The story concerns two well-behaved sisters, Blue-Eyes and Turkey, living with their mother and their baby sibling in the forest while their father is far away at sea. One day, the children meet a strange girl, who tells them that she has a tiny man and woman in a compartment on her guitar, and will only show them to naughty children. The children return home, and do their best to be naughty despite their love for their mother. The mother, despondent, tells the children that if they don't behave she will have to go away with the baby, and be replaced by a "new mother" with "glass eyes and a wooden tail".

Robot Santa (voiced by John Goodman in the first appearance, John DiMaggio in later appearances) is a robot created in 2801 by The Friendly Robot Company to judge beings as naughty or nice and distribute presents or punishments accordingly. Due to a programming error, his standards are too high and he judges everyone to be naughty (with the one-time exception of Dr. Zoidberg). This leads him to go on destructive rampages across Earth every Xmas using Christmas-themed weapons, such as grenades shaped like Christmas ornaments, bicycle guns, and T.O.W. missile launchers (a weaponized retort to mistletoe) to punish the "naughty" beings. He resides in a death fortress on Neptune along with a number of Neptunians that act as slave labor for the toy factory.

Officer Zau screams in pain and engages in delirium. Officer Zau collapses on the floor and Ching faints. Ching awakes in a hospital and takes up his son's report card and reads it. His cellmate commented that his son's "handwriting was not bad", also a message for his dad: "Dad, don't be naughty in prison, Don't let me worry about you, remember..." this sentence is meaningful, "Tolerate, Tolerate, Tolerate...." In the television show, in his day-to-day life, Rocko works as a cashier at (and briefly as the boss of) a local comic book shop called Kind of a Lot o' Comics which is owned by Mr. Smitty and sells mostly Really Really Big Man comics. Rocko originally worked at Mega Lot-O Comics, owned by chairman of Conglom-O, Mr. Dupette, Ed Bighead's boss. In the television show, his other jobs include tattoo artist, plumber's assistant, and specialty phone operator (possibly a phone sex operator, as he says "oh baby, oh baby, oh baby", and the sign behind him says "Be Hot, Be NAUGHTY, Be Courteous."), a product tester at Conglom-O, a tow truck man, an underwear model, and a cartoonist for the program Wacky Delly.

The same mouse who said the cat could not get inside, ends up getting caught by the cat. The cat tells him that he will not kill him, but will give him cheese if the mouse follows the cat's instructions. During the dialogue between the two, the cat's smile resembles the Tojo bucktooth grin and it speaks with a Japanese accent. Near the end, the cat screams “Now get going!” and the mouse jumps to attention and gives the infamous Nazi salute. The scene cuts to the biddable mouse, now an agent of influence, telling the other mice that the cat is here to “save us and not to enslave us,” “don’t be naughty mice, but appease him” so “hurry and sign a truce.” This message of appeasement and signing a truce would have been all too familiar to the adults in the theaters who were probably with their children.

Rocko's Modern Life has been noted for its racy humor. Adults made up more than one-fifth of the audience for the show during its run. The series contained numerous adult innuendos, such as Rocko's brief stint as a telephone operator at what is implied to be a sex hotline in the episode "Canned": the instructions on the wall behind him helpfully remind all employees to "Be Hot, Be Naughty, and Be Courteous" while he flatly repeats "Oh baby" into the receiver, who turned out to be Mrs. Bighead. Joe Murray noted that the season one segment "Leap Frogs" received "some complaints from some parents" due to its sexual humor, leading to Nickelodeon removing the episode from air for the remainder of the show's run, although it later aired on the cable channel Nicktoons, and was made available on DVD and video streaming sites such as Netflix.
