Technically, Libya remained an Italian possession administered by Britain and France, but at the Potsdam Conference in 1945 the Allies—Britain, the Soviet Union, and the United States—agreed that the Italian colonies seized during the war should not be returned to Italy. Further consideration of the question was delegated to the Allied Council of Foreign Ministers, which included a French representative; although all council members initially favored some form of trusteeship, no formula could be devised for disposing of Libya.

The Belém-Brasília Highway (BR-153 stretch) in the municipality of Fortaleza do Tabocão, Tocantins. The Belém-Brasília Highway was the first road built through the central and the middle north region of Brazil, having been built between 1958 and 1960, and paved in 1974. Its construction was one of the highest achievements of road engineering, due to the enormous difficulties faced by designing it and by the construction crews (more than 5,000 courses of water had to be conquered, and new ways of bulldozing and felling massive trees higher than 50 m and with girths exceeding 4 to 5 m in diameter had to be devised. Initially it was a dirt road, but in the succeeding years it was macadamized and more permanent bridges were built.

The audio-lingual method was developed in the United States around World War II when governments realized that they needed more people who could conduct conversations fluently in a variety of languages, work as interpreters, code-room assistants, and translators. However, since foreign language instruction in that country was heavily focused on reading instruction, no textbooks, other materials or courses existed at the time, so new methods and materials had to be devised. The significance of the heavy bolt shortcoming is not that it cannot be solved, but that it remains a current issue because most submachine guns use simple blowback for reasons of economy and simplicity. Another problem is that, since the weapon must be carried with the bolt open in order to fire promptly, this leaves the breech and action internals open to dirt and dust contamination through the open ejection port, unless some sort of cover can be devised. The Abolition of Poindings and Warrant Sales Act 2001 was an Act of the Scottish Parliament to abolish the previous practice in which a debtor’s goods are priced (poinding) in preparation for the enforced sale of the debtor’s possessions (warrant sale). The legislation was introduced in 1999 as a member's bill by Tommy Sheridan MSP, the sole member of the Scottish Socialist Party in the Parliament. The original draft of the bill proposed that it would have immediate effect, but this was subsequently amended to delay implementation of the bill until 2002, so that alternative means of debt recovery could be devised. The Scottish Executive eventually proposed the Debt Arrangement and Attachment Bill, which became the Debt Arrangement and Attachment Bill Act 2002 and repealed the Abolition of Poindings and Warrant Sales Act.

If tested with the same EPA tests used by other hybrids, the Volt's EPA fuel economy rating would be around due to the current EPA test for hybrids disallowing vehicles from boosting their mpg rating using stored battery power. General Motors stated that the Volt is an entirely new type of vehicle that the EPA's current fuel economy tests are not suited to rate, and that a new test should be devised for this emerging class of hybrid-electrics.

Post-Mortem was published in 1931, but was not staged until 1944. Its première was a production by British prisoners of war in a German camp, during World War II, at Eichstätt. The four leading parts were performed by professional actors, Michael Goodliffe, Dan Cunningham, Brian McIrvine and Desmond Llewelyn, and the play was produced and directed by a fifth professional actor and producer, Wallace Finlayson. In 2007, David Wiltshire, a professor of theoretical physics at the University of Canterbury in New Zealand, argued in the New Journal of Physics that quasilocal variations in gravitational energy had in 1998 given the false conclusion that the expansion of the universe is accelerating. Moreover, due to the equivalence principle, which holds that gravitational and inertial energy are equivalent and thus prevents aspects of gravitational energy from being differentiated at a local level, scientists thus misidentified these aspects as dark energy. This misidentification was the result of presuming an essentially homogeneous universe, as the standard cosmological model does, and not accounting for temporal differences between matter-dense areas and voids. Wiltshire and others argued that if the universe is not only assumed not to be homogeneous but also not flat, models could be devised in which the apparent acceleration of the universe's expansion could be explained otherwise.

