The same applies to senior commanders on board US aircraft carriers, where the commander and deputy commander of the embarked carrier air wing are both captains in rank, but are addressed by the titles of "CAG" and "DCAG", respectively.
In 315, Li Xiong created his wife Lady Ren empress. She was sonless, although Li Xiong had more than 10 sons by concubines. Li Xiong, however, resolved in 324 to create his nephew Li Ban, the son of Li Dang, who had been raised by Empress Ren, crown prince, reasoning that the empire's foundation was actually built by Li Te and Li Dang, and that it would be proper for him to pass the throne to Li Dang's son. He also valued Li Ban highly for his kindness and studiousness.
Slavery and medicine: enslavement and medical practices in antebellum Louisiana. New York: Taylor & Francis, 1998. Newly formed laws were openly flouted by medical schools as demonstrated in an 1824 advertisement for the Medical College of South Carolina:The Philadelphia Journal of the Medical and Physical Sciences, Volume 8 By John Davidson Godman, Isaac Hays > Some advantages of a peculiar character are connected with this institution, > which it may be proper to point out. No place in the United States offers as > great opportunities for the acquisition of anatomical knowledge.
A morphism f: X → Y of schemes is called universally closed if for every scheme Z with a morphism Z → Y, the projection from the fiber product :X \times_Y Z \to Z is a closed map of the underlying topological spaces. A morphism of schemes is called proper if it is separated, of finite type, and universally closed ([EGA] II, 5.4.1 ). One also says that X is proper over Y. In particular, a variety X over a field k is said to be proper over k if the morphism X → Spec(k) is proper.
He served as the Society's Vice President 1975 to 1978. Whilst Principal of St Andrews, his main task was to reconcile the interests of the section of the university based in St Andrews with those of the section based in Dundee, Queen's College. However, he later concluded that separation of the two could not be avoided and then decided that it would not be proper to continue in his position as his stated policy had changed. In 1967 Queen's College separated from St Andrews to become the University of Dundee.
Scientology critic Andreas Heldal-Lund stated that Scientology views candidates for the OCA as "raw meat from the street". He stated that, "thousands of desperate parents contact me because they have children who have had major mental problems, or taken their own life after similar circumstances to Kaja Ballo". Musician Hank Von Helvete, a Scientologist, commented that he thought psychiatry, not Scientology, was the cause of Ballo's suicide. TV 2 reported that psychologists advised that subsequent to the OCA, there should be proper follow-up attention with the subject.
Lee's motion asked congress to consider "what titles it will be proper to annex to the offices of President and Vice President of the United States—if any other than those given in the Constitution." Vice President John Adams, in his role as President of the United States Senate, organized a congressional committee. There Adams agitated for the adoption of the style of Highness (as well as the title of Protector of Their [the United States'] Liberties) for the President. Adams and Lee were among the most outspoken proponents of an exalted presidential title.
The steps of examinatio and emendatio resemble copy-text editing. In fact, the other techniques can be seen as special cases of stemmatics in which a rigorous family history of the text cannot be determined but only approximated. If it seems that one manuscript is by far the best text, then copy text editing is appropriate, and if it seems that a group of manuscripts are good, then eclecticism on that group would be proper. The Hodges–Farstad edition of the Greek New Testament attempts to use stemmatics for some portions.
One day, George Liquor is standing outside of a pet store, watching Ren and Stimpy sleep in the window and gets the idea to adopt them as his pets. Upon arriving home, he introduces them to their new abode: a fish bowl from which the fish was rudely thrown out (and stole George's car as a result). The next day Ren and Stimpy awaken to find George Liquor dressed as a drill sergeant to train them to be proper pets. Their first lesson is house training by doing butt-push-ups on a newspaper.
The evil is believed to be of such magnitude as to require prompt and efficient State action for its prevention, and to justify any measures that may be proper and within the range of national authority." ::"6. It is believed by the committee that great good would result from the passage of State laws prohibiting officers of railway companies from owning or holding, directly or indirectly, any interest in any "non-cooperative freight-line" or car company, operated upon the railroad with which they are connected in such official capacity." ::"7.
Venizelos said to the Prince that it would not be proper to give hope to the population for something that wasn't feasible at the given moment. As Venizelos had expected, during the Prince's journey, the Great Powers rejected his request. The disagreements continued on other topics; the Prince wanted to build a palace, but Venizelos strongly opposed it as that would mean perpetuation of the current arrangement of Governorship; Cretans accepted it only as temporary, until a final solution was found. Relations between the two men became increasingly soured, and Venizelos repeatedly submitted his resignation.
