Dowling was Governor of American Samoa from April 17, 1934 to January 15, 1936. Dowling's administration continued certain policies of racism toward the native Samoans, who he believed had little work ethic or ability to plan for the future; as such, he treated the Samoan race as a people who needed safety nets. Dowling claimed, "Our policy of Samoa for the Samoans—no alienation of lands and no exploitation of natives—has been rigidly adhered to... as such a policy assures the existence of the Samoan race which otherwise could not stand competition from the energetic races." Dowling viewed the slow adoption of the English language after thirty-five years of occupation to be troublesome.

Maria Assunta Pallotta (20 August 1878 - 7 April 1905), born Assunta Maria Pallotta, was an Italian Roman Catholic professed religious who served as a member of the Franciscan Missionaries of Mary and also as part of the missions to China; the latter proved to - as a minor inconvenience - to be troublesome due to the missionaries killed during the Boxer Rebellion. Pallotta devoted her entire life to the Rule of her congregation and to serving in whatever task was prescribed to her. She desired nothing more than to work in the menial jobs and while in China dedicated herself to the care of the poor and the orphans in the orphanage that she worked in. Her cause had its origins since the order received the encouragement of Pope Pius X despite it not beginning until a decade later.

Belgian Shepherds are known to be highly intelligent, alert and sensitive; they are typically highly trainable, vigilant and hard-working with a strong guarding instinct making them protective of property and family, and very well suited for service with security services. The Groenendael and Tervueren varieties have a reputation for occasionally being snappy, making them less suitable as companion dogs for children; the Laekenois whilst considered very good with children can occasionally be troublesome with other dogs. The Belgian Shepherd responds well to training and responds very well to firm and understanding training; they require training from an early age, particularly the Laekenois which can have a tendency to try to dominate a weaker willed master.