An individual's, nation's, or organization's carbon footprint can be measured by undertaking a GHG emissions assessment, a life cycle assessment, or other calculative activities denoted as carbon accounting. Once the size of a carbon footprint is known, a strategy can be devised to reduce it, for example, by technological developments, energy efficiency improvements, better process and product management, changed Green Public or Private Procurement (GPP), carbon capture, consumption strategies, carbon offsetting and others. For calculating personal carbon footprints, several free online carbon footprint calculators exist including a few supported by publicly available peer-reviewed data and calculations including the University of California, Berkeley's CoolClimate Network research consortium and CarbonStory. These websites ask you to answer more or less detailed questions about your diet, transportation choices, home size, shopping and recreational activities, usage of electricity, heating, and heavy appliances such as dryers and refrigerators, and so on.

During production of the prototype, it was discovered that the adhesive used in delta wood caused skin irritation and safety procedures needed to be devised for workers. The MP-6 had 81 rounds of ammunition while the Berezin UBS had 230 rounds per gun. The MP-6 was abandoned after the prototype due to excessive recoil forces that damaged engine fittings.

Chondrocytes derived from IFT88 mutant mice did not express primary cilia and did not show the characteristic mechanosensitive up regulation of proteoglycan synthesis seen in wild type cells It is important to examine the mechanotransduction pathways in chondrocytes since mechanical loading conditions which represent an excessive or injuruous response upregulates synthetic activity and increases catabolic signalling cascades involving mediators such as NO and MMPs. In addition, studies by Chowdhury TT and Agarwal S have shown that mechanical loading which represents physiological loading conditions will block the production of catabolic mediators (iNOS, COX-2, NO, PGE2) induced by inflammatory cytokines (IL-1) and restore anabolic activities. Thus an improved understanding of the interplay of biomechanics and cell signalling will help to develop therapeutic methods for blocking catabolic components of the mechanotransduction pathway. A better understanding of the optimal levels of in vivo mechanical forces are therefore necessary for maintaining the health and viability of cartilage, preventative techniques may be devised for the prevention of cartilage degradation and disease.

There were no particular technological requirements for the QWERTY layout, since at the time there were ways to make a typewriter without the "up-stroke" typebar mechanism that had required it to be devised. Not only were there rival machines with "down-stroke" and "frontstroke" positions that gave a visible printing point, the problem of typebar clashes could be circumvented completely: examples include Thomas Edison's 1872 electric print-wheel device which later became the basis for Teletype machines; Lucien Stephen Crandall's typewriter (the second to come onto the American market) whose type was arranged on a cylindrical sleeve; the Hammond typewriter of 1887 which used a semi-circular "type-shuttle" of hardened rubber (later light metal); and the Blickensderfer typewriter of 1893 which used a type wheel. The early Blickensderfer's "Ideal" keyboard was also non-QWERTY, instead having the sequence "DHIATENSOR" in the home row, these 10 letters being capable of composing 70% of the words in the English language.

On 1 January 1940 the 4e Regiment Huzaren based at Deventer would be allotted the necessary professional personnel, followed by 1e Regiment Huzaren at Amersfoort on 1 April, 2e Regiment Huzaren at Breda on 1 July 1940 and 3e Regiment Huzaren at The Hague on 1 October. Once the professionals had acquainted themselves with the matériel, a training course would be devised, based on their experiences, for the conscripts, lasting fifteen months. The first DAF M39 platoon would then be active late 1941 or early 1942. In the summer of 1939 the Inspector of Cavalry and Bicycle Forces rejected this plan because the hussar regiments lacked the technical support to ensure a successful introduction of the new and advanced type. In response to the use of the "fifth generation" term, Eurofighter has made a fifth- generation checklist placing different weights on the various capabilities, and arguing that the application of the label to strike aircraft such as Lockheed-Martin's F-35 is ill-advised, and even inconsistent with the aircraft's specifications. Meanwhile, Eurofighter adds "net-enabled operations" as a noteworthy requirement and de-emphasizes full-scope low observability as only one factor in survivability. In the same article Eurofighter GmbH appear to acknowledge the remarkable performance of Lockheed Martin's F-22 aircraft, while demonstrating that labels as simple as "fifth generation" may easily be devised to serve the interests of the writer. Richard A. Bitzinger of the S. Rajaratnam School of International Studies, a former consultant for the American RAND Corporation think tank, suggests that Western Europe's "failure" to develop a fifth-generation jet fighter may reduce these former leaders in the market to also-ran status as the world's attention shifts to the competition between the United States and Asian powers.