In April 1977, when Union Home Minister Charan Singh took the debatable decision to dissolve the assemblies of nine states, Jatti declined to sign the order and broke the tradition of the President accepting the advice of the Cabinet. Though he later signed the order, Jatti took the stand that the centre's action should not only be politically and constitutionally correct but also appear to be proper. After leaving office as vice-president in 1979, Jatti continued to be in the limelight as a keen observer of the political situation in the country.
Proposition K passed in the city of Los Angeles to allocate $25 million annually for improvements to parks, recreational facilities, and playgrounds in need of repair. Some opposed to Proposition K write that much of the funding from the policy was allocated to parks in affluent neighborhoods, which exacerbated the gaps in accessibility to open space. Additionally, in Los Angeles inner-city residents, who are much more likely to be poor minorities, have significantly fewer parks than suburban residents. Furthermore, there is less likely to be proper maintenance at inner-city parks.
Security is the first and foremost concern in any SAP audit. There should be proper segregation of duties and access controls, which is paramount to establishing the integrity of the controls for the system. When a company first receives SAP it is almost devoid of all security measures. When implementing SAP a company must go through an extensive process of outlining their processes and then building their system security from the ground up to ensure proper segregation of duties and proper access. Proper profile design and avoidance of redundant user ID’s and superuser access will be important in all phases of operation.
Second, the inventor must have a sound line of reasoning from which the desired result can be inferred from the factual basis. Third, there must be proper disclosure. As Justice Binnie believed that predictability is a question of fact, he relied on the trial judge's findings and determined that all three requirements for sound prediction were satisfied. At the time the patent application was filed, Glaxo Wellcome knew that AZT was suitable for prolonged treatment of humans, that compounds of its class could act as chain terminators, and that in vitro efficacy had been shown in human cells.
The Civil Remedy for the Protection of Animals provides a legal remedy for the protection and humane treatment of animals in addition to any criminal remedies that are available and it shall be proper in any action to combine causes of action against one or more defendants for the protection of one or more animals. A real party in interest as plaintiff shall be held to include any person even though the person does not have a possessory or ownership right in an animal; a real party in interest as defendant shall include any person who owns or has possession of an animal.
In contrast, the Christian Church may consider any practice not expressly forbidden. For example, the aforementioned Christian Church uses musical instruments in worship, whereas the Churches of Christ believe a cappella singing to be proper, although some Church of Christ congregations do use instruments. In addition, there was also disagreement over the appropriateness of organizational structures above the congregational level, such as those of missionary societies and funding orphanages. Though not officially recognized as distinct movements until 1906, the separation of the Churches of Christ and the Christian Churches had been taking place gradually for decades.
There are several factors that contribute to having a properly functioning decontamination area: [1] there must be proper dilution of detergents or damage to instruments will occur to include rusting and discoloration, [2] lumens are a big issue so there must be an assortment of brushes with varying lengths and diameters to thoroughly clean inside lumened instruments, [3] SPD staff need to be competent in the use of all processing equipment, [4] monthly in-service should be recurring and completed by the manufacturer's representative, [5] efficacy testing of the equipment should be completed and documented ensuring equipment is functioning as intended.
That is, there must be proper parallelism for the bridge to seat properly on the margins. Sometimes, the bridge does not seat, but the dentist is unsure whether it is because the spatial relationship between the abutments is incorrect, or whether the abutments do not actually fit the preparations. The only way to determine this is to section the bridge and try in each abutment by itself. If they each fit individually, the spatial relationship was incorrect, and the abutment that was sectioned from the pontic must now be reattached to the pontic according to the newly confirmed spatial relationship.
Many consider the adoption of English loanwords into Finnish phonology, morphology, and syntax not to be proper Finnish, but rather a language in between. The term "Finglish" can imply that this adoption of loanwords and usage of language is incomplete and somehow less legitimate. However, this use of loanwords and code-switching amongst bilingual speakers is typical in communities experiencing language shift. The Finnish immigrants to the United States and Canada are one group that speak Finglish, but Finglish is also found in any place in Finland where international contacts and popular culture exists, including Finnish language learners.
In mathematics, rigid cohomology is a p-adic cohomology theory introduced by . It extends crystalline cohomology to schemes that need not be proper or smooth, and extends Monsky–Washnitzer cohomology to non-affine varieties. For a scheme X of finite type over a perfect field k, there are rigid cohomology groups H(X/K) which are finite dimensional vector spaces over the field K of fractions of the ring of Witt vectors of k. More generally one can define rigid cohomology with compact supports, or with support on a closed subscheme, or with coefficients in an overconvergent isocrystal.
