tena.

By 1993, the company, renamed Canaccord Capital, had grown to 400 staff, with investment advisors in six branches across Canada. In 2004, Canaccord went public, raising $70 million in its initial listing on the Toronto Stock Exchange; the year after that, the company also listed on the London Stock Exchange under the symbol CF. By that time, Brown, now 64, had been at the head of Canaccord, renamed Canaccord Genuity, for almost four decades, and begun to consider succession. “I’d never given it much thought, to be honest,” he says. “It was my baby and I guess I sort of imagined I’d be there forever. But I realized I’d had enough. It’s a very hard, stressful, Type A business — the market’s changing every minute. So I went to Paul Reynolds, who’d worked for me for 24 years, and asked if he wanted to take over”. Brown resigned from Canaccord Genuity in 2014.

The success of the German invasion surprised everyone; the Germans had hardly dared hope for such a result. Most generals had vehemently opposed the plan as being much too risky; even those supporting it had mainly done so out of desperation because the geostrategic position of Germany seemed so hopeless. Two of the most prominent were Hitler and Halder; Hitler had not liked Halder's original plans and had suggested many alternatives, some of them bearing a resemblance to the Manstein Plan, the closest being a proposal made by him on 25 October 1939. Soon, Nazi propaganda began to claim that the victory was a result of Hitler's military genius; Hitler said, After the war, Halder claimed he was the main instigator of the German plan, supporting this with the fact that he had begun to consider changing the main axis to Sedan as early as September 1939 and that Manstein's original proposal was too traditional. The Manstein Plan is often seen as either the result of or the cause of a mid-20th century Revolution in military affairs.

An Evans high-pressure steam engine, 1805 Steam engines appeared in the United States as a source of power in the late 18th century, and living in Delaware and Philadelphia meant Evans was exposed to early examples of their application there. John Fitch had launched the first rudimentary steamboat onto the Delaware River in the late 1780s, and the Philadelphia waterworks was by 1802 operating two low-pressure steam engines to pump water from the Schuylkill River, but these were rare examples and most instances of this new technology were to be found in Europe. Much of the development of steam power had occurred in Great Britain, with Thomas Newcomen and James Watt instrumental in developing and commercializing steam power there and elsewhere in Europe, with several hundred of machines operating there in industrial and labor-saving applications by 1800. Evans had first begun to consider the potential applications of steam power for transportation while still an apprentice in the 1780s, and had developed rudimentary designs for 'steam carriages' in the 1790s.

Adorno had included Stravinsky among the targets of his anti- Gebrauchsmusik diatribes, and though the terminology and classification-system under present consideration is clearly and primarily German, the impulse of composers to write and officials to commission music for specific or ceremonial use is quite obviously universal. Stravinsky is perhaps not the best example of a non-German composer in such a vein who was active in the 1920s and 1930s, but he did make his name largely with a series of ballets. Along with these, it will be well-remembered that immortal and beloved works of Orff, Kodály, Bartók, Copland, and many others were written under the impulse of Gebrauchsmusik. As the dawn of the 21st century pushes the blinding political travails of times past into the fog of history, modern commentators have begun to consider that, while Gebrauchsmusik may compromise the composer in some respects, many of the greatest works of not only the 20th century but the 19th and earlier (witness the French tradition of vast, ceremonial works from that period) were composed with public and popular usage in mind.