A preliminary analysis of European rock inscriptions was completed in 1983, and an interim report on the conservation of rock inscriptions at the Quarantine Station was completed in March 1999, as part of a joint project between the NPWS, Sydney, North Sub- District and the NPWS Cultural Heritage Services Division. The recommendations of the 1983 analysis were: #that the engravings at The Old Mans Hat be recorded by a similar program (such as that at the Quarantine Station core precinct) in order to complete the record of the resource; #that, it funds become available, an indexing system of the inscriptions be devised for the complete resource; and #that further research is carried out to identify whether similar engravings have been located at other Quarantine facilities as a means of assessing the National Heritage value of this material.

Pseudorationalism was the label given by economist and philosopher Otto Neurath to a school of thought that he was heavily critical of, throughout many of his writings but primarily in his 1913 paper "The lost wanderers of Descartes and the auxiliary motive" and later to a lesser extent in his 1935 "Pseudorationalismus der Falsifikation", a review of and attack on Popper's first book, Logik der Forschung (The Logic of Scientific Discovery), contrasting this approach with his own view of what rationalism should properly be. Neurath aimed his criticism at a Cartesian belief that all actions can be subject to rational analysis, saying that Neurath considered that "pseudo-rationalists", be they philosophers or scientists, made the mistake of assuming that a complete rational system could be devised for the laws of nature. He argued rather that no system could be complete, being based upon a picture of reality that could only ever be incomplete and imperfect. Pseudo-rationalism, in Neurath's view, was a refusal or simple inability to face up to the limits of rationality and reason.

One of the advantages of using a Nipkow disk is that the image sensor (that is, the device converting light to electric signals) can be as simple as a single photocell or photodiode, since at each instant only a very small area is visible through the disk (and viewport), and so decomposing an image into lines is done almost by itself with little need for scanline timing, and very high scanline resolution. A simple acquisition device can be built by using an electrical motor driving a Nipkow disk, a small box containing a single light- sensitive (electric) element and a conventional image focusing device (lens, dark box, etc.). Another advantage is that the receiving device is very similar to the acquisition device, except that the light-sensitive device is replaced by a variable light source, driven by the signal provided by the acquisition device. Some means of synchronizing the disks on the two devices must also be devised (several options are possible, ranging from manual to electronic control signals).

The commission found that the water was of poor quality and cleanliness, and was in need of improvement. A select committee endorsed this view in 1828 and recommended that a scheme should be devised by Thomas Telford, to supply the whole metropolis with clean water.

It has been proposed that a biosphere could be contained between two concentric spheres, placed on the interior of a rotating sphere (in which case, the force of artificial "gravity" is perpendicular to the axis of rotation, causing all matter placed on the interior of the sphere to pool around the equator, effectively rendering the sphere a Niven ring for purposes of habitation, but still fully effective as a radiant-energy collector) or placed on the outside of the sphere where it would be held in place by the star's gravity. In such cases, some form of illumination would have to be devised, or the sphere made at least partly transparent, because the star's light would otherwise be completely hidden. If assuming a radius of 1 AU, then the compressive strength of the material forming the sphere would have to be immense to prevent implosion due to the star's gravity. Any arbitrarily selected point on the surface of the sphere can be viewed as being under the pressure of the base of a dome 1 AU in height under the Sun's gravity at that distance.