In that case, the court had held that a state trespassing statute could not be used to prevent the distribution of religious literature by requiring a permit in a company town. Black noted that the only difference here was that the Marsh case involved a privately owned town and the current case involved a town owned by the federal government. Black allowed that there might be a case where it might be proper for security reasons to prohibit outsiders from entering such a housing area, but that did not apply in this case. The case was reversed and remanded.
The Continental Congress regularly received quantities of intercepted British and Tory mail. On November 20, 1775, it received some intercepted letters from Cork, Ireland, and appointed a committee made up of John Adams, Benjamin Franklin, Thomas Johnson, Robert Livingston, Edward Rutledge, James Wilson and George Wythe "to select such parts of them as may be proper to publish." The Congress later ordered a thousand copies of the portions selected by the Committee to be printed and distributed. A month later, when another batch of intercepted mail was received, a second committee was appointed to examine it.
Weslager pp. 51–52. Separate appointments were made for the three Canadian colonies (Quebec, Nova Scotia, and Newfoundland), one each for East and West Florida, and five for the islands of the West Indies. Debate in the colonies had actually begun in the spring of 1764 over the Stamp Act when Parliament passed a resolution that contained the assertion, "That, towards further defraying the said Expences, it may be proper to charge certain Stamp Duties in the said Colonies and Plantations." Both the Sugar Act and the proposed Stamp Act were designed principally to raise revenue from the colonists.
The "Cult of Domesticity" was a new ideal of womanhood that emerged at this time. This ideal rose from the reality that a 19th-century middle-class family did not have to make what it needed in order to survive, as previous families had to, and therefore men could now work in jobs that produced goods or services while their wives and children stayed at home. The ideal woman became one who stayed at home and taught children how to be proper citizens. American Cookery written in 1796 by Amelia Simmons, was the first published cookbook written by an American.
Among the committee's members were John Evelyn (1620–1706), Thomas Sprat (1635–1713), and John Dryden (1631–1700). Sprat regarded "fine speaking" as a disease, and thought that a proper style should "reject all amplifications, digressions, and swellings of style" and instead "return back to a primitive purity and shortness" (History of the Royal Society, 1667). While the work of this committee never went beyond planning, John Dryden is often credited with creating and exemplifying a new and modern English style. His central tenet was that the style should be proper "to the occasion, the subject, and the persons".
Lamborghini thought Ferrari's cars were good, but too noisy and rough to be proper road cars. He categorized them as repurposed track cars with poorly built interiors. Period Ferraris had spartan interiors, lacking the plush appointments Lamborghini felt were essential to a gran turismo car Lamborghini found that Ferrari's cars were equipped with inferior clutches, and required continuous trips to Maranello for rebuilds; technicians would secret the car away for several hours to perform the work, much to Lamborghini's annoyance. He had previously expressed dissatisfaction with Ferrari's after sales service, which he perceived to be substandard.
As prescribed in the Constitution of Tokelau, individual human rights are those found in the Universal Declaration of Human Rights and reflected in the International Covenant on Civil and Political Rights.Section 16(1) of the Constitution of Tokelau, 2007. When exercising these rights, there must be proper recognition of the rights of others and to the community as a whole.Section 16(2) of the Constitution of Tokelau, 2007. If an individual believes their rights have been breached they may go to the Council for the Ongoing Government who may make any appropriate order to protect that individual’s rights.
It is not known when Sun Taizhen was born, but it is known that she came from the Wuyue capital Qiantang (錢塘, in modern Hangzhou, Zhejiang). The historical records did not state her heritage, but it is known that she had at least one younger brother, Sun Chengyou (孫承祐), who would later become a prominent general for Wuyue (and later, for Song dynasty). She was said to be elegant, serious, intelligent, and wise. She was said to be proper and humble in her dealings with both her relatives by blood and by marriage.
The most enthusiastic ones climbed up the balconies to the fourth floor and tore off the Intermedio banner which had temporary covered the El Tiempo sign. In the May 11 edition, Intermedio announced that El Tiempo would circulate again when Eduardo Santos returned from his exile in France and there would be proper conditions to restart issuing. Those proper conditions were finally given by the Resolution 0199 of June 4, 1957, which rescinded the closure order against El Tiempo proclaimed in August 1955. The last edition of Intermedio (number 458) was issued on June 7, 1957.
George Gauld, surveyor and cartographer of the Gulf Coast. Pages 190–191. Later, Thomas Hutchins would write an account of this journey, with acknowledgment to the information he had received from George Gauld: "It may be proper to observe that I have had the assistance of the remarks and surveys, so far as relates to the mouths of the Mississippi and the coast and foundings of West Florida, of the late ingenious Mr. George Gauld, a Gentleman who was employed by the Lords of the Admiralty for the express purpose of making an accurate chart of the above mentioned places."Hutchins, Thomas. 1784.
Fillmore was the first president to return to private life without an independent wealth or the possession of a landed estate. With no pension to anticipate, he needed to earn a living and felt that it should be in a way that would uphold the dignity of his former office. His friend Judge Hall assured him it would be proper for him to practice law in the higher courts of New York, and Fillmore so intended. The Fillmores had planned a tour of the South after they had left the White House, but Abigail caught a cold at President Pierce's inauguration, developed pneumonia, and died in Washington on March 30, 1853.
These questions signal a marked break from then-current ideas about human diversity, which assumed that some people have a history, evident in a historical (or written) record, while other people, lacking writing, also lack history. For some, this distinction between two different kinds of societies explained the difference between history, sociology, economics and other disciplines that focus on people with writing, and anthropology, which was supposed to focus on people without writing. Boas rejected this distinction between kinds of societies, and this division of labor in the academy. He understood all societies to have a history, and all societies to be proper objects of the anthropological society.
Needham discusses Yin and Yang together with Five Elements as part of the School of Naturalists. He says that it would be proper to begin with Yin and Yang before Five Elements because the former: "lay, as it were, at a deeper level in Nature, and were the most ultimate principles of which the ancient Chinese could conceive. But it so happens that we know a good deal more about the historical origin of the Five- Element theory than about that of the Yin and the Yang, and it will therefore be more convenient to deal with it first."Needham, Joseph; Science and Civilization in China Vol.
Gemayel's move was of questionable validity, as it violated the unwritten National Pact of 1943, which reserved the position of prime minister for a Sunni Muslim. Gemayel argued, however, that as the National Pact also reserved the presidency for a Maronite Christian, and as the Prime Minister assumes the powers and duties of the President in the event of a vacancy, it would be proper to fill that office temporarily with a Maronite. Gemayel referenced the historical precedent of 1952, when General Fouad Chehab, a Christian Maronite, was appointed as prime minister of a transition government following the resignation of President Bechara El Khoury.
In 2005, Vivienne, a virtual girlfriend created by software maker Artificial Life Inc. of Hong Kong, was reprogrammed not to bare her navel or display body piercings in conservative Muslim countries including Malaysia to avoid problems. In 2006, Nik Abdul Aziz Nik Mat gave his blessings to an Islamic form of dance clubs to serve as entertainment outlets at Kota Bharu. He commented that there must be proper attire for women, including clothes that do not reveal the navel, saying Muslim women must be covered from head to toe except for their face and hands, while Muslim men must be decently dressed when in public.
"If we adopt the policy of admitting whatever claims the customer makes to be proper, and if we always settle them at face value, we shall be subjected to inevitable losses." The work concluded "If the customer is made perfectly to understand what it means for him to be right, what right on his part is, then he can be depended on to be right if he is honest, and if he is dishonest, a little effort should result in catching him at it." An article a year later by the same author addressed the caveat emptor aspect while raising many of the same points as the earlier piece.
The arid, remote region of Najd had been ruled by the House of Saud and religiously dominated by the Islamic revival movement known as Ikhwan-men-tah-allah (with some exceptions) since the mid-18th century. Ikhwant-men-tah-allah was a movement of townspeople, and traditionally thought of the beduin nomadic herders as "bearers of religious ignorance, jahiliyyah, and thus as raw material for conversion". To remedy this situation, the beduin were gathered in agricultural settlements known as hijra, where they were to be taught farming, crafts or trades and how to be "proper Muslims". There were 52 hujar (plural of hijra) by 1920 and 120 by 1929.
According to the guideline of Ministry of Education, Culture, Sports, Science and Technology, as follows; ・Management institutions, such as public or private high schools, which wish to be authorized as Super Science Highschool, must submit an application to Ministry of Education, Culture, Sports, Science and Technology through the governor or the board of education of the prefecture. ・Ministry of Education, Culture, Sports, Science and Technology screens the application and authorizes the school as SSH if it seems to be proper. ・Japan Science and Technology Agency, independent administrative corporation, supports the SSH by spending money which is necessary to research and invent. ・The period of authorization of SSH is 5 years as a general rule.
"Minorities of Southeast Europe: Romani of Albania". CEDIME-SE. Page 4: "In the Ottoman time, many Roma had converted to Islam for safety reasons, as many ethnic Albanians did or were forced to do so." as did much of the surrounding Albanian and Slavic populations with the exception of certain regions. Under certain Ottoman rulers, Muslim Roma were considered to not be proper Muslims because of certain ritual differences, and they were taxed and discriminated against in similar ways to Christians. Under Mehmed IV, a tax was placed on dead Roma that would continue to be paid until enough had been gathered from living Roma to replace their supposed dues, while other rulers made attempts to “reeducate” Roma.
The reason this is important is that sometimes a plaintiff may not be able to (or may deliberately choose not to) formally serve all defendants on the same day, or some defendants may become aware of the existence of the complaint before it is formally served (for example, if other already-served defendants send them a "courtesy copy"). In courts that adhere to the latter rule, removal jurisdiction may be proper as long as defendants can show that all defendants who were properly served by the date of removal joined in the removal notice, even though not all named defendants joined in the notice.Destfino v. Reiswig, 630 F.3d 952 (9th Cir. 2011).
Given a graph G and given a set L(v) of colors for each vertex v (called a list), a list coloring is a choice function that maps every vertex v to a color in the list L(v). As with graph coloring, a list coloring is generally assumed to be proper, meaning no two adjacent vertices receive the same color. A graph is k-choosable (or k-list-colorable) if it has a proper list coloring no matter how one assigns a list of k colors to each vertex. The choosability (or list colorability or list chromatic number) ch(G) of a graph G is the least number k such that G is k-choosable.
Upon discretion of the preliminary injunction judge may issue a preliminary injunction in accordance with the procedures set forth in G.S. 1A‑1, Rule 65 . If the plaintiff requests may provide suitable care for the animal that the injunction is over. If it appears on the face of the complaint that the condition giving rise to the cruel treatment of an animal requires the animal to be removed from its owner or other person who possesses it, then it shall be proper for the court in the preliminary injunction to allow the plaintiff to take possession of the animal as custodian. Individual citizens, cities, towns, counties, and animal welfare organizations can use civil injunctions in order to enforce animal cruelty laws.
Prior to 1971, a graduate of an undergraduate dental program in Canada was required to successfully complete the NDEB examination (written essay-type) in order to be certified. This policy was changed in 1971, when the NDEB decided to recognize the examinations and evaluation administered by Canadian faculties of dentistry and issue certificates to current graduates of these faculties without further examination. The conditions for certification of current graduates were established at this time to be proper application and graduation from an undergraduate dental program approved by the Commission on Dental Accreditation of Canada. The NDEB, through its representatives on the Commission on Dental Accreditation of Canada and an appointee on each undergraduate program survey team actively participates in the accreditation process.
Mardan-Farrukh next challenges the doctrine of the Trinity, "the father and son and pure wind". Yet he begins without finesse: "If it be proper for three to be one, that implies that it is certainly possible for three to be nine... ." He questions how a son could be equal to the father; then he discusses the trinity and the crucifixion. After a theodicean analysis similar to his about Adam and Eve (see the Judaic section above), Mardan-Farrukh observes that "the sacred being himself created the executioners of his son," and concludes that these enemies then slew "the Messiah, who is the son, through the will of the father."E. W. West (SBE 24) at 233-236 (SGV XV: 46-76, 46, 49, 51, 64, 76).
From an Islamic (Sharia) law perspective, the minimum requirements and responsibilities in a Muslim marriage are that the groom provide living expenses (housing, clothing, food, maintenance) to the bride, and in return, the bride's main responsibility is raising children to be proper Muslims. All other rights and responsibilities are to be decided between the husband and wife, and may even be included as stipulations in the marriage contract before the marriage actually takes place, so long as they do not go against the minimum requirements of the marriage. In Sunni Islam, marriage must take place in the presence of at least two reliable witnesses, with the consent of the guardian of the bride and the consent of the groom. Following the marriage, the couple may consummate the marriage.
But if money is an artifact of law, whose value is derived from law (payment of taxes and legal tender laws) then Zarlenga argues it would only be proper for the government to issue, and control the money supply.Stephen Zarlenga, The Lost Science Of Money, Ch. 24: "Proposals For U.S. Monetary Reform" According to Zarlenga, it is this last definition that is supported by the history and nature of money. Government-controlled money is also postulated to be more stable than credit money or commodity money. Coins have been claimed to represent an advance over weighing out precious metals with a fixed amount of precious metal being stamped so they need not be weighed and could be exchanged more conveniently than lumps of metal which needed to be weighed.
Similarly, the "subset of" relation ⊆ needs to be restricted to have domain and codomain P(A) (the power set of a specific set A): the resulting set relation can be denoted by ⊆A. Also, the "member of" relation needs to be restricted to have domain A and codomain P(A) to obtain a binary relation ∈A that is a set. Bertrand Russell has shown that assuming ∈ to be defined over all sets leads to a contradiction in naive set theory. Another solution to this problem is to use a set theory with proper classes, such as NBG or Morse–Kelley set theory, and allow the domain and codomain (and so the graph) to be proper classes: in such a theory, equality, membership, and subset are binary relations without special comment.
The King refused his application for a peerage until he had served in office for two years. A patent creating him a peer was signed by the King on 24 May 1756, but Ryder died the following day and was in no position to kiss hands to take it up. Horace Walpole thought Ryder "a man of singular goodness and integrity; of the highest reputation in his profession, of the lowest in the House, where he wearied the audience by the multiplicity of his arguments; resembling the physician who ordered a medicine to be composed of all the simples in a meadow, as there must be some of them at least that would be proper".Horace Walpole, Memoirs of King George II: Volume I (Yale, 1985), p. 83.
Wright, Andrew "The Hero and Villain" pages 79-84 from Readings on Pride and Prejudice edited by Clarice Swisher, San Diego: Greenhaven Press, 1999 pages 81-82. The scholar Josephine Ross wrote that the picture today of Darcy as asexual says more about the standards of our time rather than of the Romantic era, noting when Elizabeth tells him that Wickham has seduced her sister Lydia, he can only "observe her in compassionate silence" despite clearly wanting to touch Elizabeth he does not as that would not be proper for a gentleman.Ross, Josephine Jane Austen A Companion, New Brunswick: Rutgers University Press, 2002 page 137. Ross wrote: "Had he taken her in his arms and covered her with kisses, the atmosphere of that critical scene could not have been more thrillingly charged".
Pain was invited to explain his idea at a Board Meeting of the B&ER; later that month. The B&ER; were supportive, and agreed to work the line, but they required a number of conditions that had not been expected: there must be proper station accommodation for passengers, with platforms, and for goods, with covered loading accommodation; bridges at the Turnpike road were to be of stone or brick, not timber; and a much improved track specification was required, with 15 inches of ballast. However, they agreed to work the line for 50% of receipts, and they would contribute £105 towards the Parliamentary expenses of obtaining the Act. They might agree to buy the line later for a small premium, but the line was not to be extended (presumably towards the LSWR) without their agreement.
A unanimous court held for Allgeyer. Associate Justice Rufus Peckham authored the opinion of the court that the statute violated the Fourteenth Amendment. > The 'liberty' mentioned in [the Fourteenth] amendment means not only the > right of the citizen to be free from the mere physical restraint of his > person, as by incarceration, but the term is deemed to embrace the right of > the citizen to be free in the enjoyment of all his faculties, to be free to > use them in all lawful ways, to live and work where he will, to earn his > livelihood by any lawful calling, to pursue any livelihood or avocation, and > for that purpose to enter into all contracts which may be proper, necessary, > and essential to his carrying out to a successful conclusion the purposes > above mentioned.Allgeyer, 165 U.S. at 589 (emphasis added).
The failure of a public authority to take into account relevant considerations and the taking of irrelevant ones into account are grounds of judicial review in Singapore administrative law. They are regarded as forms of illegality. If, in the exercise of its discretion on a public duty, an authority takes into account considerations which the courts consider not to be proper, then in the eyes of the law it has not exercised its discretion legally. On the other hand, considerations that are relevant to a public authority's decision are of two kinds: there are mandatory relevant considerations (that is, considerations that the statute empowering the authority expressly or impliedly identifies as those that must be taken into account), and discretionary relevant considerations (those which the authority may take into account if it regards them as appropriate).
Those early traditions continue and customarily include a standby diver, and a working diver who is in constant communication with the surface control crew. The sport of scuba diving is rooted in a multitude of small enthusiastic snorkeling and spearfishing clubs that date back to the decades just before and after World War II. In the late 1940s, after the invention of the Aqua- lung by Cousteau and Gagnan, the first retail underwater breathing apparatus for sport was commercially marketed. As the sport expanded through the 1950s, several sporting organisations – notably the Young Men's Christian Association (YMCA) – began scuba training programmes for swimming enthusiasts, thus began the codification of what was believed to be proper practices for the expanding amateur sport of scuba diving. The buddy system was thought to be a useful corollary to the "never swim alone" edicts of the YMCA swimming and lifesaving programmes.
He suggests that it may be proper to regard homosexuality as obscene because, "In the heterosexual act, it might be said, I move out from my body towards the other, whose flesh is unknown to me; while in the homosexual act I remain locked within my body narcissistically contemplating in the other an excitement that is the mirror of my own." Though Scruton concludes that incest is not necessarily a perversion, he maintains it is nevertheless immoral. He argues that fetishism is a perversion, though a "harmless and amusing" one. He maintains that there are two forms of masturbation, one in which the practice "relieves a period of sexual isolation, and is guided by a fantasy of copulation" and the other in which it "replaces the human encounter", and that only the second can be considered perverted, since it diverts the sexual impulse away from interpersonal union.
The historiographical significance for historians, says Gvozdeva, is not that the gang wanted to be proper monks, have an abbot or be part of a mendicant order, but that they took upon themselves the appearance and, in their eyes, the attitudes of one. The medievalist Julian Luxford has described it illustrating the extent of ill-feeling felt by the general population towards the perceived "abbatial greed and luxurious living" they suspected the religeuse of commonly indulging in against their Rule. Luxford has argued that for the modern historian, the significance of the order is what their own expressed beliefs reveal of their own—and likely more general—views of the priesthood: that, for example, "monks and nuns blindly followed leaders, were idolatrous, avaricious, even luxurious (thus 'Brothelyngham’)". "The insinuation of this satire about grasping abbots", says the historian Martin Heale, "is hard to mistake".
In addition to several other items, he requested a set of coins as an appropriate offering to Said bin Sultan: > I am rather at a loss to know what articles will be most acceptable to the > Sultan, but I suppose a complete set of new gold & silver & copper coins of > the U.S. neatly arranged in a morocco case & then to have an outward > covering would be proper to send not only to the sultan, but to other > Asiatics. In a November 11, 1834, letter sent to Mint Director Samuel Moore, Secretary of State John Forsyth approved Roberts' suggestion, writing: > The President [Andrew Jackson] has directed that a complete set of the coins > of the United States be sent to the King of Siam, and another to the Sultan > of Muscat. On feast days, the various parts of the hour may be taken from the office of the saint being celebrated or from common texts for the saints. If the feast has the rank of "memorial", any parts specifically provided for the saint (the "proper" parts) are used, while the other parts come from the weekday, with exception of the hymn (which may be optionally taken from the common texts), the antiphon for the Benedictus (which must be taken from the proper or the common), the intercession (which may be optionally taken from the common texts), and the closing prayer (which should be proper, or if missing, common). For a "feast" or solemnity, all texts are taken from the proper, or if some part is missing, from the common. On these days, the morning psalm is always Psalm 63, verses 2-9, the canticle is the "Song of the Three Holy Children" (Daniel 3:57-88 and 56), and the psalm of praise is Psalm 149.
"It being the occasion of the opening of the Raritan and Delaware Bay Railroad, to Long Branch, the City Guard accepted the invitation of the Railroad Company to pass over their road and join in the opening celebration at the same time that they celebrated their own anniversary.... The Raritan and Delaware Bay Railroad, it may be proper to state here, was projected to run to Cabe May, and to form part of an air-line from New-York to Norfolk, a distance of 300 miles, 250 of which is to be by rail and the remainder by water." During the 20th century, Red Bank was a strong cultural, economic, and political center in Monmouth County, until it was hindered by the economic recession that began in 1987. During this time, Red Bank's economy, based largely on retail commerce, was in decline, due to a real estate scandal. Local pundits and urban planners referred to the town as "Dead Bank".
65 Financial conditions of Erie Railroad Company, 1844 Financial conditions of Erie Railroad Company, 1851 :To complete a single track to Lake Erie, six millions of dollars are required. The cost of the work to the stockholders will then be $7,350,000; and adding a liberal amount to provide for cars and engines for the commencement of business, the road, with a heavy (T) rail estimated at $65 per ton, will be brought into use for less than $20,000 per mile. The actual cost of the road will be over $28,000 per mile, but the liberality of the State, and the surrender of half of the stock by the present holders, reduces it to this very low rate. :In reference to the estimates, it may be proper to state, that responsible contractors have offered to take the whole work at prices nine per cent, less than those assumed in the calculations on which they were based.
Macmillan would have liked to appoint Lloyd Home Secretary, as he was moving Rab Butler from this post, but Lloyd had made clear when Macmillan became Prime Minister in January 1957 that as an opponent of capital punishment it would not be proper for him to accept that position (because a person sentenced to hang was entitled to appeal to the Monarch for mercy, which in practice meant that the Home Secretary, to whom the task was delegated, had the final say on whether any execution should proceed).Thorpe 2010, p. 522 Macmillan planned to break the news of his impending dismissal to Lloyd, but Butler leaked it to the press first – the news appeared in the "Daily Mail" on the morning of 12 July. 12 July was also the day of the Leicester North East by-election, and Cabinet were due to discuss incomes policy. At the by election the Conservative share of the vote dropped from 48.1% in 1959 to 24.2%.Thorpe 2010, p.
British Theologian Adam Clarke writing in 1825 stated that the 1260-year period should commence with 755 AD, the actual year Pepin the Short invaded Lombard territory, resulting in the Pope's elevation from a subject of the Byzantine Empire to an independent head of state. The Donation of Pepin, which first occurred in 754 and again in 756 gave to the Pope temporal power over the Papal States. However, his introductory comments on Daniel 7 added 756 as an alternative commencement date.Adam Clarke ”The Holy Bible” New York: Lane and Scott (1850) vol. IV, Introduction to Chapter VII, page 592, “It will be proper to remark that the period of a time, times, and a half, mentioned in the twenty-fifth verse are the duration of the dominion of the little horn that made war with the saints, (generally supposed to be a symbolic representation of the papal power,) had most probably its commencement in A.D. 755 or 756, when Pepin, king of France, invested the pope with temporal power.
In a letter informing the monarch after the event, the Governor General said: "I have to await the verdict of history to prove my having adopted a wrong course, and this I do with an easy conscience that, right or wrong, I have acted in the interests of Canada and implicated no one else in my decision." Another example occurred when, in the 1975 Australian constitutional crisis, the governor-general unexpectedly dismissed the prime minister in order to break a stalemate between the House of Representatives and Senate over money bills. The governor-general issued a public statement saying he felt it was the only solution consistent with the constitution, his oath of office, and his responsibilities, authority, and duty as governor-general. A letter from the queen's private secretary at the time, Martin Charteris, confirmed that the only person competent to commission an Australian prime minister was the governor-general and it would not be proper for the monarch to personally intervene in matters that the Constitution Act so clearly places within the governor-general's jurisdiction.
Wu, under Li Deyu's questioning, argued that because neither Chen nor Zhang Jiang was from the Lulong army, the Lulong soldiers did not completely support him, while Zhang Zhongwu was well-supported by the Lulong soldiers due to his father's long- standing career in the Lulong army. Wu opined that when Zhang attacked Fanyang, he would be quickly able to capture it due to the soldiers' support — and even if he failed to do so, because the food supplies for You Prefecture (幽州, i.e., Fanyang) came from the prefectures and bases to its north, Zhang Zhongwu could starve You Prefecture into submission by cutting off its supply lines. (According to Wu, Zhang Zhongwu was, at time of the petition, in his 50s, but Wu did not state which year Zhang Zhongwu was born.) Li Deyu opined that, whereas Chen and Zhang Jiang were supported by the soldiers and then requested imperial commission, and Zhang Zhongwu requested imperial commission first, it would be proper to commission Zhang Zhongwu.
In mathematics, the term maximal subgroup is used to mean slightly different things in different areas of algebra. In group theory, a maximal subgroup H of a group G is a proper subgroup, such that no proper subgroup K contains H strictly. In other words, H is a maximal element of the partially ordered set of proper subgroups of G. Maximal subgroups are of interest because of their direct connection with primitive permutation representations of G. They are also much studied for the purposes of finite group theory: see for example Frattini subgroup, the intersection of the maximal subgroups. In semigroup theory, a maximal subgroup of a semigroup S is a subgroup (that is, a subsemigroup which forms a group under the semigroup operation) of S which is not properly contained in another subgroup of S. Notice that, here, there is no requirement that a maximal subgroup be proper, so if S is in fact a group then its unique maximal subgroup (as a semigroup) is S itself.

The decision of an administrative body is subject to judicial review if it took into account irrelevant considerations. If, in the exercise of its discretion on a public duty, the body takes into account considerations which the courts consider not to be proper, then in the eyes of the law it has not exercised its discretion legally.. Michael Howard, the United Kingdom Home Secretary whom the House of Lords found had taken into account an irrelevant consideration when determining the period for which two young murderers should be detained at Her Majesty's pleasure In the United Kingdom, a seminal case applying this principle is R. v. Secretary of State for the Home Department, ex parte Venables (1997).. In this case, the Home Secretary had taken into account public opinion when deciding upon the tariff of 15 years for holding in custody two boys detained at Her Majesty's pleasure for having murdered James Bulger, a two-year-old child, when they were both ten years old. Lord Steyn held that the public petitions considered were worthless and incapable of informing the Home Secretary in a meaningful way of the true state of public opinion in respect of the tariff.
